Today and tomorrow, EU leaders will meet in Brussels to discuss foreign affairs, particularly relations with Turkey and the situation in the Eastern Mediterranean. They are also expected to talk about relations with China, the situation in Belarus, and the poisoning of Alexei Navalny. Participants are scheduled to arrive at 13:30 and 14:00, with entry to the plenary hall at 15:00.

Among the topics to be discussed will also be the single market, industrial policy, and digital transformation. The summit, originally scheduled for last week, was postponed due to the quarantine of President Charles Michel.

At 10:00, President Andrzej Duda will participate in the solemn inauguration of the 2020/2021 academic year at the Warsaw University of Technology, and at 14:00 – in the solemn inauguration of the 2020/2021 academic year at the University of Warsaw.

- Minister Czarnek, considering precisely this binarity of this new ministry, I think better meets the challenges - stated Jacek Sasin in an interview with Robert Mazurek on RMF FM.

- I understand that someone having strong views might bother some people, but the views held by MP, Minister Czarnek, are views that also align with what our political environment advocates, namely that there is no place in Poland, and especially no place in education, for the imposition of ideology – stated Jacek Sasin on RMF FM.

I do not hold the view [that gay people are not equal to normal people], and neither does MP Czarnek. It's not about gay people, it's about LGBT ideologues – stated Jacek Sasin on RMF FM. - I recently saw a video online, recorded in the center of Warsaw, showing a Rosary community gathering, I believe, being brutally attacked by LGBT activists who were simply barking, trying to drown them out. These are not normal behaviors – the Deputy Prime Minister continued. - He [Czarnek] was referring to people who are today trying to turn our entire civilization, culture, and what our identity has been based on for a thousand years, upside down, and are trying to impose LGBT ideology on those who do not wish for it – he emphasized.

- In government, the Prime Minister is the most important. When you ask about the government, the government itself is a certain organization, and here the Prime Minister stands at its head. However, of course, it is the case that this government has its political backing, and Jarosław Kaczyński stands at the head of this political backing. In this sense, politically, in terms of political position, he is more important - stated Jacek Sasin on RMF FM.

„Those words [from PSL] were not directed at us, but at Civic Platform, yet I am very surprised that they were spoken at all. I understand the coalition in the Senate and the Senate pact in such a way that we united to defend certain values: the foundations of law, the justice system, European values, so that Poland remains in Europe, but not to break our backs over matters where we have differing opinions, which are related to certain worldviews. I would reply to Marshal Zgorzelski: If, by some miracle, a law liberalizing abortion were to come to the Senate, could I then say to PSL? If you don't vote for this law, I will break the coalition. I would be told that I am not of sound mind” – said the Deputy Marshal of the Senate, Gabriela Morawska-Stanecka of Lewica, in a conversation with Grzegorz Kępka on Polsat News.  

- This is still being agreed upon with the Prime Minister; there was a meeting yesterday. It will certainly be next week - Andrzej Dera said in an interview with Beata Michniewicz on Polskie Radio Trójka's "Political Salon".

- We can expect an official announcement either on Friday or on Monday. The time and date of the swearing-in will be announced then - he added.

- The President clearly stated his position on this [Animal Protection] law during the harvest festival. He indicated that these aspects should also be considered in the decision, and since parliamentary work is still ongoing, I would rather treat it as an appeal from the President to take economic issues into account, because the social issues related to animal protection are not being challenged - said Andrzej Dera on Radio Trójka.

- Some provisions in this law concern economic consequences in the agricultural sector, and the President pointed to this. Hence these consultations, as legislative work is nearing completion. Therefore, the message is for the Senate to work on amendments that might change these negative economic consequences for agriculture - he continued.

- Does the President listen to Minister Ardanowski's advice in this matter? - asked Beata Michniewicz.

- Absolutely. He met with Mr. Ardanowski, representatives of producers, farmers, and just yesterday he met with a protest committee, because the President's decision is at the end of the legislative process - replied Dera. 

The most significant political topic of October will likely be the government reconstruction and the appointment of Jarosław Kaczyński to the Council of Ministers. The Sejm will address the upcoming year's budget and the election of a new Ombudsman, while the Senate will focus on the so-called "Five for Animals."

