Thursday's Political Agenda: Senate Committee on the "Five for Animals" Act, New List of Yellow and Red Zones

At 13:00, the Senate Legislative Committee will resume deliberations on the amendment to the Animal Protection Act, commonly known as the "Five for Animals" initiative. The Senate is scheduled to discuss the bill next Tuesday.

Between 8:30 and 16:00, the Sejm will host press conferences by the Civic Platform (PO) summarizing the work of individual ministries prior to the structural changes in ministries. The theme: How PiS Governs - A Ministry Audit.

Also today, the Ministry of Health is expected to announce the counties that will be designated as yellow and red zones starting Saturday. - There's no point in hiding it, but 99% likely Warsaw will be in the yellow zone starting Saturday, so I'm also warning all of you that after midnight from Friday to Saturday, masks will be mandatory in Warsaw, everything points to that. Ladies and gentlemen, the number of counties we announce tomorrow will definitely be over 100. We must reckon with this - said Wojciech Andrusiewicz yesterday during a press conference.

Puda:

Compensation Introduced by PiS Amendment. We Will See How the Senate Responds to the Provisions

Regarding the vacatio legis, it is certainly secured within the act. The discussion on this matter is ongoing. I was present during the Senate committee's work, listening to various arguments. We will see what happens during the senators' final report. This vacatio legis is secured. Compensation - introduced by an amendment filed by PiS - has been established. We will see how the Senate responds to the provisions” - said Minister Grzegorz Puda on Polskie Radio Jedynka.

Puda:

Agriculture and Forestry in Poland is So Broad That This Small Group of Fur Farmers Cannot Dominate the Actions of the Entire Ministry or Government

After all, agriculture does not consist solely of fur farmers. I understand that this industry is currently very active in protests. The topic of agriculture and forestry in Poland is so broad that this small group of people, fur farmers, cannot dominate the actions of the entire Ministry of Agriculture or the entire government. Farmers have lived in symbiosis with nature for centuries. It's not as if the entire agricultural community is dissatisfied” – said Minister Grzegorz Puda in an interview with Jedynka radio.

Zandberg:

Many People Feel the Sanitary Inspectorate is Overwhelmed, Making Contact Increasingly Difficult

- In my circle, yes [everyone is healthy], but I have actually had some contact with people who were recently asked by the sanitary inspectorate to get tested, and I think that's an interesting story. It keeps repeating. Many people feel that the sanitary inspectorate is, at this moment, overwhelmed, that trying to contact the sanitary inspectorate is becoming increasingly difficult, and this is bad news, because it is a key institution, and its efficiency will determine how successful our fight against the virus will be – stated Adrian Zandberg in an interview with Piotr Witwicki on Polsat News's "Graffiti".

08:25

Zandberg:

What Confederation MPs are doing is clowning around
In my opinion, their behavior at this moment [Confederation MPs] is not very responsible. For a very simple reason. We are seeing a rather rapid increase in infections, and one of the places where this rapid increase in infections is occurring is Warsaw. So, if we as a parliament decide to adopt certain preventive measures, I think that a certain responsibility for others and thinking about others should also prompt us to adhere to these principles. Besides, the whole point of this story is precisely about thinking about others. Let's also be honest. This is a disease that affects older people the most, people who have other health problems, and therefore, responsible behavior from people of my age or the editor's age is primarily about thinking about them, taking care of our parents' generation - stated Adrian Zandberg on Polsat News's "Graffiti". - Confederation MPs have been told many times from many different directions that their behavior is irresponsible. As I understand it, they have decided to behave that way regardless. I think what happened in parliament yesterday was well described as clowning around, because that is precisely what Confederation MPs have been doing recently on this matter. And if they were clowning around on their own account and if this clowning around was just to ridicule this or that MP, it would be less of a problem. The issue is that there are elderly people, there are sick people. It's a lack of thinking about them, about the staff of the Sejm Chancellery, and I think it would be good for this to change - he continued.

08:29

Rau on Nord Stream 2: We should welcome the fact that the debate has begun, although I repeat, it is very late.

- We should welcome the fact that such a debate has begun, although I repeat, it is very late. We should also state with satisfaction that finally rational, common-sense arguments are able to resonate in this debate. This is because Poland's position from the very beginning of the construction of this pipeline has been unambiguous. This construction simply divides European countries - said Zbigniew Rau in an interview with Krzysztof Świątek on "Sygnały dnia" on Jedynka radio.

