At 2:00 PM in the Belvedere, President Andrzej Duda will participate in the opening ceremony of the Wincenty Witos National Defense Council Hall.

On the final day of its session, the Sejm will resume deliberations at 9:00 AM with the swearing-in of members of the so-called pedophilia committee. Subsequently, during a voting block between 9:05 AM and 12:00 PM, the chairman of the aforementioned committee will be elected. According to the proposal presented by the Sejm Presidium, Błażej Kmieciak is slated to become its chairman.

Deputies will also decide on motions to supplement the agenda with points concerning the parliamentary bill on safe abortion and education on health and sexuality, as well as the Prime Minister's information on preparations for the presidential elections and actions taken by the relevant authorities, and information regarding preparations for a potential second wave of SARS-CoV-2 infections.

At 12:00 PM, the Sejm will hear information on the activities of the National Council of the Judiciary in 2019, and at 1:30 PM - information on the activities of the Children's Ombudsman for 2019. The presidium of the PiS Political Committee is also scheduled to convene today, as announced yesterday by Ryszard Terlecki. - They always had one [ministry]. But there will be slightly fewer ministries. [Coalition partners] will have one [ministry] each. We'll see. Tomorrow is the presidium of the Political Committee - said the head of the PiS parliamentary club in the Sejm.

Woś:

Yesterday we saw PiS, our coalition partner with whom we are implementing good change, come up with an idea for a reconstruction, but this idea was not met with approval from Solidary Poland and Agreement

- These are media speculations [regarding the merger of the Ministry of Environment and the Ministry of Climate]. What is true, and of course we all saw yesterday, is that PiS, our coalition partner with whom we are implementing good change, came up with an idea for a certain reconstruction, but this idea was not met with approval from Solidary Poland and Agreement. Yesterday, the presidium of Agreement met, and at the exact same time, the board of Solidary Poland met in full, meaning all MPs participated on both sides, and the idea of any reconstruction did not gain acceptance. Instructions were given to our leaders to prioritize upholding the coalition agreement we have. However, we also care about coalition talks, about discussing the program, and we very openly accept PiS's proposal for talks about how the next three years should look - stated Michał Woś in "One on One" on TVN24.

Dworczyk on Government Changes: It's About Breaking Down Poland's Departmental Silos and the Impasses Arising from Ministries Occasionally Acting Like Sovereign Principalities

Over four years in government is a good time to make decisions that will allow for more effective action, hence the decision for changes. These will be structural changes. It's about breaking down Poland's departmental silos and the impasses arising from ministries occasionally acting like sovereign principalities. This is a good moment to take the next step” - said the Head of the Prime Minister's Chancellery, Minister Michał Dworczyk, on Radio Jedynka.

I Respect Terlecki, But It Seems to Me He Doesn't Directly Participate in Talks Among the Three Leaders of United Right

- I have great respect for Marshal Terlecki, but it seems to me that he does not directly participate in the talks among the three leaders of United Right, the leadership. I suspect he knew what he was saying, but the Marshal is known for his colorful language, good comparisons, and sowing certain doubts, and this was sowing doubts - stated Michał Woś on TVN24's "One on One".

Woś:

No Plans to Change Ministry Numbers, But Open to Program Discussions

- Such instructions have been given to the leader of our party. We do not plan to change the number of ministries, however, what we are open to, even very eager, is to encourage discussions about the program. It is very important to us that this discussion takes place within PiS, so that after the coronavirus period, we can move on to further state reforms. We want to return to the good style of the previous 4 years, and this is certainly necessary - stated Michał Woś in the program "One on One" on TVN24.

Kosiniak-Kamysz:

I Will Propose Expanding the Polish Coalition, Maintaining the Course of Independence. I Don't Want to Be a Side Dish to PiS or an Outpost of the Civic Platform.
We are going our own way. I will propose expanding the Polish Coalition, maintaining the course of independence. I don't want to be a side dish to PiS or an outpost of the Civic Platform. We are going our own way as the Polish Coalition, independently, seeking common ground, cooperating within the opposition,” said the leader of the Polish People's Party (PSL), Władysław Kosiniak-Kamysz, in an interview with Beata Michniewicz on Polskie Radio Trójka.

On the Anniversary of Witos's First Government, the President Symbolically Revives the Idea of a Coalition for Polish Causes and Inaugurates the Centenary Celebrations of the Battle of Warsaw

On the anniversary of the establishment of the Government of National Defense, the President will commence the centenary celebrations of the Battle of Warsaw. Together with representatives of all parliamentary clubs and circles, Andrzej Duda will lay flowers before the monument of Wincenty Witos and other fathers of independence. The culmination of today's celebrations is to be the naming of one of the rooms in the Belvedere Palace after the Government of National Defense of Wincenty Witos.

