Thursday's Political Agenda: PM Morawiecki in Lithuania, Sejm Debates "Five for Animals," RPO and UKE Chief Election, and Budget Amendment

Prime Minister Mateusz Morawiecki is on a visit to Vilnius. At 7:00 Polish time, a meeting with President Gitanas Nausėda began. At 7:30, the Prime Minister will lay flowers at the Mausoleum of the Mother and Son's Heart at the Rasos Cemetery. At 8:00, a meeting with Prime Minister Saulius Skvernelis will take place, followed by a plenary session at 8:30.

At 10:15, the head of the Polish government will participate in the signing ceremony of the "Declaration of the Government of the Republic of Lithuania and of the Government of the Republic of Poland on strategic partnership and Belarus."

At 10:30, a press conference of the Prime Ministers of Poland and Lithuania will be held, and at 12:15, the Prime Minister will attend a ceremony marking the first anniversary of TVP Wilno and the signing of a letter of intent regarding the expansion of the Polish Cultural Centre in Vilnius.

The Sejm will resume its proceedings at 9:00 with topical questions. At 11:30, current information is scheduled regarding the state of healthcare during the COVID-19 pandemic and the government's actions in response to the second wave of the coronavirus in Poland.

At 13:00, the second reading of the so-called "Five for Animals" bill will take place. Much indicates that a vote on adopting the Law and Justice party's proposal will occur in the evening voting block, between 19:00 and 22:00. The plan also includes the appointment of the President of the Office of Electronic Communications – Jacek Oko is the candidate for this position.

It is also possible that a vote on the election of Zuzanna Rudzińska-Bluszcz to the position of Ombudsman will take place in the evening. At 10:00, the Sejm's Justice and Human Rights Committee will issue an opinion on the relevant motion, which paves the way for voting on this candidacy.

Furthermore, at 17:30, the first reading of the government's draft amendment to this year's budget will be held.

At 13:15, at the monument honoring the soldiers of the Border Protection Corps in Wytyczno, President Andrzej Duda and the First Lady Agata Kornhauser-Duda will participate in the celebrations of the 81st anniversary of the Soviet invasion of Poland. The Border Guard is the organizer of the anniversary commemorations.

Budka to Kaczyński: Mr. Chairman, please don't be afraid. Please submit a motion for the dissolution of the Sejm, because your time is running out

- I submit a motion to adjourn the proceedings until Monday. We have just learned that this government has lost its majority. That is why, under the blackmail of one of the former coalition partners, you withdrew the bill on impunity, but you did not do so out of concern for the legal security of Poland, but you did so out of pure cynicism. This motion aims to call your bluff. Either you have a majority and Prime Minister Morawiecki will seek a vote of confidence on Monday, or you will fulfill that threat to your coalition partners, and in reality, the great demand of Poles, that this government be consigned to history. Mr. Chairman, please don't be afraid. Please submit a motion for the dissolution of the Sejm, because your time is running out, and these disgraceful dealings with your coalition partners show that you have lost your instinct, you have lost the guiding principle of acting for the good of the Republic, and you are solely concerned with your own interests. Therefore, due to the government coalition's loss of a majority, I request an adjournment of the proceedings until Monday - said Borys Budka in the Sejm.

The motion did not gain a majority in the vote - 224 MPs supported it, and 232 voted against it. 4 MPs did not participate in this vote.

44 PiS MPs Oppose Proceeding to 3rd Reading of Animal Welfare Bill Without Committee Referral. Including: Ziobro, Gowin, Ardanowski, Szynkowski vel Sęk
The motion by Marek Suski to proceed to the third reading of the bill from the so-called "five for animals" without further consultation with the Committee on Agriculture passed by a clear majority, but 42 MPs from the PiS club voted against it. Among those voting against the PiS motion were leaders and MPs from coalition parties, as well as PiS MPs such as the Minister of Agriculture, Deputy Minister of Foreign Affairs Szynkowski vel Sęk, and Wielkopolska PiS MP Bartłomiej Wróblewski, who is sometimes mentioned as a potential candidate for Ombudsman – and also a proponent of the so-called eugenic premise before the Constitutional Tribunal. The only abstainer from the PiS club was Deputy Minister Marcin Ociepa from the Agreement party. Five MPs from the United Right did not vote – including Andrzej Sośnierz. Konfederacja MP Grzegorz Braun was pacing the hall, visibly agitated.
