Friday's Political Agenda: EU Summit on Budget, Trzaskowski in Gdynia

EU leaders will meet in person in Brussels to discuss the recovery plan in response to the Covid-19 crisis and the new multiannual EU budget. The meeting will begin at 10:00.

- The objectives of our recovery can be summarized in three words: convergence, resilience and transformation. Specifically, this means we must repair the damage caused by Covid-19, reform our economies and remodel our societies - said European Council President Charles Michel.

At 18:00, a special event will take place in Gdynia with the participation of Rafał Trzaskowski. In addition to the address by the Mayor of Warsaw, PO leader Borys Budka is also scheduled to speak.

Dworczyk on President's Call with Russian Comedian: We Faced a Situation That Should Not Have Happened. And It's No Excuse That Many Other Politicians Have Also Been Subjected to Such Actions
Indeed, we faced a situation that should not have happened. And of course, it is no excuse that a number of other countries, important politicians such as the President of France, Boris Johnson when he was still a minister, the President of Turkey, or the former President of Ukraine Poroshenko at the time he held his office, have also been subjected to such actions. This is of course no excuse, but what happened, some commentators, some experts describe, or in general these actions conducted by Russians, some experts describe as an element of Russian information warfare – stated Michał Dworczyk in an interview with Krzysztof Skórzyński in TVN24's "Jeden na jeden". - In my opinion, a thorough analysis should answer the question whether any further steps should be taken, and above all, it should answer the question of what to do to prevent such situations from happening again, because here we are all in agreement, such situations should not occur – continued the Head of the Prime Minister's Chancellery.

07:59

Dworczyk on the President's Call with a Russian Comedian: 'Some Experts Indicate These Actions Could Be Part of Information Warfare by the Russian Federation'

- Some experts point out that these actions could be part of information warfare waged by the Russian Federation. This is indicated by the choice of individuals targeted or subjected to such actions, as well as the timing of when it occurs – stated Michał Dworczyk in TVN24's "One on One".

- I can assure you that we are conducting analyses regarding all aspects of this event, and conclusions will certainly be drawn once these analyses are completed – the Head of the Chancellery of the Prime Minister continued.

08:14

Dworczyk:

Cooperation and Correlation Between the Prime Minister and the President Led to Electoral Victory; Recent Record Support for Both Officials Attests to This

- I am convinced that now is the time to summarize the campaign, and it is also time for some rest, as it was an extremely tough campaign. The government, if we're talking about the government, besides functioning normally in recent weeks and months, had an especially intensified period of work before that, related to the fight against coronavirus. But also, like all politicians, and particularly Prime Minister Morawiecki here, in addition to their daily duties, they were engaged in the campaign. This engagement of politicians, which always happens during a campaign, if someone denies it, they are either a hypocrite or trying to mislead their interlocutors. Thus, thanks to this cooperation between the Prime Minister and the President, this correlation, we managed to win the elections. Moreover, the recent record increases in support for both the President and the Prime Minister are also a testament to this - stated Michał Dworczyk in "Jeden na jeden" on TVN24.

08:24

Dworczyk:

We're Definitely Not Hunting Anyone, But We're Always Open to Cooperation

- We are definitely not hunting anyone, but we are always open to cooperation, whether it's in a broader formula, concerning various coalitions between entire formations. If there are parliamentarians who also support a parliamentary majority in a given political project or vote, one can be happy about that – stated Michał Dworczyk in "Jeden na jeden" on TVN24.

- I would like to remind you that previously, when we dealt with votes of confidence for individual politicians or the government, there were also politicians representing environments other than the United Right who voted with the parliamentary majority, and they were representatives of the left and other clubs. So I wouldn't see anything extraordinary in this and I wouldn't look for a hidden meaning – continued the Head of the Chancellery of the Prime Minister.

