Thursday's Political Agenda: Senate Session Begins, Piontkowski's Conference, Hołownia in Świętokrzyskie

At 10:45, a briefing by Senate Marshal Tomasz Grodzki will take place before the 15th Senate session, which commences at 11:00. On the agenda is the so-called COVID amendment – in practice, an anti-crisis shield for tourism – as well as the so-called privatization act, information from the Minister of Health regarding access to healthcare services during the coronavirus epidemic, and the presentation of a health protection strategy for the autumn-winter period.

At 11:30, a press conference with the Head of the Ministry of National Education, Dariusz Piontkowski, will be held. Deputy Ministers Marzena Machałek and Maciej Kopeć will also participate. The topic: Safe return of students to schools – the first week of the new school year.

At 16:30 in Kielce, a press conference for the media with Szymon Hołownia and Michał Kobosko will inaugurate the opening of their new office location, a move that occurred after the election campaign. This is also an opportunity to inform about local structures within the established Poland 2050 association. Subsequently, at 18:00 in Sandomierz, an open meeting with residents and volunteers will take place.

Furthermore, today, another round of talks between the leaders of the United Right will be held. The topic will be the upcoming government reconstruction and plans for the next 3 years.

Przydacz:

The EU should offer an economic perspective for a new Belarus. The aim is to show that a change aligned with European values can automatically lead to investments and financial cooperation.
The Prime Minister did indeed mention that the European Union, or the West in a broader sense, should offer a certain economic perspective for a new Belarus, whatever it may be in the future, to demonstrate our de facto competitive advantage, that the West has much more to offer ordinary Belarusians than anyone else. We are not talking about any tough integration negotiations here, that's not the point. The point is to be able to show that any change aligned, so to speak, with European conditions and values can automatically lead to investments, financial cooperation, cooperation within the framework of infrastructure improvement, etc. – said Marcin Przydacz in an interview with Marcin Fijołek on Polsat News’s “Graffiti”.

Szumowski:

I am an MP, I remain in the PiS club, but I will not be a professional MP. I will work normally at my clinic as a doctor

- I have just visited the Institute of Cardiology and started talking about how it will look, what is happening there, because I haven't been there for a long time. So I will probably return to such professional, active work soon - stated Łukasz Szumowski in an interview with Robert Mazurek on RMF FM.

- I am of course still [an MP for PiS]. I remain in the club, but I will not be a professional MP. I will work normally at my institute, clinic as a doctor. Until the end of the term, of course, I am an MP, I should remain an MP and I will be able to focus on my constituency in general at the moment, because until now, as a minister, especially during the coronavirus period, I must say that I have greatly neglected my duties as an MP, i.e. visits to the region, talks with people - he continued.

Emilewicz on Gowin's Potential Return to Government: There's Only One Leader in the United Right Camp Who is a Rank-and-File MP and Where That Formula Works

Discussions are ongoing. They are proceeding in a good atmosphere between the party leaders and Prime Minister Morawiecki. I still have several projects to finalize” - said Deputy Prime Minister Jadwiga Emilewicz from Porozumienie in an interview with Beata Lubecka on Radio Zet.

There is only one leader in the United Right camp who is a rank-and-file MP and where that formula works” - she added, when asked if Jarosław Gowin should return to the government.

08:12

Emilewicz on Gowin's Return to Government: A Fundamental Strengthening for Him Personally, First and Foremost, but Also for the Party

"I think that [Gowin's return to government] will be a fundamental strengthening for him personally, first and foremost, but also for the party. Coalition talks are ongoing. The final shape and selection of collaborators will be decided by the leaders and Prime Minister Mateusz Morawiecki" - said Deputy Prime Minister Jadwiga Emilewicz from Porozumienie on Radio Zet.

08:13

Emilewicz:

I would like to debunk the rumors that have appeared in the media in recent weeks. I am not going into business.

I would like to debunk the rumors that have appeared in the media in recent weeks. I am not going into business, especially imputing to me that I am going into a business focused on energy transformation at a time when I am responsible for large, serious regulations in the energy sector, is fundamentally an unjustified and irresponsible insinuation” - said Deputy Prime Minister Jadwiga Emilewicz from Porozumienie on Radio Zet.

08:22

Szumowski on his resignation: I spoke with the President, with the Prime Minister, with many MPs. Everyone is aware of the reasons. I haven't heard of any complaints.

