Monday's Political Agenda: Government Reshuffle and Parliamentary Committee on the Ombudsman

At 9:00 AM, the parliamentary Committee on Justice and Human Rights will once again vote on the opinion regarding the candidacy of Zuzanna Rudzińska-Bluszcz for the position of Ombudsman.

At 11:00 AM, a press conference will be held in Katowice by PO leader Borys Budka.

At 3:00 PM, President Andrzej Duda, at the request of Prime Minister Mateusz Morawiecki, will make changes to the composition of the Council of Ministers. This will be the formal conclusion of this stage of the government reconstruction. According to announcements by PiS politicians, the final changes will be implemented after the amendment of the law on government departments.

Sobolewski on Kaczyński's Entry into Government: It's a Strengthening of the Cabinet. We Are Already Thinking About Contesting for Another Mandate of Trust from Poles in 2023 and 2027
"One could say that today will be the finalization of what we have been discussing. New ministers will be appointed, as this is not, of course, a new government. Chairman Jarosław Kaczyński will be appointed as Deputy Prime Minister. I believe this is a strengthening of this government," Krzysztof Sobolewski from PiS stated on Polskie Radio 24.  "We are already thinking at this moment about being able to contest for another mandate of trust from Poles in 2023 and 2027 for the implementation of the United Right's program," he added.

07:59

Sobolewski:

Coalition Agreement Ends Phase of Talks, Persuasion, and Discussions on United Right's Direction

The coalition agreement concludes the phase of talks, persuasion, and discussions about which direction the United Right should take. This phase has been concluded, firstly, by the signing of the agreement, and secondly, by indicating the direction in which the United Right, under PiS's leadership, should proceed. Just as we have successfully moved forward until now, as I always emphasize, we will continue on this path” - said Krzysztof Sobolewski from PiS on Polish Radio 24.

Müller on PMM's Coronavirus Remarks: "We Had Factual Basis in Numbers Then to Say the Situation Was Better. This Doesn't Mean Coronavirus Isn't Here. The Prime Minister Never Said There Was No Coronavirus."
First and foremost, let's remember that when Prime Minister Morawiecki uttered those words [about coronavirus], Poland had a very low rate of daily infections. In fact, at that time, the coronavirus was in retreat in Poland. Currently, however, we are sadly seeing a resurgence across Europe and around the world. So, at that time, we actually managed to limit the number of infections – stated Piotr Müller in an interview with Marcin Fijołek on Polsat News' "Graffiti". We always base our actions on facts. The facts at that time were that the number of people falling ill, the number of new infections, was much, much smaller. We then had a factual basis, supported by numbers, to say that the situation was better. This does not mean that coronavirus is not here. The Prime Minister never said that coronavirus is not here. At that time, the numbers showed that the fear should actually be less, and at that time, globally, not just in Poland, but also in Germany, France, and Spain, there were fewer restrictions. In many, many countries around the world, everyone believed that, to a large extent, we had succeeded in limiting it, at least partially – the government spokesperson continued.

08:19

Müller on PMM's Remarks on Coronavirus: Everyone believed we had largely managed to fight the coronavirus at that stage, while we predicted a second wave and spoke about it, as the entire government was preparing for it.

- This is an absolutely unfounded statement [by Tomasz Siemoniak]. All the more so, was there a election campaign all over the world, or did the whole world once again adjust to Poland, to the election campaign in Poland? I don't know, Rafał Trzaskowski, who was also very active in the election campaign, took part in many large meetings – did he also think then that the coronavirus was present, and yet, despite everything, he held large meetings? No, everyone believed then that we had largely managed to fight the coronavirus, at least at that stage, while we predicted that there would be a second wave and we spoke about it, because the entire government was preparing for it. The entire strategy was written for this purpose - stated Piotr Müller in an interview with Marcin Fijołek on Polsat News' "Graffiti".