08:40

Gowin:

Repolonization is Impossible. A Form of EU-Compliant Deconcentration is Possible

- My position is best evidenced by the resolution adopted by Porozumienie on Tuesday, and these are different from what you called tightening the screws. There can be no talk of tightening the screws at all, but when it comes to specific matters, repolonization is impossible. Some form of EU-compliant deconcentration is possible, but this should not be a priority. As for the judiciary, we will be waiting for specific proposals from Minister Ziobro. However, our priorities are, firstly, the economy, secondly, improving intra-EU relations, and generally, Poland's active participation in the debate on the future of the European Union, with particular emphasis on the Green Deal, and with particular emphasis on the Recovery Fund - said Jarosław Gowin in a conversation with Marcin Fijołek on Poranek Siódma9.

08:48

Gowin:

In my opinion, Prime Minister Morawiecki will serve until the end of his term
In my opinion, Prime Minister Morawiecki will serve until the end of his term, that is, until 2023. However, this is primarily a decision of the main coalition partner, namely PiS – Jarosław Gowin said on the morning show Siódma9.

08:53

Gowin:

Certain Elements of the Coalition Agreement Have Not Been Fulfilled. Most Provisions Are Implemented. The Only Significant Delay Concerns the Share of Porozumienie and Solidarna Polska in Subsidies

- Indeed, certain elements of this [coalition] agreement have not been fulfilled, but this is not a topic I would like to elaborate on in a public forum – said Jarosław Gowin on the Seventh9 Morning show.

- The vast majority of coalition arrangements have been implemented; I have no major reservations here. The only significant delay concerns the issue of the participation of both these smaller coalition parties, Porozumienie and Solidarna Polska, in subsidies – he added.

08:53

Sobolewski:

United Right Does Not Yet Have a Senate Majority, But Everything is Ahead of Us

Still [the United Right does not have a majority in the Senate]. Yes, not yet, but everything is ahead of us. Now is the time, we will see what the future brings” - said the head of the PiS Executive Committee, Krzysztof Sobolewski, on Jedynka radio.

09:00

Gowin:

We Lost Among the Young Generation, in Many Smaller Towns, Entrepreneurs Don't Necessarily Support Us, Neither Do Local Government Officials. These are Social Groups Where the Greatest Capital of Competence, Energy, and Intellectual Capital is Conce
No politician from the United Right can remain indifferent to the research concerning the structure of the electorate. This structure is not favorable. This research shows that we have clearly lost among the young generation, this is an alarm signal, that we have lost not only in many big cities but even in smaller towns already, that entrepreneurs do not necessarily support us, that as is known, the vast majority of local government officials do not support us, and yet the young generation, entrepreneurs, local government officials, the middle class – these are the social groups where the greatest capital of competence, energy, and intellectual capital is concentrated, without which it is difficult to deeply modernize Poland – Jarosław Gowin said in Poranek Siódma9.

09:03

Gowin:

If there's a government with a more modernizing agenda, then I might consider returning to it

- Personnel decisions will be a derivative of program decisions. If there's a government with a more modernizing agenda, then I might consider returning to it - Jarosław Gowin said on the morning program Siódma9.

Mastalerek on PAD's Words After Exit Poll Results: I Was Happy for the President's Victory. I'm Out of Politics, I'm Watching from the Sidelines, But of Course I'm Rooting for the President. He Can Always Count on My Help

- I was happy for the president's victory. I have repeatedly stated that I am out of politics, I am watching from the sidelines, but of course I am rooting for the president, and I said this on programs, including here on TVN24, that the president can always count on my help. I don't overestimate my role either, but of course I am glad that the president appreciated what I did - stated Marcin Mastalerek in an interview with Krzysztof Skórzyński on TVN24's "Jeden na jeden".

09:10

Mastalerek:

I had contact solely and exclusively with the President; it's my personal relationship. I am proud to have been able to help.

