Thursday's Political Agenda: The Second Day of the Sejm Session

The Sejm will resume its proceedings at 9:00 with questions on current affairs. At 11:15, a current information session will begin regarding actions within the anti-crisis shield concerning support for employees, employers, and the effects of these mechanisms on the labor market, presented by the Law and Justice parliamentary club to the Minister of Family, Labor, and Social Policy.

The Sejm will also hear, among other things, a committee report on the execution of the state budget for the period from January 1st to December 31st, 2019, along with an analysis of the state budget execution and monetary policy assumptions in 2019, presented by the Supreme Audit Office – from 12:45 to 18:45.

At 19:45, MPs will hear information on the activities of the National Media Council in 2019, followed by a report from the National Broadcasting Council on its activities in 2019, including information on the main challenges in radio and television in 2019.

Müller on the Nowak Case: Budka, Instead of Considering When to Cut Ties with Individuals Facing Such Serious Allegations, Starts Looking for Second, Third, or Fourth Meanings
“Borys Budka, instead of considering when to cut ties with individuals facing such serious allegations, starts looking for second, third, or fourth meanings. He claims that Mr. Sławomir Nowak was allegedly under surveillance to gather information concerning Rafał Trzaskowski’s campaign. Well, I’m sorry, but was Rafał Trzaskowski a candidate in January, or last year? I don’t know when the operational activities began, but presumably for several months. And as far as I know, Rafał Trzaskowski became a presidential candidate much, much later. This logic is absurd,” said government spokesperson Minister Piotr Müller on Radio Jedynka.

Müller on the EU Budget: PO Cannot Accept that the Prime Minister Achieved More Than Tusk

PO cannot accept that Prime Minister Mateusz Morawiecki achieved more than Donald Tusk. Donald Tusk was supposed to be the one who went down in history as the only successful negotiator. It turned out he wasn't as successful as PO's propaganda proclaimed” – said government spokesman, Minister Piotr Müller, on Jedynka radio.

Emilewicz on Government Reshuffle: Prime Minister Announced Streamlining, Reducing Ministries and Deputy Ministers

"These are primarily the Prime Minister's decisions, but also those of party leaders. The fact that restructuring and changes in the government occur during a term is nothing exotic. The Prime Minister announced streamlining, a reduction in the number of ministries and deputy ministers. I think the [government] reform will head in this direction," said Deputy Prime Minister Jadwiga Emilewicz in an interview with Beata Michniewicz on Radio Trójka.

Terlecki:

Plans for such tours, expressions of gratitude, and one might say, somewhat joyful picnics lie ahead.

- First and foremost, we must undertake various gestures towards those who voted for Andrzej Duda, and a plan for such tours, expressions of gratitude, and one might say, somewhat joyful picnics, lies ahead - stated Ryszard Terlecki on TVN24's 'One on One'.

09:18

Terlecki:

We're Analyzing Why So Many Citizens Voted for Our Opponent and How to Change This for the Future

- Of course [the president is the president of all Poles], but thanks to those who elected him. However, there is indeed a question why so many of our citizens voted for our opponent, and we are analyzing this. As always in such circumstances and in such situations, we are thinking about how to change this for the future. I think there are [gestures], maybe there aren't yet, but there will be. The issue of youth is particularly important for us here, because they are the future electorate, and this electorate viewed us less enthusiastically or with less eagerness. We are thinking about how to change this. Many things are based on this. One of them is, unfortunately, a certain neglect on our part. We carried out a very difficult, tough, complicated organizational reform of schooling and education, but we stopped, one might say, halfway. We did not carry out a program reform, and this is one of those elements that will now take its toll. A similar issue concerns higher education, where, for reasons, one might say, coalitionary – by ceding that ministry to a coalition partner – we acted against our program and our pre-2015 election promises – stated Ryszard Terlecki in "Jeden na jeden" on TVN24.