- I spoke with the President about this matter [leaving the government], I spoke with the Prime Minister. I think I also spoke with many MPs. I think everyone is aware of the reasons, and I haven't heard anyone having complaints, or at least no one expressed them directly to me – stated Łukasz Szumowski on RMF FM.

- I have already apologized publicly for that [for his words]. I can apologize again. One cannot publicly discuss the date of departure in the media. At that time, I probably didn't know the specific day yet, but I knew it would happen soon. Unfortunately, in this public, media discussion about reconstruction, about resignations, unfortunately, any normal minister, if they have such an agreement with the main people in the state, does not reveal the details – the former Minister of Health continued.

08:37

Szumowski:

I Spent About 10 Days at Sea with One Person. I Thought I'd Get Some Privacy Sailing the Ocean. It Turns Out Even There, Unfortunately, Someone Takes Photos, Which Isn't Pleasant. But the Vacation Was a Success.

- It wasn't even Spain. I simply spent about 10 days at sea with one person. I thought I'd get some privacy sailing the ocean. It turns out that even there, unfortunately, someone takes photos, which isn't pleasant. But the vacation was a success - stated Łukasz Szumowski on RMF FM, referring to photos published in tabloids after his departure from the government.

- We spent many hours, over 100 hours, sailing. We went ashore only once – to a small island where, as far as I know, there wasn't a single case of coronavirus. There were only two of us, so it was safe - he continued.

- The yacht, of course, is wonderful, a very capable vessel, it handles large waves and strong winds excellently. But it's only 12 meters long, has two cabins, and is 20 years old. However, it's a marvelous yacht that has crossed the ocean; for pure luxury, with maybe two people, one could say it's comfortable - the former Minister of Health emphasized.

Bielan on Reconstruction: We Must Reconcile Different Interests, Both Personal and, Most Importantly, Programmatic
"We must reconcile different interests, both personal interests, which is what interests the media most, but above all, and this is what interests me most, programmatic issues. We need to translate our election program from the last elections, we've had four recent elections of various kinds, into a very detailed action plan, at least for the coming political season, if not longer, until the end of the term," said Adam Bielan in an interview with Łukasz Rogojsz on Gazeta.pl's "Morning Interview."

09:12

Bielan:

I Believe Gowin is Interested in Returning to Government

- I think I can deny this information, no such proposal was made to Jarosław Gowin [regarding taking the position of Minister of Foreign Affairs]. At least not recently. However, I can say this: firstly, Jarosław Gowin himself made the decision to leave the government, so he must also decide if he wants to return to this government - Adam Bielan stated on Gazeta.pl.

- We are talking. I think he is interested in returning [to the government]. However, it also depends on the final conditions, the outcomes of the talks - Gowin added.

09:17

Bielan on Speculation about Emilewicz Remaining in Government as Independent Expert: 'This is Not a Government of Experts. This is a Government with a Strong Political Base. Politicians Should Lead Individual Ministries.'

- First and foremost, the idea behind a reconstruction is that politicians largely take responsibility for individual ministries. This is not a government of experts. This is a government with a strong political base. Politicians should lead individual ministries, and I think that's how it will be. Secondly, I do not wish to speculate publicly at this time about the future of Minister or Prime Minister Emilewicz; that would be inelegant towards her - Adam Bielan said on Gazeta.pl.

Grodzki:

Government Reshuffle is Starting to Resemble Bigfoot. Everyone's Talking About It, But Nobody Has Seen It

This government reshuffle is slowly starting to resemble Bigfoot. Everyone's talking about it, but nobody has seen it. We'll live and see. As a patriot of our homeland, I believe that the ruling party will be guided by the principle that after the reshuffle, the government will be more efficient and will lead the Republic better

” - said the Marshal of the Senate, Tomasz Grodzki, at a press conference.

11:15

Woś:

The Time Has Come to Deliver on Our Promises, Including Media Deconcentration and Family Support

– When we talk about what we want to do in the next 3 years, coalition talks and negotiations naturally happen behind closed doors, not in front of cameras. Therefore, the media is not the right place to discuss every point in detail. However, we have publicly stated and announced that the time has come to implement everything we have promised since virtually every election, starting from 2015, through subsequent presidential, parliamentary, and local elections, to the European Parliament, and now finally to parliament. There are still issues that have not been implemented. For example, media deconcentration, issues related to values, support for the family, and the ban on promoting LGBT ideology in universities, or conducting various gender studies. This is very broad, but as I say, from public statements, one can infer what is important to individual coalition partners, the United Right. But, as I say, there is much less excitement than many journalists would like, because each of us believes, and it is clear to us, that there has been no better political project in the last 30 years than the United Right, which has its architect. That architect is, after all, Jarosław Kaczyński, and we all recognize the primacy of the first leader within the coalition – stated Michał Woś in a conversation with Jacek Prusinowski on Radio Plus.

