Saturday's Political Agenda: Joint Statement by Presidents Kaczyński, Gowin, and Ziobro, and Prime Minister Morawiecki, Civic Platform National Council

At 10:00 AM, the National Council of Civic Platform will convene.

At 12:00 PM, a joint statement will be issued by the leader of Law and Justice (PiS) Jarosław Kaczyński, Prime Minister Mateusz Morawiecki, leader of Accord Zbigniew Ziobro, and leader of Agreement Jarosław Gowin.

08:57

Budka:

Yesterday We Elected a New Parliamentary Club Leader, An Autumn Offensive – Programmatic and Organizational; Much Will Be Happening

We are ahead of the National Council. Yesterday, we elected a new parliamentary club leader. An autumn offensive – programmatic, organizational – so much will be happening – said Borys Budka in a conversation with Krzysztof Ziemiec on RMF FM.

09:03

Budka:

We are primarily ready for early elections. What we've seen means we could face another crisis at any moment.

- We are primarily ready for the possibility that elections will be held sooner. What we've witnessed suggests that we could face another crisis at any moment. Jarosław Kaczyński, who must join the government to keep an eye on Zbigniew Ziobro, as Prime Minister Morawiecki can't handle him, demonstrates that we have truly reached a ludicrous situation. On one hand, people are saying Ziobro is bad, and just a few days ago, he was being heavily criticized within the United Right camp. PiS politicians called Solidary Poland politicians incompetent, immature, and said they received positions beyond their merit, and now it turns out things are like in a good family. Yes, a mafia family, where positions are more important than actually changing anything - said Borys Budka on RMF FM.

09:08

Budka on no-confidence vote against Kaczyński: If he is to be Deputy Prime Minister without a portfolio, what will we hold him accountable for? This government will be held accountable either through a constructive no-confidence vote, or it will simply res

- We are primarily focused on presenting good solutions for the future. However, I will not concern myself with Jarosław Kaczyński, because if he is to be a Deputy Prime Minister without any ministerial portfolio, then what will we hold him accountable for? Rest assured, this government will be held accountable either through a constructive no-confidence vote, as stipulated by the constitution, at the appropriate time, or it will simply resign - said Borys Budka on RMF FM.

09:12

Budka on no-confidence vote against Ziobro: We will have a debate that will expose all the evil Ziobro has inflicted on the prosecution, the KRS, and the judiciary

- We will have a debate that will expose all the evil Ziobro has inflicted on the prosecution, the KRS, and the judiciary. We will show all these unexplained scandals, precisely because the political prosecution is not taking appropriate action - said Borys Budka on RMF FM.

09:16

Budka:

We Are Not Hypocrites. I Would Never Sign a Motion for Constructive No-Confidence Vote Requiring Ziobro to Be on Our Side

- First, to take power, you need a majority in the Sejm, so I don't know where all these expert opinions that it was possible come from. Excuse me, we still have the United Right coalition all the time. Second, does anyone imagine that one can be such a cynic to attack Ziobro on the one hand, but then say: let's form a common government against Kaczyński. No. We are not hypocrites, unlike this government. I would never sign a motion for a constructive no-confidence vote that would require Zbigniew Ziobro to be on our side - Borys Budka said on RMF FM.

09:21

Budka on potential presidential veto of the "Five for Animals": We will not be trapped again, allowing Kaczyński to use our votes to play his camp. He didn't trap us in the previous vote.

- We will not be trapped again, allowing Kaczyński to use our votes to play his camp. He didn't trap us in the previous vote, and decisions will be made calmly now, if there is a presidential decision. We are helping animals, not Kaczyński, and that's where we differ. Jarosław Kaczyński has suddenly developed a love for animals because he needed it for the power struggles within his camp - said Borys Budka on RMF FM.

09:28

Budka on Trzaskowski's Move: No Need to Rush. Trzaskowski Has a Defined Concept, but Knows Timing is Crucial in Politics

- There's no need to rush. This is an element that will be a movement uniting or gathering people who don't want to enter politics, because that's what political parties are for, when someone wants to get politically involved - Borys Budka said on RMF FM.

- Calmly, Rafał Trzaskowski has a defined concept, but he knows perfectly well that timing is also important in politics. As the mayor of Warsaw, he has duties, he has specific tasks, and he also said immediately that for him the most important thing is to perform the duties entrusted to him by the residents of Warsaw well - he added.

