Monday's Political Agenda: Further Talks in ZP, PAD at the Three Seas Exchanges Conference, PMM at the FDI Forum
Today, further talks will be held between the leaders of PiS, Porozumienie, and Solidarna Polska, concerning a government reconstruction and a new coalition agreement. - Talks are ongoing, and in a few days, everything indicates they will be finalized, and we will try to safely steer this ship named Poland - said Joachim Brudziński on Polsat News. President Andrzej Duda will participate in the Three Seas Exchanges Conference in Krakow. At 11:00 AM, he is scheduled to take part in a panel titled "Challenges of the Three Seas Capital Markets and the Importance of Regional Cooperation," and at 12:40 PM - PAD's statement. At 6:30 PM, Prime Minister Mateusz Morawiecki will participate in the FDI Forum in Warsaw. The agenda includes a speech, a meeting with investors, and an interview for Bloomberg.

Emilewicz:

I Had No Plans to Become Head of Porozumienie. The Party's Name Includes Jarosław Gowin's Agreement

- I did not have such plans [to become head of Porozumienie]. Let's recall: Porozumienie has Jarosław Gowin's Agreement in its name. So, nothing changes here either. Besides, we don't have elections this year - stated Jadwiga Emilewicz in an interview with Piotr Witwicki on Polsat News' "Graffiti".

08:09

Emilewicz:

I intend to serve my parliamentary mandate until the end of the term

- No, the leaders are participating in these talks [in the United Right], as is Prime Minister Morawiecki, so we are waiting for the outcome of these discussions. The talks are primarily programmatic for now, focusing on priorities for the autumn, winter, and spring agenda, as well as for these three years without an election cycle. This is a very important thought, because these are three difficult years, exiting a state of crisis, re-entering the path of growth, a new development paradigm, I think, which will be global, and to this we must adapt the shape of the government. We are waiting calmly, although I admit that I think citizens in Poland are also waiting for us to focus on task execution… - stated Jadwiga Emilewicz on Polsat News's "Graffiti".

- Ministerial chairs, as I have emphasized many times, are the hottest seats, not only in Poland but everywhere in active democracies. It's always like that. I would like to remind you that since last year I have held a parliamentary mandate, specifically from Poznań and the Poznań district. I intend to serve it until the end of this term - the Deputy Prime Minister continued.

08:15

Emilewicz on Gowin: 'He's Currently Focused on Programmatic Negotiations, Primarily a Legislative Package, to Avoid Surprises Like in the Previous Term'

- He [Jarosław Gowin] did not phrase his answer that way in our party forums [regarding returning to government]. He is currently focused on programmatic negotiations, primarily a legislative package, which we will be dealing with, so that we don't surprise each other, as sometimes happened in the previous term - stated Jadwiga Emilewicz on Polsat News' "Graffiti".

08:17

Bielan:

Not Every Case of a Politician's Family Member Taking a Position is Nepotism

“Not every case where a politician's family member takes a position is nepotism. It happens when they take a position that is inconsistent with their qualifications. If you look at what has been happening in Poland for years, when Oko Press didn't exist, but TOK FM and Gazeta Wyborcza did, what was done under the PO and PSL governments, what is being done today in Mazovia,” said PiS MEP Adam Bielan of Porozumienie in an interview with Dominika Wielowieyska on Radio TOK FM's Poranek.

08:18

Emilewicz:

The New Government Will Be Fitter and Smaller; We Also Advocated for Fewer Ministers and Deputy Ministers This Year Without Compromising Governance Quality

[The new government] is to be fitter, it is to be smaller, and we, for that matter, have also advocated since the beginning of this year that there could certainly be fewer ministers and deputy ministers, without prejudice to the quality of governance – stated Jadwiga Emilewicz in "Graffiti" on Polsat News.

08:20

Schetyna:

Bielan and Kaczyński tried, but to no avail. I am convinced the majority that gives us a sense of satisfaction and victory in the Senate will be maintained

- Bielan tried, Kaczyński tried, but to no avail. I am convinced that the opposition majority, which gives us a sense of satisfaction and victory in the Senate and effectively influences current Polish politics, also the legislative process, the Sejm's work, everything that is important in Polish politics today, will be maintained. It is a matter of responsibility, a good idea, and good cooperation - Grzegorz Schetyna said in an interview with Robert Mazurek on RMF FM's "Morning Conversation."

08:24

Bielan on Coalition Talks: We Must Make Good Use of the Current Situation with a Stable Sejm Majority and a Friendly President. We Need to Agree on a Concrete Governing Plan.