– Details can be discussed when sitting over projects. This is a general thought, it does not refer to a ban, but to limitations, and certainly to limiting the funding of programs that simply deprave the young in schools in a far-reaching way, and the Polish state should not consent to that. The Polish state should shape education in a way that serves to strengthen Polishness, which serves to strengthen family ties, because a strong family means a strong Poland, and we have had this on our banners, one might say, forever – he continued.

Piontkowski:

Out of over 48,000 educational facilities in Poland, 46 are operating entirely remotely, and in just over 90, a portion of the facility is engaged in distance learning.

- From the information reaching us practically every day, we see that there are no major problems with this stationary learning. As we said, the overwhelming majority of teachers, parents, and students are pleased to have returned to direct contact - said Dariusz Piontkowski during a press conference.

- Out of over 48,000 educational facilities in Poland, both municipal and non-municipal, in a few dozen, 46 operations are already entirely remote, and in just over 90, some part of this school, facility, is under distance learning - the minister added.

12:02

Piontkowski:

Parents entering school grounds without a mask are prohibited. We clearly indicated this in nationwide guidelines.

- Parents entering school grounds without a mask are prohibited. We clearly indicated this in nationwide guidelines and school principals can confidently refer to these regulations. The Chief Sanitary Inspectorate also confirms this in its guidelines, clearly mandating it - said Dariusz Piontkowski during a press conference.

14:52

Kraska:

Three Counties in the Yellow Zone

- Out of 10 counties, three from the red zone and seven from the yellow zone, today we have three counties, and these three counties are in the yellow zone. Regarding alerts, as several counties are below this threshold, if the sanitary regime is not observed in these counties, perhaps next week these counties will be in the yellow or red zone. These are counties in the Opole Voivodeship, Kluczbork County, Nowy Targ County in Małopolska, Aleksandrów County in Kuyavian-Pomeranian Voivodeship, Głubczyce County in Opole, and Myślenice County in Małopolska Voivodeship - said Waldemar Kraska during a press conference.

14:58

Kraska:

We've Started Shipping 500,000 Antigen Tests to All ERs in Poland

Today, we began shipping 500,000 antigen tests to all Hospital Emergency Departments in Poland, as well as to 26 admission rooms. These are tests that allow for relatively rapid diagnostics for SARS-CoV-2. They will reach all Hospital Emergency Departments and 26 admission rooms, meaning a total of 264 entities will gain the ability to perform rapid antigen tests. The speed of performing such a test is between 10 and 30 minutes – said Waldemar Kraska during a press conference.

Bielan on Government Reshuffle Talks: "Another Meeting Held Today, But I Believe There Will Be at Least Several More"

- Regarding the decision of Porozumienie, it hasn't been made yet, concerning who we will recommend for the government. The reason for this is that talks about the shape of the new cabinet, the scope of competencies, the division of competencies, how many ministries there will be, what these ministries will look like, and what their responsibilities will be, these talks are still ongoing. Another meeting was held today, but I believe there will be at least several more," Adam Bielan stated on TVN24's "Fakty po faktach."

20:03

Bielan:

We Want to Reduce the Number of Ministries. This is the Wish of PMM and PJK for a Much Faster, More Efficient Decision-Making Process
We are talking about a completely new shape of this government. We want to reduce the number of ministries from over 20 to 12-13. I don't want to prejudge the exact number. We know how many government administration departments there are, there are significantly more, but we want, and this is the wish of the Prime Minister, as well as Jarosław Kaczyński, for the decision-making process to be much faster and more efficient – stated Adam Bielan in „Fakty po faktach” on TVN24.

20:09

Neumann:

I will support the law banning mink farming. Animals do not have to be subjected to this kind of torture

I will support the law that speaks of banning mink farming. We are already at a stage where these farms can end. Of course, with a transitional period for phasing out, not overnight, but there doesn't have to be such farming in Poland. Animals do not have to be subjected to this kind of torture” – said Sławomir Neumann from Civic Coalition in an interview with Bogdan Rymanowski on “Gość Wydarzeń” on Polsat News.

