Thursday's Political Agenda: Health Ministry Presents Autumn Strategy, PM Visits Silesia

As announced, today the Minister of Health, Adam Niedzielski, is set to present the autumn action strategy concerning measures against coronavirus and influenza.

Prime Minister Mateusz Morawiecki will be visiting the Silesian Voivodeship. At 10:00 AM in Katowice, the head of the Polish government will participate in a Holy Mass with signatories of the Jastrzębie Agreement and the Katowice Agreement. At 11:30 AM, he will visit the Historic Hard Coal Mine Guido in Zabrze, and at 12:30 PM, he will attend an Extraordinary Session of the General Assembly of Delegates of the Silesian-Dąbrowa Region of the Independent Self-Governing Trade Union "Solidarity" in Zabrze.

Out of Nearly 50,000 Public Schools and Kindergartens in Poland, Only a Tiny Fraction Did Not Resume Normal, Traditional Learning

- First and foremost, it must be said that schools have returned to a normal, traditional, in-person mode of learning. Out of nearly 50,000 public schools and kindergartens operating in Poland, run by local governments and non-governmental entities, only a tiny fraction, a sliver of a percent, 1/10th of a percent from what I recall, are schools that did not begin learning normally, in the traditional way. In all other cases, students returned to traditional classes and met with their teachers - stated Dariusz Piontkowski on TVP1's "Political Fifteen Minutes".

- It turned out that, just like in other European countries, it was possible to return to traditional classes normally - the head of the Ministry of National Education continued.

We need to move forward from this in a forward-looking way. As Orlen, we are preparing for hydrogen, but it will be a long process. The more RES (Renewable Energy Sources) in the system, the more unstable it becomes. In the future, we will expect continuity of supply from providers. Renewable energy requires backup, and there is also the issue of grid stability. In the case of large energy suppliers, energy grids will expect us to deliver it stably. Intermittent, discontinuous sources must be supplemented. And natural supplementation for this is gas – said Adam Czyżewski, Chief Economist at PKN Orlen, during the European Economic Congress in Katowice. - After the shale revolution, gas was supposed to be a transitional fuel, but over time it became a target fuel, linked with technologies like CCS. We believe that in the long term, it will be a fuel that is used, and its transitional nature depends, among other things, on batteries – said Czyżewski. – The pandemic has reinforced our conviction that the merger with Lotos was a good idea because it protects a good Polish refinery. The energy transformation requires huge expenditure; thanks to the merger with PGNiG, we will gain greater investment potential. The pandemic justifies the correctness of decisions to increase the potential of energy concerns – said Czyżewski. - Demand for liquid fuels has fallen, but we were staying at home, so we consumed more single-use materials, and demand for petrochemical products held up. The economic shock is significant. Now, the goal is to move forward in a direction that is forward-looking – said Orlen's Chief Economist.

„As every year, many millions of students return to school. Please remember that we are talking about enormous numbers. In primary and post-primary schools, there are a total of over 4.5 million children and teenagers learning. Additionally, there are nearly 1.5 million children who have enrolled in kindergartens. This also includes schools for adults and vocational schools. In total, this amounts to around 6 million people and tens of thousands of institutions,” said Minister Dariusz Piontkowski at a press conference. 

„Principals have support not only from the ministry but also from local institutions representing the state, curatoria, and sanitary inspectorates,” he added.