The meeting at Nowogrodzka Street on Thursday concerned discussions about the further functioning of the coalition. We are in a special situation, after the end of the electoral 'quadrathlon', after the presidential elections, which give us a rather comfortable political perspective of 3 years without elections. However, at the same time, we must make good use of the situation we have: a stable majority in the Sejm and a president friendly to us. We need to agree on a concrete governing plan, which laws, which reforms we will push through in the first place, especially in the autumn of this year, and on a new structure for the government's functioning, which is proposed by the Prime Minister and President Jarosław Kaczyński” - said PiS MEP Adam Bielan from Porozumienie on TOK FM.

08:24

Bielan:

Reducing the Number of Ministries is Likely. I Don't Think We Would Block Such Solutions

Reducing the number of ministries is likely. If arguments are made that this will help in faster decision-making, and we know that the government will function in different conditions due to coronavirus and the need to respond to the crisis that has gripped the global economy, then I don't think we would block such solutions” - said PiS MEP Adam Bielan from Porozumienie on TOK FM.

08:25

Bielan:

I Don't Expect Significant Changes to the United Right's Composition

I don't think there will be any significant changes regarding the composition of the United Right. This is the most successful political project in the history of Polish parliamentary democracy” – said PiS MEP Adam Bielan from Porozumienie on TOK FM.

08:28

Emilewicz:

The Hussars of Solidary Poland Are Not Leading to the Goal; We Won't Win This War This Way

The difference, I think, sometimes between us, probably a part of my colleagues in the United Right camp, lies in the fact that these culture wars can be fought with different ammunition. Sometimes, as I often say, our hussars, who won so many battles, there were also battles where they were inappropriately used – stated Jadwiga Emilewicz on Polsat News' "Graffiti".

[The hussars of Solidary Poland] are not leading to the goal. It seems we won't win this war this way. We will certainly make an appearance in the media, and certainly, thanks to a few such initiatives, we will be on the ticker on Polsat or other media for a long time, but will we win this way, will we draw people to us, will we change the direction of social changes that began in Western Europe 20 years ago, perhaps even ended 20 years ago…? – she continued.

08:36

Schetyna on Club Leadership Elections: 'The Difference is Subtle.' Siemoniak Wants to Be a Candidate for All Civic Coalition Factions, Neumann Aims to Reclaim Past Activity

- I will not be running [in the elections for club leader], but I will be supporting those who have a good chance of winning and will provide new momentum for good management of the parliamentary club, as well as a new beginning for the entire Civic Platform - said Grzegorz Schetyna on RMF FM.

- The difference is subtle. Tomasz Siemoniak wants to be a candidate for the whole, for all groups and factions that form the Civic Coalition. Sławomir Neumann, it seems to me, is a person who wants to return to his activity from four years ago. Both are excellent candidates - added the former leader of PO.

Bank Gospodarstwa Krajowego Launches Factoring Guarantee Program – First of its Kind in the EU
Bank Gospodarstwa Krajowego is launching a factoring guarantee program – the bank announced. BGK will secure up to 80% of the factoring limit value – the value of limits secured by BGK can amount to PLN 14.4 billion, and the issued guarantees to PLN 11.5 billion. The program, aimed at improving liquidity, is intended for companies of all sizes operating in all sectors. The maximum amount for a single factoring limit is PLN 250 million, and for a guarantee PLN 200 million. The First Such Program in the EU. According to BGK, this is the first such program in the European Union. The commission for issuing a guarantee will range from 0.25% to 1.15% of the limit amount, depending on the size of the enterprise and the validity period of the guarantee. "Factoring is a well-known product on the market. However, the formula of sharing the risk of factoring limits between factors and BGK in the form of issuing guarantees is new. This is a pioneering solution on a European scale, which can be an inspiration for other countries. Through such innovative systems, hitherto unknown on the markets, we are more strongly influencing the development of the financial sector in Poland" – says the President of BGK, Beata Daszyńska-Muzyczka. The factoring guarantee offer is one of the elements of BGK's support package for Polish entrepreneurs. It is intended to limit the negative effects of the COVID-19 pandemic. It was created in cooperation with the Polish Factors Association. "The factoring shield is the result of excellent cooperation between BGK and PZF. It is also the effect of a significant effort by the entire market focused around PZF and intensive work on creating a program that meets strict EU criteria. Thanks to it, we will be able to support Polish companies affected by the pandemic with financing" – says Jarosław Jaworski, Chairman of the Executive Committee of PZF.

