A meeting of representatives from the Visegrad Group (V4) with the President of the European Commission, Ursula von der Leyen, will take place in Brussels. Prime Minister Morawiecki, who currently holds the presidency of the V4 group, will participate in the meeting.

Thursday marks the second day of the Presidential Couple's visit to Italy. At 11:15 in Rome, a ceremony to unveil a bust of General Władysław Anders is scheduled. Subsequently, at 13:40, the Presidential Couple will participate in ceremonies at the Polish War Cemetery on Monte Cassino. The itinerary also includes a brief tour of the Museum of the Memory of the Polish II Corps by the Presidential Couple.

At 13:45, a wreath-laying ceremony and commemoration event will take place, followed by discussions between the Presidential Couple and local authorities, a visit to the Polish War Cemetery, a meeting with youth from Polish schools in Italy, and a meeting with General Alessandro Veltrim.

At 12:00, the Senate Committee on Agriculture and Rural Development will consider the so-called "Five for Animals," an amendment to the Animal Protection Act. Meanwhile, at 14:30, the Senate Committee on Health will review the bill on the Medical Fund, previously submitted to the Sejm as a presidential proposal.

- I can say this much. We are closer to an agreement than we were a few days ago, but I cannot say that an agreement has already been reached, and I cannot officially announce it. The leadership of PiS will likely convene today or tomorrow to analyze what we have encountered in recent days, and the PiS leadership will make decisions regarding the future of the United Right coalition - stated Krzysztof Sobolewski in an interview with Marcin Fijołek on Polsat News's "Graffiti".

„According to my knowledge, we are on the final stretch of negotiations. Indeed, it seems that an agreement is already very close. As for its final content, shape, and form, decisions will be made by the strict political leadership of PiS. According to my knowledge, within the next few dozen hours. Then the details will be communicated” - said the Head of the Prime Minister's Chancellery, Minister Michał Dworczyk, on Radio Jedynka. 

„I would be pleased with such a solution [Kaczyński's entry into government] for several reasons. The presence of President Kaczyński in the government would undoubtedly have a stabilizing effect, and I think we could then count on more reflection from our coalition partners than before. Secondly, various exercises, including NATO exercises, have already indicated the need for such a solution, referring to the creation of a certain oversight in the security area. President Kaczyński, as the most experienced politician on the Polish political scene, would be an excellent person to lead this area. Thirdly, the cooperation between President Kaczyński and Prime Minister Morawiecki would create a very positive synergy for the government. These are two outstanding politicians” - said the Head of the Prime Minister's Chancellery, Minister Michał Dworczyk, on Jedynka radio. 

- We will be analyzing [Solidarna Polska's response] at the PiS leadership meeting. I'm not referring to a specific day. It will certainly be within the next 2-3 days at the latest. And we will discuss it there. I was not a participant in yesterday's talks. As everyone saw, President Jarosław Kaczyński was there. [Did you speak with President Kaczyński?] Only briefly, to be able to convey this piece of information: if anyone says there's already an agreement, it's a bit of wishful thinking, a hopeful imagination. So, at this moment, I cannot confirm that there is an agreement - stated Krzysztof Sobolewski in an interview with Marcin Fijołek on Polsat News's "Graffiti".

- The fate of the United Right coalition hangs on whether it will be the United Right under the leadership of PiS, as it has been until now, with nothing changing here, or if it will head towards the twilight phase of the AWS. And if it were to go in that direction, PiS would then prefer to pursue different resolutions rather than wait for an end similar to the one that unfortunately befell AWS - stated Krzysztof Sobolewski in an interview with Marcin Fijołek on Polsat News's "Graffiti".

- Everything points to [Jarosław Kaczyński being in the government]. The composition of the government will, of course, be announced in the proper manner. Today or tomorrow, the party leadership will meet again and finally approve the shape of the coalition, and then it will be just one step away from forming the government after the reconstruction - Ryszard Terlecki stated in a conversation with journalists in the Sejm.

- This is indeed the plan [for Jarosław Kaczyński to head the committee for security]. We shall see. Yes, of course, the Deputy Prime Minister and the Ministry of Justice will then be directly subordinate to him - the head of the PiS parliamentary club continued.

- I hope that the Ministry of Justice will then be even more efficient and effective - he emphasized.

