Monday's Political Agenda: Another Day of the EU Summit, Parliamentary Committee on the Medical Fund

The EU summit is scheduled to resume no earlier than 2:00 PM, at which time European Council President Charles Michel will present a new proposal regarding the EU's recovery fund. This will be the fourth day of deliberations.

At 7:00 PM, a meeting of the parliamentary health committee will take place, where the first reading of the President's bill on the Medical Fund will be held. Originally, MPs were supposed to address PAD's proposal last week, but the session was postponed.

Brudziński:

Today, both PiS and United Right Without Jarosław Kaczyński, I Consistently Repeat, Will Crumble Like a House of Cards

- I can assure you with absolute sincerity that I do not think of myself as a successor to Jarosław Kaczyński - stated Joachim Brudziński in an interview with Beata Michniewicz on "Trójka's Political Salon".

- It cannot [function, the United Right without Jarosław Kaczyński]. It will crumble. Today, both PiS and the United Right without Jarosław Kaczyński, I consistently repeat, will crumble like a house of cards. Today, the guarantor of the duration of this coalition and also of my own party is the person of our leader - he continued.

- I can say with full responsibility that today PiS, in the political science sense, is not a party that would survive, especially within the structure of the United Right, after a change of leader. This process is still ahead of us, of course it will have to come, but today, from the perspective of certain political tactics, political rationality, it would be something extremely irresponsible if I were to encourage, suggest, or through actions, or accept the actions of those who would want a change of leadership in our camp. This change, obviously, would have to mean the disintegration of our camp - he emphasized.

Dworczyk on Sławomir N.'s Arrest: The Case is International, CBA Acted Jointly with Ukrainian Partners
We currently only know that the case has an international dimension, that the Central Anticorruption Bureau acted jointly with its Ukrainian partners. In reality, we should wait for further information – said Michał Dworczyk in an interview with Marcin Wikło on TVP1's "Political Quarter Hour".

08:41

Dworczyk:

The government cannot be a loose federation of autonomously functioning principalities. We can certainly consider merging some ministries.
The government cannot be a loose federation of autonomously functioning principalities. It must be a efficiently functioning organism, through which a program can be implemented. Consequently, much has already happened here, but further changes are needed to make these actions even more effective. Therefore, organizational changes, and consequently personnel changes as well. We can certainly consider merging some ministries and shifting various competencies between ministries - said Michał Dworczyk on TVP1.

Dworczyk on Repolonization: Using Proven Models Seems Justified. Especially Since There Are Many Reservations About the Functioning of the Media Market in Poland. Excessive Engagement and Brutal Attacks on Duda

- Such solutions are nothing new, they are not some idea that has recently appeared in our country. However, they function successfully in various European Union countries. France can be such an example. Therefore, using proven models seems justified. Especially since there are many reservations about the functioning of the media market in Poland. Such excessive engagement and very brutal attacks on President Duda by some media in recent weeks can be an example of this – said Michał Dworczyk on TVP1.

Dworczyk on EU Summit: Gigantic Budget Sparks Immense Emotions, Lacking Basic Agreements on Allocation and Oversight

- This is probably the longest summit in history, as it's lasting four days and indeed, there's still no consensus. Over two hundred meetings in various formats have taken place, Prime Minister Mateusz Morawiecki is extremely active. The rooms of the Polish delegation are constantly being visited; the doors don't close. They are visited by very many European politicians. Of course, the closest cooperation is happening within the V4 format. There is truly no agreement that this gigantic budget, which is being discussed, as it's over 1.8 trillion euros, sparks immense emotions, and there are no basic agreements on both the allocation of these funds and the oversight of their expenditure. This is one profound, or one of the profound, or serious problems. It concerns the size of the budget that is to be allocated for the rebuilding of Europe after COVID-19 – said Michał Dworczyk on TVP1.

Miller on Sławomir N.'s Arrest: Elections Are Over, Now Kaczyński Will Carry Out His Revolution to Consolidate Power and Weaken the Opposition

I am not particularly surprised by this. The elections are over, and now President Kaczyński [and PiS] will carry out their revolution, which is intended to consolidate power and weaken the opposition. This fits perfectly into that intention” – stated European Parliament member Leszek Miller of the European Coalition in an interview with Jedynka radio.

