At 10:00 AM, the government will consider the draft budget law for 2021 – in accordance with the Constitution, it must be sent to the Sejm by the end of September. The agenda also includes, among other things, the strategy for managing public finance sector debt in 2021-2024, a three-year plan for the limit of civil service appointments for 2021-2023, and the so-called budget-related bill, as well as a draft regulation on air traffic prohibitions.

As we wrote on 300POLITYKA, there is a plan within the United Right for a government reconstruction to occur this week. This evening, the presidium of the PiS Political Committee will take place, during which the schedule for government changes is to be discussed. Prime Minister Morawiecki will be in Brussels on Thursday and Friday, so the reconstruction would have to happen by Wednesday at the latest.

- I'm even glad an agreement was signed, it's just unclear what kind - said Władysław Kosiniak-Kamysz in a conversation with Konrad Piasecki on TVN24's "Piasecki's Interview".

- Why are you glad? - the journalist asked.

- It always brings stabilization to the country. I am in opposition, I want to have an opponent on the other side or a discussant, I hope more often, under normal political circumstances, and I would like the focus not to be on ourselves, and this series has been ongoing since August, through almost all of September. It brings absolutely nothing effective - replied the leader of the Polish People's Party (PSL).

- A new coalition agreement was signed on Saturday, which regulates the principles of cooperation within the United Right for the next dozen years. It also regulates the issue of the future, new, old government, but regarding personnel and government structure, I can say one thing. It will certainly be a government that will have fewer ministries than it does now, and as for personnel matters, according to me, these personnel matters will be announced in the next few days, but I would like to leave that to Prime Minister Morawiecki, who will communicate both how the government will look structurally and personally - stated Krzysztof Sobolewski in an interview with Michał Rachoń on the TVP Info program "Jedziemy".

- As part of the coalition agreement, we have guaranteed a joint start in the upcoming local government, European Parliament, and Polish parliamentary elections for all three participants of United Right. With the stipulation that current parliamentarians or councillors, I can say, retain the same positions they held in the elections in which they obtained their mandates, while other matters are yet to be determined regarding electoral lists, but that is already a matter for the future - stated Krzysztof Sobolewski on the TVP Info program "Jedziemy".

- There are no coalition talks now, and there won't be any, because there's no need for them at the moment, as voters decided completely differently - stated Władysław Kosiniak-Kamysz on TVN24.

- When Jarosław Kaczyński says, 'We talked with Mr. Kosiniak-Kamysz, and he is indeed a bit different than some PSL politicians we've happened to talk to over the last 30 years,' it sounds more or less like: we talked to the PSL, we offered them very attractive fruits of power, and they said no, which surprised us a little - commented Konrad Piasecki.

- And what's the end of that quote? That 'he stands on the other side.' I think that concludes it - replied the leader of the PSL.

- Regarding other laws, including this COVID law. Everything lies ahead. I do not rule out that not only this law, but several others will be [sent to the Sejm]. This is also a result of the new coalition agreement, where, in addition to committing to a government reconstruction, we also made commitments to launch a new programmatic offensive this autumn, as promised - stated Krzysztof Sobolewski on TVP Info's program “Jedziemy”.

- The first is ritual slaughter, slaughter for religious reasons, it should not be limited in any way. There are reports from the European Commission that the government has not notified this provision, so it is unfounded and will not enter into force anyway - said Władysław Kosiniak-Kamysz on TVN24.

- They stem from the ethics, morality, and religion of Jews and Muslims, so as a Christian, it is not my role to interfere and correct the Torah or the Quran - he added.

- In accordance with the statute, the President has issued a directive to convene a new PiS congress. This will be an electoral and statutory congress. It will take place at the beginning of November. Preparations are currently underway in the districts, delegates will be elected to this congress. At the congress itself, the congress as a statutory, party body is authorized to elect the party leader, the Political Council, the collegial disciplinary court, and the national audit committee. However, it is the Political Council, convened after the congress, and I do not know within what timeframe, that at its first session elects the party's presidium, meaning the vice-presidents and the Political Committee. I would like to clearly convey this because some media outlets are indeed stating that the party presidium will be elected at the congress. The party leader will be elected at the congress - stated Krzysztof Sobolewski on the TVP Info program "Jedziemy". 

- Firstly, we need to start talking more broadly than just among ourselves. This week, we will propose a meeting with the Minister of Health for all political forces, but also a meeting with patient associations and the medical council, so that we can agree on a strategy of action for the coming weeks - said Władysław Kosiniak-Kamysz on TVN24.