- If the coalition is somehow restored, then of course club discipline will apply - Ryszard Terlecki stated in a conversation with journalists in the Sejm, when asked whether Solidarna Polska would support the bill on the lack of criminal liability in the case of fighting COVID-19.

- The opposition is rubbing their hands together and kicking their legs. They are just waiting and doing various things. For example, the no-confidence vote against Zbigniew Ziobro was undoubtedly good news for us, because we tell ourselves, well, soon, colleagues from PiS won't do what Budka desires - stated Tadeusz Cymański in an interview with Jacek Prusinowski on Radio Plus.

"I confirm that Mr. Minister Ziobro is and will remain Minister of Justice-Prosecutor General. This is very good news for Poland and very bad news for criminal groups and the mafia. It is worth remembering that in 2015, 4 billion was taken from the mafias" - said Deputy Minister Janusz Kowalski from Solidarna Polska in an interview with Beata Lubecka on Radio Zet.

“President Jarosław Kaczyński is an undisputed leader. I don't know a single person in the United Right, nor a voter, who wouldn't want Jarosław Kaczyński to join the government. This is a huge reinforcement for the Polish government” – said Deputy Minister Janusz Kowalski from Solidarna Polska on Radio Zet. 

For what political purpose would Jarosław Kaczyński aim to blow up the parliamentary majority of the government, led by a Prime Minister he carefully selected himself? In none, actually. The Law and Justice chairman's goal is the irreversibility of changes, the preparation for another election victory, and a new right-wing construction designed to lead to it. Since he decisively rejected Solidary Poland's accession to PiS, it means he does not see the future of his formation within Zbigniew Ziobro's circle. With all its consequences. But why would he overturn the majority arrangement for attractive media headlines? Why do few people guess how Jarosław Kaczyński conducts politics? Because it is impossible to understand it by being glued to one of the news channels, trying to divine who arrives at Nowogrodzka Street and in what order. From Kaczyński's perspective, media impressions of whose position is fading and whose is rising are completely secondary; it is not at the center of his attention at all. Amidst political turmoil and hasty theses, which, moreover, change daily in the media without any explanation of how something could shift 180 degrees within a day – according to our interviewees – the fact that Jarosław Kaczyński is engaged in a thoroughly classic, old-fashioned political game, in an era of agitated live streams and tweets, is completely lost. His objectives are not changing in the way one might assume from the pace of online commotion. Jarosław Kaczyński practically does not watch politics on television. He is not even particularly interested in it. Perhaps except for some tidbits, like the recent blustering of young coalition politicians. This was meant to evoke in him a feeling between embarrassment (“abysm” – as Kaczyński puts it) and irritation. When something needs to be cut short, or a message needs to be given the appropriate dimension, he will grant an interview or give a brief statement. Sometimes – always treating party structures very seriously and again, in an old-fashioned way – in the form of an apostolic letter to his party members, later conveyed to the media. Politics at the speed of “who arrived where, and when, and what are the consequences” and Jarosław Kaczyński are two separate worlds. Many political secrets are revealed by rereading “The Kaczyński Brothers’ Alphabet” – a river interview about politics conducted jointly by Piotr Zaremba and Michał Karnowski in 2006. In one, rather inconspicuously placed part of the book, Jarosław Kaczyński outlines his vision of ideal premiership. “There are two models of premiership. A head of government who is a political leader and provides cover for their own government through media presence, travels around the country, delivering good speeches; those who work, who administer, are behind them. And there can be a prime minister who works from morning till night, delves into details, and has no real deputy. Margaret Thatcher was such a prime minister. In 1990s Poland, the ideal would have been a prime minister with the memory of a chess player, remembering the situation of every enterprise. I know all Polish politicians and I couldn't point to anyone like that. Perhaps only that would protect the Polish state from collapsing. Many troubles would have been avoided. For example, with improper privatizations. Apparently, the politician from the Freedom Union, Tadeusz Syryjczyk, had such a computer-like mind. But it was not combined with particular political wisdom.” Speaking these words in 2006, Kaczyński might have already known Morawiecki, but at the time, it did not occur to anyone that he could be prime minister in a majority PiS government. However, it is difficult not to be impressed that the PiS chairman's decision, which he himself publicly discussed, for example in a long conversation with Małgorzata Raczyńska on Polish Radio in July, should be traced back to words from 15 years ago. “There will certainly be personnel changes; it’s not about the prime minister, because some have tried to talk about that. The prime minister stays,” said the PiS chairman on a hot Sunday in July on Jedynka radio. Jarosław Kaczyński has repeatedly shown that he is capable of great flexibility, but with a calculation to ensure his political goals remain untroubled. Kaczyński's goal, which he himself has spoken about many times, is to ensure a stable, as lasting as possible, irreversibility of changes after 2015. To achieve this, he deemed a “comprehensive” state premiership necessary, a vision he expressed back in 2006 in conversation with Zaremba and Karnowski. And to this vision, Morawiecki's abilities, diligence, and personality fit best. Kaczyński, however, knows that all this will be nullified by the lack of a parliamentary majority, which does not mean, of course, that he will seek it at all costs. He realistically considered and is considering a minority government, despite not wanting it, which also seems quite obvious why. Kaczyński presented his coalition partner with clear – as stated by our source familiar with the course of events – practically prohibitive conditions for the continuation of the coalition: passing the clause on higher necessity in the COVID-19 act and ensuring the entry into force of the animal protection act. And everything indicates that these will be accepted. But if not, Kaczyński – according to people relaying the course of events to us – will not back down. He remembers under what circumstances officials operated at the peak of the pandemic, what actions he expected from them, and considers it humanly unfair for them to ever bear hypothetical legal risks, acting in a state of emergency in the spring under pressure from the entire public opinion. The long-term game on the right is, of course, a separate matter, and it also does not change for Kaczyński, regardless of who arrives at Nowogrodzka Street on our televisions and in what order. Since he decisively rejected Solidary Poland's accession to PiS, it means he does not see the future of his formation within Zbigniew Ziobro's circle. With all its consequences. But why would he overturn the majority arrangement for attractive media headlines? Not his style, and not his level of play. In the conversation between Karnowski and Zaremba from 15 years ago, another piece of the puzzle emerges – Kaczyński said back then that as the party leader, he was ready to enter the government as deputy prime minister. This only completes the picture that, amidst the current political crisis, he did not act under anyone's pressure but was implementing variants thought out over years.