08:32

Rau:

Barley's Statements Undermine Not Only the Dignity of the EP but, Due to Her National Origin, Also the Dignity of the Current German Presidency

- I am convinced that Ms. Barley's statements, and I mean significantly so, undermine not only the dignity of the European Parliament, but due to her national origin, also the dignity of the current German presidency in the European Union - said Zbigniew Rau in a radio interview on Jedynka.

Wójcik Asked About His Role in the Chancellery of the Prime Minister: The Issue of Children is Something I Would Like to Address. The Question of European Identity Also Lies on the Table

- I do not hide the fact that the issue of children is something I would like to address. Moreover, even though I have moved to the Chancellery of the Prime Minister, I still receive various requests. But the question of European identity might also be on the table – said Michał Wójcik in a conversation with Jacek Prusinowski in Radio Plus's "The Core of the Matter".

PM Morawiecki on the 2021 Budget: A Rational Compromise Between Poland's and Poles' Capabilities and Aspirations, Facilitating Their Functioning and Development Amidst Economic Uncertainty and Prioritizing the Security of Our Families

Wójcik on Ziobro's Absence from Swearing-In: He Felt Unwell and Out of Responsibility Simply Did Not Appear

- As far as I know, Minister Ziobro felt unwell at the time and, out of a sense of responsibility, simply did not appear at the swearing-in. He is not feeling well at the moment, but it is probably a cold. He has also decided to undergo testing - said Michał Wójcik on Radio Plus.

PM on the Epidemic Situation: With Such Dynamics, Infections Will Double Approximately Every 3 Days. This is Already a Very High Number, and We Want This Number to Be Limited, for This Number to Be Flattened.
"One of the government's primary duties is, first and foremost, to present current information regarding the health status and the spread of Covid-19. Today we had a record increase in infections – 4280 cases, and about 30% more than the previous day. This means that with such dynamics, the number of infections will double approximately every 3 days. This is already a very high number, and we want this number to be limited, for this number to be flattened. We want to apply a similar strategy, albeit in different circumstances, to the one we applied a few months ago," said Prime Minister Mateusz Morawiecki at a press conference.

14:28

PM:

We are currently undertaking actions that will increase the number of available beds by several thousand in the next few days
"We are currently undertaking actions that will increase the number of available beds by several thousand in the next few days. The numbers already indicate that we have nearly 60% of beds free, meaning the situation regarding bed availability for patients remains safe. We want to act proactively, increasing the number of available beds across the country, anticipating a negative scenario, because everyone must consider such a possibility," said Prime Minister Mateusz Morawiecki at a press conference.

14:29

PM:

We Have Around 500 Ventilators Available for COVID-19 Patients, Approximately Two-Thirds of Our Total
"We have around 500 available ventilators for COVID-19 patients. This constitutes approximately nearly two-thirds of our available ventilators. In addition to this, we have over 500 ventilators already today in our warehouses and a further number that is also available, which is linked to the ventilator purchases we have made. This is very important because this safety is a very frequent topic of discussion and questions," said Prime Minister Mateusz Morawiecki at a press conference.

PM:

We Acted Swiftly in Spring. Through the Financial and Anti-Crisis Shield, We Saved at Least 3 Million Jobs and Visibly Rescued the Economy
"We have a period of great sacrifices behind us. Spring this year meant the closure of the entire economy, huge risks and economic losses, as indeed happened all over the world, which translated into a poor economic situation in Poland. But then, as everyone remembers, we acted swiftly through the financial and anti-crisis shield. We saved at least 3 million jobs and visibly rescued the economy, because EC data show that the recession in Poland will be the shallowest, or one of the shallowest, in the entire EU and one of the shallowest worldwide," said Prime Minister Mateusz Morawiecki at a press conference.

PM Morawiecki: Yellow Zone Rules Nationwide from October 10th, Requiring Face Coverings in Public
"We have made a decision that from October 10th, we are introducing the rules applicable in yellow zones across the entire country, meaning the yellow zone is extended to cover the whole nation. This means we have an obligation to cover our mouths and noses in public spaces, public transport, and in places that are described in detail. One of the reasons for this decision is the fact that already today in the yellow zone we would have, and do have, about 100 counties. That's 1/3 of the country. We have a choice: either to close down movement in individual voivodeships, meaning restrictions on freedom of movement, or to introduce restrictions nationwide, similar to those in neighboring countries," said Prime Minister Mateusz Morawiecki at a press conference.

