At 2:00 PM, President Andrzej Duda will make changes to the composition of the Council of Ministers. The changes will be carried out with consideration for sanitary restrictions.

In October, two hearings of the Constitutional Tribunal will be held concerning the so-called de-UB pension law. The first will take place at 11:00 AM with the full bench. The initiating party for the proceedings is the District Court in Warsaw, Section XIII of the Social Insurance Division. The second hearing will be held next week with a 5-judge panel.

- It will be difficult at this moment to mobilize people to follow all directives, because after Prime Minister Morawiecki's scandalous and, frankly, foolish statement that the disease has passed, I know that statement was made in July, but at the same time everyone was saying that the disease would return in the autumn, it will be difficult to mobilize people - said Włodzimierz Czarzasty in an interview with Konrad Piasecki on TVN24's "Piasecki's Conversation".

- Today there will be a Sejm Presidium, in which I will participate, I don't know if remotely or in person. I believe these restrictions should return. Especially since it is possible to vote and participate in the Sejm via the internet - stated Włodzimierz Czarzasty on TVN24.

- This is not a good government and these changes are not good – said Włodzimierz Czarzasty on TVN24.

- I believe there should be one leader. In this government, there will be two and a half leaders. It will be Mr. Morawiecki, who is nominally the prime minister, there will be the real prime minister, who is Mr. Kaczyński, and then there will be someone aspiring to that role, for now, half of Mr. Ziobro – he added.

"We have prepared for this ceremony in a special way. Of course, also adhering to all GIS recommendations. We have considerable experience in this regard, many events have been held in the gardens of the Presidential Palace. Judicial nominations were carried out there. We have experience, we have strict conditions. We are fully prepared to carry out changes in the Council of Ministers" - said the President's spokesperson, Błażej Spychalski, in an interview with Marcin Fijłok on Polsat News.

“The President is tested like any person in Poland when there are such recommendations from doctors. If there were such recommendations, then such a test was performed. There is no such thing as a preventative examination of anyone in the Presidential Palace,” - said the President’s spokesperson, Błażej Spychalski, in Polsat News.

“We assess Minister Jan Krzysztof Ardanowski very well. We have been cooperating with the minister for a long time. Our assessment of the minister and what he has done for Polish agriculture is very high, however, selecting collaborators in the Council of Ministers is the Prime Minister's decision. It is the Prime Minister's decision when it comes to dismissing ministers,” said the President's spokesperson, Błażej Spychalski, on Polsat News.

- With all sanitary precautions observed, [the government change ceremony] should take place. This is because we are currently in a situation where we have had a government reconstruction and it is necessary to continue the actions already undertaken by ministers. They have either been dismissed or new ones appointed. So, with [sanitary measures] observed, of course, with the exception of one of the ministers, Professor Czarnek, but as they say, "better late than never." As far as I know, [the ceremony] will take place in the gardens of the Presidential Palace, with social distancing. The government's continuity must be maintained, and that is the primary argument for today's ceremony to proceed - stated Krzysztof Sobolewski in an interview with Krzysztof Ziemiec on TVP1's "Political Quarter Hour."

- This also presents us with another challenge, namely the organization of the upcoming Sejm session, which is scheduled for Wednesday and Thursday, and I don't know if a return to restrictions like those that were in place when COVID first appeared in March and April of this year won't be necessary - stated Krzysztof Sobolewski on TVP1's "Political Quarter Hour".

- As far as I know, I met with both gentlemen [Jarosław Kaczyński and Mateusz Morawiecki] yesterday and they feel well. So there's no need to worry. They will attend the swearing-in of the new government, the appointment of ministers in Prime Minister Morawiecki's government today. - Such decisions [regarding a potential state of emergency] are, of course, decisions made by the government. – We would like to say something about this already, but we are waiting for the government’s inauguration. We will submit draft bills to the Marshal's Office, but at the moment, the most important point of our actions is the fight against COVID, and this will be one of the first points of the upcoming Sejm session, where a budget amendment is planned, which is necessary due to the coronavirus pandemic, and further actions will depend on how successful this fight against COVID is. We will certainly inform about the first actions soon. The judiciary, Mr. Editor, the judiciary and once again the judiciary, this is something that will certainly be among the first actions. - Regarding the future of the parliamentarians who have been suspended from PiS membership rights. It is currently in the Senate. I don't know when the Senate will finally deal with it and with what outcome, because if there are amendments, the act will return to the Sejm. If, however, there are no such amendments, it will go to the President's desk, where we also don't have a final decision on what the President will do with this act. If it were to happen, which we hope it won't, a veto, it would also go back to the Sejm. „I don't see a stable government in this configuration until the elections in 3 years. A crisis of the ruling majority will certainly occur. A lot will happen here. We see how this government is unable to work, unable to anticipate problems, even on the issue of Covid” - said Grzegorz Schetyna of Civic Coalition in a conversation with Dariusz Wieczorkowski on Radio Wrocław.