„Everything indicates that Mr. President Jarosław Kaczyński will decide to join the government, as Chairman Terlecki said today. This would be a very good thing for Poland, for the government, for the unity of the United Right. Jarosław Kaczyński is the architect of the United Right. „We are very happy about this opportunity for cooperation [with Jarosław Kaczyński in the government]. How the media will name it [and whether it's control] is your decision. We are talking about cooperation. We are talking about Jarosław Kaczyński's presence in the government and we welcome it with great joy” – said Jan Kanthak from Solidarna Polska in a conversation with journalists in the Sejm.

„As far as I know, this topic [the so-called impunity act for officials] has not been raised within the leaders' discussions. Our stance remains unchanged regarding the form of this clause on the justification defence (kontratyp)” – said Jan Kanthak from Solidarna Polska in a conversation with journalists in the Sejm.

- The Visegrad Group presented our main postulates and our main points of view on certain fundamental problems. The first issue concerns matters related to the European recovery budget and the multiannual financial framework, and here there was a discussion about national recovery plans in the context of COVID and post-COVID, although we also discussed COVID-related issues all the time and these plans are being developed in the proper way. We also strongly emphasize that all agreements previously reached during the European Council must be binding - Prime Minister Mateusz Morawiecki stated during a press briefing with the Prime Ministers of the Visegrad Group.

- Another topic that was discussed was the package presented yesterday by the EC concerning migration procedures and migration-related issues. Here, we have a very clear perspective on this with our friends from the Visegrad Group. There are certain principles we adhere to regarding the necessity of ensuring the most rigorous and effective policies for border control, assistance in places from which migrants may potentially migrate to Europe, but also, of course, assistance such as Poland is currently providing to Greece through transport that is happening literally at this time. Transport of 156 houses to a place that recently experienced a tragedy, a fire broke out. Fortunately, no one died, but indeed 12,000 people were left homeless - PMM continued.

COVID is changing our lives, but we have all also confirmed to ourselves that we want to avoid another lockdown. We want to have a kind of good balance between the strength of the economy, between the pace of recovery from the crisis, and concern for all matters related to healthcare, public health, and the health of individual people. We in Poland, but also in the Czech Republic and Hungary, have taken very, very good care of this, but we certainly have a few more months ahead of us, I hope the last few months, hopefully very short ones, of struggling with this pandemic - stated Prime Minister Mateusz Morawiecki during a press briefing with the Prime Ministers of the Visegrad Group.