Several important hearings are scheduled at the Constitutional Tribunal, concerning the so-called "eugenic abortion," the Ombudsman Act, and the de-UB-ization act. Additionally, another rating agency will assess our country's creditworthiness, and Prime Minister Morawiecki will travel to Brussels for the European Council summit. Meanwhile, Rafał Trzaskowski will inaugurate his movement in mid-month.

Government Reconstruction. Although the new government has already been presented, the formal changes will take place in the second week of October, as announced by presidential spokesperson Błażej Spychalski. The final composition of the government has been accepted by the Coalition Council, but due to the need for an amendment to the Act on Government Departments, the reconstruction may occur in stages.

Poland's Rating Update. On October 2nd, Standard & Poor's, one of the three major rating agencies, will update Poland's rating. This will be another credit assessment of our country. Last Friday, Fitch agency confirmed Poland's current rating.

Sejm on the Budget. The lower house's only session this month is scheduled for October 7th-8th. The agenda primarily includes the first reading of the 2021 budget, along with the draft budget act, and the second reading of the amendment to this year's budget, meaning the Sejm will likely adopt the project during this session.

Sejm on Ombudsman Election. The aforementioned Sejm session will also include a vote on the election of the Ombudsman. Zuzanna Rudzińska-Bluszcz is the sole candidate for this position. If her candidacy does not receive a majority, the election process will restart. A motion by Civic Coalition to dismiss the Minister of Justice is also awaiting consideration, but a debate on this matter might occur at the next session in November.

Senate on "Five for Animals." On October 13th, the Senate will address the so-called "Five for Animals," although the upper house was initially supposed to review the bill at the end of September. "Both committees, Agriculture and Legislative, have not yet concluded their work. They have requested numerous expert opinions, including from the Warsaw University of Life Sciences, and as you know, there is an intensive discussion among senators regarding this bill. Once we gather all this information, this item will be definitively discussed and put to a vote during the session on October 13th," stated Tomasz Grodzki in the Senate.

Constitutional Tribunal on De-UB-ization. In October, two hearings of the Constitutional Tribunal will take place concerning the so-called de-UB-ization act. The first will be held on October 6th with a full bench. The initiating party for the proceedings is the District Court in Warsaw, Section XIII, Department of Social Security. The second hearing will occur on October 14th with a five-judge panel. In this case, the initiating party is the District Court in Krakow, VII Department of Labour and Social Security.

Trzaskowski's Movement. "The movement's inauguration will be on the 17th [of October], and we will do absolutely everything to allow people to sign up for the movement earlier because there is indeed enormous energy among people that needs to be channeled. On the 17th, we will precisely detail all the actions we intend to take, as we want to meet in action and invite everyone who wants to act," announced Rafał Trzaskowski on TVN24's "Fakty po faktach."

Constitutional Tribunal on the Ombudsman. On October 20th, the Constitutional Tribunal, at the request of PiS MPs, will examine the Act on the Ombudsman. In practice, this concerns assessing the constitutionality of the current situation, where Adam Bodnar continues to serve as Ombudsman despite the end of his term, as parliament has not elected his successor.

Constitutional Tribunal on "Eugenic Abortion." On October 22nd, a hearing of the Constitutional Tribunal will take place regarding "family planning, the protection of the human fetus, and the conditions for the admissibility of terminating a pregnancy." In practice, this addresses the issue of so-called "eugenic abortion." A group of MPs filed a motion with the Tribunal at the end of last year. The Constitutional Tribunal will consider the case with a full bench. The presiding judge of the judging panel will be TK President Julia Przyłębska, and the rapporteur will be TK judge Justyn Piskorski.

- When an ambassador enters ideological territory and, on top of that, seems to use false information. Well, this thesis that rights are being violated here is not a true thesis. It is really enough to spend some time in Poland to know what the constitution says, what the regulations look like, and saying that certain circles are discriminated against in Poland in any way is simply untrue - said Andrzej Dera on Radio Trójka.

