Tuesday's Political Agenda: Duda-Grodzki Meeting, Hołownia in Silesia, ECJ on So-Called New Supreme Court Judges

As announced, today at noon, a meeting will take place between President Andrzej Duda and Marshal of the Senate Tomasz Grodzki, as informed by Krzysztof Szczerski.

- This was Marshal Grodzki's request for a meeting. It was to concern other legislative matters, but in this situation, the President will also ask Marshal Grodzki how he intends to proceed with this bill [„Five for Animals”]. We are at the beginning of the second stage of processing this bill, and the President will make his decision after the matter concludes in parliament - said the presidential minister on PR3.

Szymon Hołownia is visiting Silesia this week to meet with movement volunteers, leaders, and residents. A meeting in Katowice will take place at 3:30 PM, and in Tarnowskie Góry - at 6:00 PM.

Also today, a hearing will be held before the Grand Chamber of the Court of Justice of the European Union, concerning preliminary questions from the Supreme Court regarding the Disciplinary Chamber and the Chamber of Extraordinary Control and Public Affairs of the Supreme Court, and the individuals appointed to them with the involvement of the so-called new National Council of the Judiciary (KRS).

Müller:

Decisions on Government Functioning and Composition by Friday
“This week, we can expect decisions regarding the functioning and composition of the government. I am referring to the coalition partners at this moment. I hope this will be by Friday, and realistically, in the coming days, Wednesday-Thursday, but let's give ourselves until the end of the working week. I would not want to comment on whether such a meeting [Kaczyński-Ziobro] is taking place, as it is an internal coalition matter. I am not authorized to speak about the details of yesterday's meeting, so let's allow a little more time for the appropriate information to be communicated,” said government spokesperson Piotr Müller on Radio Jedynka.

08:19

Fogiel:

Cooperation with Porozumienie Looks Much Brighter. As for Solidarna Polska, the Road is Bumpy

- Regarding Porozumienie, yes, it was indeed the vote on animal protection. Nothing is entirely clear yet, although it is looking much brighter, if I were to assess it at this moment, cooperation with Porozumienie. As for Solidarna Polska, the road is bumpy - said Radosław Fogiel in an interview with Robert Mazurek on RMF FM's "Morning Interview".

08:29

Fogiel:

Full Statutory Procedure Launched for Suspended PiS MPs; This Could Take Weeks. "Haste Makes Waste"

- Regarding the suspended PiS MPs, a full, statutory procedure describing disciplinary proceedings has been initiated - Radosław Fogiel stated on RMF FM.

- And in plain Polish, when will decisions be made? - asked Robert Mazurek.

- It depends on when Mr. Karol Karski, who is the disciplinary spokesperson, presents to the political committee...

- When he arrives by golf cart from Brussels and decides. But how long could this take?

- I think a few weeks. Mr. Editor, haste makes waste - Fogiel replied.

Czarnek:

Ziobro is the Minister of Justice, and that's the current state of affairs

- We hear all these media reports, some kind of carousel of names for the position of Minister of Justice. But let's recall, today the Minister of Justice is Zbigniew Ziobro, and that is the current state of affairs - stated Przemysław Czarnek in an interview with Beata Michniewicz on "Trójka Political Salon".

08:46

Czarnek:

As a PiS MP, I've Actively Participated in Justice Reforms; My Name Naturally Emerges in Justice Minister Discussions

- For almost a year, I have been a PiS MP actively engaged in reforming the Polish justice system. I represented the Sejm before the Constitutional Tribunal in the case concerning the absurd resolution of the Supreme Court from January, which introduced chaos into the justice system. I was one of several co-authors of the bill based on which we elected the president on June 28th this year. Therefore, considering the number of legal matters in which I was directly, and I believe effectively, involved, my name inevitably appears [in the context of taking the office of Minister of Justice] – stated Przemysław Czarnek in "Trójka's Political Salon".

When asked if he was a natural candidate, he replied: - One could say so, to some extent. I repeat: I have demonstrated or utilized my competencies in Sejm work, in parliamentary work over the past year, I believe quite effectively and efficiently, so my name inevitably appears somewhere.