When asked if better-educated young people who go through a better curriculum will be more inclined to vote for PiS, he replied: - Of course. I am convinced of it. Wiser people, more oriented in political and historical reality, more attached to certain traditions, and more identifying with those traditions, will certainly vote for PiS.

Terlecki on Solidarna Polska: They need to talk a bit, because they are not PiS. They are a formation that positions itself a little bit alongside us

- This veto was meant to ensure exactly this success. We managed to achieve it without the heaviest artillery, and it seems to me that our allies from Solidarna Polska admitted this yesterday, that indeed this veto was not necessary, given that the negotiation results are so favorable - stated Ryszard Terlecki in TVN24's "Jeden na jeden".

- We will never agree to any concessions in this area, while our, I would say, allies or coalition partners must somehow distinguish themselves from us, they are looking for areas where they can safely differentiate themselves. This is quite safe because it concerns foreign affairs, not personal solutions in the future government. Yes, but this money, thank God, is available. That's how I see it [that if there is a dispute in foreign affairs, it is not as dangerous as in domestic affairs]. Frankly speaking, our coalition partners have no influence on foreign policy or on our relations with the EU. They can have an influence on their opinions in various television stations and newspapers, so this is safe in that nothing can be ruined here - the head of the PiS parliamentary club continued.

- They need to talk a bit, because they are not PiS. They are a formation that positions itself a little bit alongside us. In this United Right alliance, there are stronger and weaker elements. They have a voice and often express it, but on [foreign] policy, they have a very modest [influence] - he emphasized.

09:47

Terlecki:

We Believe Kaczyński Will Remain Our Party Leader for a Long Time

- Nobody questions our leader's position, so this is talk that has no connection to reality. No, I don't see [a potential successor], and I think nobody does. What's more, I believe the leader himself doesn't see one, at least for now, and therefore, which is better, not worse, we believe he will remain our party leader for a long time - stated Ryszard Terlecki on TVN24's "Jeden na jeden".

Kubów on Government Reconstruction: Variants Are Being Considered to Consolidate Certain Areas of Ministry Operations, So Decision-Making Doesn't Need to Go Through Several Ministries

Government reconstruction is a very popular topic in the media right now. It will happen, but it will be in the autumn. Discussions are ongoing and will continue. Today is not the time to present any outline of such a reconstruction. Personal decisions will belong to the narrow leadership of the Law and Justice (ZP) party and Prime Minister Mateusz Morawiecki” - said the Head of the Prime Minister's Political Cabinet, Krzysztof Kubów, in an interview with Dariusz Wieczorkowski on Radio Wrocław.

Variants are being considered to consolidate certain areas of ministry operations, so that the decision-making process doesn't have to go through several ministries. I think it will be an intensive evolution, not a revolution” - he added.

Meeting Poles' Expectations, Doubling the Local Government Investment Fund Budget to PLN 12 Billion

- Thanks to this macroeconomic impulse, we are increasing the development potential of our small homelands and local communities. This is twice the opportunity for new projects, investments, infrastructure improvements, and a clear signal that we can look to the future with security and optimism. Support will go to everyone – large cities and small municipalities. Because solidarity is not an empty slogan or a fairy tale. It is an idea that we consistently put into practice and which changes the lives of millions of Poles! - Prime Minister Mateusz Morawiecki announced on Facebook.

15:19

Czarnecki:

Reconstruction Will Be Profound. The Goal is a Significant Reduction in Ministries, Ultimately to 11-12

- I was probably the first politician from PiS to mention this, two months ago. I believe this reconstruction, which President Kaczyński spoke about on Sunday, will be profound. I think the goal is a significant reduction in the number of ministries, perhaps ultimately, I don't know if in one stage, with one swoop, to 11-12 ministries. This means considerable savings and a certain dynamism in the decision-making process. Because now it's like this: there is no longer a 'resort-based' Poland, as it once was, but still, on the same matters, decisions are actually made in different ministries. This is unacceptable from the perspective of speeding up decision-making, and that is necessary - said Ryszard Czarnecki in the program #RZECZoPOLITYCE.

