Wednesday's Political Agenda: Sejm Debates the Budget

This week's Sejm session, initially planned for two days, will take place today only. The proceedings will begin at 10:00 AM, followed by a 15-minute voting session. Subsequently, at 10:15 AM, the second reading of the bill amending this year's budget will commence.

Also today, the Sejm will address the draft budget for 2021, along with the so-called budget-related bill. The first reading debate is scheduled to start at 3:00 PM and conclude at 9:00 PM. A voting session is also planned then, which – according to the current schedule – is expected to end at 10:30 PM.

07:38

Spychalski:

The President Has Scheduled Changes in the Chancellery's Leadership for Today

Today, these [personnel] changes will occur in the Chancellery of the President. The President has scheduled changes in the leadership of the Chancellery of the President for today. It would be a far-reaching irresponsibility on my part to announce changes before they have actually been implemented. The President will be implementing changes in the Chancellery of the President this afternoon. We will provide information after they have been carried out” - stated the President's spokesman, Błażej Spychalski, in an interview with Michał Rachoń on TVP Info's program "Jedziemy".

07:46

Spychalski:

President's Cooperation with Emilewicz and Ardanowski Was Very Close

The cooperation, specifically with Ms. Emilewicz and Minister Jan Krzysztof Ardanowski, was very close, particularly in recent times. The coronavirus epidemic, which broke out a few months ago, caused us to have to take a great many very difficult, demanding steps, especially concerning economic issues” – said presidential spokesperson Błażej Spychalski on TVP Info.

07:57

Bielan:

PiS Chairman Authorized Me to Say He Was Simply a Little Cold. Despite Sunny Weather, It Was Quite Chilly, So Kaczyński Didn't Want to Stand Outside for Too Long
Everyone knows that Jarosław Kaczyński attaches the least importance to such matters. Titles, prestige, image – these things hardly concern him. There was no demonstration. We live in times when, generally, we should greet and say goodbye less effusively, and just yesterday evening I spoke with Chairman Kaczyński. I told him I was going to see you this morning and that the first question would concern this outing. He authorized me to say that he was simply a little cold. Despite the sunny weather, it was quite chilly there, so Jarosław Kaczyński simply didn't want to stand outside for too long and went to a warmer place. Besides, he naturally has a multitude of party duties. One could say he currently has two full-time jobs, as on one hand he is the Deputy Prime Minister, a role he approaches very seriously, and on the other hand, the position of party chairman, which is simultaneously the de facto head of our political camp – stated Adam Bielan in the "Piasecki's Conversation" on TVN24.

08:02

Bielan:

As far as I know, PJK will be at his new office in the Chancellery of the Prime Minister and at the party leader's office daily. He will try to combine these two roles.

- As far as I know, Prime Minister Kaczyński will be daily both in his office, a new office at Aleje Ujazdowskie in the Chancellery of the Prime Minister, and at Nowogrodzka in the party leader's office. He will try to combine these two functions - stated Adam Bielan in the "Piasecki Conversation" on TVN24.

08:05

Bielan:

Kaczyński Tested Negative for COVID-19

- President Kaczyński, like probably everyone who participated in yesterday's ceremony, underwent a COVID test. The test, which came back negative, was done just before the ceremony. So there is no threat that the president currently has COVID, and secondly, I repeat, it was an outdoor ceremony - stated Adam Bielan on TVN24's "Rozmowa Piaseckiego".

Politician Linked to Szydło and Łukasz Rzepecki Join President Duda's Team
As 300POLITYKA has learned, new ministers will be appointed on Wednesday at 3:30 PM in the Presidential Chancellery. Błażej Spychalski spoke about the changes in the Presidential Chancellery taking place today on Michał Rachoń's program on TVP Info.

According to GW information, which was also confirmed by 300, Piotr Ćwik, who is closely associated with Beata Szydło and was until recently the Małopolska Voivode, is to be appointed a presidential minister by Andrzej Duda. RMF FM suggested that the dismissal was related to the rivalry between factions within PiS with the former Prime Minister's base.

According to 300's information, Łukasz Rzepecki, a former Kukiz'15 MP, and previously also with PiS, will also join the president's team as an advisor for civil society, youth, and justices of the peace. Rzepecki was suspended from the PiS club when he strongly opposed the excise tax increase on fuel. He did not run for the Sejm again when Paweł Kukiz decided on an electoral alliance with the PSL.

