At 11:30 AM in the Presidential Palace, President Andrzej Duda will sign a draft amendment to the Constitution. "I believe that the Polish Constitution should explicitly state that the adoption or fostering of a child by a person in a same-sex relationship is prohibited," PAD said over the weekend. PAD's meetings with residents will take place at 3:00 PM in Starachowice, at 5:15 PM in Mniów, and at 10:35 PM, after the TVP debate, in Końskie. The aforementioned presidential TVP debate will take place at 9:00 PM in Końskie.

But now this provision will have constitutional status. Secondly, only a marriage, defined in Article 18 of the Polish Constitution as a union of a woman and a man, can jointly adopt. And thirdly, what is added, is that a minor cannot be adopted by a person living in a cohabitation relationship with a person of the same sex. What this means, in short, is that when we are dealing with a de facto union, and we know such exist because that is life, then the court and other bodies will have an obligation to verify whether the person who wishes to adopt individually is indeed living in such a cohabitation relationship with a person of the same sex or not - stated President Andrzej Duda at the Presidential Palace.

300POLITYKA: Hooks, accumulation of emotions, or pandemic-traumatized Poles – can they feel that this campaign is for them, or is it at a meta-level, for the political class by the political class?
PRIME MINISTER MATEUSZ MORAWIECKI: It's enough to take a moment to look at Rafał Trzaskowski's campaign to see that the foundation of his strategy is the old principle of "anti-PiS." Building a narrative on negative emotions clearly sufficed him, as he announced his program almost a day before the first round of elections. Perhaps so that no one would read it and have time to criticize it? Or perhaps because he is not interested in specifics, but only in managing emotions, mainly negative ones? Unfortunately, such an approach always leads to a toxic culmination, and that's what I expect this week.
And wasn't it President Duda who introduced such radical emotions and confrontation into this campaign?
A presidential race always involves confrontation. The question is: in what style is this confrontation approached, and what is its true stake. The choice between President Andrzej Duda and Civic Platform candidate Rafał Trzaskowski is a decision whether we want an ambitious Poland, a Poland of great projects, a secure Poland with a strong alliance with the United States, or a Poland in the style of Civic Platform, meaning a Poland subservient to all stronger powers. For me, PO's Poland is a country whose leaders, instead of standing by the US President, prefer to stroll on the Sopot pier with the President of Russia, and their Foreign Minister organizes a briefing for the Republic of Poland's ambassadors with the minister of a foreign state hostile towards us. The choice between Andrzej Duda and Rafał Trzaskowski is a choice between a decade of great investments and – unfortunately – a term of dismantling everything that has been achieved in Poland over the last 5 years and what is planned for the coming years. It is clearly visible that the stakes are too high to avoid confrontation.
Only that avoiding the debate is precisely the accusation against the President. It was Andrzej Duda's campaign staff that rejected the possibility of participating in a debate organized by TVN, TVN24, Onet, and WP…
It seems to be the first time that a group of commercial, mainly foreign media, without any prior consultation with the campaign teams, has set a deadline and conditions for a debate for the incumbent president. This is an unprecedented practice. In this situation, President Andrzej Duda proposed a wise compromise by presenting the idea of a debate organized by the three largest national television stations. This was a designation of a reasonable and fair path, which, however, Rafał Trzaskowski did not want to follow.
And how did the dispute over LGBT become the leading theme of this year's campaign? The President's words stirred public opinion; many people might have felt excluded from the community…
First of all, it must be said honestly that the President's words were taken out of context, misinterpreted, and used to inflame tensions in Polish society. We must clearly distinguish between an ideological movement with specific social postulates and political goals, and individuals with specific sexual preferences. It was precisely these ideological impulses that the President opposed, which is confirmed by his announced change in educational law, requiring parental consent for the activities of any organizations in schools. Furthermore, in the past, the President has repeatedly emphasized that everyone in Poland deserves respect. And despite differences in views, values, or sexual orientation, we are all united by a common homeland. We believe that a person's sexual preferences belong to their private sphere and we oppose attempts to ideologize this issue.
And don't you think that Poles have had enough of ideological wars?
Of course! Poles want to finally breathe a sigh of relief from this constant scaremongering and scandalizing. Especially now – as we are slowly rebuilding our strength after an extremely engaging fight against the pandemic and the economic crisis that arose as a result of the pandemic. Today, Poles primarily desire peace, stability, and secure development. And this is precisely what is guaranteed to them by a president who focuses on ambitious investments. After all, CPK or the Vistula Spit canal are not just one-off infrastructure projects. They also mean thousands of new jobs, a great magnet for business partners, and an unprecedented civilizational leap occurring, for example, through the expansion of high-speed rail networks practically throughout Poland. Why is Rafał Trzaskowski so insistent on eliminating them? I have no idea, but I suspect that the source of this thinking is looking at Poland solely through the prism of luxury housing estates in Powiśle or Wilanów. But Poland is not just the town of Wilanów.