Mariusz Kamiński Responds to Civic Platform's Allegations Regarding Nowak: Operational Control Was Not Applied After His Tenure as Head of Ukraine's State Road Agency - Ukravtodor, i.e., after October 1, 2019

- In connection with statements by Civic Platform politicians, including Borys Budka, the party's leader, pointing to a key role in Rafał Trzaskowski's election staff for Sławomir N., who is suspected of leading an organized crime group and corruption, I inform: the Central Anticorruption Bureau's proceedings, which resulted in the arrest of Sławomir N., were conducted based on Polish law. Operational control was carried out in accordance with applicable procedures, after obtaining the relevant approvals from the prosecutor's office and the court. Operational control was not applied after Sławomir N. completed his tenure as Head of Ukraine's State Road Agency – Ukravtodor, i.e., after October 1, 2019. Accusing the Central Anticorruption Bureau of using the investigation into the organized crime group led by Sławomir N. to surveil Rafał Trzaskowski's election staff should be assessed as completely unfounded - stated Mariusz Kamiński, Coordinator of Special Services, in a statement, responding to accusations by opposition politicians.

16:36

Terlecki:

There will be fewer ministries. Coalition partners will have one each.

- [The PiS authorities are already dealing with the reconstruction], very intensively. [We will learn the details] once we reconstruct the government - stated Ryszard Terlecki in a conversation with journalists in the Sejm.

- They always had one [ministry]. But there will be fewer ministries. [The coalition partners] will have one [ministry] each. We'll see. Tomorrow is the Political Committee presidium - the head of the PiS club continued.

Additional Sejm Session Scheduled for August 7th

On August 7th, the day after the National Assembly gathering, an additional session of the Sejm will take place. The agenda for this session is not yet known.

17:48

Czerwińska:

Civic Platform is tearing its voters away from the Polish community because they want a conflicted society

Civic Platform does not want community. Civic Platform is tearing its voters away from the Polish community because they want a conflicted society. We will continue doing our work because we have received such a mandate from society, from voters, from Poles. There is acceptance of our actions from the previous term. Poles have voted in favor of this direction of change” - stated PiS spokesperson Anita Czerwińska on Polskie Radio 24.

Gdula:

Trzaskowski Flirted with Confederation During Campaign. I Hope Civic Platform Come to Their Senses and Won't Seek a Coalition Partner on the Extreme Right

- It's some kind of eclipse for Civic Platform, I feel. It started during the election campaign when Rafał Trzaskowski was batting his eyelashes at Confederation. I don't know, it's probably an echo of that strategy. I hope Civic Platform comes to its senses and won't seek a coalition partner on the extreme right - stated Maciej Gdula on PR24.

20:07

Gowin:

The United Right Camp Has 3 Years Ahead to Fill with Hard Work Reforming the Polish State

The United Right Camp has 3 years ahead to fill with hard work reforming the Polish state, preventing the epidemic, and unleashing the economic potential that has been stalled as a result of the epidemic. It would be a sin for us, the politicians of the United Right, if we do not use these three years well” - said Jarosław Gowin, president of Porozumienie, in an interview with Dorota Gawryluk on Polsat News.

20:08

Gowin:

Prime Minister Achieved Excellent Success Regarding Poland's Quotas

Prime Minister Morawiecki achieved excellent success regarding the quotas granted to Poland. Everyone, even our opponents, admits that this is a great success. As for the issue of the rule of law, to those who have reservations about the formula developed by Mateusz Morawiecki, I would draw attention to today's European Parliament resolution, in which a majority quite critical of our government strongly distances itself from the conclusions of the Brussels summit precisely on the matter of the rule of law. Paradoxically, this confirms Mateusz Morawiecki's success” - said Jarosław Gowin, leader of Porozumienie, on Polsat News.

20:09

Gowin on Terlecki's Words about Government Reconstruction: A Private Opinion. First, a Discussion on Programmatic Priorities, Then Adjustment of the New Government Structure. Only Then Personal Matters.

