The Sejm will commence its session at 10:00 with the first reading of a government-proposed amendment to the so-called COVID-19 act. The proposal concerns "introducing changes that will enable the financing of essential public tasks related to the implementation of government policy, serving to counteract the socio-economic consequences of COVID-19 resulting from economic slowdown, including by introducing changes to VAT regulations aimed at correlating the level of this tax's rates with the state of public finances".

At 12:05, the second reading will take place for the PiS (Law and Justice party) bill that would abolish accountability for officials' actions during the epidemic. According to its description, the bill concerns "introducing a solution that will exclude the unlawfulness of an act consisting of the breach of official duties or other regulations by a person acting to prevent and combat the infectious disease COVID-19, and extending the validity of a provision that forms the basis for ordering an employee to work remotely".

At 16:00, the first reading of the PiS-proposed amendment to the Animal Protection Act, the so-called "Five for Animals" bill, will be held. Additionally, the Sejm will also consider another bill concerning animals, submitted last year by Civic Coalition. The discussion on this matter, according to the schedule, is expected to last until 18:00. A second reading is not currently scheduled.

At 20:30, the second reading of the presidential bill on the Medical Fund will take place.

“The fundamental matter is that in our belief, the belief of an absolute majority of parliamentarians, and I am certain the vote will confirm this, this is a necessary law that introduces standards present in many European countries and ones that should already be in place in Poland. It is good that it will be adopted. If anyone has any doubts, they can be discussed, but the best forum for discussion is internal party talks, not debates via the media. I do not know the content of this letter [Ardanowski’s]” – said the Head of the Prime Minister’s Chancellery, Minister Michał Dworczyk, on Program I of Polish Radio.

- We will support the bill regarding the ban on fur farming. We will strive to introduce changes that will help employees, so they don't lose their jobs overnight without any compensation; this is very important. To defend Polish farmers against such drastic consequences. However, we will also demand the introduction of greater sanctions. We will strive to introduce mandatory dog microchipping – said Borys Budka in a conversation with Beata Lubecka on the program “Gość Radia ZET”.

- Today, the club meeting around 12 PM regarding current laws, regarding impunity plus. We will try to block this law, which grants impunity to Mr. Morawiecki, Mr. Sasin, and other people who break the law in the name of the false principle that they are doing something to fight COVID. We will also discuss further motions to the prosecutor's office regarding Mr. Morawiecki, because yesterday the court stated that Prime Minister Mateusz Morawiecki broke the law, acted without a legal basis - said Borys Budka in Radio ZET.

- If Cezary Tomczyk decides to run [for party leader], he is certainly a person who can count on strong support. I have been cooperating with him for many years. I am very satisfied with this cooperation - Borys Budka said on Radio ZET.

- The party is also changing. Yesterday, we adopted a grant system for the Civic Platform structures, allowing for very active work within their districts and towns. This has never existed before. This is money that will be allocated for direct contact with voters, for events of this kind. We have also adopted a procedure that makes joining the Civic Platform easier and simpler - Borys Budka said on Radio ZET.

- No, I did not receive any letter, and what's more, I can say there was no such letter [from the Minister of Agriculture concerning 'Five for Animals'], in the sense of a broad dissemination of the Minister of Agriculture's stance. From what I know, as I also had the opportunity to discuss the matter with the Minister, one can rather speak of a certain position or doubts that the Minister expressed regarding the draft amendment to the Animal Protection Act, which was conveyed to a rather narrow circle of people and in no way can be treated as any public opposition to this project - stated Jacek Sasin in an interview with Beata Michniewicz on "Trójka Political Salon".

- I want to ensure that we are determined for this project [Five for Animals] to be adopted, because it is a civilizational project that refers to solutions functioning in many European countries, and I personally see no reason, but I think that the vast majority of my colleagues from PiS also see no reason why such solutions should not exist in Poland - stated Jacek Sasin in "Trójka Political Salon".

- I don't think this project will be radically changed during parliamentary works. I don't know, I can't say at this moment [if the vacatio legis will be changed]. This decision was a requirement of the moment, in an absolutely extraordinary situation, on the one hand, the epidemic and the need to protect the health and lives of Poles in this difficult situation, and on the other hand, the constitutional obligation to hold the presidential elections within the specified deadline - stated Jacek Sasin in "Salon polityczny Trójki".

- The verdict [of the Voivodeship Administrative Court regarding the elections] is not final. We will certainly, and the Prime Minister and the government's legal services, will analyze this decision when we receive the full justification, and I do not rule out that we will appeal it. In my absolute conviction, these were actions that the government had to take to be in compliance with the Constitution, in compliance with the applicable law – stated Jacek Sasin in "Polityczne Trójki Salon".

- At this moment, I will certainly not communicate anything. These talks are ongoing. There are still many matters to be clarified. Primarily in the programmatic scope, I want to say this clearly. Regarding a certain government structure and what this government will look like, as far as I know, an agreement has been fundamentally reached on this matter, so this is not a discussion about positions, ministries, or who will have what influence in the government. It's a discussion about the program, because we have three years of this term ahead of us, and it is important that this time is used well - stated Jacek Sasin in "Polityczny Salon Trójki".