08:24

Müller:

Changes to restrictions in yellow and red zones are a matter of days, perhaps a dozen or so

- It's a matter of days, maybe a dozen or so days at most, when it comes to restrictions, meaning lowering the number of people for gatherings or weddings specifically in the yellow and red zones, but we are also considering the green zone to lower the number of people there, because these contacts often involve people from different cities at the same time, a wedding is an example of this, or other meetings - stated Piotr Müller in an interview with Marcin Fijołek on Polsat News' "Graffiti".

08:27

Müller on Czarnek: Let's Give the New Minister a Chance to Prove Himself
– First and foremost, let's consider that the minister is only being sworn in today. Therefore, let's truly give him a chance, not just to pick out statements from previous months or years, but let's give the new minister a chance to prove himself – stated Piotr Müller in an interview with Marcin Fijołek on Polsat News's "Graffiti". – I think every MP who is promoted to minister always approaches their statements a bit differently. This is natural when it comes to executive functions. You can afford a bit more when you are an MP, whereas when you are already a minister, the language is, I think, somewhat more restricted and perhaps less sharp, as some people watching various debates in television studios might expect – said the government spokesperson.

09:19

Kamiński:

Little Suggests the Senate Majority Will Collapse. There's a Difference of Opinion on the 'Five for Animals' Act, But We Agree on Many Things

Little suggests [that the Senate majority will collapse]. There's a difference of opinion between us regarding the so-called 'Five for Animals' act, but even after my meetings yesterday with Platforma politicians, including on television, we agree on a great many things. We agree that this law is a legal mess, that there was no notification to the European Commission, which exposes us to further problems with the EU. We agree that expropriations without compensation cannot be carried out in Poland and that fur farming should be banned. The difference lies only in the fact that our friends from the opposition, despite agreeing with us on these matters, still want to vote on this law. We do not” – said Deputy Speaker of the Senate Michał Kamiński from PSL-Polish Coalition in an interview with Dominika Wielowieyska on Radio TOK FM's Morning program.

Excellent News, PJK Entering Government as Deputy Prime Minister Without Portfolio, Effectively First Deputy PM Supporting All Government and PMM Actions

- When it comes to statecraft experience, I don't think anyone in Poland today can match Jarosław Kaczyński. After all, he was Prime Minister, but he also held positions back in the early 90s, so I believe I could truly learn a great deal from Prime Minister Kaczyński. But on a more serious note, this is indeed excellent news, Jarosław Kaczyński's entry into the government as Deputy Prime Minister, a Deputy Prime Minister without portfolio, effectively the First Deputy Prime Minister, who will support all government actions and Prime Minister Morawiecki's efforts – stated Jacek Sasin in an interview with Jacek Prusinowski on Radio Plus.

09:47

Sasin:

A Model Where Leaders of All United Right Parties Are in Government Has Finally Been Realized

- A model where leaders of all groupings forming the United Right are in government has finally been realized. Until now, Jarosław Gowin, at least until spring of this year, was in government, Zbigniew Ziobro was in government. Jarosław Kaczyński, as the leader of the United Right, was outside the government. This caused some of the political decisions shaping the policy implemented by the government to be made outside of the government. Today, the government will truly be the place where the entirety of actions and decisions will be implemented. Secondly, the immense experience of Prime Minister Kaczyński, his participation in the government as a result, will mean that this experience can be utilized precisely in government work - stated Jacek Sasin in an interview with Jacek Prusinowski on Radio Plus.