The organization of ceremonies related to the establishment of the cabinet led by the interwar peasant movement leader is not accidental. The formation of a new government in the summer of 1920 was necessitated by the war with the Bolsheviks. In a situation of threat, after relatively short negotiations, all political forces joined in building a new cabinet, which immediately began negotiations and peace talks with Russia, and its composition included the entire political spectrum: from Wincenty Witos himself, through Ignacy Daszyński, to the later president Gabriel Narutowicz.

One hundred years later, the President wishes to juxtapose this idea with the broad coalition for Polish causes advocated during the campaign. "In the Belvedere Palace, one of the rooms will be named the Wincenty Witos Government of National Defense Hall. The President has invited representatives of the peasant movement, the authorities of the Polish People's Party, the authorities of the Farmers' Solidarity, agricultural unions, and politicians associated with the Minister of Agriculture," Minister Wojciech Kolarski tells 300POLITYCE.

"This is a demonstration on my part, on the part of The Left, Confederation, and the entire Polish Coalition, who have confirmed they will attend. We can always look for common ground. When such ceremonies take place, we respect the choices of Poles. These are sometimes symbolic gestures, but I think they are very important," responded the leader of the peasant party, Władysław Kosiniak-Kamysz, to the invitation on Radio Trójka, while simultaneously assuring that the Polish People's Party does not intend "to be either a side dish to PiS or an appendage to Civic Platform."

Ziobro on EU Budget: "I'd Like to Join the Congratulations." Prime Minister Negotiates Record Sum

- I'd like to join the congratulations that have been directed here, in this chamber, concerning the record sum negotiated by the Prime Minister, and one can see embarrassment in the eyes of many opposition members who, after all, said: this is impossible. It turns out that if someone acts professionally, it is possible - stated Zbigniew Ziobro in the Sejm.

Ziobro:

PM takes full political responsibility for both the agreements on quotas and the blocking of dangerous mechanisms for Poland, assuring us of this, and we trust the Prime Minister
- I thank the Prime Minister for this information. It is very important because the EU, the European Commission, in its definition of the rule of law, is trying to expand it not only to the spheres of the judiciary, prosecution, and law enforcement agencies, but even wants to reach into the spheres of family, culture, and media. That is why this mechanism and the agreements that Prime Minister Morawiecki informed us about, and regarding which we achieved success, were so important. For this very reason, having full confidence, despite the voices of doubt, raising concerns both in this chamber and in other EU forums, I would like to say clearly that as the Minister of Justice, and as Solidarna Polska, which I lead, we will vote in favour of this information, for which the Prime Minister takes full political responsibility, both in terms of the agreements concerning quotas, and the agreements concerning issues related to blocking dangerous mechanisms for Poland, about which he assured us, and we have confidence in the Prime Minister - stated Zbigniew Ziobro in the Sejm.

Duda to the Opposition at Witos Monument: Thank You for This Beautiful Gesture of Unity in Matters Crucial to Poland

- It was a historic moment in the history of a Poland then reborn, a Poland whose borders were being shaped, and which found itself in mortal danger from the Bolshevik invasion, the Bolshevik assault. The Bolsheviks were already almost at the outskirts of Warsaw, the threat was dramatic, the political situation was becoming extremely complicated, and at that moment, it was none other than the great leader of the peasant movement, Wincenty Witos, who, at the request of the Head of State Józef Piłsudski, agreed to take on the unparalleled, today unimaginable responsibility of heading a government that was to be Poland's last hope, the last chance for the survival of the Polish state, for the defense of Warsaw, for everything we know from later pages of history, and which today we consider a great source of pride for our state, our nation, and above all, for Polish arms. But importantly, alongside this great military success, we cannot overlook the administrative aspect. It wasn't just the commanders, the Head of State, the Commander-in-Chief Marshal Piłsudski, not just the generals, not just the staff officers and soldiers, but also the authorities, those who administered the state, made decisions behind the lines, managed supplies, conducted international negotiations, all those who, day by day, brought that great success closer, taking on immense responsibility - stated President Andrzej Duda in Warsaw.

- Today, this symbolic laying of a wreath, first here, at the monument to the then Prime Minister Wincenty Witos, it was the first government of Prime Minister Witos, he became prime minister for the first time then, the first of three times, as we remember. This symbolic gesture shows on the one hand the gravity of that event, but on the other hand, I can boldly say, we are also jointly opening the celebrations of the 100th anniversary of the great Battle of Warsaw, the anniversary of which we will celebrate on August 15th. The formation of this government on July 24th was a prelude to that great victory. I thank the representatives of all parliamentary clubs, the representatives of all political parties today, that just as then all political parties stood behind this government, just as all political parties at that time, from the right to the left of the political scene, stood together in defense of Poland, so today we stand together here at the monument of a great Pole, a great patriot, a great politician in the history of the Republic of Poland, Wincenty Witos, in order to pay him homage, just as in a moment we will pay homage to all the fathers of independence, one by one, whose monuments stretch from Trzech Krzyży Square to Belweder, starting with Wincenty Witos and ending with Marshal Piłsudski. Thank you very much for this beautiful gesture, for the fact that we are here together, that we are showing that in these matters that are important for Poland, we are able, by standing next to each other and being together, to pay homage to those to whom this homage is particularly due - continued PAD.