„It is the 20th anniversary of Platforma Obywatelska's (Civic Platform) establishment, which is always symbolic and requires reflection and a vision for the next 20 years. There must be a political plan. That is obvious. I believe today is the time to build that plan. There are new people. Platforma Obywatelska must, first and foremost, emphasize its primary role as the largest opposition party. It must present a political plan for other democratic opposition parties – both those in parliament and those outside – and must prepare a structure that will defeat PiS in the parliamentary and local government elections in 2023 or in snap elections, and restore normalcy in Poland” - said Grzegorz Schetyna of the Civic Coalition in an interview with Radio Plus. 

"We have a very good program. If you have a good program that allowed you to gain nearly 30% in parliamentary elections. If you have a program with which Trzaskowski ran for elections, which brought over 10 million votes, then you must use it" - said Grzegorz Schetyna of Civic Coalition in an interview with Jacek Prusinowski on Radio Plus's "The Heart of the Matter". 

„10 million votes is a great result for Rafał Trzaskowski. We ourselves know well what the problems in Warsaw were. They are still not resolved. He is the host of the capital, he is its mayor, and this is his primary and main responsibility. He must resolve his Warsaw issues and then he will proceed to implement the idea of a civic movement. Everything is open, everything is ahead of him” – said Grzegorz Schetyna from Civic Coalition on Radio Plus. 

„Such an over-chairman, over-prime minister, who is also a deputy prime minister, has no real responsibility, but he will watch hands and will actually be the de facto prime minister of this government. I consider this something absurd and politically unreal. It will no longer be Mateusz Morawiecki's government, it will not be the government of a prime minister who leads the Council of Ministers and influences its policy, because everyone will always look with the corner of their eye or quite directly at Jarosław Kaczyński's reaction or activity” - said Grzegorz Schetyna from Civic Coalition on Radio Plus.

A draft regulation containing a new list of districts in red and yellow zones has appeared on the RCL website. The red zone includes, among others, Sopot, as well as the Tatra and Otwock districts. In turn, the yellow zone includes Gdańsk, Gdynia, Rzeszów, Kielce, Szczecin, and Nowy Sącz. The new list will be effective from Saturday. The full list is below.

- The organization of the judiciary is an exclusive competence of a Member State. This means that once again, by proposing this regulation, EU elites are violating the treaties. In short, they talk about respecting the rule of law, yet they themselves repeatedly violate this rule of law. By violating treaties, by violating legal foundations, and by violating agreements that Poland has made, it is therefore very important that there is a firm objection here, and I am glad that the Polish government's firm objection exists - stated Patryk Jaki at a press briefing in the European Parliament.

- Today's number of new daily infections has exceeded 1900. This is another record. It should be expected that this trend will continue in the coming days. Based on our forecasts, which we are constantly monitoring at the Ministry of Health, in the near future, I'm talking about the next two weeks, this number will remain around 1500, even exceeding 2000 infections per day. This escalation dynamic of the pandemic is changing our operational realities - said Adam Niedzielski during a press conference. 

- 17 counties are in the red zone, 34 are in the yellow zone - said Waldemar Kraska during a press conference.

- I will also read out the list of counties and cities that are on the so-called alert list, meaning counties and cities that are likely to soon find themselves either in the red zone or the yellow zone. Based on our current observations of the epidemic's development and its direction, as well as on the European Commission's guidelines, we have decided to tighten the criteria for classifying individual cities and districts into red and yellow zones starting next week. The modification will mainly concern the reference value of this three-day corrective indicator, for which the current reference value is 1.5. For districts with a population density above 1500 people per square kilometer, a category correction – from red to yellow or from yellow to green – will occur if the number of infections per 10,000 inhabitants over the last three days is less than 1. For districts with a population density below 1500 people per square kilometer, this threshold will be 2. To put it very simply, this is a modification that is unfavorable for large cities – said Waldemar Kraska during a press conference.

These restrictions, meaning family gatherings of 100 people in the green zone, 75 in the yellow zone, and 50 in the red zone, but also in the red zone the closure of catering establishments after 10 PM and the obligation to wear masks in open spaces in the yellow and red zones, will likely be introduced around mid-October. Unless, unfortunately, the epidemic accelerates, then we will shorten this period – said Waldemar Kraska during a press conference.

The testimonies of independence, courage, prudence, sacrifice, and civic engagement, the concern for the common good, which are inscribed in the history of the University, are a magnificent and inspiring treasure trove” – said President Andrzej Duda during the inauguration of the academic year at the University of Warsaw.