Sasin:

Czarnek Will Be a Barrier Against Imposing New Ideologies, Especially LGBT, in Education

- It's always the case that when someone is a Member of Parliament and participates in various public debates, the formulation of strong messages is often natural. However, I am absolutely convinced that as a minister, he will first of all perhaps participate less in such debates where there's an opportunity for such situations. But secondly, one thing is what is behind us, and another is what lies ahead. Let Professor Czarnek today show how he sees himself as the Minister of Education and Science. I am absolutely convinced that he has great competencies to perform this function. And secondly, it is precisely the decisiveness of his views that is a guarantee, because this area, the area of science and education, will be excluded from these ideological disputes. He will stand guard to prevent the attempts to impose ideologies that are happening today – this is happening from one side... Today we observe something completely opposite. Today, it is an attempt to introduce new ideologies into education, into science, to impose new ideologies, especially LGBT ideology. And here, Professor Czarnek will certainly be a barrier, and that is why he is so strongly attacked by these circles today. They know that it will be more difficult, that today, when Professor Czarnek is the minister, these attempts to impose ideology in this area will be much harder to realize. This is the real reason for the attacks on Professor Czarnek, not his views, statements, or everything that is behind us - stated Jacek Sasin in an interview with Jacek Prusinowski on Radio Plus.

10:26

Sasin:

We Discussed the Need for State Treasury Companies to Cooperate, Especially During a Crisis

- The ministry was established to coordinate the actions of companies, so that they truly operate jointly in many areas. Indeed, such a meeting took place. I confirm this. We discussed the fact that especially during the crisis we are currently in, cooperation among State Treasury companies is necessary, and not just cooperation among companies themselves, but also support for private Polish businesses. Because today, if we want to return to the path of rapid economic growth, we must primarily care for the strength of these large companies, and in Polish conditions, these are state-owned companies, as they truly generate the most investment. Primarily, State Treasury companies should order services from each other, thereby truly providing outlets for their services and goods. But the second element is also to order these services and goods from Polish private entities. Orlen is an example model here, which has completely reversed the trend from the times of our predecessors, where suppliers were sought among foreign companies, abroad. Today, a vast majority of goods purchased by Orlen are from Polish companies. This has caused many Polish companies to grow during this time, build their power and size, and today they are already the driving forces - stated Jacek Sasin in a conversation with Jacek Prusinowski on Radio Plus.

- There is no question here, of course, of any strict recommendations, because these are economic entities. Each of them pursues its own policy. It is the responsibility of the CEOs and supervisory boards. It is rather a certain appeal that we are directing here, indicating the expectations of the public owner, which is the State Treasury - the Deputy Prime Minister continued.

Ast on RPO Candidate: Due to the risk of undermining lawfully functioning state bodies like the KRS and the status of judges appointed by this council, we could not vote 'yes'

- Just like the opposition, like part of the judicial community, she would also question the status of judges elected by the KRS, as well as her stance towards the Constitutional Tribunal. Here we have the current ombudsman's practice of withdrawing from cases he previously submitted to the Constitutional Tribunal - stated Marek Ast in an interview with IAR.

- With all due respect to the candidate, despite the fact that she of course possesses experience and legal knowledge, due to the risk of undermining lawfully functioning state bodies, such as the KRS or the status of judges appointed by this council, we could not vote 'yes' - the PiS politician emphasized.

This morning, the Sejm's justice committee again gave a negative opinion on Zuzanna Rudzińska-Bluszcz's candidacy for the Ombudsman position. A vote in the plenary hall will take place this week, at the session on Wednesday or Thursday.

Budka:

We're Launching a Series of Parliamentary Inspections to Examine and Verify Government Administration's COVID-19 Response Failures

We are launching a series of parliamentary inspections, which aim to examine and possibly verify all the government administration's failures related to the fight against Covid. We would be in a completely different place if it weren't for the scandalous words of Mateusz Morawiecki, who a few months ago stated that the epidemic is over. It was Mr. Mateusz Morawiecki who, for political purposes, called on all seniors, older people, to participate in the elections, guaranteeing that there was no epidemic. What is turning out to be the case? Record numbers of infections almost every day. There are not enough hospital beds” – said PO (Civic Platform) leader Borys Budka at a press conference in Katowice.