09:14

Miller:

Trzaskowski Should Either Be Elected Head of Civic Platform or Build Something Around Himself
"Trzaskowski should either be elected head of Civic Platform and lead PO to the elections in three years, or build something around himself, as announced by a social movement which would later transform into a party. However, this would undeniably have a dysfunctional undertone from his current party, as it would inherently be competitive towards PO. I don't know what he will do," said Leszek Miller, a Member of the European Parliament for the European Coalition, speaking on Radio Jedynka.

Ziobro:

The Largest EU States Have Arbitrarily Granted the EC Vast, Untrackable Power to Block Billions in Payments

The largest EU states, led by the European Commission, have decided that in a completely extra-treaty manner, contrary to the rule of law, they will adopt new rules for spending European money that will give the EC vast, arbitrary, objectively unmeasurable power to block payments measured in billions of euros for those countries where the EC deems the rule of law is being violated. This is, in fact, an immense tool of influence and power that the EC has not possessed until now. No European body has such power over any sovereign state that is part of the European community. The problem is that this so-called rule of law, as we Poles have learned, is being used tendentiously and unilaterally within the framework of political disputes and attacks on Poland from the European Commission,” said Minister Zbigniew Ziobro at a press conference.

13:10

Ziobro:

United Poland Proposed Parliamentary Resolution Unambiguously Defending Rule of Law in the EU

"United Poland has proposed that the Polish parliament adopt a resolution that would unambiguously take a stand in defense of actions within the legal sphere, the defense of the rule of law in its literal sense, meaning the defense that as long as there are no treaty changes, we cannot agree to grant the European Commission supranational and unconstitutional powers that would have an enormous impact on the reality of Poland and any other state" - stated Minister Zbigniew Ziobro at a press conference.

13:27

Ziobro:

EU's Rule of Law Definition Extends Beyond Judiciary to Media, Abortion, and LGBTQ+ Rights

The problem is that such highly subjective double standards can go much, much further if we agree to the proposal presented by the Council and the European Commission. From the definition of the rule of law, you will learn that it is not only about the judiciary, the selection of judges, or the prosecution service, but also about the media, access to abortion, so-called fundamental rights interpreted as the right to same-sex marriage and adoption by such couples” - Minister Zbigniew Ziobro said at a press conference.

Morawiecki on EU Negotiations: "A Sum Forced by the Most Stingy and Selfish Group"
We will soon be able to definitively assess the various dependencies and different proposals for the negotiation scheme, which is undergoing constant modifications because these are very, very multilateral negotiations. That's how they have been from the very beginning. Meanwhile, the basic parameter, which I can comment on now, is a sum negotiated for further talks, dictated by a group of the most stingy, selfish states looking through their own narrow prism. That's how our overnight talks should be described, which concluded that phase before six in the morning. So, now, a sum of 390 billion euros in grants has initially appeared on the table. Well, first of all, it must be said that on one hand, this pool, this part which we called loans, and the part which is in grants, is also a type of debt incurred by the entire EU. However, the loan portion is debt incurred by those member states that decide to take on debt. So it's worth knowing the financial mechanism behind it, and here later this mechanism is divided among individual states according to certain parameters. And here, 390 billion, compared to the earlier 500 billion euros, is a big difference. Ultimately, we found ourselves at this negotiation table today because the EU, after the coronavirus epidemic, fell into trouble. Comparing it to other large regions in the world, it's clear that these are very serious problems - stated Prime Minister Mateusz Morawiecki at a press briefing in Brussels. - This injection is a bit smaller than we planned a few weeks ago, as a result of a very harsh, selfish action by a group of misers. In this context, Poland is in a position that, together with the Visegrad Group, allows us to try to bridge the gap between the North and the South - he continued.