09:59

Emilewicz:

I've Decided to Leave Agreement
I've decided to leave Jarosław Gowin's Agreement. After many years of working together, this is not an easy decision, but among the available options, it is the most sensible and – I believe – the most honest. The fact that in two very serious crises of recent months, which seriously threatened the existence of ZP, we found ourselves on opposite sides of the dispute is not – in my opinion – a matter of chance, but of fundamental differences in understanding political goals and methods – wrote Jadwiga Emilewicz on Facebook.

Budka at the Civic Platform National Council: We are here to confirm our readiness for change, to confirm that we are ready to rebuild Poland

We are all together. We are here to confirm our readiness for change, to confirm that we are ready to rebuild Poland. A Poland that is friendly to its citizens, a Poland where everyone can be who they want to be. A Poland open to people’s opinions and dreams, a Poland that you know from everyday conversations in the streets of your cities and towns, a European Poland, strong on the international stage, which everyone in the EU reckons with, a Poland that shapes this union. Yes, we are ready to rebuild Poland” - stated Borys Budka, the chairman, during the Civic Platform National Council.

10:32

Budka:

In recent days and weeks, we've seen our beautiful country crumble. We see immense chaos, a great economic and pandemic crisis, but also a governmental crisis.

In recent days and weeks, we've seen our beautiful country crumble. We see immense chaos, a great economic and pandemic crisis, but also a governmental crisis. Poles do not feel safe. They see this chaos. They fear for their health, for job losses, for whether their companies will survive the difficult times of the economic crisis. This great fear is also amplified by the fact that the state is chaotic” - said Civic Platform leader Borys Budka during the party's National Council meeting.

10:32

Budka:

The government is preoccupied with itself while sending contradictory messages. They declare the end of the pandemic when it suits them for electoral processes, while indicators suggest otherwise.

"The government is preoccupied with itself while simultaneously sending contradictory messages. One moment they close forests, the next they say you can go there. One moment they say masks are unnecessary, and then, when it's time to strike a deal with colleagues, they mandate wearing masks. They declare the end of the pandemic when it's needed for electoral processes, while the indicators say something completely different. Such a state does not function efficiently. Citizens will not find refuge in a house of cards. Citizens want a strong state built on real, solid foundations, such as security and trust" – said the Chairman of Civic Platform's National Council, Borys Budka.

10:40

Budka:

Our Vision of the State is Based on Three Fundamental Words: Transparency, Independence, and Partnership. We Will Introduce Full Transparency of Public Officials' Assets and Clear Rules for Employment in State Treasury Companies.
Our vision of the state is based on three fundamental words: transparency, independence, and partnership. Power cannot hide anything from citizens, which is why we will introduce full transparency of the assets of public officials and their families. We will introduce clear rules regarding employment in state treasury companies and, finally, clear rules for the transparency of contracts concluded in the public sector. It will never again be the case that state treasury companies serve cronies. It will never again be the case that politicians, to hide their assets, will transfer plots of land to their wives. We will change this” - said the chairman of Civic Platform's National Council, Borys Budka, during the meeting.

10:41

Budka:

An Independent Prosecutor General, Separated from the Political Role of Justice Minister, Guarantees an Efficient State and the Absence of Political Impunity. We Will Achieve This.

Independent institutions are needed. They must serve citizens. Once again, I declare: we will separate the functions of the Minister of Justice and the Prosecutor General. Today, we all see that instead of dealing with crimes, instead of prosecuting those who break the law, the prosecution service is mainly used for political games. I don't just mean games with the opposition or disobedient citizens, but also, as the last few days have shown, for internal power struggles within the ruling camp. An independent Prosecutor General, separated from the political function of the Minister of Justice, is a guarantee of an efficient state and the absence of political impunity. We will achieve this,” said Civic Platform (PO) leader Borys Budka during the party’s National Council meeting.

10:41

Budka:

Relations with citizens must be based on trust. The repressive state apparatus, especially the tax office, which today hunts honest people, should be transformed into taxpayer support centers.

Relations with citizens must be based on trust. We must abandon the mindset of viewing citizens, hard-working people, and entrepreneurs as criminals. The repressive state apparatus, particularly the tax office, which today hunts honest people, should be transformed into taxpayer support centers, and state-citizen relations should be founded on trust. We will change the philosophy of the state. The state will not pursue honest citizens; it will help these citizens” – said Borys Budka, the chairman, during the National Council of Civic Platform (PO).

10:47

Budka:

PO Was and Is the Party of Hard Workers, Entrepreneurs, and a Citizen-Centric State; Unity is Key

By to zagwarantować, musimy działać wspólnie i musimy być zjednoczeni” - mówił podczas Rady Krajowej PO przewodniczący Borys Budka.