11:27

Budka:

We Want to Prove This Government Slept Instead of Preparing the Country for the Next Wave of the Pandemic. Morawiecki is Personally Responsible for These Neglects

This government has wasted weeks and months on internal struggles, on fights for influence, positions, and large sums of money, instead of dealing with Poland's preparation for the next wave of the pandemic. Today, MPs of Civic Coalition (KO) are continuing what we started last week. All central offices, ministries, and all provincial offices will be inspected by our parliamentarians to prove that this government slept instead of preparing the country for the next wave of the pandemic. Mateusz Morawiecki is personally responsible for these neglects” - said the leader of Civic Platform (PO), Borys Budka, at a press conference in Katowice.

11:42

Budka on Changes in Morawiecki's Cabinet: 'This Will Be a Government of National Chaos'

This will be a government of national chaos. It's all about money and positions. They've only been concerned with that for a long time. They've lost a lot of energy on internal wars. We see chaos in education, in healthcare, chaos when it comes to crisis management. Whether Kaczyński will be Deputy Prime Minister or Prime Minister… They aren't saying the state should function better. We're not discussing why the combined Ministry of Science and Ministry of Education should work better” – said PO (Civic Platform) leader Borys Budka at a press conference in Katowice.

Andrusiewicz:

A Crisis Staff Meeting Was Held at the Ministry of Health Yesterday. Today, Another Crisis Staff Meeting Regarding the Coordination of Medical Security in Individual Voivodeships

- Yesterday, a crisis staff meeting was held at the Ministry of Health in the afternoon. Today, there is another crisis staff meeting in the afternoon and evening, a crisis staff meeting concerning the coordination of medical security in individual voivodeships, and consequently, a possible increase in bed capacity, anticipating further developments and the possibility that more beds will be needed. As of today, we have a sufficient number of COVID beds. Of course, there will be and are cases where a hospital runs out of space, but our concern, and the concern of Minister Niedzielski, who convened this staff meeting both yesterday and today, is to ensure that the coordination for the patient is sufficiently secured so that the patient does not circulate between hospitals. Instead, a quick decision is made after diagnosis, identifying where there are available beds or ventilators, so that the patient is transported to a hospital with available space as quickly as possible - stated the spokesperson for the Ministry of Health, Wojciech Andrusiewicz, at a press briefing.

11:49

Andrusiewicz:

What We Are Preparing at the Ministry, Possible Expansion of Bed Capacity, is Proactive Action
What we are preparing at the Ministry, the possible expansion of bed capacity, is proactive action. This is an action to have this buffer in the form of available beds for a possible increase in infections in individual voivodeships - stated the spokesperson for the Ministry of Health, Wojciech Andrusiewicz, at a press conference.

Andrusiewicz:

If High Case Increases are Observed in the Coming Days, a Decision on Faster Implementation of Restrictions Will Likely Be Made

- A regulation will be developed this week, and the draft regulation will be made public. If we observe high increases in the number of reported cases in the coming days, a decision to implement restrictions more quickly will likely be made. New restrictions, those that we have already communicated as new - stated the spokesperson for the Ministry of Health, Wojciech Andrusiewicz, at a press conference.

But it seems to me he did not meet. One would have to ask Minister Dworczyk - stated Piotr Müller in an interview with TVN Fakty, when asked if Minister Dworczyk, who had met with Przemysław Czarnek in recent days, had also met with Prime Minister Morawiecki.

In 1956, Friends from Moscow Intervened to Aid Hungarian Communists; in 1968, "Friendly" Troops Entered Czechoslovakia. Today, the EU's Liberal Left Aims to Topple Right-Wing Governments.

- One could say that if in 1956, friends from Moscow simply intervened to help their Hungarian communist allies, and if in 1968 "friendly" troops entered Czechoslovakia to aid Czechoslovak communists, then today the liberal left of the European Union, the states of the European Union, wants to do everything possible to bring about the destruction, the downfall of governments that are right-wing governments. It turns out that these political mechanisms have different instruments, but the goal is always the same: to ensure that in Warsaw or Budapest, people who will directly carry out recommendations and orders coming from Berlin or Paris are in power – stated Włodzimierz Bernacki in an interview with Adrian Klarenbach on Polish Radio 24.