14:32

PM:

Maximum 75 Guests at Occasion Events; Restaurants Limited to 1 Person per 4 Sq. Meters; Cultural Events at 25% Capacity Indoors, 100 Outdoors
"The maximum number of guests at occasion events is limited to 75 people, meaning the same rules as in yellow zones. In restaurants, one person per 4 square meters, cultural events with 25% audience capacity in enclosed spaces, and 100 people outdoors. These are some of the rules currently in effect in yellow zones," said Prime Minister Mateusz Morawiecki at a press conference.

14:33

PM Morawiecki: "Calmness, Responsibility, and Reduced Emission Risk are Key Today"
"Today the keywords are: calmness, responsibility, a responsible approach, and reducing emission risk. Today, we reduce emission risk through masks and distance. Increasing distance to over 1.5 meters and simultaneously wearing masks leads to a drastic reduction in the risk of Covid-19 transmission from person to person. We are not only strongly encouraging this, but also reminding everyone of this obligation throughout the country" - said Prime Minister Mateusz Morawiecki at a press conference.

14:35

PM Morawiecki: "We are currently a few steps ahead of a shortage of beds and ventilators, and we will do everything to stay ahead of this shortage."
"We are currently a few steps ahead of a shortage of beds and ventilators, and we will do everything to stay ahead of this shortage, meaning to ensure that bed availability is properly provided" - said Prime Minister Mateusz Morawiecki at a press conference.

PM Mateusz Morawiecki Urges Seniors to Stay Home: "Movement Only When Necessary"
"I very warmly encourage all seniors to stay at home, and to only move around when it is absolutely necessary. I encourage children and youth, grandchildren, to take care of the health of their parents and grandparents, because it is truly seriously threatened today. For people over 90 years of age, the mortality rate in case of coronavirus infection oscillates around 25%" – Prime Minister Mateusz Morawiecki said at a press conference.

14:39

PMM:

We Don't See the Need to Isolate the Republic Today, At Present, as We Did in the Spring

Our strategy will be flexible. I want to emphasize this, because another meeting of the RZZK took place today. The government meets daily in the RZZK format. We react on an ongoing basis to information coming to us from Europe and around the world. We do not see the need to isolate the Republic today, at the present moment, as we did in the spring, because the situation is not as different as it was in the spring” - said Prime Minister Mateusz Morawiecki at a press conference.

14:42

PMM:

On Saturday, we will present further rules concerning the fight against Covid-19

On Saturday, we will present further rules concerning the fight against Covid-19, here and now, a fight conducted in an organized manner, utilizing best practices derived from our experiences, as well as those of other countries. I am convinced that this will lead to a slowdown in the growth of coronavirus in Poland” - said Prime Minister Mateusz Morawiecki at a press conference.

Niedzielski:

The Main Task for Autumn is an Escalation in the Number of Infections

- We see that the main task awaiting us in autumn is, indeed, an escalation. An escalation concerning the number of infections. As the Prime Minister said, today we have 4,280 infections, a third more than the previous day. Clearly, maintaining such a trend means an exponential increase in the number of infections, which we want to avoid – said Adam Niedzielski during a press conference.

14:54

Niedzielski:

Level Three Hospitals to be Renamed 'Coordination Hospitals'; Bed Capacity to Increase by Nearly 4,000
Level three hospitals will be called coordination hospitals. The number of beds, which will increase as a result of this operation, as well as ventilators and personnel, will grow by nearly 4,000 places. The locations of coordination hospitals in Poland can be seen on the map behind me. It is very important that instead of nine highly specialized hospitals, as it was until now, we will have 16 hospitals – said Adam Niedzielski during a press conference.

PM Asked About His Words on Coronavirus: It's Worth Looking at a Certain Chart, When the Virus Was in Retreat Across Europe and in Poland

- It's worth looking at a certain chart, when the virus was indeed in retreat across Europe and in Poland. Let's recall the situation from June. At that time, we were practically eliminating all significant restrictions, the economy was coming back to life. We were reopening various sectors of the economy, and practically everyone demanded it, and it was very justified. At the same time, as the Minister of Health said, the capacity of isolation facilities and hospitals was being reduced. We saw a decrease in the use of single-purpose hospitals. At the same time, please look at this chart, which very clearly shows that it was precisely at that time, when I mentioned that the situation was milder, that the situation was milder both in Poland and in all European countries. I think it's best to rely on facts, on numbers. At that time, the number of people recovering, the number of those who had recovered, exceeded the total number of people entering the system, i.e., infected individuals. So, we were dealing with the situation we described then, and in the summer, in line with the predictions of epidemiologists and virologists, the virus weakened, to put it mildly, and some even concluded that the problem of a second wave would not arrive. We warned against this second wave, but also, in line with what was happening across Europe, we reopened the economy in June, because we know perfectly well that closing the economy in March, April, and May translated into gigantic losses for everyone, for people who earn a living, for companies, for entrepreneurs who export their goods, who produce their goods, and therefore the balance between an appropriate approach to healthcare, to treating people, and to keeping the economy moving is constantly our basic priority. And I believe this chart says it all - stated Prime Minister Mateusz Morawiecki at a press conference.