Niedzielski Unveils Autumn Epidemic Strategy: Three Hospital Levels, Expanded Drive-Thru Network, Risk Reporting System, PHC Utilization, Rapid ER Testing, and Prevention
- We have actually identified four areas, so that our strategy is clear, transparent, and understandable. I will start with the first area, which is organizational changes - said Adam Niedzielski during a press conference. - We want to establish three levels of healthcare facilities that will be responsible for treating coronavirus patients. The most basic level will be district hospitals, where special isolation wards will be created. A specific financial product will be defined for this purpose by the National Health Fund (NFZ), and based on this product, hospitals will establish these local isolation wards. - The remaining two levels will deal with specialized treatment. - Another issue concerns the expansion of the mobile testing point network, colloquially known as drive-thru. Poland already has a relatively extensive network in this regard. It currently has 260 points, even more nationwide. Unfortunately, our report indicates that 91% of these points are only operational for two hours. We will, of course, want to further expand the density of this network, but we have also prepared new solutions to ensure these points are operational for at least two, four, or even more hours. - Another issue concerns the State Sanitary Inspectorate, which has been widely visible and discussed in the media recently. We are preparing an electronic system for reporting potential risks via a hotline, followed by a system for monitoring the status of these reports. - The second area, which concerns the testing strategy, I think is also very important. Here, we will try to achieve two goals. The first is to concentrate testing on symptomatic patients. - The second goal in terms of testing is to protect special risk groups. We are talking about individuals who are at particular risk in the context of COVID-19. - Here we present the basic pathway, which shows that, as with any infection, patients first go to Primary Healthcare Facilities (POZ), i.e., under the care of a family doctor. We would like this care to begin with a teleconsultation, as this is a solution that has become very widespread and also limits the risk of virus transmission. However, if symptoms persist for 3-5 days or worsen, then of course, re-examination is necessary, and we want this to be a physical examination, as it should precede the decision to refer for a COVID test. - We want to start using so-called rapid tests. These are antigen tests. We want to use these tests in Emergency Departments (SOR-ach), where quick decisions need to be made and rapid diagnosis of patients is required. - We must not forget about a certain foundation all along. A foundation which consists of preventive measures, and their maintenance largely allows us as a society to protect ourselves against the spread of the coronavirus. I am referring here to behaviors, and above all, the adoption of the basic DDM principle, i.e., disinfection, distance, and masks. This remains a true weapon in the fight against the epidemic - stated the minister.

I will say that Poland, in terms of unemployment, is a vice-leader in Europe today, as only the Czech Republic has lower unemployment than Poland. All of Europe is feeling the crisis in the labor market, a crisis related precisely to unemployment and job destruction. State Treasury Companies Are Today Poland's Main Public Investors

- That statement from economists, which you mentioned a moment ago, is entirely consistent with our view as a government. Indeed, investments and stimulating demand are what can currently protect us from recession or from a deepening recession. Therefore, absolutely, despite spending enormous amounts of money, sums to support Polish entrepreneurs, we are not giving up on spending money on the large investments we have planned, such as, for example, CPK, the Vistula Spit canal, or the large road and rail programs. And here, of course, the role of State Treasury companies is absolutely crucial. State Treasury companies are today the main public investors in Poland - stated Jacek Sasin on TVP Info's "Gość Wiadomości".

- Rail investments are being implemented through PKP PLK or are currently being planned for implementation by CPK, but there are significantly more of these investments. Large companies are investing, like Orlen, and Azoty, for instance. I would mention here the large investment in Police, near Szczecin, of modern chemical plants, which will lead to Poland becoming independent of foreign supplies in a certain segment of chemical products. These are large, multi-billion investments that are currently creating jobs, acting as the flywheel of the Polish economy, and will ensure that, as we predict, we will soon return to the path of economic growth. This economic growth, which has been our hallmark in recent years, during the PiS government's tenure, when we were always among the countries with the highest economic growth in the EU - the Deputy Prime Minister continued.

- I am unequivocally against another lockdown. What happened to us in the spring of this year was necessary then because we were not prepared for the scale of the epidemic we encountered. Today, we not only know more about the virus, we not only know more about how to protect ourselves from it, but we are also better prepared. I am thinking here primarily of the healthcare service, access to protective measures. Today, there is no need for such drastic actions as were taken before. All the more so because we know that nothing comes for free, that such actions as we took, closing down the economy, services, trade, are actions that obviously hit entrepreneurship and the economy. We cannot fight this one epidemic, a health epidemic, in such a way that we cause a serious economic epidemic in the form of deepening the crisis, which is already a fact at the moment.