- I had contact solely and exclusively with the President. It was here, in this studio, on July 6th, when Konrad Piasecki said that I was speaking like a spokesman for President Duda. However, if someone is surprised that a former PiS spokesman, an associate of President Duda, has contact with him, which I have not hidden and have spoken about on programs, both with Konrad Piasecki and here on TVN24, then I can only accept it with surprise if someone thought I was supporting Rafał Trzaskowski and campaigning for him. I emphasize again: I had contact solely and exclusively with the President; it's my personal relationship. I am proud to have been able to help - stated Marcin Mastalerek on TVN24's "Jeden na jeden".

09:31

Mastalerek:

Today should be a time for building community, a time for extending a hand

- What needs to be said at this moment is that today we have a different time. This is not campaign time, this is post-campaign time. This should be a time for building community, a time for extending a hand - stated Marcin Mastalerek on TVN24's "Jeden na jeden".

09:38

PMM:

Assessment of negotiations on the MFF and recovery fund will depend on the total available funds

The assessment of the negotiations regarding the acceptance of the multiannual financial framework and the recovery fund will depend on the total sum of available funds for the modernization of our infrastructure, for agriculture, for energy transformation, and many other very important areas of economic and social life. It is difficult today to prejudge the outcome of our talks today and tomorrow,” Prime Minister Mateusz Morawiecki said before the European Council summit in Brussels.

09:39

Mastalerek:

Our Campaign Was Better Than Our Opponents', and the Result Proved It

- I believe this campaign was better than all the other candidates' and was appropriate given these difficult times after the pandemic. Of course, there are many things I probably would have done differently if I had had influence. The program was too short [to say more]. It was a better campaign than our opponents', and the result showed that, but the real winner is the President, and I am convinced that today no other politician from the ruling camp would have won the election with such a result as President Duda - stated Marcin Mastalerek on TVN24's "One on One".

09:39

PMM:

Climate Fee Mechanism Excluded from Scheme. We See No Basis for Payout Conditions Tied to Energy Transition Changes

It is worth noting with satisfaction that the mechanism originally planned as part of the funds available to the budget, the so-called climate fee, has been excluded from this scheme. This is a benefit for Poland amounting to over 7 billion euros. This is very good news. We see no basis for payout conditions formulated in this way, linked to changes in the scope of energy transformation. We point out that Poland has made a tremendous effort in transitioning towards renewable energy sources. At the same time, we emphasize that this must happen at a reasonable, albeit accelerated, yet reasonable, pace. We also highlight the importance of issues related to own funds” – said Prime Minister Mateusz Morawiecki before the European Council summit in Brussels.

09:40

PM:

We Disagree with the Arbitrary Approach to the Rule of Law. Merging These Two Areas of Life and Law Poses a Huge Threat to Legal Certainty

We disagree with the arbitrary approach to the rule of law. We believe Article 7 exists and is ongoing. Let it proceed at its own pace. Unfortunately, for a long time now, we have advocated for closing this article. However, merging these two areas of life, two completely different areas, including legal ones, poses a huge threat to legal certainty, and we do not agree to that,” Prime Minister Mateusz Morawiecki said before the European Council summit in Brussels.

09:46

Mastalerek:

President's Family Charter Initiative a Positive Counterpoint to Trzaskowski's LGBT Charter

- There wasn't such a sharp course. The President came up with a positive initiative to sign the Family Charter, which was an antithesis to the LGBT charter signed in Warsaw by Rafał Trzaskowski, and this Family Charter contained only positive things, things that are enshrined in the Constitution - stated Marcin Mastalerek on TVN24's "One on One" program.

09:52

Mastalerek:

Today, PO would likely perform worse than a week ago, and so would Trzaskowski, because many of these smaller parties realized they were used instrumentally

- Of course, he didn't become the leader of the opposition. Even the sympathetic weekly "Polityka" published a poll showing that only for about 30% of his voters was he the ideal candidate. The rest voted against. He will be a very significant figure in Civic Platform, a person with great potential, but the squabbles already visible in the opposition show that he will not be the leader of the entire opposition. However, today PO would likely perform worse than a week ago, and so would Rafał Trzaskowski, because many of these smaller parties realized they were used instrumentally - stated Marcin Mastalerek in the "Jeden na jeden" program on TVN24.