PM:

On Saturday, we will communicate our decisions regarding schools in detail

- On Saturday, we will communicate our decisions regarding schools in the coming periods, weeks, in great detail. As of today, the mechanism implemented in August is working reasonably well, but the pandemic is indeed spreading, and therefore, these rules may need to be tightened. Today, over 98% of schools are functioning in a relatively normal way, but I also notice increasing student absenteeism there, as we receive these statistics as well. This means that we may need to make some restrictions again, but we will communicate about this in due course, present our knowledge and our decisions regarding this aspect of the matter, i.e., education, on Saturday - stated Prime Minister Mateusz Morawiecki at a press conference.

Gowin:

The Polish Government, as indicated by all international bodies, including the European Commission, is managing to stay at least one step ahead of the coronavirus

- It's not that we are at the limit of our capacity. Indeed, the Polish government, as indicated by all international bodies, including the European Commission, is managing to stay at least one step ahead of the coronavirus. If we consider, on the one hand, the effectiveness of the fight for the health and lives of Poles, and on the other hand, the effectiveness of the fight for the Polish economy, jobs, and the survival of Polish companies, then we are probably in 1st place in Europe – Jarosław Gowin said in an interview with Bogdan Rymanowski on the program 'Gość Wydarzeń' on Polsat News.

19:49

Gowin:

As Minister Responsible for the Economy, I Can Announce That Another Aid Tranche Will Soon Reach the Tourism Sector

- As minister responsible for the economy, I can announce that another aid tranche will soon reach the tourism sector. I don't want to go into details, as it ultimately depends on the parliament - said Jarosław Gowin on Polsat News.

19:53

Gowin on Wearing Masks: I Want to Assure All of You, and Threaten Some, That the Enforcement of the Law Will Be Very Ruthless

- I want to assure all of you, and threaten some, that the enforcement of the law will be very ruthless. The police have been instructed and have committed to issuing fines of up to PLN 500. To all those who endanger the health of others, because I emphasize, a mask on my face does not protect me, it protects the editor if we were talking face-to-face or if we passed each other on the street, it protects others - Jarosław Gowin said on Polsat News.

19:58

Gowin on All Saints' Day: In My Opinion, This Decision is Inevitable; This Year, Everyone Will Have to Wear Masks in Cemeteries

- I can say unequivocally, although there is no such decision yet, but in my opinion, this decision is inevitable; this year, everyone will have to wear masks in cemeteries, regardless of whether a given county or municipality is relatively safe - said Jarosław Gowin on Polsat News.

Zembala:

PM and Health Minister's Firm Stance, Declaring the Entire Country a 'Yellow Zone' and Mandating Masks from Saturday, is an Entirely Expected Phenomenon
The responsibility of each of us and medical teams is fundamental and primary. The problem is that we often ignore these rules, hence the firm stance of the Prime Minister, Prime Minister Morawiecki, and the Minister of Health, declaring the entire country a so-called yellow zone and the necessity of wearing masks everywhere from Saturday is an entirely expected phenomenon. In my opinion, I believe that the Marshal [Karczewski] and you, our listeners, will also share this opinion. In two weeks, if this social discipline is unambiguous, undisputed, and firm, an element in the form of a decrease in this dangerous growth dynamic will appear – stated Marian Zembala in "Gość Wiadomości" on TPV Info.

Zembala:

As a doctor and a citizen, I urge us to treat the fight against the pandemic above divisions as a challenge facing each of us

- As a doctor and a citizen, I urge us to treat the problem of fighting the pandemic above divisions as a challenge facing each of us. There are certain significant elements to this progress. Whatever one may say, it is to Minister Szumowski's credit that in a difficult time of the pandemic, when the experiences of other countries were not as clear as ours are now, we were able to rise to the occasion - stated Marian Zembala in 'Gość Wiadomości' on TPV Info.
