Tuesday's Political Agenda: Senate on the "Five for Animals" Bill, Hołownia's Conference, Coalition Council on Final Government Composition

The two-day Senate session begins at 11:00. On the agenda is the so-called "Five for Animals" bill, although it's already known that the upper house will not adopt this proposal at this time. The Marshal of the Senate has announced a special session for next week dedicated specifically to the amendment of the animal protection act. Also on the schedule is another amendment to the so-called "COVID-19 bill." A briefing by Tomasz Grodzki before the session is planned for 10:45.

At 12:00, a press conference will be held in Warsaw, where the leader of the Poland 2050 movement, Szymon Hołownia, will deliver an important statement regarding the movement's plans and long-term development directions. He will be accompanied at the meeting by key figures from the movement and regional leaders. Hołownia will also comment on current events.

According to the announcement by PiS spokesperson Anita Czerwińska, a meeting of the Coalition Council is scheduled for today, which will discuss and approve the final government composition following the reconstruction. Also today, a meeting of the authorities of Porozumienie is scheduled, as informed by Kamil Bortniczuk yesterday. - Tomorrow, we will decide on the ministerial positions that fall to us at a meeting of the presidium of our party's national board - he said on Polsat News.

It is very important that we have been seeing an escalation in the number of infections for a week now. In this regard, the actions we took last week have significantly and effectively contributed to increasing the number of beds. This increase is proactive, not reactive, because the base of beds we currently have was predicted for this scale of infections” - said Minister Adam Niedzielski at a press conference.

The largest scale of infections recently concerns the Lesser Poland Voivodeship. In cooperation with the Lesser Poland Voivode and the Ministry of Interior and Administration, we managed to increase the capacity of beds in the COVID network by 335 places, which means an increase of over 70% compared to the number of beds available a week ago. Because we are treating this region with special attention, we have a preliminary announcement that the number of beds will be increased by another 211” - he added.

- We wanted to propose a certain modification to the strategy of fighting the pandemic, which concerns the patient management scheme - said Adam Niedzielski during a press conference. - This modification concerns the moment from which a patient knows they have a positive result, i.e., when they receive information about a positive result after a PCR test. The modification is that until now, such a patient was routinely directed to an infectious diseases hospital. The proposal we want to make is quite different. A patient with this positive result returns to their primary healthcare physician, i.e., their family doctor, or if the test was performed as part of a suspicion and referral to a first-level hospital, they return to that hospital with the positive result to the doctor at the first level of COVID-19 hospital care. The doctor at this level makes the assessment, which previously in the old model was only made by an infectious diseases specialist. They assess the severity of the illness or the course of the coronavirus infection, primarily by analyzing the symptoms - he continued. - If the course is asymptomatic or mildly symptomatic, it is the right of the doctor, whether a family doctor or a doctor at the first level of COVID-19 hospital care, to decide that in the absence of symptoms or mild symptoms, this doctor will issue the isolation decision, meaning that the isolation decision is no longer issued solely by an infectious diseases specialist - he continued. - Of course, if we are dealing with a patient who has clear symptoms, then the medical assessment will be the basis for the decision on whether to refer, or indeed to refer, the patient to an infectious diseases hospital or a third-level hospital - he added. - We want to prepare a special regulation that describes the scheme of postępowania (procedure) with a patient suspected of having or already diagnosed with coronavirus. We will prepare this regulation by the end of this week - stated the minister.

We Are Introducing New Restrictions

- Of course, the basis for formulating these new restrictions is the pandemic situation we are facing, the escalation in the number of infections, but I want to emphasize that we are still maintaining the logic of interventions tailored to the scale of the phenomenon and, above all, interventions that are targeted rather than nationwide. This means that we will primarily react in specific zones and in response to the types of zones we are dealing with. A very important point is that until now, our policy of restrictions has essentially been stable, not anticipating any loosening of measures recently, nor any tightening. Earlier, during the holiday or pre-holiday period, we were dealing with a loosening of the tools we used because we were emerging from a complete or total lockdown - stated Adam Niedzielski at a press conference.

- Today, we are changing our approach. This means that looking at the trajectory of the pandemic's development, we will be tightening this policy, but we will be tightening it zone by zone. Depending on the zone, the scale of infections, depending on the number of new cases in the last 2 weeks, because that's how zones are defined, we will apply new tools. The proposal for new tools that we will apply is as follows. Firstly, regarding the limitation of gatherings and weddings in the green zone, we will reduce the limit, which so far was 150 people, to 100 people. I want to clearly emphasize that recently, especially in Małopolska, weddings and such gatherings were responsible for over 10% of new infections. This is not intuitive; it is an indication derived from our data analysis and the impact of this phenomenon on the spread of the pandemic. Regarding the yellow zone, the limit was 100 people until now. We want to reduce it to 75. Meanwhile, in the red zone, this limit was 50 people, and it remains unchanged - the Minister of Health continued.

- A new restriction will appear in the red zone. This is a new type of restriction that has not yet been in our regulations. Here, drawing on examples and analysis of the tools used in other countries, we want to introduce a solution concerning the limitation of the operation of catering establishments, restaurants, bars, and pubs. We want to limit them, exclusively in the red zone, until 10:00 PM. This is because the summer season is ending. Unfortunately, outdoor seating is gradually being eliminated, and outdoor seating provided a greater level of safety and thus a lower risk of coronavirus transmission. Since these events, if one can call them that, will be moving indoors, we want this to happen within a limited timeframe, until 10:00 PM - he noted.

- The third modification of the restrictions is the obligation to cover the mouth and nose in the open air. Until now, such an obligation existed only in the red zone. We want to extend this obligation to the yellow zone as well - said Niedzielski.

We promised Polish entrepreneurs lower and simpler taxes, and once again, we are keeping our word. Firstly, we first lowered CIT from 19% to 15%, and now to 9%. We will now increase the revenue limit for benefiting from this lower CIT to 2 million euros, which is almost double. This means lower taxes for 11,000 taxpayers, mainly small and medium-sized enterprises. Secondly, the principle of Estonian CIT is simple. If income remains within the company, the tax rate drops to zero. Previously, we planned for Estonian CIT to cover micro, small, and medium-sized enterprises that exceeded the revenue threshold of PLN 50 million. We are now doubling this limit to PLN 100 million. Thirdly, from now on, the limit for simplified PIT settlement will be increased eightfold, to 2 million euros in revenue. New professional groups will be able to benefit from lump-sum tax, and many more professions will pay reduced rates. The result is that for the first time in history, as many as 180,000 companies will be able to benefit from lump-sum tax. Thanks to this, entrepreneurs will save several billion zlotys. Without investment, development is just a plan on paper. By lowering taxes, we are simultaneously increasing Poland's economic development potential. Others only talk about the necessity of lowering taxes. We are realistically and successively lowering them – stated Prime Minister Mateusz Morawiecki in a recording published on Facebook.