- It's more politics. We've repeatedly said that courts are often involved in political activities, and these court decisions can be commented on. I completely disagree with that; the pandemic could not have been allowed to halt Polish democracy - Adam Lipiński stated on Radio Wrocław.

- The individual instruments, procedures, and capabilities that will strengthen the actions of police officers on duty are our goal. We have also seen, in recent years, many contradictory situations on the streets and in cities of Western countries. On the one hand, very brutal law enforcement agencies, very brutal, which is worth emphasizing in countries that sometimes dare to lecture us on certain aspects of state functioning, and on the other hand, helplessness. Helplessness of those police services in many situations. - We must more effectively combat crimes against officials. One of the methods will be to toughen penalties for committing these offenses, meaning violating the inviolability of an official, active assault on an official, especially an assault where an official suffers bodily harm, and insulting an official. I declare that by the end of the month, I will present to the Prime Minister a draft amendment to the regulations in this regard, increasing penalties for these offenses, but also introducing, mandatory for the court in case of a conviction, regardless of the amount of the penalty imposed, an additional financial penalty. „One concerns Article 10d, which seems to be the most controversial from the opposition's perspective. The opposition has been raising its concerns about the so-called impunity of public officials' actions for quite some time. The provisions of this act, which we are submitting, are primarily intended to ensure that actions taken during a threat to health and life, as they were most often undertaken, have primacy over the situation related to current legal regulations. The proposed solutions do not introduce impunity, as some present it” - said Andrzej Kosztowniak from PiS in the Sejm.

- I believe this is a momentous occasion in the history of Poland, given that our country, represented here by us, representing our voters, the Polish people, has been changing for many years. Scientific research indicates that the majority of serial killers are those who abused animals in their childhood. The same can be said about the history of nations or concerning entire states. Those countries that respect animals also respect people. Because goodness and love are directed towards all living beings, not only to our species, Homo sapiens, but to all, and therefore I believe that this day is a bright day in the history of Poland – stated Marek Suski during the first reading of the so-called Five for Animals.

- Animals are weaker than humans, because humans have guns, traps, and unfortunately, humans also breed animals, also for fun. Because what is fur nowadays? - Saying that we are liquidating the agricultural sector is simply untrue. No one is forbidding farmers from raising pigs or cattle. It is only a ban on the inhumane slaughter of these animals, because that is butchery, murder. - This is a test of whether the people who trusted us can count on us. Can they count on the Minister of Agriculture. Can they count on President Andrzej Duda - stated Norbert Kaczmarczyk during the first reading of the so-called "Five for Animals".

- As Solidarna Polska, together with Porozumienie, we have submitted amendments to this law in the second reading. In this situation, we will submit amendments in the second reading. At this moment, I recommend voting to reject this bill in the first reading - he continued.

- Skinning minks is a cruel practice that we should have ended long ago. This also applies to getting rich through inhumane slaughter. Contrary to what Mr. Bosak dreams of, Poles are not barbarians, and I am very glad that we have begun work on this bill. Kudos to those who have brought this about. I have no doubt how to vote on this matter. Of course, a few millionaires who got rich on animal cruelty are protesting now. And their political puppets, there from the brown benches, are protesting. But contrary to what one might hear from them, phasing out fur farming will not have significant economic importance. Because this is a declining industry. However, one thing needs to be done. Not many people work there, but we need to take care of those employees who have been employed there until now - said Adrian Zandberg in the Sejm.

Only 35 MPs from the Law and Justice (PiS) party – including representatives of Solidary Poland – voted to reject the so-called 'Five for Animals' bill in its first reading. Another 15 MPs – some representatives from Agreement – abstained. In total, only 63 MPs voted for rejection, with 339 against and 18 abstaining.

Now, the proposal – along with the Civic Coalition's draft – will be sent to the agriculture committee, which must consider the bills promptly, as the second reading is scheduled for tomorrow at 13:00. In practice, this means the Sejm will likely vote on the bill during tomorrow evening's session.

- The [farmers' protest] doesn't make a particular impression on me. I understand there's a lobby determined to convince us that Polish agriculture can't exist without fur farming. I disagree - stated Jacek Sasin in an interview with Bogdan Rymanowski on Polsat News' "Gość Wydarzeń".

- These are internal remarks, indeed conveyed internally within this discussion. In no way is this an open letter, as it was presented. Minister Ardanowski is known for such strong statements, but they are completely unfounded. Frankly speaking, I am a little surprised that he used precisely these terms. There is no betrayal of the Polish countryside's interests here. This is the implementation of announcements that have been coming from us for a very long time, and moreover, these are solutions of what could be called a civilizational character. They function in many EU countries. I don't understand why it should be any different in Poland - stated Jacek Sasin in an interview with Bogdan Rymanowski on Polsat News' "Gość Wydarzeń".

- However, I hope that when it comes to the final vote [on the "Five for Animals"], our partners from the United Right will also support these solutions.
