„We repeatedly stated that, unfortunately, difficult times are ahead, and that these times are very challenging for the budgets of all local governments, because we started with the fact that the waste management market was deregulated. Janosikowe (a local government contribution system) in Warsaw is growing, despite our appeals to change this system. The situation is such that the ruling party has fulfilled its promises using local government funds, I am referring to tax cuts. And what concerns us the most - these past few months, COVID, the difficult economic situation of the city, local governments, but also in Poland and Europe. Local governments are losing income, while more and more tasks are being pushed onto our shoulders” – said the Mayor of the Capital City of Warsaw, Rafał Trzaskowski, at a press conference.

Among the investments whose implementation has been postponed to subsequent years are, among others: the construction of a pedestrian-bicycle bridge over the Vistula River, tram lines to Gocław and as part of the Dworzec Zachodni - Puławska project, the Śródmieście bypass, and the new TR Warszawa building.

Expansion of the paid parking zone and an increase in parking fees. Warsaw will also switch to a system for calculating waste management fees based on water consumption. „There is no ideal system here, because the ideal system would be based on the volume of waste produced by residents, but the law prohibits this” – said Trzaskowski.

The City Hall is also considering increasing ticket prices for Warsaw Public Transport. „We will discuss the optimization of the public transport tariff. This is a difficult discussion with councilors, because councilors make decisions. Large cities in Poland are increasing public transport tariffs by 30-40%. For now, we are considering a change in the functioning of tickets and the tariff itself. We are not planning any major price increases” – added the Mayor.

„We are approaching the government with demands to improve the situation of local governments, because local governments are on the front lines of the fight against coronavirus. This is the stance of all local governments. We are reviewing all kinds of actions, and those that are above standard in the areas of social assistance, culture, and education, unfortunately, often, due to the difficult situation regarding current expenditures, will have to be suspended for a year or two, because the city's budgetary situation is extremely difficult” – Trzaskowski argued.

This conference is, of course, a reaction to today's speech by Rafał Trzaskowski. Following the Czajka failure, Rafał Trzaskowski today announced the failure of all of Warsaw and a true investment catastrophe. Today's announcements by Mayor Trzaskowski are nothing more than a kind of capitulation by the mayor in the face of the challenges facing Warsaw in the context of the ongoing, approaching crisis. The City Hall and Trzaskowski himself have no idea how to combat the crisis, and because they have no such idea, they are doing what Civic Platform (PO) does best, which is to reach into the pockets of Warsaw residents. They are planning further increases, including increases in waste disposal fees, optimizing fees for public transport in Warsaw, expanding the paid parking zone, or announcing another adjustment in the sense of increasing waste disposal fees. The shifting of investments is also planned, but in reality, we in Warsaw know very well about shifting investments. Because Civic Platform does nothing else in subsequent budgets than to roll over and postpone investments for ages. Suffice it to say that we already know many of Warsaw's planned investments from Hanna Gronkiewicz-Waltz's electoral program from 2006. Some of these investments were formulated there for the first time. This investment collapse, which Rafał Trzaskowski announced today, all these negative consequences, are actually rooted in Trzaskowski's policy, and more broadly in the policy of Civic Platform, which has been governing Warsaw for the fourth term. In my opinion, undermining the negotiating position of the head of one's own government was an act detrimental to Poland's national interest, and for this reason, the politicians of Solidarna Polska deserve condemnation.