20:12

Bielan on the so-called secondary subsidy division: We've already had our say. The division will be proportional to the number of mandates. This law could be passed at the next Sejm session.
Yes, I think that regarding the subsidy, there will be an agreement. We've already had our say on this matter. The division will be proportional to the number of mandates held by individual political parties. I believe this law could be passed at the next Sejm session, provided there are no obstacles - stated Adam Bielan on TVN24's "Fakty po faktach".

20:20

Rau:

We Can Talk About Two Phases of the Polish Plan for Belarus. The First Was the Plan Presented by Morawiecki. The Second Plan is Being Prepared. It Will Ensure Financial, Investment, and Economic Support from the EU.
- We can talk about two phases of the Polish plan for Belarus. One has been in existence for some time. It is the plan presented by Prime Minister Mateusz Morawiecki; it is a plan for accommodating in Poland those Belarusians who will want to or be forced to leave their homeland - said Zbigniew Rau in an interview with Danuta Holecka on the program "Gość Wiadomości" on TVP Info. - The second plan is being forged now, being prepared, one that will ensure financial, investment, and economic support from the European Union for Belarusian society - he added.

20:27

Rau:

We Realize That Belarusian Society Today Has Rather Pro-Russian Sentiments

- All political efforts must be made to create such an opportunity for autonomous, sovereign solutions, authored by Belarusians themselves for them. In the current political and geopolitical constellation. We realize the following. Belarusian society today is a society with rather pro-Russian sentiments, and even the current situation of increasingly direct support for President Lukashenka's regime by the Russian Federation has not changed this yet. This is a very interesting situation, different from what prevails in contemporary Ukraine - said Zbigniew Rau on TVP Info.

20:35

Rau:

If Russian authorities are not a credible partner in protecting human rights and democracy in Belarus or Russia, how can they be credible in the Nord Stream 2 project?

- What connects the Belarusian issue, Navalny, and Nord Stream looks like this. Belarusians are fighting for human rights and democracy. Alexander Lukashenko opposes their efforts. Who supports Lukashenko? Vladimir Putin. And the same Vladimir Putin, because it's hard to assume otherwise, is indirectly or directly responsible for Mr. Navalny, who participates in the electoral process, albeit not as a candidate, but rather as an expert, in the very near future regional elections, for example in Siberia, being brutally removed from this democratic, or more accurately, let's say quasi-democratic process - said Zbigniew Rau on TVP Info.

- These events are provoking a much-needed and unfortunately long-overdue reflection in Western Europe, especially in Germany, which boils down to this: if the authorities of the Russian Federation are not a credible partner in protecting human rights and democracy, whether in Belarus or in Russia itself, then how can they be a credible partner in the Nord Stream 2 project, how can they be a credible political partner and a credible economic partner? - he added.