10:48

Budka:

No Enemies on the Opposition Side. Only Friends on the Opposition Side. This doesn't mean we don't disagree, but we respect each other.

"There are no enemies on the opposition side. On the opposition side, there are only friends. This doesn't mean we don't disagree, but we respect each other, we trust each other, we cooperate with each other, because that's what our voters expect," said Civic Platform (PO) chairman Borys Budka during the National Council meeting.

10:49

Budka:

I Will Do Everything to Build the Broadest Possible Agreement of Opposition Groups Around Civic Coalition on Partnership Principles

"I declare: we will maintain the Senate pact. Moreover, I will do everything to build the broadest possible agreement of opposition groups around Civic Coalition on partnership principles, based on values, respecting the distinctiveness of our partners, and with full respect for them" - said the chairman of Civic Platform, Borys Budka, during the National Council of PO.

10:49

Budka:

Modern Education, Climate Protection, Local Government, Respect for Law, and European Policy are the Common Denominator for the Entire Democratic Opposition

"Modern education, climate protection, local government, respect for law, and European policy constitute the common denominator for the entire democratic opposition" – stated Civic Platform Chairman Borys Budka during the National Council of PO.

10:54

Trzaskowski:

The campaign showed we can also awaken incredible citizen energy. That's precisely what we need today

- We are all thinking back to the recent elections. It was amazing. We managed to mobilize so many people. We managed to convince over 10 million Poles, and we did it together. We here as Civic Platform, as Civic Coalition, but also as the entire opposition, and most importantly, this campaign showed that we can also awaken incredible citizen energy. That's precisely what we need today - stated Rafał Trzaskowski during the National Council of Civic Platform meeting.

10:58

Trzaskowski:

We Must Stop Dwelling on Ourselves and Simply Move Forward

- We will be ready for this [to win the next election], we just need to stop dwelling on ourselves and simply move forward, think about the future. And I know and am convinced that we will do it together. Because we've simply had enough of dwelling on ourselves - stated Rafał Trzaskowski during the Civic Platform National Council meeting.

11:00

Trzaskowski:

Time to Move Forward and Win the Next Elections. In 3 Years, or Who Knows, Maybe Much, Much Sooner

- We need to get out of the penalty area. The arguing over positions must end. And we must show that we are ready, because we absolutely are ready. It's time to move forward and it's time to win the next elections. In 3 years, or who knows, maybe much, much sooner - stated Rafał Trzaskowski during the meeting of the Civic Platform National Council.

11:03

Trzaskowski:

We Must Change Our Style. It's Not Enough to Just Think About Slogans or Logos. We Need to Open Up, Change Our Philosophy.

- And most importantly – let's show that we are a team. Because, just like in football, just like in any sport, in politics, one or two players, even the best ones, are not enough. A team is needed to win elections, and this team must be as broad as possible. This, of course, requires change and hard work. We must change our style. It's not enough to just think about a slogan or a logo. We need to open up, change our philosophy. And we must show that if anyone can, it is Platforma (Civic Platform) that has always been able to combine energy with experience. That is the most important thing today, that we show that no one has as much energy, but also that no one has as much experience as we do – stated Rafał Trzaskowski during the meeting of the National Council of PO.

- And this is the most important thing. We must also show that there is a place for everyone. That we will leave no one behind. That we will harness the energy that is within us, but also the energy that is in civil society. PO, the largest opposition party, is a necessary condition for winning elections. But we must go further. We must create additional instruments that will allow us to best prepare for the challenges ahead. To effectively fight the propaganda that floods us every day, to have substantive instruments that will allow us to win. To reach out to people where siding with the opposition is true heroism. We must be there everywhere, extending a hand to all those who want to cooperate with us – he continued.

11:07

Trzaskowski:

The Most Important Word for All of Us is Synergy. Because We Must Act Together. Because We Won't Win These Elections if We Don't Cooperate.

- The most important word for all of us is synergy. Because we must act together. Because we won't win these elections if we don't cooperate. And everyone here is ready for this cooperation so that we can win in 3 years, so that we can prepare a good program, so that above all, we can look to the future - stated Rafał Trzaskowski during the session of the Civic Platform's National Council.

11:10

Trzaskowski:

The End of Total Opposition. We Need Concrete Proposals.

- The end of total opposition. We need to have concrete proposals. We need to talk about the truth, about what threatens Poland today, about what the consequences will be. About what deficit we face. But the human being is the most important. Above all, we must focus on how to help citizens - stated Rafał Trzaskowski during the meeting of the National Council of PO.

