The two-day Senate session begins at 11:00. On the agenda is the so-called "Five for Animals" bill, although it's already known that the upper house will not adopt this proposal at this time. The Marshal of the Senate has announced a special session for next week dedicated specifically to the amendment of the animal protection act. Also on the schedule is another amendment to the so-called "COVID-19 bill." A briefing by Tomasz Grodzki before the session is planned for 10:45.

At 12:00, a press conference will be held in Warsaw, where the leader of the Poland 2050 movement, Szymon Hołownia, will deliver an important statement regarding the movement's plans and long-term development directions. He will be accompanied at the meeting by key figures from the movement and regional leaders. Hołownia will also comment on current events.

According to the announcement by PiS spokesperson Anita Czerwińska, a meeting of the Coalition Council is scheduled for today, which will discuss and approve the final government composition following the reconstruction. Also today, a meeting of the authorities of Porozumienie is scheduled, as informed by Kamil Bortniczuk yesterday. - Tomorrow, we will decide on the ministerial positions that fall to us at a meeting of the presidium of our party's national board - he said on Polsat News.

- The composition of the government is still subject to agreement, as there is a meeting of the Coalition Council today, which will ultimately approve the composition of the new government. Indeed, within PiS, we have settled the composition of the new government, both in terms of personnel and also regarding the matter you are asking about, namely the number of Deputy Prime Ministers. - It is highly possible that this will be the case [that there will be 4 Deputy Prime Ministers]. The Prime Minister is responsible for announcing the personnel. The Prime Minister will inform about this. I think this information will be conveyed to the public in the coming days. I really wouldn't want to get ahead of myself here. That would simply be unserious and impolite - continued the Deputy Prime Minister.

- They have to stabilize sentiments in the electorate by saying that they signed something on Saturday, but these under-the-rug fights are still going on, and the rift that has occurred is already real. It's not like it can be smoothed over or papered over anymore. Jarosław Kaczyński's position has weakened, Zbigniew Ziobro's position has strengthened, and Mateusz Morawiecki's position has completely flown off into some other orbit - said Szymon Hołownia in an interview with Piotr Witwicki on Polsat News's 'Graffiti'.

- In my opinion, this will last a year and a half, maybe a year. I don't know if the Sejm will end half a year earlier, or two years earlier. In my opinion, I'd give it another year - he added.

- I think this is indeed an extremely probable scenario [that Jarosław Kaczyński will join the government] and a very good one, by the way. I think the Prime Minister will announce it. He will inform about what the government will look like after the changes. However, if it ultimately happens, meaning that President Jarosław Kaczyński joins this government, it is very good news because it means that all the political leaders of the three groupings forming this government will be in the government, and this will lead to a concentration of abilities and decision-making capabilities within the Council of Ministers, which is what we were aiming for - stated Jacek Sasin in "Rozmowa Piaseckiego" on TVN24. 

- Politics is a tool, which, of course, in the very long term – and it is a truly exhausting and lengthy endeavor, as one works, builds structures, gathers people for a common goal – but it can also provide a sense of agency. For 20 years, I commented on reality, described it, named it, but now I am entering a sphere where, I hope, I will have the opportunity to shape that reality even more than before with my words. So that I can later peacefully exit it and return to describing the world, commenting, and reading. I am not entering politics for eternity – said Szymon Hołownia on Polsat News.

- As announced, there will be significantly fewer [ministries]. Everything indicates that it will be 14 ministries. The ultimate goal is 14, because certain legal changes are also needed. There is the Law on Public Administration Departments, which must be amended in this situation, so perhaps it will proceed in stages. “We have agreed on our position. We have our proposals regarding the reconstruction, how we would like the government to look. Today, the Coalition Council will meet, where our coalition partners will present the same from their side. I believe we will manage to agree on the shape of the government. I am talking about systemic, formal issues, how ministries will function, how they will be divided, who will be responsible for which department of state administration. Regarding this, I am hopeful that we will succeed” – said PiS Deputy Spokesperson Radosław Fogiel on Polskie Radio Jedynka.

“I hope we might learn the names for the Council of Ministers this week. I realize that the President may have a busy schedule, and the European summit in Brussels also engages Prime Minister Morawiecki, which is why I won't promise, I won't bet my life on it, that the appointments will happen this week. We will see what is realistic, whether it will only be possible next week” - said Radosław Fogiel, Deputy Spokesperson for PiS, in an interview with Jedynka radio. 