10:57

Mastalerek:

President Duda Reached Out to Everyone, Signifying a New Era
The President, first and I believe it's worth appreciating, because it was a historic address, reached out to everyone. He said: today is a completely different time, like in my favorite book of the Old Testament, the Book of Ecclesiastes. There is a time for everything, and a season for every activity under the heavens. A time to be born and a time to die. A time to plant and a time to uproot what has been planted. And in political terms, one could say: there is a time for campaigns and a time for what is beyond campaigns. Today, we are beyond the campaign, and we should all do what President Duda did. Extend a hand to someone who holds different views, even if it means saying sorry, apologizing. After all, there is nothing wrong with that, and there is no point in dwelling on things. The President did it first – stated Marcin Mastalerek in TVN24's "Jeden na jeden".

Civic Coalition MPs Conduct Parliamentary Oversight of the Justice Fund

At 9:00 AM, together with MP Gasiuk-Pihowicz, we proceeded to the Ministry of Justice for a parliamentary inspection. We went there following yesterday's official written notification, with the aim of verifying a series of documents related to the disbursement of funds from the so-called Justice Fund. The list of concerns that has been surfacing for many years is very long. These are allegations concerning the manner of disbursement, meaning money spent without competitive bidding, and the nature of those who receive these funds, because it is no secret that some of these funds have gone to Father Rydzyk's empire” - stated Arkadiusz Myrcha from Civic Coalition during a press conference.

To this day, we have not obtained any information. What is Minister Ziobro afraid of? Is he afraid of revealing documentation concerning the transfer of 4 million in funds to an organization that was registered two days before the competition was announced, and the only asset of this organization is the fact that it was managed solely by a PiS activist? There are many such questions and accusations” - he added.

Veto or Death! Every time the 'rule of law' mechanism appears – veto. There are no funds for which Poland could allow itself to be tied down in shaping its independent policy

- Veto or death! Veto or death! Every time the 'rule of law' mechanism appears – veto. There are no funds for which Poland could allow itself to be tied down in shaping its independent policy - wrote Patryk Jaki on Facebook.

18:24

Budka:

This is Not the End, it's the Beginning of a New Path. And We Will Achieve This Together

- From this place today, I want to say: this is not the end, it is the beginning of a new path. And we will achieve this together - stated Borys Budka in Gdynia.

18:26

Budka:

We Must Extend a Hand to Others, Regardless of Their Political Stance or Values, Because We Are All on the Light Side of the Force

- We must extend a hand to another person. Regardless of which side of the political scene they stand on. Regardless of what values they represent. But we are all on the light side of the force, and that should always distinguish us - stated Borys Budka in Gdynia.

18:29

Budka:

I want to promise you new energy, a new Platform, new solidarity where everyone will find a place. This is something more than just political parties. This is something more than just local government officials.

- A new Platform and new energy will only be possible if we continue together. Today, something more is needed, new solidarity is needed, but also this great civic support. And here, in the cradle of Solidarity and Civic Platform, I want to promise you this. I want to promise you new energy, a new Platform, new solidarity where everyone will find a place. This is something more than just political parties. This is something more than just local government officials. This is something more, because it is a true civic community, in which everyone will find a place, and whose symbol is precisely Rafał Trzaskowski – Borys Budka stated in Gdynia.

18:31

Budka:

Before You Stands a Symbol of Change, a Symbol of New Solidarity - Rafał Trzaskowski

- I want to assure you of great openness. Because thanks to you, Poland has once again become solidary, because thanks to you, this incredible energy, we politicians have understood that to build a modern community, we need to go far beyond party cabinets. And thanks to you, this is becoming possible again. Before you stands a symbol of change, a symbol of new solidarity - Rafał Trzaskowski - stated Borys Budka in Gdynia.