As Agata Kondzińska had already reported in Gazeta Wyborcza, Grażyna Ignaczak-Bandych, the current Director General of the Presidential Chancellery, will head the Chancellery.

Krzysztof Szczerski, Paweł Mucha, and Błażej Spychalski, among others, will remain in their current positions at the Chancellery.

Budka:

I had no direct contact with Marshal Zgorzelski, but out of caution, I'm staying home

- Without tempting fate, everything is fine. Sanepid called me to, as they say, self-observe. I haven't been quarantined because I had no direct contact with Marshal Zgorzelski, but out of caution, I'm staying home - said Borys Budka in a conversation with Beata Michniewicz on the "Political Salon" of Polish Radio Trójka.

09:08

Budka on the Mazovia Division Project: It's an Attempt to Reclaim Mazovia Undemocratically. PiS Cannot Win in Warsaw, Cannot Win in Mazovia

- If this project proceeds, it is, of course, an attempt to reclaim Mazovia in an undemocratic way. PiS cannot win in Warsaw, PiS has not been able to win in Mazovia for many years. The regional assembly and the majority here belong to Civic Coalition, Platforma, and PSL, which is why they will try all sorts of tricks to overturn the electoral verdict - said Borys Budka on Radio Trójka.

09:12

Budka:

I'm Deeply Admiring of Those Who Think a Three-Year-Out Election Program is the Best Way to Win. Don't Worry, This Work is Systematic.

- We are doing everything step by step. A program, a program declaration, and an ideological declaration for the 20th anniversary of Civic Platform. However, a program is always developed when we are heading into elections. We are preparing a very strong programmatic offensive from the ground up - said Borys Budka on Radio Trójka.

- I am always deeply admiring of those who think that an election program written three years before the elections is the best way to win an election. Don't worry, this work is systematic. We have a team of experts - he added.

09:16

Budka:

I Wish Today's Government Would Adhere to the Standards of Tusk's Government in the Nowak Watch Case. I Remind You that Morawiecki Has Still Not Fulfilled His Promise to Disclose Assets

- I wish today's government would adhere to the same standards as Donald Tusk's government in the case of Sławomir Nowak's watch. Because I remind you that Prime Minister Morawiecki has still not fulfilled his promise to disclose assets. A bill that would require spouses of individuals holding high state office to disclose their assets still lies in the Sejm - said Borys Budka on Polish Radio Trójka.

Terlecki Announces Financial Penalties for Confederation MPs for Not Wearing Masks and Exceeding Quota in Plenary Hall
All parliamentary clubs and the one independent parliamentary circle received a list detailing the limit of individuals who can be present in the plenary hall. I note that one of the Confederation MPs is not wearing a mask, and the quota allocated to Confederation has been exceeded because there are two individuals present, not one, representing that circle. I wish to inform the honourable MP that I am submitting a motion to the ethics committee for endangering other MPs. I now also observe further Confederation MPs entering, breaking the limit set by the Sejm Presidium. Consequently, I will be proposing financial penalties for these MPs” - stated Deputy Speaker Ryszard Terlecki from PiS.

Gawkowski:

The Left Shows the Rulers a Red Card. A Red Card for Neglecting Polish Healthcare, for Doing Nothing to Fix It

- I am submitting a formal motion for a break and to urgently summon Prime Minister Morawiecki and Minister Niedzielski to parliament, because there is a pandemic situation that has been worsening for many months, and the government pretends nothing has happened. The Left is showing the rulers a red card today. A red card for neglecting Polish healthcare, for doing nothing to fix healthcare, and this is a tally of shame that I present before you, so you can see the 60,000 infections, the thousand people who have died. For 4 months, we heard that the Prime Minister was dismissing the coronavirus. He dismissed it so effectively that there are no hospital beds, ventilators are lacking, doctors are complaining, and Polish healthcare is in a mire. All because of you. Wake up, because Poland needs a government that will care for Poles - stated Krzysztof Gawkowski in the Sejm.