The coalition agreement that has been concluded and signed is not a public document. This document primarily contains programmatic understandings, meaning what we will implement as the United Right in the coming months through legislative work in parliament. These legal acts, these draft laws, will be presented in the coming weeks. I cannot disclose them publicly because we have agreed with our coalition partners that this agreement is an internal document. It defines the framework of our cooperation, including programmatic aspects - stated Jacek Sasin in "Rozmowa Piaseckiego" on TVN24.

“We are planning the PiS Congress for November. Indeed, it will be a time when we will first be able to talk amongst ourselves, among the delegates elected by the party's regional structures, about where we are today, what we have managed to achieve in recent years, and what challenges await us in the future, and how PiS, as a political party, should prepare for these challenges. Perhaps change, in order to better meet the expectations of Poles” – said PiS Deputy Spokesperson Radosław Fogiel on Radio Jedynka. 

As long as we don't have concrete legislative projects that we can discuss, we have agreed not to announce that some virtual bills will appear, only concrete ones. - The so-called first COVID Act gave the Prime Minister full grounds to make such a decision. The Prime Minister made the decision based on this act. - Indeed, today are the final discussions concerning the presentation of all political recommendations within the ministries, and we are essentially finalizing the matter of government changes. [The ministerial appointments] have already been agreed upon. Yesterday, the political committee had already determined all the names. Today, a meeting with coalition partners is taking place, but that is more a matter of informing each other about mutual agreements - said Piotr Müller in an interview with Beata Michniewicz on Polskie Radio Trójka's "Political Salon".

- There were legal grounds. I refer you to the Constitution, which precisely indicated the date of these elections, when they were to take place. I refer you to the ordinance of the Marshal of the Sejm, who set the elections for a specific date, and these two legal acts obliged the government administration to undertake such preparations, and Prime Minister Morawiecki made such a decision out of responsibility for the state and the Constitution - stated Jacek Sasin in "Piasecki's Conversation" on TVN24.

- As has already been published, [the coalition partners] each have two ministers. One in a ministry, the second so-called minister without portfolio - said Piotr Müller on Radio Trójka.

- One minister in the Ministry of Justice and one minister without portfolio, with a specific portfolio that will be published in the coming days, is designated for Solidary Poland - he added.

– Deputy Prime Minister Jarosław Gowin has already spoken about this, so it can be said. The Ministry of Development, plus the labour department, and this is indeed an agreement that has been reached. Tourism is currently already in development, which is why it is already a fact, and construction too – said Piotr Müller on Radio Trójka.

- This is someone who will definitely cope in this role. Someone who has appeared in some media speculations. However, as I say, this is a matter for the Prime Minister's communication - said Piotr Müller on Radio Trójka. 

- First and foremost, I would like to emphasize that Prime Minister Jadwiga Emilewicz has acted very loyally towards the United Right camp recently. Both in May, during the dispute surrounding the presidential elections and the holding of elections by correspondence. I believe this should be appreciated. However, the form of this appreciation is another matter, as we also have specific principles for coalition building - said Piotr Müller on Radio Trójka. 

„If someone believes that President Trzaskowski is responsible for whether a pump works or not, that's quite unserious. „We, as the opposition, will do our thing. We will scrutinize this government. We will present good solutions for Poles. Whether Kaczyński is in government or not changes little from the perspective of the opposition's strategy. “It would be good if Mr. Szymon Hołownia finally focused on PiS, not on the opposition. There are no adversaries in the opposition. There’s no point in exchanging malicious remarks, especially through the media. "[The plans] are current. MPs from the Mazovian region, who included this idea in PiS's program, are working on it. An administrative law, which also changes systemic issues concerning the state's administrative division, is not a law that can be written overnight. There are many different details. - The Convention of Seniors has decided to move the points concerning animal protection to an additional day of the same session, which is October 13th. For one simple reason, or rather more than one. Both committees, the Agriculture Committee and the Legislative Committee, have not yet concluded their work. They have requested numerous expert opinions, including from the Warsaw University of Life Sciences, and as you know, there is an intense discussion among the senators regarding this act. Once we gather all of this, this point will be finally discussed and put to a vote within the framework of the same session on October 13th - stated Tomasz Grodzki at a press briefing in the Senate.