08:53

Czarnek:

An Army Disciplined for This 3-Year Battle is Needed
I am convinced that it is moving in a direction where the army, which has been effectively reforming Poland for 5 years and has proven remarkably efficient, is indeed returning to its ranks and, as a cohesive force, will march through this front of changes in Poland for the next 3 years, because that is what we need. We are to implement the reforms we announced, especially in the parliamentary elections. In this difficult period of economic crisis, global and triggered by COVID. An army disciplined for this 3-year battle is needed – stated Przemysław Czarnek in “Trójka Political Salon”.

09:40

Mucha:

The President is Observing Public Discourse, Including Developments within the United Right

The President is observing what is happening in the public sphere. It is natural that he is also observing the situation that is currently taking place within the United Right. It is natural that the President follows and monitors, when it comes to the discussion and the state of that discussion. The United Right is certainly an added value” – said the Presidential Minister Paweł Mucha in an interview with Jacek Prusinowski in “Sedno sprawy” on Radio Plus.

Girzyński:

I'd Even Keep Solidary Poland in the Coalition, But Only with the Ministry of Environment. The Ministry of Justice is a Challenge That Should Be Led by a PiS Politician

"I would even keep Solidary Poland in the coalition, because I believe it also brings a lot of good to our shared governance, but I would leave the second ministry that the coalition partners hold today, namely the Ministry of Environment. The Ministry of Justice is a challenge that should be led by a PiS politician. Such a person would be, for example, MP Małgorzata Wassermann" – said Zbigniew Girzyński from PiS in an interview with Jan Wróbel on Poranek Radia TOK FM.

13:40

Grodzki:

The President Believes While the Fur Industry Can Be Phased Out, Humane Treatment of Animals is a Civilizational Imperative. We Can Phase It Out Civilly, by Granting Time.
The animal protection act is a prime example. It was undertaken ad hoc, traditionally rushing through the Sejm with lightning speed, allowing no moment for reflection or reconsideration, and now the Senate must once again play the role of a serious state institution that will deal with it carefully and thoroughly - said Tomasz Grodzki after a meeting with the President.

The President holds the position that while the fur industry can be phased out, the welfare and humane treatment of animals is an absolute civilizational requirement. I completely agree with this; it is also important to remember the people who have invested in these businesses, who have loans, so yes, we can phase it out, but there are examples from other countries that show we can phase it out in a civilized manner, by granting time for these farms to wind down, through certain compensations - he continued.

Examples from other countries indicate that a period of three years is a suitable timeframe for phasing out these farms - added the Marshal of the Senate.

13:49

Grodzki on the "Five for Animals": I will likely decide to convene an additional Senate session on this matter. Probably October 9th.

- What the senators will ultimately decide and what amendments will be submitted, this will happen not the day after tomorrow, meaning not after tomorrow's, as I presume, long consultations with the public, but there will also be committee meetings among the senators themselves, and I will likely decide to convene an additional Senate session on this matter - said Tomasz Grodzki after a meeting with the President.

- A special session, dedicated to this bill, will probably be held on October 9th, and I will, of course, make the final decision in consultation with the Convention of Seniors - he added.

13:53

Morawiecki's Government: "We Want to Look Beyond Grades in Public Administration Intern Recruitment, Considering Interests, Hobbies, and Social Work"

I would like to announce some additional impulses, changes that we want to implement. We want to look not only at grades in the recruitment process for internships in public administration, but also at interests, hobbies, and social work. In many aspects, this is not only beautiful and socially needed, but also very valuable as input for work in public administration” - said Prime Minister Mateusz Morawiecki during the GovTech Polska Innovation Leaders Gala.

13:56

Morawiecki:

We Will Introduce Zero PIT for Interns to Boost Their Financial Motivation for Public Administration

"We will introduce zero PIT for interns, for individuals who want to start through an internship, and increase their financial motivation to work in public administration. [In addition to this] better synchronization of information regarding all internships, practical training, and opportunities to enter public administration" - said Prime Minister Mateusz Morawiecki during the GovTech Polska Innovation Leaders Gala.

13:56

Grodzki:

The Civil Servants' Impunity Act is bizarre; it's strange that the Polish parliament even considered a law straight out of political fiction like 'House of Cards'.

- The civil servants' impunity act is bizarre; it's strange that the Polish parliament even considered a law straight out of political fiction like 'House of Cards' or 'The Sopranos'. Such a law should never have reached parliament - said Tomasz Grodzki after a meeting with the president.

