The most significant political topic of October will likely be the government reconstruction and the appointment of Jarosław Kaczyński to the Council of Ministers. Although the new government has already been presented, the formal changes will take place in the second week of October, as announced by presidential spokesperson Błażej Spychalski. The final composition of the government has been accepted by the Coalition Council, but due to the need for an amendment to the Act on Government Departments, the reconstruction may occur in stages.

The agenda primarily includes the first reading of the 2021 budget, along with the draft budget act, and the second reading of the amendment to this year's budget, meaning the Sejm will likely adopt the project during this session.
Sejm on Ombudsman Election. The aforementioned Sejm session will also include a vote on the election of the Ombudsman. Zuzanna Rudzińska-Bluszcz is the sole candidate for this position. If her candidacy does not receive a majority, the election process will restart. A motion by Civic Coalition to dismiss the Minister of Justice is also awaiting consideration, but a debate on this matter might occur at the next session in November.
Senate on "Five for Animals." On October 13th, the Senate will address the so-called "Five for Animals," although the upper house was initially supposed to review the bill at the end of September. "Both committees, Agriculture and Legislative, have not yet concluded their work. They have requested numerous expert opinions, including from the Warsaw University of Life Sciences, and as you know, there is an intensive discussion among senators regarding this bill. Once we gather all this information, this item will be definitively discussed and put to a vote during the session on October 13th," stated Tomasz Grodzki in the Senate.
Constitutional Tribunal on De-UB-ization. In October, two hearings of the Constitutional Tribunal will take place concerning the so-called de-UB-ization act. The first will be held on October 6th with a full bench. The initiating party for the proceedings is the District Court in Warsaw, Section XIII, Department of Social Security. The second hearing will occur on October 14th with a five-judge panel. In this case, the initiating party is the District Court in Krakow, VII Department of Labour and Social Security.
Trzaskowski's Movement. "The movement's inauguration will be on the 17th [of October], and we will do absolutely everything to allow people to sign up for the movement earlier because there is indeed enormous energy among people that needs to be channeled. On the 17th, we will precisely detail all the actions we intend to take, as we want to meet in action and invite everyone who wants to act," announced Rafał Trzaskowski on TVN24's "Fakty po faktach."
Constitutional Tribunal on the Ombudsman. On October 20th, the Constitutional Tribunal, at the request of PiS MPs, will examine the Act on the Ombudsman. In practice, this concerns assessing the constitutionality of the current situation, where Adam Bodnar continues to serve as Ombudsman despite the end of his term, as parliament has not elected his successor.
Constitutional Tribunal on "Eugenic Abortion." On October 22nd, a hearing of the Constitutional Tribunal will take place regarding "family planning, the protection of the human fetus, and the conditions for the admissibility of terminating a pregnancy." In practice, this addresses the issue of so-called "eugenic abortion." A group of MPs filed a motion with the Tribunal at the end of last year. The Constitutional Tribunal will consider the case with a full bench. The presiding judge of the judging panel will be TK President Julia Przyłębska, and the rapporteur will be TK judge Justyn Piskorski.