Andrusiewicz:

Warsaw to be in yellow zone with 99% certainty from Saturday. Over 100 districts to be announced tomorrow

- There's no point in hiding it, with 99% certainty Warsaw will be in the yellow zone from Saturday, so I urge all of you too, that after midnight from Friday to Saturday in Warsaw, masks will be mandatory, all indications point to that. Ladies and gentlemen, the number of districts we will announce tomorrow will certainly be over 100. We must reckon with this - said Wojciech Andrusiewicz during a press conference.

11:32

Andrusiewicz:

As of Today, This Bed Buffer Still Exists

- As of today, there are 4,000 occupied beds and 283 ventilators. I will clarify immediately, ladies and gentlemen, as of today, this bed buffer still exists. Across the country, we have around 9,500 beds at three hospital levels - said Wojciech Andrusiewicz during a press conference.

11:35

Andrusiewicz:

Tomorrow Minister Niedzielski will present the exact locations of all coordination hospitals

- Tomorrow, Minister of Health Adam Niedzielski will likely present to you the exact locations of all coordination hospitals that will be established in Poland by voivodes' decisions. Voivodes will be issuing such decisions already, so we will present to you exactly where patients will be directed - said Wojciech Andrusiewicz during a press conference.

Ast on Postponed Vote for New Ombudsman: Reason Linked to MPs' Illnesses and Shortened Session. Rudzińska-Bluszcz Will Not Receive Support from the United Right

[The election of a new Ombudsman will not take place today] precisely because the Sejm session has been shortened to one day, effectively dedicated solely to matters concerning the budget bill. This is a decision by the Sejm Presidium. I believe the sole reason is indeed related to the illnesses among MPs. No, [this does not mean that PiS is reconsidering the choice of Rudzińska-Bluszcz]. There is a clear stance expressed by the Justice and Human Rights Committee. Such is also the opinion of the parliamentary majority, that this candidate from the United Right will not receive support” - Marek Ast of Law and Justice told journalists in the Sejm.

12:22

Ast on the Election of a New Ombudsman: It will be decided at the next session and then the statutory procedure for nominating new candidates will be launched. We do not yet know the parliamentary majority's candidate.

"If not at this session, then [the election of the Ombudsman] will be decided at the next session, probably still in October, and then the statutory procedure for nominating new candidates will be launched. It's hard for me to say who will come forward. I keep repeating that it should be a candidate who will also have a chance of acceptance by the Senate. Whether such a candidate will be selected, it is hard for me to say today. We have not announced and do not know any specific name regarding the parliamentary majority" - said Marek Ast from Law and Justice in a conversation with journalists in the Sejm.

Ethics Committee Postpones Czarnek's Sanction Hearing Due to Illness

The Sejm's Ethics Committee did not consider the motion for sanctions against MP Przemysław Czarnek today. As explained by its chairwoman, Monika Falej from The Left, the debate was postponed at her request due to the illness of the future Minister of Education and Science.

The committee's next session on this matter will take place during an additional Sejm session, scheduled for October 27 and 28. The Left had sought sanctions against Czarnek for his statements regarding LGBT individuals.

15:42

Sejm:

First Reading of the 2021 Budget Project. Kościński: We are ensuring funds for both pro-investment activities, essential for further economic stimulus, and the continuation of social programs.

- In the 2021 budget, we are ensuring funds for both pro-investment activities, which are so necessary for further stimulating the economy, and for the continuation of social programs, which also mitigate the negative effects of the pandemic – stated Tadeusz Kościński during the first reading of the draft budget act for 2021.

15:48

Kościński:

The 2021 Budget Bill is the Next Stage in the Plan for Economic Recovery After the Global Lockdown

- The 2021 budget bill is the next stage in the plan for returning to the path of growth after the global lockdown caused by the COVID-19 pandemic. We are continuing a fiscal policy based on support, economic revitalization, and returning to the path of growth while maintaining the security of public finances – stated Tadeusz Kościński during the first reading of the 2021 budget bill.

15:51

Leszczyna on the 2021 Budget: Such a deficit should be a bucket of cold water for the heads of the populist PiS government, heated by successive election campaigns.