- I am here in a fan club. Paweł Szefernaker probably mentioned it on Sunday. I was in this fan club, which was hoping that PO would make a specific choice for its parliamentary leader. Of course, we do not associate any hope with this choice for an improvement in relations between PiS and PO. However, I will remind you that Cezary Tomczyk is the face of Ewa Kopacz's government, and at the same time, the face of PO's subsequent election defeats since 2015, where he held quite significant positions in subsequent PO election campaign teams. I hope that if he is to lead the PO club in the Sejm, it won't be a singing success. "We would like the new government, after the reconstruction, to be appointed mid-week. We must remember that there are a number of variables, and politics is an extremely dynamic field of life. I would not rule out that there might be minor shifts. “If President Jarosław Kaczyński were to join the government, taking on the position of Deputy Prime Minister, it would be very positive news for several reasons. In my opinion, his presence in the government will have a stabilizing effect on the coalition, on the entire United Right government. Secondly, as was announced, President Jarosław Kaczyński, as Deputy Prime Minister, would be responsible for an extremely important area, coordinating broadly understood security sectors” – said the Head of the Chancellery of the Prime Minister, Minister Michał Dworczyk, on RMF FM.

„Conversations that took place over the past week also concerned this issue [the Animal Protection Act]. I am convinced that this law will gain the support of the entire United Right after its return from the Senate to the Sejm” - said the Head of the Prime Minister's Chancellery, Minister Michał Dworczyk, on RMF FM.

This is a harbinger of numerous troubles. Because two orders will clash in the government. The constitutional and systemic order with Morawiecki, and the political order with Kaczyński's position. In other words, the Council of Ministers will have two heads. A nominal one and a real one, and this is a breeding ground for various conflicts, as well as a sign of a transitional state – stated Leszek Miller in an interview with Jacek Prusinowski on Radio Plus.

We want to address a topic that has been present in our families since March, concerning what is happening with COVID, with the coronavirus, and the effects it has on our social and economic lives. More broadly, we want to discuss and invite to this discussion, calling for a discussion on healthcare for all interested parties - said Władysław Kosiniak-Kamysz during a press conference in the Sejm. - I want to talk about the letter I am sending to the Minister of Health, Mr. Minister Niedzielski. We approach the newly appointed Minister of Health with goodwill. We are aware that he is operating under difficult conditions, having taken over the ministry while the epidemic is raging. The number of cases is increasing; today, with 13,000 tests performed, there are approximately 1,300 cases. This is a lot, and the number is growing day by day - he continued. - Today, I need clear information from the Minister of Health on what should be done and how to proceed. This information must simply be daily and very precise. I believe it is time to sit down for a joint discussion with all political forces, and we are calling the Minister of Health, all political forces, to such a meeting, together for patients, for healthcare. We also invite patients, patient organizations, and organizations representing medical professionals - he added. 

- The epidemic is the same as in recent days. This means there are no major outbreaks, except in Wielkopolskie Voivodeship, where unfortunately we have a case in a Social Welfare Home (DPS) with 100 infected people. This is unfortunately a consequence of a certain openness of DPS facilities at one time - stated the spokesperson for the Ministry of Health, Wojciech Andrusiewicz, at a press briefing.

- Outside of Wielkopolskie Voivodeship, the epidemic in Poland continues to proceed as it did until the beginning of September. That is, these are scattered cases, small outbreaks, involving a few people per outbreak, a dozen or so. There are no large outbreaks. We have to get used to this - he continued.

- This situation will certainly not change in the coming days. We must get used to these results. What our strategy foresees is not building a dam against the coronavirus, but tackling the coronavirus point-by-point, in those places where there is a high threat, in those counties where we have a large number of cases - stated the spokesperson for the Ministry of Health, Wojciech Andrusiewicz, at a press conference.

„The year 2021 is slowly emerging on the horizon, and today, during a Council of Ministers meeting, we discussed the budget act for this year. To say that 2020 was a surprise would be an understatement. We know perfectly well the great perturbations we faced, the surprising twists and turns, the unexpected developments with Covid-19. We knew we had to find an extraordinary, completely unexpected response to immense challenges. We found that response in 2020. It was called the financial shield, the anti-crisis shield, which saved jobs” - said Prime Minister Mateusz Morawiecki at a press conference.

„This did not come without consequences for this year's and next year's budget deficit, but the situation is entirely new worldwide. Today, individual countries are saving their production structures by reducing debt. Although forecasts are changing, our goal remains unchanged: the best paid jobs for Poles and support for Polish entrepreneurs” - he added. 

- We are appealing to the government for even closer cooperation because we want to avoid being surprised, we local government officials, by the decisions the government makes. It's worth giving ourselves time not only for consultations but also, of course, for implementing these decisions. So that we can cooperate with each other in the best possible way. Despite the fact that the authorities assured us just a few months ago that the situation was safe, it is unfortunately worsening at the moment, and we local government officials are doing everything we can to be prepared for every eventuality during this difficult time. Although I want to remind you that, of course, it is the government that makes all decisions and bears responsibility for the epidemic situation in the country, in Mazovia, and in Warsaw, but we as local government officials are ready to cooperate – said Rafał Trzaskowski during a press conference. 

“We are planning revenues in the budget at the level of 404 billion 400 million Polish zlotys. Expenditures at the level of 486.7 billion. It is evident that a deficit appears, not exceeding 4%, approximately a 3.8% deficit, which is practically what we inherited in very good times from our predecessors, who had deficits reaching 7 percent and more. The very fact that the Ministry of Finance, in cooperation with other ministers, managed to construct a deficit that does not exceed 4% is a very big success, very well assessed by the European Commission,” Prime Minister Mateusz Morawiecki said at a press conference.