„I see desperate, dramatic SMS messages to MPs from the Marshal's Guard. I see a complete lack of strategic thinking. The explosion of infected politicians – ministers, and soon parliamentarians, MPs, and senators – will become increasingly painful. The scale is enormous” – said Grzegorz Schetyna of the Civic Coalition on Radio Wrocław.

It's a good move because Jarosław Kaczyński will finally take responsibility for the decisions he makes. "Of course they should be reinstated [PiS MPs who voted against party discipline regarding the Animal Protection Act]. It cannot be the case that we are dealing with a situation where individuals who did not vote according to discipline become ministers, being members of the PiS club, while rank-and-file PiS MPs who voted against discipline face party sanctions. “We have decided that all individuals, including those presiding, in the main hall will be required to wear masks” - he added. 

- Together with the [Chief] Police Commander, we want to announce a zero-tolerance policy for non-compliance with these strict rules concerning restrictions and social coexistence related to adhering to DDM, which stands for disinfection, distance, and mask - stated Adam Niedzielski at a press briefing.

- In an era of escalating pandemic, there is no room for selfishness, because that means encroaching on another person's zone of safety. Adhering to these restrictions is not just our duty towards ourselves. It is also our responsibility for other people. Of course, for these restrictions and rules to be followed, they must be relatively transparent, and over the past week, we have established a team where lawyers from the Ministry of Health and lawyers from the police have worked together on the issue of constructing such regulations or such formulas for restrictions that will be easier to enforce - the Minister of Health continued.

- Without a mask in places where it is necessary, only a person who possesses an appropriate medical certificate or other document confirming the impossibility of wearing this mask will be allowed. Any person without a mask who does not possess such a document will be punished with the utmost severity within the framework of this zero-tolerance or lack of tolerance policy - stated Adam Niedzielski at a press briefing.

- The second area where we want to improve the quality of regulations concerns assemblies. We have decided to introduce a minimum 100-meter distance requirement between assemblies - stated Adam Niedzielski at a press briefing.

- The third issue is the ban on making venues available for parties and other such gatherings. Unfortunately, some venues, whose economic activity does not inherently involve organizing parties which are banned in all zones, were unfortunately making this space available. We are introducing clear regulations here that will cause every such party, which takes place incidentally, as it was put during the explanation, will be a violation of the regulation's provisions - stated Adam Niedzielski at a press briefing.

“Tomorrow the Sejm session will proceed as planned, but with a slight change, as it will be only one day long. We will conclude it tomorrow evening with votes, and an additional Sejm session will be held on October 27th and 28th. This is dictated by technical difficulties related to the pandemic, as well as the absence of the Marshal, who is at home for personal and family reasons. The session will be shorter, but intense. We want to limit the number of MPs in the main hall. There will be 55 of them. The division will be according to club parity. We agree that everyone will be wearing masks. So far, no one has raised an objection, but one club has declared that they need to discuss this matter,” said Deputy Marshal Ryszard Terlecki of PiS in an interview with journalists in the Sejm. 

- I would also like to remind you that a new package of restrictions will come into effect from this Saturday. These restrictions are, of course, related to the escalation in the number of infections. I remind you that in the red zone, local catering establishments will only be allowed to operate until 10 PM. I remind you that masks will become mandatory from Saturday not only in the red zone, I'm referring here to open spaces, but also in the yellow zone. Finally, we are limiting the number of participants in occasional events, such as weddings, post-funeral gatherings, and other similar meetings. Here, we are introducing restrictions such that in the green zone, we are reducing the number of participants from 150 to 100, in the yellow zone from 100 to 75, and in the red zone, it remains at 50, which is the previous number. However, this last restriction will enter into force with a one-week legislative vacation, so as to provide an opportunity to postpone the event, reorganize, and not introduce such a restriction from Friday to Saturday, surprising everyone – stated Adam Niedzielski at a press briefing.

- We want to use the alert system, which involves SMS messages sent by the Government Security Centre (RCB), to inform residents about the introduction of a specific zone - stated Adam Niedzielski at a press conference.

- Today, this project will mandate from Saturday that individuals present a certificate confirming ailments or dysfunctions [making it impossible to cover the mouth and nose], and we, as officers of the Polish police, will approach the obligation to cover the mouth and nose very rigorously, precisely in those circumstances indicated by the regulation - said Jarosław Szymczyk during a joint press conference with the Minister of Health.