Every crisis, including the one caused by the pandemic, is an exam for the government. Unfortunately, it has failed this exam, and the proof of this is the current state of state finances, and yet the end of the epidemic is not even in sight. If it weren't for Poland, I would probably have the satisfaction of having warned many times from this podium that one must not recklessly spend money one does not have. This irresponsible attitude towards taxpayers' money has resulted in the fact that after 5 years of PiS governance, they have brought to the Sejm a budget project whose cumulative deficit for the years 2020-2021 amounts to 409.5 billion zlotys, and indeed you are right, Mr. Chairman [addressing Henryk Kowalczyk], numbers are not up for debate. Such a deficit should be like a bucket of cold water for the heads of the populist PiS government, heated by successive election campaigns. Unfortunately, in 2021, we again have permanent expenditures written down without coverage in permanent revenues. No one has ever devastated state finances like PiS” – said Izabela Leszczyna from Civic Coalition in the Sejm.

15:59

Kowalczyk:

In large countries like Italy, Spain, France, the drop is estimated at 13%. Against this backdrop, Poland's GDP drop of around 4% is truly an optimistic phenomenon.
In 2020, we are noting a GDP drop in developed countries of around 10%, even in large European Union countries such as Italy, Spain, and France, this drop is estimated at 13%. Against this backdrop, Poland's GDP drop, projected for 2020, of around 4%, is truly an optimistic phenomenon – said Henryk Kowalczyk in the Sejm. Indeed, Poland is doing excellently compared to other countries in this economic and business situation caused by the pandemic's effects – he added.

President Dismisses Head of Presidential Chancellery Halina Szymańska and Appoints Grażyna Ignaczak-Bandych as Head of Presidential Chancellery

- Yesterday, the president made changes to the Council of Ministers. The Prime Minister is making changes to the positions of secretaries of state, both in the Chancellery of the Prime Minister and in individual ministries. Today, the president decided on changes in the leadership of the Presidential Chancellery. The president dismissed the head of the Presidential Chancellery, Halina Szymańska, and simultaneously appointed Grażyna Ignaczak-Bandych as the head of the Presidential Chancellery - stated Błażej Spychalski at a press briefing.

16:31

Spychalski:

Małgorzata Paprocka and Piotr Ćwik Appointed as Secretaries of State, Łukasz Rzepecki and Anna Surówka-Pasek as Advisors
- The President has also appointed other individuals to the positions of Secretaries of State in the Presidential Chancellery. Małgorzata Paprocka, who until now served as the Director of the Bureau and System in the Presidential Chancellery, as well as Piotr Ćwik, who until recently served as the Governor of Lesser Poland - stated Błażej Spychalski at a press briefing. - The President has also appointed advisors to the President of the Republic of Poland. Łukasz Rzepecki has become an advisor to the President, and Anna Surówka-Pasek, who until now served as Undersecretary of State in the Presidential Chancellery, has also become an advisor to the President - noted the spokesperson for PAD.

We Met with President Duda to Discuss Forming a Joint Expert Team on Peace Judges. Now We're Moving to Specifics. A Very Good Conversation.

- Today we met with President Andrzej Duda to discuss forming a joint expert team on peace judges. As you know, Kukiz’15 has been advocating for years to speed up court proceedings and subject the judiciary to citizen oversight. The meeting was a consequence of the President's response to my letter to candidates for the President of the Republic of Poland, in which President Duda responded very positively to some of our ideas and pledged to support them. Now we are moving to specifics. A very good conversation. I will inform you about further details, including personnel, soon - wrote Paweł Kukiz on Facebook.

The number of infections will definitely not decrease in the near future. We are counting on additional restrictions and a black-and-white situation for police officers to influence the coming days.

- The number of infections will definitely not decrease in the near future. We are counting on the fact that there is this Saturday, the introduction of rather categorical restrictions in yellow zones or in the red zone, and a black-and-white situation for the police. Precise indications of regulations regarding mask-wearing have been established, so these additional restrictions and this black-and-white situation for police officers, who will be able to issue fines freely, without fearing that a person will not accept the fine, citing justifications about their health, I think this is capable of influencing the coming days - said Wojciech Andrusiewicz in an interview with Karolina Lewicka on TOK FM radio's "Political Interview".

Marcin Mastalerek Appointed Social Advisor to the President

Marcin Mastalerek was appointed as a social advisor in September 2020, as reported by the Chancellery of the President on its website. Mastalerek is an expert in image, communication, and marketing, and was a co-creator of the victorious election campaigns of Andrzej Duda and the Law and Justice party in 2015. He is a former politician, local government activist, and a Member of Parliament (Sejm) of the VII term. Currently, he serves as the Vice-President of Ekstraklasa S.A.