- For a long time now, we've been observing a pathetic spectacle of fighting for influence, seats, and ministries. A fight over whether Prime Minister Morawiecki will remain Prime Minister, whether he'll get Jarosław Kaczyński as a special supervisor, or if he'll continue to stumble with Zbigniew Ziobro, while the real problems of Polish women and men remain unsolved. Today, we're recording the highest percentage of coronavirus infections in history. Where is the Minister of Health, where is the Prime Minister? It's unknown. Today, we hear about further shortages in flu vaccines, and the flu season is just around the corner. And finally, here today in the Silesian Voivodeship, down in the Silesian mines, there are hundreds of miners who refuse to accept further deceptions by this government regarding the energy and mining sectors - said Borys Budka during a press conference in Katowice. 

- Regarding the new coalition agreement, all the question marks that arose during the debates between Porozumienie and PiS have disappeared. We have reached 100% agreement on what the role of Porozumienie should be in the future government. We are also pleased with the announcements – for now, these are announcements, still unofficial, and we don't know if they will come true – but we will be pleased if these announcements of PiS leader Jarosław Kaczyński joining the government come true. This is because it will also certainly contribute to even more effective functioning of the government, and therefore, after a period when the ruling coalition found itself on a bend, I believe this is the final stretch separating us from signing the coalition agreement and the formation of a new government – stated Jarosław Gowin at a press briefing.  

- This week we have 21 districts in these two zones. Two districts in the red zone, 19 in the yellow zone. Additionally, 10 districts are in the so-called alert zone. As for the red zone, it includes Głubczyce County in the Opole Voivodeship and Kartuzy County in the Pomeranian Voivodeship. Both of these counties moved from the yellow zone. 15 districts have entered the yellow zone from the green zone - said Waldemar Kraska during a press conference.

- From the red zone to the yellow, Bytów County in the Pomeranian Voivodeship and Milicz County in the Lower Silesian Voivodeship have moved. Just like last week, Nowy Targ County and Tatrzański County remain in the yellow zone - he added.

- 'That's a very good question [when the coalition agreement will be signed]. The answer doesn't depend solely on us. We are ready to sign the agreement in the form we negotiated, even by the end of this week. We have a meeting scheduled for tomorrow [for talks]. That's correct [we agreed to meet among all coalition partners]' - stated Marcin Ociepa in an interview with Marcin Zaborski on RMF FM.

• The President, Andrzej Duda, has known about this concept for a longer time. He was consulted on this matter in early September, and it is a proposal that is fully accepted by the President and supported. This is indeed a very good solution – said Błażej Spychalski in an interview with Bogdan Rymanowski on the program "Gość Wydarzeń" (Guest of Events) on Polsat News.

- A kind of, I would say, stalemate occurred within United Right, and such a moment of purification was needed. Such a moment of talks, including very difficult talks, was needed. We all saw, we observed these talks. It seems to me that today we are indeed at a point where United Right can gain new strength, a new impetus - said Błażej Spychalski in Polsat News.

- Transparency in politics is a very, very important matter. The presence of the President, Prime Minister Jarosław Kaczyński in the government, certainly further boosts this transparency - said Błażej Spychalski on Polsat News.

- Firstly, no such motion has been filed, and the President returns from the Vatican and Italy tomorrow, late in the evening, apparently after 9 PM, so a decision is certainly impossible tomorrow. - For the President, one of the most crucial matters in politics is transparency. The appointment of Kinga Duda as an honorary advisor, I emphasize honorary, as there is no employment, contrary to what some are trying to claim, is precisely an expression of such transparency. It is the sanctioning of a situation that has already been in place for quite some time. According to a source for 300POLITYKI, an agreement within the United Right is effectively reached, and the matter is to be finalized by the end of the week. The current plan is for the reconstruction to take place as early as next week.

The PiS chairman is set to become Deputy Prime Minister and will head the Committee for Internal Affairs, Justice, and National Defence. However, this will require an amendment to the act on government departments. The Sejm convenes at the beginning of October, so the new law could come into effect as early as November – if the Senate utilizes its 30-day period to consider the amendment.

Our interlocutor also refers to Błażej Spychalski's statement to Polsat News today regarding consultations and presidential approval. "With all due respect, but the chairman does not need the president's consent to become Deputy Prime Minister," he says, recalling the provisions of the Constitution.
