Political Week Ahead: PM Morawiecki Meets Opposition and City Mayors, Senate Debates "Five for Animals," President's Consultations, Further COVID-19 Restrictions, Constitutional Tribunal on De-UB Legislation, EU Summit

The upcoming week in politics will primarily feature the Senate's session on the "Five for Animals" act, as well as further government decisions regarding coronavirus epidemic restrictions. Additionally, Prime Minister Morawiecki will meet with the opposition and city mayors. President Duda will be on a visit to Ukraine, and at the end of the week, the European Council will convene.

Senate Debates "Five for Animals." On Monday, the Senate legislative committee will review the amendment to the animal protection act, known as the "Five for Animals." Subsequently, the PiS proposal will be considered by the Senate agriculture and rural development committee. The upper house will debate the proposal the following day, on Tuesday – although it was originally scheduled for the end of September. A farmers' protest is also planned to take place in Warsaw on that day.

President Duda in Ukraine and Consultations on "Five for Animals." President Andrzej Duda, accompanied by his wife Agata Kornhauser-Duda, arrived in Ukraine on Sunday for a three-day visit. The President will meet with the highest Ukrainian authorities and visit the Polish War Cemetery in Kyyiv-Bykivnya. Economic agreements will be signed in his presence in Odesa. We have heard that further presidential consultations regarding the aforementioned amendment to the animal protection act, the "Five for Animals," will take place on Wednesday.

Prime Minister Morawiecki Meets Opposition and City Mayors. A session of the Government Crisis Management Team is planned for Monday. On Tuesday morning, Prime Minister Mateusz Morawiecki will meet with city mayors, followed by a videoconference with the President of the European Council, Charles Michel. Later that day, after a government session, the Prime Minister will meet with the opposition.

Constitutional Tribunal on De-UB Legislation. Two hearings of the Constitutional Tribunal have been scheduled for October concerning the so-called de-UB (former security service employees' pensions) act. The first took place last week. The second hearing will be held on Wednesday with a 5-judge panel. In this case, the initiating entity of the proceedings is the District Court in Krakow, VII Labor and Social Security Division.

Decisions on Further Restrictions. "We will inform about our next steps on a weekly cycle. This specific decision regarding opening hours for retail outlets for seniors will be in effect from Thursday," stated Prime Minister Mateusz Morawiecki at a press conference at the Chancellery of the Prime Minister. "Also on Thursday, or at the latest on Friday, we will announce our next decisions," PMM continued.

European Council. The European Council will convene on Thursday and Friday. EU leaders will meet in Brussels to discuss relations with Great Britain, as well as climate change and relations with Africa.

Trzaskowski's Movement. "The inauguration of the movement will be on the 17th [of October], but we will do absolutely everything to be able to sign up for the movement earlier. This is because there is indeed tremendous energy from people. It needs to be channelled. On the 17th, we will explain exactly all the actions we will be undertaking, because we want to meet in action and invite everyone who wants to act," announced Rafał Trzaskowski on TVN24's "Fakty po faktach."