Since the Prime Minister mentioned the pandemic… Due to the campaign, it has essentially become a secondary issue. Does this mean we should forget about the coronavirus and just go vote? Many commentators say this is playing with fire.
We must not forget about the coronavirus in any way, as we will likely have to deal with it for many more months. However, as a society and an economy, we must function in this "new normal" – of course, while observing appropriate precautions. Thanks to appropriate decisions and the efforts of services across the country, the epidemiological situation is stabilized. We have slowed down the pace of new infections, and every day we have more recoveries. Suffice it to say that our response to the coronavirus has been appreciated by the WHO. In turn, the OSCE positively assessed the preparation of the first round of elections in terms of ensuring sanitary safety. No wonder – after all, every polling station was equipped with disinfectant, appropriate limits on the number of people inside were enforced, rooms were constantly ventilated, and appropriate distances were maintained. Thanks to the measures taken, visiting a polling station was even safer than daily shopping. It will be exactly the same on July 12th.
You are very involved in the President's campaign. We are meeting in Szczytno, and according to RZ, you are to visit 100 districts. You are traveling all over Poland, handing out grant agreements from the Local Government Investment Fund to successive local governments. Do you believe that you will convince local government officials to support Andrzej Duda in this way?
As Prime Minister, I strive to ensure that our entire government is close to the people. That is why I have made regular meetings with residents from all regions of Poland my personal mission. This is especially important now – when we have been affected by the pandemic, earlier by drought, and now by floods. I believe that politicians should not lock themselves away in the Sejm. In such times, one must be close to everyday matters. The Government Local Government Investment Fund is dedicated precisely to these Polish matters. Initiated by President Andrzej Duda, it is today a great impulse for development for Polish cities, towns, and villages. It must be said clearly – this is a real shield for local governments worth PLN 6 billion. Each local government will receive from PLN 0.5 million to even PLN 93 million. I want to be understood correctly: this is not about convincing local government officials. This is about enabling them to return to the path of development with momentum from the economic crisis. Instead of dividing Poland into Poland A and Poland B, we prefer to divide funds for investments.
Investments are, however, the future, but please point to one significant success in recent times that would argue for President Duda.
There are several – from the abolition of visas by the USA, which has a purely practical dimension besides its symbolism, to Gazprom returning PLN 6 billion in overpayments for gas purchased from Russia to Poland. The prices paid for Russian gas under the Yamal contract were too high and non-market. And now, thanks to effective negotiations and concern for Polish interests, this money has already been credited to PGNiG's account. The Yamal contract was for years a shameful symbol of Poland's dependence on Russian gas. Fortunately, today gas also flows to Poland from the USA, Qatar, and Norway. At the forefront of this change is President Andrzej Duda, who from the very beginning was a staunch advocate of diversifying gas supplies. A flagship example is the expansion of the gas terminal in Świnoujście and the project for a similar facility in Gdynia. Therefore, the won arbitration is only the first step. The second step will be to invest these funds in the Polish economy, in companies, and in Polish employees.
Rafał Trzaskowski had a conversation with Szymon Hołownia, whose style may appeal to many voters. In recent days, he announced a tax reduction from 23% to 22%. Aren't you afraid that Trzaskowski's campaign team will thus grab voters closer to the center?
If I fear anything, it is that centrist voters will simply be deceived. After all, with each passing day of Rafał Trzaskowski's campaign, we know less and less about him. Who is he really? What does he really think? One day he gives his patronage and participates in the Equality Parade, and then he says he is a supporter of the Independence March. He assures that he will not raise the retirement age, but when he had the opportunity to vote for its reduction – he was against it. He claims he was never a political activist, although he is the vice-chairman of Civic Platform, and in the past, he was part of Donald Tusk's government and was also a Member of the European Parliament. Which Rafał Trzaskowski is the real one? Which one speaks the truth, and which one lies? Soon, few will be able to keep up. There was once a Woody Allen film titled Zelig. And when I look at these various U-turns and changes of opinion by Rafał Trzaskowski, I am reminded of this titular character. Such a candidate in times of economic crisis is an experiment, a great unknown, and a threat.
And finally: It's clear who you will vote for, no surprise there. But what is your intuition, who will win?
When voting on July 12th, we must ask ourselves one fundamental question. Are we fighting for who will live in the Presidential Palace? Or are we fighting for the future of Poland? Let's think about it. And let's choose the president of Polish affairs. I choose Andrzej Duda.
