Political Week Ahead: Possible Government Reshuffle, Budget Deliberations, Senate's "Five for Animals," EU Summit, and Poland's Latest Credit Rating Update

The upcoming week in politics is primarily marked by a potential government reshuffle. Additionally, the government will address the 2021 budget bill – as per the Constitution, the draft must be submitted to the Sejm by the end of September. Prime Minister Morawiecki will also travel to Brussels for the European Council summit. Meanwhile, the Senate will deliberate on the so-called "Five for Animals" package, and S&P will update Poland's credit rating.

Government on the Budget. On Monday at 10:00 AM, the government will consider the draft budget bill for 2021 – in accordance with the Constitution, it must be sent to the Sejm by the end of September. The agenda also includes, among other items, the strategy for managing public finance sector debt for 2021-2024, a three-year plan for civil service appointment limits for 2021-2023, and the so-called supplementary budget bill, as well as a draft regulation on air traffic restrictions.

Possible Government Reshuffle. As we reported on 300POLITYKA, there is a plan within United Right for a government reshuffle to take place next week. On Monday evening, the Prawo i Sprawiedliwość (PiS) Political Committee presidium will convene, during which the schedule for government changes is to be discussed. Prime Minister Morawiecki will be in Brussels on Thursday and Friday, so the reshuffle would have to occur by Wednesday at the latest.

Senate on "Five for Animals". On Tuesday at 11:00 AM, a two-day Senate session begins. The agenda includes the so-called "Five for Animals" package, although it is already known that the upper house will not adopt this proposal immediately. Marshal Grodzki has announced a special session for October 9th dedicated to the amendment of the animal protection act. The schedule also includes, among other items, another amendment to the so-called COVID act.

PAD's Consultations on "Five for Animals". As we hear, President Andrzej Duda will begin consultations on the aforementioned "Five for Animals" package next week, a topic also mentioned by Paweł Mucha. - "We know that amendments will still be introduced in the Senate. It is difficult to assess the final decisions when the work is ongoing. We have a Senate session planned for mid-October. In particular, the President wants to use this period of Senate work for consultations with the farming community. These appeals are premature. The President has stated that the interest of farmers and the good of the countryside are always his top priority, while also considering aspects of humane animal treatment. European Council. On Thursday and Friday, EU leaders will meet in Brussels to discuss foreign affairs, particularly relations with Turkey and the situation in the Eastern Mediterranean. They are also set to discuss relations with China, the situation in Belarus, and the poisoning of Alexei Navalny. Among the topics to be discussed are the single market, industrial policy, and digital transformation. The summit, originally scheduled for last week, was postponed due to the quarantine of President Charles Michel.

S&P's Update of Poland's Rating. On Friday, Standard & Poor's – one of the three major rating agencies – will update Poland's credit rating. This will be another assessment of our country's creditworthiness. Last Friday, Fitch agency confirmed Poland's existing rating.