18:47

Trzaskowski:

We All Feel We've Won in a Way, Because There Hasn't Been Such a Civil Society Awakening in Years

- We all need to do this. I know that sometimes we want to get offended at political parties, but political parties have their role to play, especially if they want to renew themselves, open up to new people and new ideas. And they have a very important task to fulfill, and for the way this campaign was organized, thanks are due to everyone who worked on this campaign. But that's not enough. I want to announce today, after hundreds of conversations, because throughout this week we discussed how to draw conclusions from what happened, because we all feel that we have managed to achieve a lot. We all feel that we've won in a sense, because there hasn't been such a civil society awakening in years. So many smiles, kindness, conviction that we have truly done everything and we must turn this into success, into hard work that will lead us to truly change Poland, to be, 100% again, identified with our homeland and to be 100% proud of it, as we have been until now - stated Rafał Trzaskowski in Gdynia.

18:48

Trzaskowski:

Gdynia Grew from a Small Village into a Magnificent City in the Twenties. We Must Do the Same. Create a Power, a True Civic Movement, that Will Allow Us to Win Subsequent Elections.

- We are meeting in Gdynia because Gdynia, from a small fishing village in the twenties, grew into a magnificent, proud city. That is exactly what we must do: create a power, we must create a true civic movement that will allow us to win subsequent elections, that will above all allow us to sustain the energy that we have awakened together - said Rafał Trzaskowski in Gdynia.

18:51

Trzaskowski:

We Must Stand Together to Defend Civil Society, Local Governments, Free Media, NGOs, and Independent Institutions. We Cannot Lay Down Our Arms; We Must Do It Together.

- The rebuilding of political parties is one thing, and I wanted to thank Borys very much for being ready to undertake titanic work to completely change PO for the better, to open it up, especially to young people. And this is our greatest victory – that an entire generation of young people is here with us. That they have all woken up, that they want to make decisions, that they want to participate in civil society. Bravo to you, thank you. And because all of this is not enough, because there are 10 million of us, people proud of what has been achieved in the last 30 years, people who are proud Poles, Europeans, who want tolerance, above all guarantees that Poland will continue to change for the better, who want work to be respected, that no one divides us, no one attacks us, that no one raises a hand against anyone, and difficult times are coming, and that is why we must stand together to defend civil society, local governments, free media, non-governmental organizations, and to defend independent institutions. We cannot lay down our arms; we must do it together - stated Rafał Trzaskowski in Gdynia.

18:54

Trzaskowski:

We Did Everything Possible to Win the Election. On the Other Side Was the State Apparatus, Which Decided to Hinder a Fair Fight. We Will Draw Conclusions and Win Next Time.

- No one, perhaps except for a few hours, felt that we didn't do absolutely everything that needed to be done, because we did everything that could have been done to win this election. It wasn't easy, because on the other side was the entire apparatus of the state, which decided to make it difficult for all of us to compete on the same, equal footing. It's more or less like someone trying to take their high school final exams, but on the other side, there's someone who knows all the questions, all the answers, and by the way, all the teachers belong to the same family. But listen, we will draw conclusions from this and next time we will win - said Rafał Trzaskowski in Gdynia.

18:54

Trzaskowski:

I'm Launching a Civic Movement Because Parties Are Not Enough
I'm undertaking the creation of a civic movement because parties are not enough. We must do this together and jointly, because if anyone today complains about political parties, I have one answer: sign up en masse and change political parties, so that they become more open, more democratic, more smiling, but if not, if you don't want to join a party, then let's go together, let's create a civic movement, which, together with local governments, non-governmental organizations, think tanks, and people of goodwill, will create the foundations for defending civil society and all independent institutions. Let's do it together - stated Rafał Trzaskowski in Gdynia. I am ready to talk with absolutely everyone and I promise you that at the end of July we will discuss the details. In August, we will meet together for the 40th anniversary of Solidarity, because we will not let them take away our pride in our heritage, with all local government officials. We will meet in Gdańsk at the end of August together with local government officials to respond precisely to the fact that we want to cooperate and defend independent local governments, and already in September, on September 5th, we will meet together and will be building a movement that will allow us all to find our footing in the new reality, to harness this enormous energy that we have managed to collectively generate over the past months - he continued.