For Marshal Terlecki, [I am always understanding]. He has the right to speak as a private opinion, because first we have a discussion about programmatic priorities for these 3 years. The new government structure, foreseeing a quite significant reduction in the number of ministries, will be adjusted to this. Only then will we decide on personal matters, and thus the division among coalition partners. Why one ministry? Why not three? We will decide on this when we already know the program. We are discussing this” – stated Jarosław Gowin, the leader of Porozumienie, on Polsat News.

20:09

Gowin on the Rule of Law Mechanism: I Count on the Facts to Convince Our Solidarna Polska Partners in the Coming Days and Weeks That PiS and Porozumienie Are Right

Each of us, I mean the political groups, has the right to publicly represent their views. I would be a hypocrite if I denied our colleagues from Solidarna Polska the right to take such a stance, but in my opinion, this stance is misguided, and I count on the facts to convince our partners from Solidarna Polska in the coming days and weeks that PiS and Porozumienie are right” - said Jarosław Gowin, leader of Porozumienie, on Polsat News.

20:10

Gowin:

Prawo i Sprawiedliwość's Proposal to Reduce Ministries Not Supported by Porozumienie or Solidarna Polska

There are no such agreements [regarding the division of ministries]. There is no agreement from the Prawo i Sprawiedliwość Presidency. I came here from the presidency, where I and others negotiating a new [coalition] agreement were given clear instructions. These instructions do not provide for the possibility of reducing the number of ministries under Porozumienie’s purview. I know that Solidarna Polska holds a similar position” – stated Jarosław Gowin, the leader of Porozumienie, in an interview with Polsat News.

20:11

Gowin:

Opposition to Higher Education Reform Primarily Comes from Aging Professors Accustomed to Outdated, Anachronistic Solutions

"All student governments in Poland have decisively supported this [higher education] reform. The Independent Students' Association and other conservative student organizations have supported this reform. Leftist organizations have indeed heavily criticized me. Conservative ones have supported it. The opposition mainly comes from some aging professors who have become very accustomed to old solutions, completely anachronistic ones. We must compete with Europe, with the world" - stated Jarosław Gowin, the leader of Agreement, on Polsat News.

20:15

Gowin Asked About Return to Deputy Prime Minister Role: 'I Believe This is a Bit of a Misunderstanding'

"I believe this is a bit of a misunderstanding. Today's resolution concerned only the fact that before starting new coalition talks, we, as it were, validated the current arrangements, among other things, we confirmed the understanding that I, on behalf of Porozumienie, was, am, or rather, was a candidate for Deputy Prime Minister. As for future personnel decisions, they will be the subject of negotiations once we resolve the coalition discussion about programmatic priorities, and then the discussion about the government's structure" – stated Jarosław Gowin, the leader of Porozumienie, on Polsat News.

20:19

Gawkowski on the EU Budget: Left MEPs in the European Parliament Fight for Even Larger Funds

- Left MEPs in the European Parliament are fighting to ensure these funds are even larger. Firstly, so that these funds are larger for the cohesion fund, secondly, so they are more dedicated to the Green Deal, and thirdly, so that we can benefit from money in the structural funds. So, this is an attempt to renew, and above all, to add money, and this is what the Left is fighting for in the EP - stated Krzysztof Gawkowski on TVP Info's "Gość Wiadomości".

20:23

Gawkowski:

It's a success for Prime Minister Morawiecki and Poland that there will be a lot of money. Today I say: let's fight for more. If we can fight, why should we retreat?

- It is a success for Prime Minister Morawiecki, for Poland, that there will be a lot of money [from the EU]. Today I say: let's fight for more. If we can fight, why should we retreat? This means we should say: no, we don't need more. I believe that every billion zlotys that can be invested in Polish infrastructure, that can provide more money for employees in enterprises, for innovation, translated into education, into new roads, is a billion for Poles. We must fight for this - stated Krzysztof Gawkowski in "Gość Wiadomości" on TVP Info.