PM Morawiecki on EU Summit Agreement: For it to be acceptable to Poland, we must achieve what we have pointed out from the very beginning – the absence of discretion on the part of EU bodies regarding the rule of law

- For [the compromise] to also be acceptable to Poland, we must achieve what we have pointed out from the very beginning, meaning the absence of any discretion on the part of EU bodies, EU institutions, regarding the issue of the rule of law primarily, but we are also constantly negotiating issues related to climate - stated Prime Minister Mateusz Morawiecki at a press briefing in Brussels.

[UPDATE] PM Morawiecki Begins Meeting with Chancellor Merkel, President Macron, and Leaders of the 'Frugal' Group: The Goal is Not to Veto or Derail, but to Achieve a Good Compromise for Poland with United V4 and Baltic States

Prime Minister Morawiecki will participate in crucial talks at 4 PM in Brussels with the most important players – the German Chancellor, holding the EU presidency, the President of France, and the prime ministers of the 'frugal' group, including the Netherlands and Denmark. Prime Minister Morawiecki will be accompanied by Viktor Orbán and the Prime Minister of Latvia, Krišjānis Kariņš.

- The art is not in causing a veto and the summit's failure, but in convincing others to support us. This is what the Prime Minister is striving for by making others aware – especially reinforcing the conviction of the V4 and Baltic countries – that this assessment mechanism in the hands of officials can be used politically against other states as well – a close aide to the Prime Minister tells us off the record.

UPDATE: We hear that the Prime Minister of Finland has joined the ongoing small-group meeting we wrote about above. In practice, this means that the start of the plenary sessions, previously scheduled for 6 PM, will be delayed again.

Kamiński:

There's a Lack of a Forum for Opposition Leaders to Discuss and Exchange Information. The Marshal of the Senate's Table Could Be Such an Informal Place.

- I have the impression that, apart from all the other troubles we have within the opposition, there's a lack of a forum for leaders of various opposition parties where they can talk and exchange information without feeling uncomfortable about being smarter, dumber, bigger, smaller, right, or wrong, but rather with a common goal in mind, despite all their differences. I would like the Marshal of the Senate, who is, firstly, the marshal of the democratic majority in this chamber, and secondly, was elected thanks to such a soft coalition formed for the Senate – because there was no formal coalition between the parties that created this Senate pact, it wasn't written down anywhere. No one had to renounce their own identity, no one had to argue with anyone – said Michał Kamiński in a conversation with Karolina Lewicka in TOK FM's "Political Interview".

- It seems to me that [the Marshal of the Senate's table] could be such a natural, informal place – Kamiński added.

Kamiński:

Those 400,000 votes, which recently separated us from victory over PiS, do not belong to people radical populism would reach. These people were likely repelled by the opposition's elitism
- I have the impression that those 500,000, 400,000 votes, which recently separated us from victory over PiS, do not belong to people who would be receptive to radical populism and appeals to extreme ideologies. I have the impression that these people were likely repelled by the opposition's elitism and the belief that it doesn't understand the problems of ordinary Poles - said Michał Kamiński on TOK FM.

Bosak:

We Never Received an Invitation to the 'Coalition of Polish Affairs'. It Was Campaign Courting of Confederation Voters

We never received an invitation [to the coalition of Polish affairs]. In my opinion, it was campaign courting of Confederation voters, to get them to cast their vote for one candidate or another. We know life. We know how it looks, so we're probably not offended in the end. It was an election campaign” - said Krzysztof Bosak from the Confederation in an interview with Dorota Gawryluk on Polsat News's „Gość Wydarzeń”.

20:22

Sutryk:

I have a grievance with Hołownia. He spoke rather vaguely before the second round. If he sides with a civic state, he should have supported the candidate promoting such a model much more strongly.

- I also have a big grievance with Szymon Hołownia, because given how much he talks about civic engagement, in my opinion he spoke rather vaguely before the second round of the presidential elections. If he sides with a civic state, he should have supported the candidate who is actually promoting such a model of the state much more strongly. And it is precisely Rafał Trzaskowski who has championed and continues to champion these values. It's a shame that Szymon Hołownia, I believe in his intentions and assurances, but I expected him to say this much more forcefully - stated Jacek Sutryk in an interview with Katarzyna Kolenda-Zaleska on TVN24's "Fakty po faktach".