Sasin:

The Coronavirus and Remote Work Period Showed Opportunities for Rationalizing Certain Actions. The Government Has Decided to Reduce Administration Employment by Approximately 10%

"Indeed, at this moment, as a government, we are considering that in connection with savings and the search for reserves occurring throughout the economy, we too are looking for these reserves in the budgetary sphere, particularly in administration. The period of coronavirus and remote work has shown that there are possibilities for certain rationalizations of certain actions. The government has decided to reduce employment in administration. I am talking about central and provincial offices, ministries, at a level of approximately 10%. We will strive to achieve this effect" - said Deputy Prime Minister Jacek Sasin on Radio Jedynka.

10:10

Sasin:

As a government, we are absolutely open to financial support and public aid for LOT

The management of PLL LOT is primarily focusing on rationalizing expenses, and this is being achieved with good results. I announced that as a government, we are absolutely open to financial support and public aid for LOT. This would not be anything extraordinary, by the way. This is happening all over Europe” – said Deputy Prime Minister Jacek Sasin on Radio Jedynka.

10:14

Sasin on Coalition Talks Finale: I Think Sooner Than the Turn of September and October. Currently, They Are Not Only Dynamic but Also Very Conclusive

I think [coalition talks] will be agreed upon sooner [than the turn of September and October]. Currently, these talks are not only dynamic but also very conclusive. They are heading towards decisions being made quite quickly” – said Deputy Prime Minister Jacek Sasin on Radio Jedynka.

10:18

Gawkowski:

We Must Strengthen Two Pillars – Ideological and Economic – and Voters Expect This From Us

- We should not dwell on defeats, and I say this in a way that implies we will not be divided somewhere, because I want to emphasize that. But on the other hand, we also know that we must strengthen two pillars. There must be an ideological pillar and an economic pillar, and voters expect this from us too. In the ideological part, I think we are distinct, and in the economic part, new ideas are emerging. Among other things, this week we will be submitting new legislative proposals, but also dedicated ones, for example, regarding maternity benefits, to make things easier for pregnant women – stated Krzysztof Gawkowski in an interview with Jacek Prusinowski on Radio Plus.

- Polarization. These studies clearly show that voters expected, our voters, the voters of the left, because we are talking about them, to be able to decide who wins these elections, i.e., to vote for a candidate who will defeat President Duda. And why did they shift their votes? This is the majority of answers from the studies we conducted. In the final stretch, they believed that Duda could be defeated and that Trzaskowski could do it – he continued.

10:18

Gawkowski:

The Left is Uniting Step-by-Step. It Began in Parliamentary Elections, and This Unification Culminates in December

- The Left is uniting step-by-step. It started in the elections to the Polish parliament in 2019, and the culmination of this unification is planned for December 2020. A unification congress. However, the Left is also focusing on a strong signal with its autumn initiative, an autumn programmatic offensive, because we are starting this coming weekend and for the next 8 weeks we will be traveling across Poland step-by-step. There will be 16 meetings, programmatic conventions, where we will be with non-governmental organizations, where MPs from the Left will meet primarily to talk with people who form civil society, because we want to create a clear picture of this. The Left has a program, but one that originates from the people - stated Krzysztof Gawkowski on Radio Plus.

10:25

Gawkowski on motion of no confidence against Piontkowski: This week, I hope we will finish collecting signatures

We believe that the Minister of Education, Mr. Piontkowski, should leave. He was destroying Polish schools, he was unable to ensure their good security, the queues in front of kindergartens and schools show this. This week, I hope we will finish collecting signatures, and this week the motion to dismiss Minister Piontkowski will be filed. We already have our signatures. We are waiting for signatures from both PSL and PO. So I believe that this week we will submit the motion to change the bad minister – stated Krzysztof Gawkowski on Radio Plus.

The President on the Three Seas Initiative: "One-third of the EU's territory, one-quarter of its population, but only 10% of its capital – still too little, yet a great prospect."

- It is one-third of the European Union's territory, it is one-quarter of the European population, I am thinking of the European Union, and it is, ladies and gentlemen, only 10% of its capital, so it is still too little, but at the same time it is a great prospect - said President Andrzej Duda during the Three Seas Stock Exchanges Conference in Krakow.

11:26

President Duda on the Three Seas Initiative: Lech Kaczyński Believed We Shared a Similar History and Faced Similar Hardships. We Can Perhaps Understand Each Other Better Than We Understand Our Colleagues from Western Europe

- I was constantly imbued with what I absorbed long ago, while by the side of the President of the Republic of Poland, Professor Lech Kaczyński, who immensely valued this cooperation here in our part of Europe. He believed we had the potential to develop. Above all, he believed that we shared a similar history, that we had experienced similar difficulties, especially in the 20th century, and that therefore, we are perhaps able to understand each other better than we are able to understand our colleagues from Western Europe, who have never experienced communism - said President Andrzej Duda during the Three Seas Stock Exchange Conference in Krakow.

