Thursday's Political Agenda: Government on Budget Amendments, Hołownia in Bolesławiec, Grodzki Meets Capkała

The government session will commence at 10:00. On the agenda is the draft amendment to the 2020 budget law, as well as a draft resolution concerning it. Originally, the government was also scheduled to address the draft of the so-called COVID-19 law amendment, but this item was removed from the agenda last evening.

Following a closed meeting with the mayor of Bolesławiec, starting around 16:00-17:00, Szymon Hołownia will begin a walk through the market square amidst the pottery stalls. In turn, at 17:00, a meeting with residents of Bolesławiec and volunteers from Zgorzelec, Bolesławiec, and Wrocław will take place.

At 10:00, Belarusian opposition representative Weranika Capkała, along with a delegation, will pay a courtesy visit to Senate Marshal Tomasz Grodzki. After the meeting concludes, around 10:45, statements from the meeting participants are expected.

PLN 109 Billion Deficit. Government Adopts Amendment to This Year's Budget
The government is adjusting the state budget for 2020 to the situation related to the outbreak of the COVID-19 pandemic. The spread of the coronavirus has contributed to the biggest economic crisis in recent years, which has led to a sharp slowdown in economic activity in Poland and other countries affected by the pandemic. In response to the outbreak of COVID-19, the government took measures to protect jobs and ensure the financial and health security of citizens. The Anti-Crisis and Financial Shield primarily served this purpose. Thanks to this, it was possible to avoid disruptions in supply chains, mass bankruptcies, and loss of liquidity by enterprises, and consequently, a significant increase in unemployment and a dramatic deterioration of the income situation of households. As a result of government actions, the scale of the GDP collapse in Poland in the second quarter of 2020 was significantly smaller, and the assumed, forecasted strength of the rebound in the third quarter of this year will be correspondingly greater - informed the Government Information Centre. It is predicted that in 2020, state budget revenues will be PLN 36.7 billion lower than planned in the 2020 budget act and will amount to PLN 398.7 billion. State budget expenditures have been planned at PLN 508.0 billion, which means they will be PLN 72.7 billion higher than provided for in the 2020 budget act. The state budget deficit is expected to be PLN 109.3 billion, compared to the assumed zero deficit in the 2020 budget act. It is predicted that for the entire year 2020, GDP will decrease by 4.6%, compared to a growth of 4.1% a year earlier and a growth of 3.7% assumed in the 2020 budget act. The forecast is about 1 percentage point lower than the national market consensus, which assumes a GDP decline of 3.8-3.5% this year and corresponds to the forecasts of the International Monetary Fund and the European Commission (-4.6%).

Thanks to a joint project implemented by Telecentras and Emitel – the Lithuanian and Polish television broadcasters – the reception of the national Lithuanian television channel LRT LITUANICA via terrestrial television has significantly improved in the Suwałki region, inhabited by the largest part of the Lithuanian minority in Poland. As Satkurier writes: "The promises of the Lithuanian government from March have been fulfilled – residents of the Suwałki region can now watch the LRT Lituanica television channel. This was foreseen by a trilateral agreement between the Ministry of Transport and Communications, the public broadcaster LRT, and Telecentras (the Lithuanian equivalent of the Polish Emitel)." The installation of television signal boosting equipment at the Góra Krzemianucha Radio and Television Broadcasting Center near Suwałki, owned by Emitel, has increased the coverage of LRT LITUANICA, enabling not only residents of border areas who receive the signal from Telecentras's broadcasting center in Łoździeje, but also viewers throughout the Suwałki region to watch the program. The project was co-financed by the government of the Republic of Lithuania and LRT, the Lithuanian national broadcaster.  "The project to extend the coverage of LRT LITUANICA to the Suwałki region shows us all how much the Lithuanian government and Polish institutions can achieve through cooperation," said Lithuanian Prime Minister Saulius Skvernelis during the official inauguration.  "I am very pleased that thanks to the joint efforts of the government of the Republic of Lithuania, the LRT LITUANICA program is launching for the nationwide broadcaster in this region of Poland.