- As of now, I can say that I expect senators to propose many amendments to this [Animal Protection] bill, but this is an opinion as of today, the end of September. Much can still change by October 13 - stated Tomasz Grodzki at a press briefing in the Senate.

- Polska 2050 brings together citizens, it unites citizens who want to take on part of their responsibility for Poland. I have the honor of being the head of this association, the president of this association, and shortly, which I wanted to inform you about today, we are beginning the process of registering a political party. This is the third element whose creation we announced, and I spoke about it directly during the election campaign; now it is becoming reality. We are commencing this procedure. - The head of the hands, i.e., the party 2050, which will have a different name than 2050, but we will not tell you that today, will be Michał Kobosko, my closest collaborator, who was my electoral proxy during the last campaign - he added.

We, as Szymon Hołownia just said, are initiating the procedure for registering a political party. We are aware of Polish realities; this can be a process that takes time, several months. Nevertheless, we have decided, as Szymon Hołownia just stated, that the time is high. Moreover, many people have encouraged us, convinced us that the situation today is so unstable, uncertain, and volatile in the political arena, and that Saturday's agreement, or preliminary agreement, among coalition parties does not in any way guarantee that the political system will now undergo any stabilization or calming. Therefore, for this reason, we have decided to begin the party registration procedure – said Michał Kobosko during a press conference. 

„We have over 800 beds nationwide that provide respiratory support. This is the current situation as of today. It is very important that we have been seeing an escalation in the number of infections for a week now. In this regard, the actions we took last week have significantly and effectively contributed to increasing the number of beds. This increase is proactive, not reactive, because the base of beds we currently have was predicted for this scale of infections” - said Minister Adam Niedzielski at a press conference.

„The largest scale of infections recently concerns the Lesser Poland Voivodeship. In cooperation with the Lesser Poland Voivode and the Ministry of Interior and Administration, we managed to increase the capacity of beds in the COVID network by 335 places, which means an increase of over 70% compared to the number of beds available a week ago. Because we are treating this region with special attention, we have a preliminary announcement that the number of beds will be increased by another 211” - he added. 

- We wanted to propose a certain modification to the strategy of fighting the pandemic, which concerns the patient management scheme - said Adam Niedzielski during a press conference. - This modification concerns the moment from which a patient knows they have a positive result, i.e., when they receive information about a positive result after a PCR test. The modification is that until now, such a patient was routinely directed to an infectious diseases hospital. The proposal we want to make is quite different. A patient with this positive result returns to their primary healthcare physician, i.e., their family doctor, or if the test was performed as part of a suspicion and referral to a first-level hospital, they return to that hospital with the positive result to the doctor at the first level of COVID-19 hospital care. The doctor at this level makes the assessment, which previously in the old model was only made by an infectious diseases specialist. They assess the severity of the illness or the course of the coronavirus infection, primarily by analyzing the symptoms - he continued. - If the course is asymptomatic or mildly symptomatic, it is the right of the doctor, whether a family doctor or a doctor at the first level of COVID-19 hospital care, to decide that in the absence of symptoms or mild symptoms, this doctor will issue the isolation decision, meaning that the isolation decision is no longer issued solely by an infectious diseases specialist - he continued. - Of course, if we are dealing with a patient who has clear symptoms, then the medical assessment will be the basis for the decision on whether to refer, or indeed to refer, the patient to an infectious diseases hospital or a third-level hospital - he added. - We want to prepare a special regulation that describes the scheme of postępowania (procedure) with a patient suspected of having or already diagnosed with coronavirus. We will prepare this regulation by the end of this week - stated the minister.

- Of course, the basis for formulating these new restrictions is the pandemic situation we are facing, the escalation in the number of infections, but I want to emphasize that we are still maintaining the logic of interventions tailored to the scale of the phenomenon and, above all, interventions that are targeted rather than nationwide. This means that we will primarily react in specific zones and in response to the types of zones we are dealing with. A very important point is that until now, our policy of restrictions has essentially been stable, not anticipating any loosening of measures recently, nor any tightening. Earlier, during the holiday or pre-holiday period, we were dealing with a loosening of the tools we used because we were emerging from a complete or total lockdown - stated Adam Niedzielski at a press conference.