18:09

Komorowski:

The postponement of ministerial swearing-in decided by a lack of awareness regarding the conduct of officials and ministerial candidates

One can imagine, it would have been entirely understandable, the swearing-in of the Council of Ministers without the ailing MP Czarnek. It seems to me that what decided it, as far as the decision to postpone the ceremony is concerned, was a lack of awareness, a lack of certainty regarding the conduct of a larger number of officials, candidates for ministers” - said former President Bronisław Komorowski in an interview with Marcin Zaborski on RMF FM.

Gawryluk:

Is it Time to Lower Taxes? Kościński: Exactly, but You're a Year Late, We Already Lowered PIT, Zeroed it for Young People, Small CIT, etc.
Minister, you said the budget is not doing badly. In that case, perhaps it is time to lower taxes? Why take from citizens and then give it back in the form of various benefits, when you could leave more in their pockets, it would be cheaper - Dorota Gawryluk asked in the program "Gość Wydarzeń" on Polsat News. - Well, exactly, but you are a year late with that advice, because we already lowered PIT last year from 18 to 17, we zeroed it for young people, small CIT and so on. We are constantly lowering, because of course, it is very important that as much money as possible remains in the pockets of our taxpayers, our clients, so they can buy, spend. Private consumption will drive our economy, so that we emerge from this recession - said Tadeusz Kościński. - Minister, I am not late, because I am talking about a reduction that would affect all citizens. I am talking about VAT precisely. It affects everyone, we all buy. You know that perfectly well, so the tax reduction only concerns groups, certain groups of people. Is it possible to lower, for example, VAT? - the journalist continued. - At this moment, a reduction across the board from 23 to 22 is not possible, because our economy would not withstand it at this time - the minister replied.

Buda on Equalizing Direct Payments for Farmers: Negotiations Are Ongoing. The Problem is We're Fighting COVID and Need Funds for It. We Will Strive to Equalize or Maintain Payments at a Similar Level
Negotiations are ongoing because the European Council summit in July confirmed many details, but today, under the German presidency, and also in the European Parliament, these arrangements are being attempted to be reversed. There is great surprise that the agreement of 27 states, the most serious political body which is the European Council, is not being respected. These budgets have not yet been approved; everything is ahead of us. The problem is that we are fighting COVID, so funds must be allocated for this purpose. We will certainly not forget about farmers and will strive to equalize payments or maintain them at a similar level under these difficult conditions” – said Deputy Minister Waldemar Buda from PiS in “Gość Wiadomości” on TVP Info.

20:16

Buda:

Kaczyński's Entry into Government is a Historic Moment. In Line with the 'All Hands on Deck' Principle, This Will Be the Strongest Team

"We know that a reconstruction will take place tomorrow. Indeed, we want to complete the government as soon as possible, because there are enormous tasks ahead of us. A historic moment – President Jarosław Kaczyński is entering the government. In line with the 'all hands on deck' principle, this will be the strongest team that will have to face the most serious challenges that Poland has recently faced, namely the pandemic and the coronavirus, and the economic crisis," said Deputy Minister Waldemar Buda from PiS on TVP Info.

20:17

Kościński:

All Ministers Were in the Same Room During New Government Presentation; Likely Tested Out of Caution

- I will be tested this evening, so I will know late this evening or tomorrow - said Tadeusz Kościński in an interview with Polsat News.

- All ministers were in the same room last week when the new Council of Ministers was presented, so for that reason, the decision was likely made for all of us to be tested now - he added.

20:21

Kościński:

We Are Very, Very Far from a Nationwide Lockdown

- This is, of course, a considerable number [of infections], but it's not yet a quantity, we already have experience, we know how to manage this crisis to manage a nationwide lockdown. We are very, very far from that. It's very difficult to imagine when that will happen. Of course, I think local tightening is quite possible - said Tadeusz Kościński on Polsat News.