At this moment, if you analyze the current regulations regarding restrictions in this area, wearing a mask at a cemetery is mandatory and is independent of the zone. I think, especially in the context of the upcoming November 1st holidays, we will pay special attention on the one hand to popularizing this information, but on the other hand, we also discussed this topic with the police chief, and it will also be a subject of police interest – said Adam Niedzielski during a joint press conference with the chief commander of the police.

- We are currently working on redefining the model, and especially the role of third-level hospitals in this regard, which are those hospitals that have so far been called specialized. Because we see that as we are getting closer and closer to a significant occupancy rate, which is testing our capacity limit, we want these hospitals to have a slightly different character. This means that, firstly, they will be fully dedicated to fighting COVID, thus somewhat resembling the earlier single-profile hospitals, but the most important is the second function. We will call these hospitals coordinating hospitals, because they will bear the burden of coordinating patient flow in the region. This will involve managing ambulance traffic, as well as informing doctors, for example, of primary healthcare, where to direct a patient who is in poor condition with a positive test result – said Adam Niedzielski during a joint press conference with the Chief Commander of the Police.

- There will be 16 such hospitals, whereas we had nine until now, so we will move to a system of one hospital per voivodeship. Consultations are currently underway, but it's a matter of days, at the latest next week – he added.

Meanwhile, every day we hear reports that the Polish healthcare system is at the limit of its capacity, that there is a shortage of staff, available ventilators, and a lack of funds. Parents are afraid to send their children to school, there are no general rules, and they are all satisfied. And the president talks about how we have a beautiful day today, beautiful weather, and reminisces about 5 years of good governance, in his opinion of course, by PiS. I would like to note that today we have a record mortality rate due to coronavirus. There wasn't a word about that. I truly have one plea. After these 5 weeks of focusing on yourselves, creating ministries for unknown reasons, gentlemen, perhaps it's time to finally get to work, because the enormity of the task that awaits you, related to the pandemic, the education problem, the state budget problem, a record deficit, is immense, and perhaps it's time to end the good feelings and face the real problems that Poles grapple with every day - stated Sławomir Nitras at a press briefing in the Sejm.

- Please point out one legal provision that obliges the leader of any party to consult whether they can become Deputy Prime Minister. There is no constitutional obligation for a party leader to consult with the president on taking the position of Deputy Prime Minister - he continued.

"I believe that Prime Minister Morawiecki and Minister Ziobro do not need any referee to play for the same team. Difficult times are ahead. In these difficult times, each of the United Right parties has decided to designate its leader to the government in order to solve all problems and to leave absolutely no one behind in these difficult times," said Deputy Prime Minister Jarosław Gowin of Agreement on TVN24.

„It is obvious that within the United Right camp, the party enjoying by far the greatest support is PiS, and it is this party that nominates the candidate for Prime Minister. „As Deputy Prime Minister, I will do everything to prevent anyone's dictate. Neither the dictate of trade unions nor employees. My duty as Minister of Development and Labour is to protect safe workplaces for Poles” – said Deputy Prime Minister Jarosław Gowin of the Agreement party on TVN24.

"Our healthcare system is currently securing the pandemic situation, but we must realize that these borders, with such high daily infection rates, will soon be tested. This testing naturally requires us to take decisive actions, including what we presented with the police – strengthening the enforcement of regulations, as well as increasing the number of beds and personnel for COVID treatment, and improving coordination so that patient transfers from one location to another become rarer. We are cooperating closely with voivodes and the Ministry of Interior and Administration on this. We want to propose facilitating the directing of patients to where a bed is available," said Adam Niedzielski, Minister of Health, on Gość Wiadomości.

"I think the most credible person to announce restrictions, and they are necessary and won't end with the current ones, although I absolutely rule out, categorically rule out as the minister responsible for the economy any lockdown. The minister who should announce restrictions is the Minister of Health" - said Deputy Prime Minister Jarosław Gowin of Agreement on TVN24.

- Even on weekends, we perform nearly 20,000 tests; once we exceeded 30,000. We are testing new individuals. We have seen significant progress in referrals for testing by family doctors, which is a new element of our strategy; on Monday, we had 8,000 such referrals - said Adam Niedzielski, the Minister of Health, on Gość Wiadomości. - The number of beds has exceeded 9,000, we have significantly increased this base by over three thousand, and we have doubled the number of ventilators from 400, but it is not the beds that heal, but the personnel - said Niedzielski.

"First and foremost, MP and prospective minister Czarnek acted very responsibly and decided to get tested considering the risk of infecting the Council of Ministers. Regarding the time it took to conduct the test, initially one had to wait a day or two, but at the moment, for example, a device is being tested in a Krakow hospital that provides results within an hour, and the fact that the MP received results within a few hours is a new standard for testing," said Adam Niedzielski on Gość Wiadomości.