Ziobro:

Solidarna Polska, PiS, and Porozumienie are bound by a coalition agreement stipulating, among other things, that each coalition partner leads two ministries. The agreement has not changed for now.

- At this moment, Solidarna Polska, PiS, and Porozumienie are bound by a coalition agreement which stipulates, among other things, that each coalition partner heads two ministries. For now, the agreement has not changed. One can, of course, consider that the coalition agreement might be amended, but only then, when the agreement itself would change and this would be coupled with the consent of all interested parties to the agreement on a new government formula, could we speak of a new situation - stated Zbigniew Ziobro in the Sejm.

13:41

Ziobro:

The most important thing ahead of us now is to establish an ambitious program agenda and the details of its implementation for the next 3 years

- We need to meet and talk. I believe that the most important thing ahead of us now is to establish an ambitious program agenda and the details of its implementation for the next 3 years. And that is point number one. If we are in agreement about what goals we want to achieve as part of the program for Poland, the good change that we want to continue, then we must consider what functional institutional tools, including regarding the organization of the government, will be optimal for achieving this goal. So, that's the order. First, we should talk about the program, about the laws, decide what we will implement, and subsequently, we can discuss the reconstruction of ministries, as well as personnel changes - stated Zbigniew Ziobro in the Sejm.

President Duda on the Anniversary of Witos's Government: I Wanted This Date to Be Remembered as a Day of Tribute to the Unity That Ultimately Led to Victory

Together, we are opening the centenary celebrations of the Battle of Warsaw, this great historical event, a great Polish victory in that extremely dramatic situation. We are starting on July 24, exactly on the centenary of the establishment of the Government of National Defence, headed for the first time in his life, as he was prime minister three times, by the great leader of the agrarian movement, Wincenty Witos” – said President Andrzej Duda at the Belvedere Palace.

Thank you for accepting the invitation. I wanted this date to be remembered as a day of tribute to the unity that ultimately led to victory” – he added.

PM on EU Budget: Negotiations were indeed very tough, and regarding the rule of law, we have nothing to reproach ourselves for
I don't use such phrases [as outsmarting someone]. I believe that the negotiations were indeed very tough, and regarding the rule of law, we have nothing to reproach ourselves for. I appeal to our various political adversaries in Poland and abroad, that we sit down at the table and talk, and truly examine what someone calls a lack of rule of law. I believe that the fight for the rule of law is very important, however, I also believe that it should not be subjected to an arbitrary and very political verdict from various other countries – stated Prime Minister Mateusz Morawiecki in an interview with Dorota Gawryluk on Polsat News's "Gość Wydarzeń".

PMM:

Judicial Reform is Necessary
I believe that judicial reform in our system is necessary and that this is about safeguarding the rule of law. Meanwhile, our political competitors, who see the judiciary as their armed wing and defend the status quo – moreover, 80% of Poles agree that the judiciary needs reform – are in dispute with us for this reason and call for European institutions to intervene. However, this voice is increasingly less heard there – stated Prime Minister Mateusz Morawiecki on Polsat News's "Gość Wydarzeń".

I have no other plans for Szumowski than for him to remain in government. I hope to cooperate with him
“First and foremost, I am grateful to Minister Szumowski for so brilliantly defending Poles against the coronavirus, for his sound decisions, for taking those decisions so bravely. Thanks to him, we got through this phase with dry feet, or rather, relatively dry feet. Whether there will be a second wave, we don't know, because the situation looks worrying even today, but I think we have learned to live with this epidemic ever better. I have no other plans for Minister Szumowski [than for him to remain in government]. I hope to cooperate with the Minister,” Prime Minister Mateusz Morawiecki said on Polsat News.

20:30

PM Morawiecki: We haven't decided on the depth of the reconstruction. My goal is for the government to be dynamic afterwards, with swift decision-making processes and easier investment procedures.
"There are no decisions [regarding the reconstruction]. We are discussing various personnel configurations on how best to shape the government. Reconstruction is neither good nor bad. Reconstruction can be very good, it can be weaker depending on its characteristics. My guiding principle is that this government, after a certain reconstruction – we haven't yet decided how deep it will be – should be dynamic, that decision-making processes should be swift, that investment processes can be easier, and personnel is a secondary issue," Prime Minister Mateusz Morawiecki said on Polsat News.

PiS Defended Internet Access During ACTA and ACTA2 Debates. We Defend Against Political Correctness Devouring True Freedoms

We want to show that we have addressed issues that undoubtedly concern younger generations: clean air, cheap electricity, ecology. These are themes we will emphasize even more, but we also ask for an assessment of our previous years and a comparison to the past. I am very pleased that there are so many young people with a sense of honesty, justice, goodness, and beauty. PiS defended Internet access during the ACTA and ACTA2 debates. We defend against political correctness devouring true freedoms” – said Prime Minister Mateusz Morawiecki in Polsat News.