- Today, we are changing our approach. This means that looking at the trajectory of the pandemic's development, we will be tightening this policy, but we will be tightening it zone by zone. Depending on the zone, the scale of infections, depending on the number of new cases in the last 2 weeks, because that's how zones are defined, we will apply new tools. The proposal for new tools that we will apply is as follows. Firstly, regarding the limitation of gatherings and weddings in the green zone, we will reduce the limit, which so far was 150 people, to 100 people. I want to clearly emphasize that recently, especially in Małopolska, weddings and such gatherings were responsible for over 10% of new infections. This is not intuitive; it is an indication derived from our data analysis and the impact of this phenomenon on the spread of the pandemic. Regarding the yellow zone, the limit was 100 people until now. We want to reduce it to 75. Meanwhile, in the red zone, this limit was 50 people, and it remains unchanged - the Minister of Health continued.

- A new restriction will appear in the red zone. This is a new type of restriction that has not yet been in our regulations. Here, drawing on examples and analysis of the tools used in other countries, we want to introduce a solution concerning the limitation of the operation of catering establishments, restaurants, bars, and pubs. We want to limit them, exclusively in the red zone, until 10:00 PM. This is because the summer season is ending. Unfortunately, outdoor seating is gradually being eliminated, and outdoor seating provided a greater level of safety and thus a lower risk of coronavirus transmission. Since these events, if one can call them that, will be moving indoors, we want this to happen within a limited timeframe, until 10:00 PM - he noted.

- The third modification of the restrictions is the obligation to cover the mouth and nose in the open air. Until now, such an obligation existed only in the red zone. We want to extend this obligation to the yellow zone as well - said Niedzielski.

To achieve success in business, hard work is fundamental. But trust and keeping promises are no less important. These are also the principles of responsible politics. We promised Polish entrepreneurs lower and simpler taxes, and once again, we are keeping our word. Firstly, we first lowered CIT from 19% to 15%, and now to 9%. We will now increase the revenue limit for benefiting from this lower CIT to 2 million euros, which is almost double. This means lower taxes for 11,000 taxpayers, mainly small and medium-sized enterprises. Secondly, the principle of Estonian CIT is simple. If income remains within the company, the tax rate drops to zero. Previously, we planned for Estonian CIT to cover micro, small, and medium-sized enterprises that exceeded the revenue threshold of PLN 50 million. We are now doubling this limit to PLN 100 million. Thirdly, from now on, the limit for simplified PIT settlement will be increased eightfold, to 2 million euros in revenue. New professional groups will be able to benefit from lump-sum tax, and many more professions will pay reduced rates. The result is that for the first time in history, as many as 180,000 companies will be able to benefit from lump-sum tax. Thanks to this, entrepreneurs will save several billion zlotys. Without investment, development is just a plan on paper. By lowering taxes, we are simultaneously increasing Poland's economic development potential. Others only talk about the necessity of lowering taxes. We are realistically and successively lowering them – stated Prime Minister Mateusz Morawiecki in a recording published on Facebook.

- The principle in mature democracies is that the leader of the ruling party is the prime minister, and I believe it will be an uncomfortable, awkward situation for the members of the Council of Ministers when the formal head is Prime Minister Morawiecki, but in reality, everyone will know that the deputy prime minister is the one in charge. This is not a correct situation. - If I were in the place of President Kaczyński, I would have become Prime Minister. - I don't consider it in terms of surprise [Przemysław Czarnek's potential entry into government]. I treat it more as a kind of provocation. Because let's remember, and I say this quite seriously. There is a saying: the Republic will be as its youth is raised. If a man who took away other people's right to be equal, who as the Lublin Voivode and as a Member of Parliament was known for controversial statements, is to raise our children, my grandchildren, then I am deeply against it - stated Tomasz Grodzki in an interview with Bogdan Rymanowski on "Gość Wydarzeń" Polsat News.

- This stance is somewhere between brazenness and ignorance. Why brazenness? Because I remind you that as late as 2003, homosexuality was penalized in some states of the United States, while in Poland we never dealt with such things. Therefore, if today they try to teach us about tolerance, and I believe this also applies to other Western countries where such penalization was still in effect in their criminal codes a few decades ago, I consider it truly brazenness - said Patryk Jaki on TVN24.

“The case concerns a prominent PO activist, a member of the PO government under the leadership of Donald Tusk, so this is indeed a scandal of the PO-PSL governments and we are learning more about it.