12:35

Ziobro:

We have the right to conclude that the coming years will be a good time for Poland, but only if we cooperate harmoniously, respecting the decisions of Poles who voted for the United Right, and respecting our own agency and shared goals.

Time has shown, and time does not err, that the past 5 years have been good years for Poland, which is why we have the right to conclude that the coming years, both the next 3 and – I trust – subsequent ones, will also be a good time, but only then and only if we cooperate harmoniously, respecting the decisions of Poles who voted for the United Right, mutually respecting our own agency and the shared goals we have set for ourselves. I believe that this good cooperation is the promise we can reiterate once more, and its confirmation is the concluded agreement and signed accord” – said the chairman of Solidarna Polska and Minister Zbigniew Ziobro.

12:36

Kaczyński:

An Agreement Has Been Reached. I Am Deeply Convinced This Day Will Be a Good Mark in Our History, as We Have 3 Years Until the Next Parliamentary Elections, and I Am Absolutely Certain These Will Be Years Well Spent for Poland.

We have joyful news. We are very happy. An agreement has been reached. It will be signed shortly. I am deeply convinced that today will be a good mark in our history, because we have 3 years until the next parliamentary elections, and I am absolutely certain that these will be years well spent for Poland. Circumstances may vary, as we know what the world is like today, what the situation is, but with absolute certainty, everything that can be done to strengthen our community and improve the fate of every citizen will be done. Our agreement is a guarantee of this. Once again, I wanted to thank our colleagues, I wanted to say that I am very happy and I believe in what I have just said. A good future lies before us” - said the leader of Law and Justice, Jarosław Kaczyński.

12:45

Gowin:

"United Right's Strength Has Always Been Pluralism, and Simultaneously, Our Camp's Strength is Internal Unity, Which We Confirm Today. This Will Be a More Condensed Government Structure, with Fewer Ministries."
"The strength of the United Right has always been pluralism. And simultaneously, the strength of our camp is internal unity, which we are confirming today. We have reached common understandings regarding a new government program for the next 3 years and common understandings regarding a new structure. This will be a more condensed government structure, with fewer ministries. Thanks to this, the government will certainly function more efficiently. Poland faces enormous challenges. The pandemic and the ensuing economic crisis. Everything indicates that for many more months we will have to face both one negative phenomenon and the other. Therefore, the agreement of the United Right camp and the signing of the coalition agreement today is, I think, a good development not only from the perspective of our camp. This is information that millions of Poles have been waiting for. I am convinced that this agreement will serve Poland well" - stated Jarosław Gowin during the signing of the coalition agreement.

12:47

PM:

We have a stable government, a stable parliamentary majority, and a program. We are entering the next phase of implementing our program for the good of Polish citizens and for the good of Poland. Responsibility has triumphed, Poland has triumphed.

- I am very, very pleased that our full unity and stability, which are so necessary today, have been confirmed. This agreement, which has been reached, is also a confirmation of our commitments to millions of voters and, in essence, an agreement with our voters regarding the implementation of our program for the next 3 years. We have a stable government, we have a stable parliamentary majority, we have a program. We are entering the next phase of implementing our program for the good of Polish citizens and for the good of Poland. Responsibility has triumphed, Poland has triumphed - stated Prime Minister Mateusz Morawiecki during the signing of the coalition agreement.

19:43

Dworczyk on PJK Joining the Government: Highly Probable

- Of course, we will announce all changes in due course. As we know, the media has already reported on this, politicians have spoken about it. Chairman Kaczyński may take on the position of Deputy Prime Minister, who will be responsible for a very important area, the area of internal affairs, national security, defense, and justice. And I can repeat after Prime Minister Sasin that it is highly probable that Chairman Kaczyński will take charge of this area, heading the Standing Committee of the Council of Ministers, which will manage this area - stated Michał Dworczyk on "Gość Wydarzeń" on Polsat News.

19:45

Dworczyk:

I hope the final preparations for the reconstruction will conclude within the next few days

- I hope, as the editor said, that the proverbial dot on the 'i', meaning the completion of reconstruction preparations, will conclude within the next few days - stated Michał Dworczyk on Polsat News's "Gość Wydarzeń" (Guest of Events).

20:45

Government to Address 2021 Budget on Monday

At its Monday session, the government will consider the draft budget act for 2021, as well as, among other items, the strategy for managing public finance sector debt in 2021-2024, the three-year plan for the limit of civil service appointments for 2021-2023, and the so-called budget-related bill, or the draft regulation on air traffic restrictions.