“This academic year will be special. For the second time, but this time from the inauguration, you are to operate under pandemic conditions, in times of plague. In such times, it is faced with important challenges. The current teaching work will be conducted in a hybrid system” – he added. 

"I am deeply concerned by situations where intolerance or even persecution for political views occurs at Polish universities. These are indeed situations that should never happen. I hope they will be combated at universities and our other higher education institutions, because they contradict the ethos of a university, of higher education" - said President Andrzej Duda during the inauguration of the academic year at the University of Warsaw.

- We are meeting today in the European Council format to discuss several very important topics. The first, and from Poland's perspective, our neighborhood, is crucial: issues related to Belarus. Here we will also present our economic proposals, a positive plan for Belarus, but also a discussion on sanctions and the entire situation in Belarus. We have an agreed text in the European Council conclusions, more or less, but of course, we will still discuss how to approach this difficult situation in our eastern neighbor. In this context, of course, one must always look at how Russia is reacting to the events in Belarus. And here we point to the actions against Mr. Navalny as something absolutely scandalous. The use of chemical weapons against any rules of international law, the attempt to poison one of the main opposition activists, should be one of the key warning and sobering signals for some leaders of the Western world as well. It is also worth deeply considering whether this is not a fundamental moment when we should all say that with Russia, in connection with this, there is no point in continuing such a project as Nord Stream 2, as the second string of the northern gas pipeline. We have been saying this loudly for many years, but today, I hope, many other countries will also confirm that Navalny's poisoning and Nord Stream 2 are not two separate issues - stated Prime Minister Mateusz Morawiecki before the European Council summit.

“This act, as is often the case, was prepared at express speed in the Sejm and hastily passed, then sent to the Senate where it is undergoing legislative work. It is evident that the divisions do not run along party lines, but rather between people who care about animal welfare and those who are focused on economics and agriculture. Very intensive work is ongoing in the Senate” – said the Marshal of the Senate, Tomasz Grodzki, in an interview with Karolina Lewicka on TOK FM’s “Political Interview.”

“We are seeking a way to reconcile the interests of all political groups, bearing in mind that the most important thing is animal welfare and their humane treatment, but also remembering that the well-being of people, of farmers, is also significant. As of today, we are far from a conclusion” – he added. 

During today's European Council summit, Prime Minister Mateusz Morawiecki is also representing the Prime Minister of the Czech Republic. This is a consequence of the Czech Prime Minister's positive COVID-19 test result.

- This was definitely to be expected, if only because we are truly returning to normal functioning since September. Children have returned to school. We are also returning to work. I am talking here about the shift from remote work to standard, office-based work - said Adam Niedzielski in an interview with Bogdan Rymanowski on the program „Gość Wydarzeń” on Polsat News.

I think we must constantly expect this effect of an increased number of daily infections. At the moment, this number oscillates around two thousand, and until mid-October, we certainly shouldn't expect anything to change in this regard. Our forecasts, which we are updating on an ongoing basis, show that the number of infections in the next two weeks may fluctuate within the range of 1500 to 2500 – said Adam Niedzielski in Polsat News.

Przemysław Czarnek is not liked by liberal media, not liked by those who want to promote a moral revolution in Poland, because he is a man of firm convictions and is a guarantor that ideologies which the left or left-wing circles try to impose on Poles will not find a place in Polish schools or universities. And rightly so, because school, college, university are not places where ideology should be promoted. They are places where young people should acquire knowledge, educate themselves, and build their competencies for adult life. And today, in many places in Poland, especially where education is managed by local governments controlled by opposition politicians from Civic Platform (PO) and the Left, such an attempt is being made. There is an attempt to introduce sex education in its perverted, one might say, form, the promotion of LGBT ideology, and all sorts of deviations. This is not the path that Polish education should follow, and I think that the minister, who will soon be, and is still today, MP Przemysław Czarnek, is a guarantor that Polish schools will remain free from ideology, free from indoctrination" - stated Jacek Sasin on TVP Info's "Gość Wiadomości".

- PiS does not need to divide the opposition with any of its actions, because the opposition is already divided.