18:59

Trzaskowski:

Now is Not the Time to Offend Anyone, Including Those Who Voted Differently. We Must Reach Out to Them. We Cannot Rely Solely on Our Opponents' Weaknesses.

- First and foremost, this is a time when we must not extinguish hope, when we must look proudly to the future, when we must be ready to continue talking to each other, to continue sustaining this faith, to continue sustaining this determination. But it is also not the time to offend anyone, including those who voted differently. This is because we must talk to them, we must reach out to them. We cannot count on winning solely and exclusively on our opponents' weaknesses – said Rafał Trzaskowski in Gdynia.

19:01

Trzaskowski:

The First Task of the Civic Movement We'll Create in the Coming Weeks Will Be to Collect Signatures Together for Citizen-Initiated Bills on Our Most Important Issues
- The first task of the civic movement we will create in the coming weeks will be to collect signatures together for citizen-initiated bills on the issues that are most important to us. If only to defend women's rights. Gosia promised she would help - stated Rafał Trzaskowski in Gdynia.

19:04

Trzaskowski:

We Will Certainly Win the Next Election, Which Could Happen Much Sooner Than We Think

- We will certainly win this election, the next election, which could happen much sooner than we think - stated Rafał Trzaskowski in Gdynia.

19:07

Trzaskowski:

We Will Lead Us All to Victory Much Faster Than Anyone Imagines

- Huge thanks to all local government officials. To the local government officials here in Gdynia, to the local government officials of Sopot, Gdańsk, the entire Pomerania region, and the whole of Poland. Because without them, there would be no success, and I promise you, I guarantee that we will continue to work together, we will continue to defend Polish democracy, and we will continue to stimulate this faith, this energy, and we will lead us all to victory, listen, much faster than anyone imagines - said Rafał Trzaskowski in Gdynia.

19:47

Szumowski:

We Fear a Seasonal Flu Epidemic. From September, October in Poland, we have about 100,000 people daily with infection symptoms. We will need to distinguish between flu and COVID.

- Today we had a meeting with Minister Kamiński and all the voivodes. We fear a seasonal flu epidemic, which is always present in Poland from September to October, because at that time we have approximately 100,000 people daily with infection symptoms. Now we will have to [distinguish] what is flu and what is COVID – said Łukasz Szumowski in an interview with Dorota Gawryluk on the program "Gość Wydarzeń" (Guest of the Events) on Polsat News.

19:50

Szumowski on Coronavirus Vaccine: 'I Will Definitely Get Vaccinated and Definitely Recommend It to My Family'

- I will definitely get vaccinated and definitely recommend it to my family, especially since my parents and mother-in-law are elderly. I believe they should definitely be vaccinated, as soon as the vaccine is available - said Łukasz Szumowski in an interview with Polsat News.

19:54

Szumowski on potential government changes: I haven't had enough of the ministry

- I haven't had enough, God forbid, of the "ungrateful" ministry. I would even say that now the ministry has somehow become even more grateful, because truly, especially as we spoke with the voivodes today, I am convinced that the very efficient actions of the voivodes, the sanitary inspection, all the services that supported us in the fight against COVID, have shown that sometimes one can effectively do something - said Łukasz Szumowski on Polsat News.

19:57

Szumowski:

I don't fear Supreme Audit Office inspections, as many have already been conducted and most yield rational and sensible conclusions

- I don't fear Supreme Audit Office (NIK) inspections, not at all, because many such inspections have already taken place, and most of them have yielded very rational and sensible conclusions and recommendations on how to improve the functioning of the office - stated Łukasz Szumowski on Polsat News.