14:01

Grodzki on potential no-confidence vote for Ziobro: I would be against it. It would create a false impression that Ziobro is bad, and the rest of the government is good

- I would be against it, because Zbigniew Ziobro actually opposed the bill on the impunity of officials being put to a vote, meaning that the law does not apply to everyone. Then a bad signal would be sent, that there is a vote of no confidence against someone who put a dam on the impunity bill, and a false impression would arise that Ziobro is bad, and the rest of the government is good – said Tomasz Grodzki after a meeting with the President.

15:12

Duda on Silesian Mines: Just Transformation Key to Climate Policy, Dialogue Essential

In connection with the situation in the Silesian mines, I held a conversation with Piotr Duda. The problem of changes in mining is only part of the climate policy encompassing many branches of industry. The key is a just transformation, implemented through social dialogue.

Budka:

Time to 'Call Their Bluff'. Civic Coalition Leadership Decides to File Motion to Dismiss Ziobro as Justice Minister and Prosecutor General

- It is time for decisive resolutions. It is time to 'call their bluff'. That is why the Civic Coalition leadership has decided to file a motion to dismiss Zbigniew Ziobro from the position of Minister of Justice and simultaneously Prosecutor General. We want to see if everything that Jarosław Kaczyński and his people say is true, or if, as always, Prime Minister Morawiecki and Jarosław Kaczyński will side with the man who has ruined the judiciary, ruined the Polish prosecution service. We want to see if Kaczyński will keep his word and if this exceptionally harmful figure to the Polish justice system, Zbigniew Ziobro, will finally cease to hold this office, or if Prime Minister Morawiecki and Jarosław Kaczyński will defend him in this Sejm with all their might, the man whom not so long ago they wanted to dismiss – stated Borys Budka at a press briefing in the Sejm.

- And finally, we want to once again expose the exceptional hypocrisy and duplicity on the part of Ziobro and his people. Today, the person who decides on the complete impunity or lack thereof for people in power is precisely Prosecutor Zbigniew Ziobro. He has the right to issue orders to any prosecutor in this Poland, and it is due to his actions that the prosecution service has become extremely politicized. And today, Ziobro, pretending to defend the implementation of regulations concerning so-called impunity, de facto still wants to be the one in whose hands lies the fate of current ministers or Prime Minister Morawiecki. We want to recall all those scandals that to this day have not found a conclusion in court simply because the prosecution service is extremely politicized, and precisely for this reason, to demonstrate the exceptional cynicism and duplicity of the ruling camp, and to show that what truly matters is not the good of the justice system, but that Kaczyński is solely concerned with increasing his influence while simultaneously humiliating his coalition colleagues, we have decided to 'call their bluff' and prepare the motion to dismiss Zbigniew Ziobro – continued the head of PO.

18:17

Kaleta:

We worked very hard in the ministry for five years, and I regret that this work is not met with Deputy Girzyński's respect. We do not publicly comment on the possibility of replacing ministers.

- I understand Deputy Girzyński's creativity. We worked very hard in the ministry for five years, and I regret that this work is not met with Deputy Girzyński's respect, because we do not publicly comment on the possibility of replacing ministers with other ministers within the government - said Sebastian Kaleta in an interview with Marcin Zaborski on RMF FM's "Afternoon Talk".

Czerwińska on Kaczyński-Ziobro Meeting: Conditions Presented to Ziobro and Discussed. We Are Now Awaiting a Response

Yesterday, we did not provide details because we believe that the interested parties, after the meeting between President Jarosław Kaczyński and Zbigniew Ziobro, to whom the conditions were presented and discussed, should be informed first. At this moment, we are awaiting a decision, a response from Solidarna Polska, but we felt that the interested party should learn about it first” - PiS spokesperson Anita Czerwińska stated in an interview with Adrian Klarenbach on Polskie Radio 24.

18:21

Czerwińska:

I think Zbigniew Ziobro's response is a matter of the next few hours

I think it is a matter of the next few hours when we will receive such a response [from Zbigniew Ziobro]. We are waiting for Solidarna Polska to make a decision. I hope it will conclude, and we will receive a positive answer” - said Anita Czerwińska on Polskie Radio 24.

18:25

Czerwińska on the motion to dismiss Ziobro: We are not taking this seriously. There is no chance of success or implementation.
"It's nothing new that they are submitting a motion [to dismiss the minister]. This is already routine for Civic Platform. It is only meant to lead to a political war. We are not taking this seriously. This routine of Civic Platform in submitting motions, despite them knowing that such a motion has no chance of success or implementation,$" - said Anita Czerwińska on Polskie Radio 24.