11:32

Duda:

Poland Last Experienced Such Strength in the 17th Century, and It's Our Great Task to Seize This Opportunity

- One might say that the period when Krakow was the capital of Poland was absolutely one of, or perhaps even the best, period in our state's history. I would like us, today, as we work for the Republic, we Polish politicians, representatives of the Polish capital market, to draw inspiration from these very best traditions. It was a time when we also did not wage wars against each other in this north-south space. We traditionally fought wars in other directions. I would like us to continue and develop the cooperation that existed then between Poland and Hungary, between Poland and Lithuania. I think we have a great perspective for this in these happy, peaceful times, when for over 30 years we have lived in free, independent, sovereign states. For us Poles, when we look deep into our history, this represents the greatest opportunity since the 17th century. It may be difficult to believe, but it is the truth. Poland last experienced such strength as it has today in the 17th century, and it is our great task to seize this opportunity – said President Andrzej Duda during the Three Seas Stock Exchange Conference in Krakow.

13:02

President Duda: We Must Strive to Mobilize Our Companies to Invest Mutually within the Three Seas Region

- The conclusions are as follows. We must strive to mobilize our companies to invest as much as possible. We must strive to mobilize our companies primarily to invest mutually in the countries of the Three Seas region, to invest within the framework of the Three Seas. We must also invite partners from other countries to cooperate with us, not only from Western Europe, but we must also encourage partners from all over the world - said President Andrzej Duda during a statement following the Three Seas Stock Exchanges Conference in Krakow.

14:25

Piontkowski:

Almost 100% of Facilities Operating in Stationary Mode

- Almost 100% of facilities are operating in stationary mode, meaning an overwhelming majority of them. Some of these facilities, after the first few days when they transitioned to remote learning following a decision by the State Sanitary Inspector, have already returned to stationary classes - said Dariusz Piontkowski during a press conference.

17:44

Kamiński:

Since November I've Heard Claims PiS Will Allegedly Regain Control of the Senate. Opposition Unity Doesn't Seem to Be Threatened

The claims that they will allegedly regain control of the Senate, I hear them… I heard that they won the Senate elections. Even as the election results were coming in, they were convinced until the very end that they would have a majority and were assuring everyone that a majority was certain. Later, when it turned out that the opposition had 51 seats, it has been since November of last year, precisely, that I've been hearing constantly, there hasn't been a month where I haven't had to address rumours that PiS will soon regain a majority in the Senate” – said Deputy Marshal of the Senate Michał Kamiński from Koalicja Polska, in a conversation with Karolina Lewicka in “Polityczny Wywiad” on TOK FM.

We in the Senate must stick together. Opposition unity doesn't seem to be threatened” – he added.

Hołownia Asked if Gill-Piątek Will Represent Him in Sejm: It's Her Decision. We're Talking to Many Parliamentarians Today

- Whether she will represent [us] or not, that will become clear, because I am talking to very different politicians, and very different parliamentarians too, and they, all being aware of what the political scene looks like today, are looking for a method and a way to realize their demands - said Szymon Hołownia in a conversation with Bogdan Rymanowski on the program 'Guest of Events' on Polsat News.

- It is MP Gill-Piątek who will make the decision. As far as I know, she has not yet resigned from the parliamentary club she belongs to. Perhaps she will, perhaps she won't. It is her decision. However, we are talking to many parliamentarians today - he added.

19:52

Hołownia:

We'd Like to Have at Least a Parliamentary Club

- Speaking seriously, to truly build something in the Sejm on the scale we would like, we need, or rather would like to have, at least a parliamentary club, meaning three MPs - said Szymon Hołownia on Polsat News.

19:57

Hołownia on Trzaskowski's Movement Launch: "The Moment Has Probably Passed"

- It seems to me, if I were to look at it from the outside, that the moment has indeed probably passed, that this moment has been waited out - said Szymon Hołownia in Polsat News.

20:03

Hołownia:

If Kaczyński Expands Towards Ziobro, He'll Always Have Thirty-Something Percent, Because People Won't Buy That Radicalism

- It looked like Zbigniew Ziobro harnessed every possible machine at his disposal to perform as well as possible, to finish as high as possible in this competition for the favor of the favorite, for the favor of the emperor. The only question is whether he overplayed his hand. I think Jarosław Kaczyński would much rather rely on Gowin, Morawiecki today, and maybe even try to win over part of the PSL and expand towards the center. This allows him to have poll results or a final score above forty percent. If he expands towards Ziobro, he will always have thirty-something percent, because people won't buy that radicalism. It seems to me that some work is being done here – Szymon Hołownia said on Polsat News.