„I want to guarantee that all our social policy: support for families, for children and youth heading to school, for retirees, including what we previously committed to for 2021, will be maintained. It is built-in, integrated into the budget deficit and the budget's structure” – said Prime Minister Mateusz Morawiecki at a press conference.

- If questions arise about whether we can switch from the pontoon bridge to the first pipeline, which will be ready, we all hope so. We hope that this pipeline will be ready by mid-December and that the switch will happen - said Rafał Trzaskowski during a press conference.

- When the entire transmission system is operational, in the middle of next year, then we will be able to say that everything is ready - added the Mayor of Warsaw. 

“According to the EU methodology, our debt will hover around 60%. At the end of 2021, it will likely turn out to be less. However, for us, the debt calculated according to the national methodology is most important, because we want the constitutional limit to be maintained. This year, the plan is around 50.4%, and next year 52.7%, so we are still far from the 55% limit” – said Prime Minister Mateusz Morawiecki at a press conference.

“Based on the data we are receiving regarding industrial production, PMI indicators, as well as consumption, retail sales, and all other macro- and microeconomic parameters that we are analyzing, it appears that the GDP decline this year may even be shallower than 3.5 percentage points. This is a very good coefficient, because it means that nominal GDP will fluctuate downwards to a small extent” – said Prime Minister Mateusz Morawiecki at a press conference.

„Poland will not agree to the arbitrary application of various clauses and to being finger-wagged at simply because someone dislikes our government. I stand by the position we discussed in July at the European Council, and we will certainly debate this matter for many months” – stated Prime Minister Mateusz Morawiecki at a press conference.

“We are certainly in a different phase, a different, new phase [of the epidemic]. It is more difficult in many respects because of the higher infection rates, but on the other hand, I think the vast majority of Poles would agree with me that we are somehow learning to live with this unwelcome phenomenon, with the coronavirus” - said Prime Minister Mateusz Morawiecki at a press conference.

„This second wave [of coronavirus] – we are fighting it. In recent weeks, it's clear that we are again more effective than others. Our southern neighbors, the Czechs, have more infections than Poland, despite having about 4 times fewer inhabitants. Similarly in Hungary – proportionally more per 100,000 inhabitants. Also in Spain, in France” – said Prime Minister Mateusz Morawiecki at a press conference.

„To the esteemed ambassadors, I can only say that tolerance is part of the Polish DNA. One only needs to trace recent and the history before that to be convinced of this. Nobody needs to teach us tolerance, because we are a nation that has learned tolerance over centuries and we have given many testimonies of such tolerance throughout history. I agree with the ambassadors' letter in this regard, when they speak of respect being due to every person, and I completely disagree with the ambassadors' letter where they state that there are people in Poland who are being deprived of respect in any way” - said Prime Minister Mateusz Morawiecki at a press conference.

They must only reckon with the fact that if someone expresses their views on a banner, they must accept in a democracy and a free country that someone else can express different views. "Estonian CIT, which we announced, today brings very good news for tens of thousands of Polish companies. From January 1, 2021, we intend to expand the previously announced possibilities of settling under the rules of Estonian CIT, which means zero tax for companies that invest their profits in Poland. We want as many investments in Poland as possible. Companies that do not withdraw profits in the form of dividends will be able to settle in a very favorable way for themselves, up to a turnover of PLN 100 million, thus not 50 million, but 100 million in turnover," said Prime Minister Mateusz Morawiecki at a press conference.

- President Andrzej Duda met with members of the National Council of Agricultural Chambers and representatives of the meat and poultry industries. The consultations concerned the current amendment to the Animal Protection Act being processed in parliament - informed the Presidential Chancellery.

I would explain to these ambassadors that in reality, in Poland, no persecution based on sexual orientation affects anyone from the perspective of law or the state – said Kamil Bortniczuk in Polsat News.

- Our history shows that whenever Poland was internally strong, it also listened to those who wanted to advise us, but made decisions that were good for Poland, and today our democracy is strong. We all see that it is precisely LGBT communities that have been behaving extremely aggressively and provocatively in public recently. They attack communities, especially those of believers, they attack people who pray in churches. They also organize obscene street behavior or attack pro-lifers, even using methods involving physical force. There was a famous incident in Poznań, a gay miss selection, I believe. There, several hundred people gathered, in my opinion, mostly representatives of these communities, applauded a transvestite who was simulating slitting the throat of a prominent Polish pastor, a representative of the Church. This is a disgusting thing. I did not hear protests from ambassadors then against this kind of aggression. We want to live in a country where there are different people, they have different views, and different personal choices. No one looks into anyone's private life. Everyone has full freedom, homosexual communities can also associate, they have their own libraries, cultural centers, clubs. They have full freedom. Only they today want to impose their values on us, that is, the rest of Poles, they demand that we all accept them. You could say they are entering the bedrooms of children, of Poles, and demanding that parents teach their children what they disagree with, what they would consider demoralization.