18:47

Kaleta:

I Saw Photos of Girzyński Attending Parties with Schetyna, Precisely When We Were Reforming the Judiciary

- While we were working hard, I saw photos, press materials, of Mr. Girzyński even attending parties with Grzegorz Schetyna, precisely at the time when we were reforming the judiciary. This makes me accept such words with even greater regret. Zbigniew Ziobro is a very good Minister of Justice - said Sebastian Kaleta on RMF FM.

19:46

Cymański:

The Other Side Must Also Acknowledge One Thing. The Conditions Under Which the Animal Protection Act Was Voted On Were Unacceptable

- It is primarily possible to rectify what has gone very wrong. The other side must also acknowledge one thing. The conditions under which the Animal Protection Act was voted on were unacceptable. Several dozen PiS MPs, which is significant, did not use this, of course, who voted knowing about the announced sanctions, yes or no? You know this, and you, our listeners, know it. These are people, among them many distinguished ones - said Tadeusz Cymański in a conversation with Bogdan Rymanowski on the program 'Gość Wydarzeń' (Guest of Events) on Polsat News.

19:51

Cymański:

We Know Our Place. PiS is the Hegemon, But We Want Our Autonomy Respected

- First and foremost, we know our place. PiS is the hegemon, but we want our autonomy respected. The right to hold different views, because in programmatic matters, we have maintained loyalty and fidelity. These matters [which concerned the laws on which SP voted differently than PiS] are different matters - said Tadeusz Cymański on Polsat News.

19:55

Czarnek:

The Bench of Reserve Ministers of Justice is Much Longer Than Just Przemysław Czarnek's Single Chair
The Minister of Justice today is Mr. Zbigniew Ziobro. Discussions are ongoing. If there is a vacancy in the office, there are at least several candidates for this position. This bench of reserve or bench of potential ministers of justice is much longer than just Przemysław Czarnek's single chair – said Przemysław Czarnek in an interview with Bogdan Rymanowski on the program “Gość Wydarzeń” on Polsat News.

19:56

Woś:

We're often accused of talking about positions. No, we're talking about the program, and we've been talking about the program the whole time. And within that, we reached an agreement that also included a reduction in the number of ministries.

- Within the coalition negotiations, within the talks last Wednesday, incl. Solidarna Polska, because we are often accused in the media of talking about positions, etc., etc. No, we are talking about the program and we have been talking about the program the whole time. And within that, we reached a certain agreement that also included a reduction in the number of ministries - stated Michał Woś in an interview with Piotr Marciniak on TVN24's "Fakty po faktach".

19:59

Woś:

Our Concern is the Program, Not Positions

- This shows the goodwill of Solidarna Polska, that we are concerned with the program, not with positions. Most often, people ask if I'm packed, if my wife is with me, because we haven't been on vacation in 5 years. However, this is a bit of a joke, of course. But the fact is, there has been a lot of goodwill on our part, just as was the case with the Ministry of the Environment, and similarly with State Treasury companies – stated Michał Woś on TVN24's "Fakty po faktach".

20:01

Czarnek:

If Ziobro Delivers on Kaczyński's Mandate, Cooperation Will Be Excellent for the Next Three Years
Cooperation with Mr. Zbigniew Ziobro over the 4.5 years of our coalition's functioning has been very good. Many important reforms in the justice system were implemented, and this was achieved under extremely difficult circumstances, facing attacks from within and without, from the streets and abroad, and slandering Poland's good name, accusing us of a lack of rule of law. We are all familiar with these challenges. Therefore, if Mr. Zbigniew Ziobro fulfills what has been entrusted to him by President Jarosław Kaczyński and the PiS leadership, then undoubtedly this cooperation will proceed very well for the next three years – said Przemysław Czarnek on Polsat News.

20:05

Czarnek:

Ardanowski did an excellent job in agriculture. I believe he will serve the Polish countryside very well within our coalition.

- If I may offer my opinion, Minister Jan Krzysztof Ardanowski has done an excellent job in agriculture over the last two years when he was minister and continues to be the Minister of Agriculture. I believe he will serve the Polish countryside very well within our coalition - said Przemysław Czarnek on Polsat News.