According to our information, he wants it, his party wants it, and the PiS leader Jarosław Kaczyński also accepts it. -- JADWIGA EMILEWICZ: We are shaping the coalition somewhat anew. Of course, as the party leader, it's not surprising that the party leader sits in the government. It seems that there can only be one rank-and-file MP. -- JOACHIM BRUDZIŃSKI ON THE SLOW PACE OF TALKS: Because we have a lot of concrete issues to discuss. -- NEGOTIATIONS NOT ONLY ON CONTENT BUT ALSO ON STYLE - ZALEWSKA: What is being negotiated behind closed doors under the slogan "government reconstruction" primarily concerns changes to the coalition agreement. The coalition partners, instead of two ministries, are to receive one expanded ministry each. The negotiations also concern personnel and programmatic issues, meaning not only what the United Right is to implement, but also in what style. -- RYSZARD TERLECKI: The talks are difficult but promising. I think we will eventually reach an agreement, though the final shape may not be decided today. -- CUTS IN POSITIONS FOR ACTIVISTS - ZALEWSKA: It is no secret that reducing the number of ministries from 20 to 15, or even 14, is a mission of the politically most difficult kind. Each such ministry liquidation means cuts in positions for politicians, their associates, and activists. The coalition partners are therefore fighting for additional positions for so-called ministers without portfolio. -- MORAWIECKI WOULD LIKE A RECONSTRUCTION IN THE STRONGER POLITICAL ROLE OF THE PIS VICE-CHAIRMAN - ZALEWSKA: At the beginning of November, at the PiS congress, Mateusz Morawiecki would become the first vice-chairman of the party. According to unofficial information, the prime minister would like to carry out the government reconstruction already in this politically stronger role. -- DEVASTATING RPO REPORT: The report from the Office of the Ombudsman is devastating - on August 7 and 8, there was degrading and inhuman treatment of protesters on the streets of Warsaw. Lawyers defending the prosecutor, who has a disciplinary case in the Supreme Court, also speak of rule of law violations. -- INVESTIGATION INTO THE NOOSE INCIDENT EXTENDED: The prosecution is once again extending the investigation into the incident of portraits of MEPs being hung on nooses during a demonstration. For nearly three years, not all police officers who were present at the scene have even been interviewed. -- MORE NAMES FROM CIVIC PLATFORM IN PLAY - preview: This will be an important test for the opposition. Szymon Hołownia's movement wants to form its own parliamentary club. Officially, Polska 2050 has one MP, but unofficially, there are more names in play - MPs from Civic Platform. No one is openly declaring that they will switch to Polska 2050 yet, but current and former PO activists are not afraid to criticize the party's leadership. -- NOT THE LAST SUCH TRANSFER - KRZYSZTOF SKÓRZYŃSKI: The "hunting season" is certainly not an elegant political term, but it describes the state of play in the opposition better than any other, after MP Hanna Gill-Piątek moved from Lewica and Wiosna to Szymon Hołownia's Polska 2050 movement. This is the first such transfer and - all signs point to it - not the last in the near future. -- SŁAWOMIR NITRAS: There have been many who have changed their club affiliations. Truly, I have seen many of them in the Sejm. Usually, they do not go down in history as outstanding parliamentarians. -- THREE CIVIC PLATFORM MPS ARE NEGOTIATING A TRANSFER TO HOŁOWNIA - SKÓRZYŃSKI: According to our unofficial information, at least three Civic Platform MPs are conducting more or less advanced talks about transferring to Polska 2050. -- HOŁOWNIA: Contrary to what is being said about me now, I have not set up a poaching cooperative, nor have I set out on any hunt. I am talking to people. -- HOŁOWNIA'S GOAL: A CLUB - SKÓRZYŃSKI: Hołownia's goal: a parliamentary club. Complementing what Szymon Hołownia is saying is what Hanna Gill-Piątek stated in an interview with tvn24.pl. - Of course, absolutely. The short-term goal now is a parliamentary club. -- GIL-PIĄTEK: I am the first hand, and I immediately extend this hand to all parliamentarians who are interested in more than just party discipline, tribal warfare, and monthly transfers. The full interview will be published on tvn24.pl this weekend. -- COLOSSAL SIGNIFICANCE FOR HOŁOWNIA: To form a parliamentary club or a deputy club, Szymon Hołownia needs two more MPs. A parliamentary club has colossal significance. Thanks to it, without running in the Sejm elections, Hołownia's movement would be represented in it. -- CIVIC PLATFORM HAS A PROBLEM - SKÓRZYŃSKI: Civic Platform has a problem after the vote on raises for politicians and the subsequent backtracking from these raises. The election of a new head of the Civic Coalition parliamentary club is intended to silence disputes. It is also supposed to prevent departures from Civic Platform, or at least complicate transfer talks. -- KŁODZKO MAYOR MICHAŁ PISZKO ON THE DECLINE OF CIVIC PLATFORM: I would not like to use such harsh words here, but I believe that this is already the decline phase of this project called Civic Platform. ***** TVP NEWS -- POLAND SUPPORTS DEMOCRACY IN BELARUS - banner. -- TSCHICHANOVSKAYA RECEIVED CONCRETE HELP IN POLAND - preview. -- YESTERDAY, AFTER A SERIES OF TALKS WITH THE PRIME MINISTER AND THE HEAD OF SOLIDARITY, SHE RECEIVED AN AWARD FROM THE ECONOMIC FORUM IN KARPACZ - Jan Korab. -- POLISH AUTHORITIES HAVE PREDICTED CONCRETE HELP FOR BELARUSIANS: SUPPORT FOR THE REPRESSED, A SCHOLARSHIP PROGRAM, HELP FOR INDEPENDENT MEDIA, AND FACILITATED ENTRY INTO POLAND - Korab. -- IN THE EUROPEAN PARLIAMENT, POLISH MEPs HAVE STARTED SPEAKING WITH ONE VOICE - Korab. -- SOLIDARNA POLSKA MPS HAVE PRESENTED A DRAFT RESOLUTION IN THE SEJM CALLING FOR THE CESSATION OF NORD STREAM 2 CONSTRUCTION - Waldemar Stankiewicz. -- THE FORWARD COMMAND POST OF THE UNITED STATES V CORPS WILL BE ESTABLISHED IN POZNAŃ.