19:48

Sikorski:

Since March, Poles' health has not been the government's top priority. The government's priority was to maintain power and win the presidential election.
We all know that since March, the health of Poles has not been the government's top priority. The government's priority was to maintain power, to win the presidential election. And all of this process is overshadowed by that. Because a state of natural disaster could have been introduced, the Constitution precisely provides for it, but that would have meant postponing the elections. And all of the government's energy was directed towards the elections, first the postal ballots, then the regular ones, not towards fighting the pandemic. This is probably indisputable – stated Radosław Sikorski in a conversation with Piotr Kraśko on TVN24's "Fakty po faktach".

19:54

Sikorski on the Government: They Didn't Prepare Us for the Second Wave of the Pandemic

- They didn't prepare us for the second wave of the pandemic, and these additional deaths that we are now experiencing are on their conscience - stated Radosław Sikorski on TVN24's "Fakty po faktach".

Pęk on Barley: She Should Bear Political Responsibility, Lose Her Position. I Recommend a Pilgrimage of Penance to Auschwitz. Perhaps Then She Will Gain Some Humility

I will say it directly and very unequivocally: she should bear political responsibility, lose her position. This is a scandalous, insolent statement, and particularly scandalous coming from a German politician. German politicians should always exercise great delicacy when speaking to other European nations, because the starvation of other nations is something many Poles, Hungarians, and Romanians remember very well, how their ancestors were starved, for instance, in concentration camps. I recommend a pilgrimage of penance to Auschwitz, to the death cell of St. Maximilian Maria Kolbe, for the Madam President. Perhaps then she will gain some humility” - said Deputy Marshal of the Senate Marek Pęk from Law and Justice on „Gość Wiadomości” on TVP Info.

We have long traditions of treachery in Poland. I see that we are moving through centuries with treachery. In the 21st century, there are also statements that can be qualified in a similar way. In those times, supporters of the Targowica Confederation also traveled to Tsarina Catherine and delivered similar odes and critical remarks about Poland. This statement is unworthy of a Polish politician, contrary to Poland's national interest, and absolutely scandalous” - said the Deputy Speaker of the Senate, Marek Pęk from Law and Justice, on TVP Info.

Kaczyński tried to 'grill' the 'Zioberki,' but it turned out the 'Zioberki' grilled Kaczyński. He had to show a more radical face, so he brought Czarnek into the government.
- Jarosław Kaczyński, in my opinion, was backed into a corner. His situation within the United Right was difficult. He tried to 'grill' the 'Zioberki,' but it turned out that the 'Zioberki' grilled Kaczyński. This grilling didn't quite succeed, because Kaczyński was forced, please note, to enter this government and take co-responsibility for it. This means he will inevitably have less time to deal with the United Right. And, of course, he had to show a face more radical than that of the 'Zioberki' supporters, which is why he brought Czarnek into this government - Robert Biedroń said in an interview with Monika Olejnik on TVN24's "Kropka nad i".

I Know Barley Very Well. This PiS Hysteria Only Harms Poland, As It Makes Them Appear Completely Unbalanced, To the Point Where a Simple Mistranslation Causes the Entire PiS Party to Seize Up

- We know clearly that these words were mistranslated, that they were misinterpreted, that they were not about Poland. We know that caution is needed in this matter. We know Chairwoman Barley. I know her very well, because for many years she has also been involved with the rule of law in Europe. She is a former Minister of Justice of Germany. She is a truly very competent, very diplomatic person. And this PiS hysteria only harms Poland, because it makes them appear completely unbalanced, to the point where a simple mistranslation causes the entire PiS party to seize up - Robert Biedroń said on TVN24.

If Kaczyński has a shred of conscience, I hope he can't sleep at night seeing these messages on the Ministry of Education walls. If I had more energy today, I'd be making such messages myself.

- If Kaczyński has a shred of conscience, I hope he can't sleep at night seeing these messages on the walls of the Ministry of National Education or the educational superintendencies. If I had more energy today, I would be making such messages on those buildings myself, because I believe that this should be the conscience of this government - said Robert Biedroń on TVN24.
