Prime Minister Mateusz Morawiecki will speak today at a meeting where the "Mamy i Taty" (Moms and Dads) Foundation and the "Trzy Plus" (Three Plus) Association of Large Families are expected to propose strengthening parents' rights within the education system. This includes, among other things, leaving the decision on the scope of certain activities, such as sex education, to the school community, and significantly expanding home education and the broader application of distance learning in the future – 300POLITYKA has learned. The organizations plan to propose allowing external educators into schools only after obtaining prior parental consent regarding the nature and scope of such projects. They will also present research indicating that parents should have full insight into the content and materials delivered to children and adolescents concerning sex education. The conference will take place at 10:00 AM at the Central Technology House. Half an hour earlier, the Prime Minister is scheduled to meet with computer game developers to discuss their potential broader application in education.

- I think one can quote Prime Minister Miller here, that a man is recognized in a certain way, and I think this will be a good end to Andrzej Duda's presidency. I would like this visit not to be part of an election campaign, but a well-thought-out strategy of the Polish government and the president. It doesn't seem well-thought-out, however, any relations with our partners, in this case the USA, should be assessed positively, provided, of course, they bring some results, because I dare to doubt, there is also an election campaign there, and much can still change there - stated Borys Budka in "Rozmowa Piaseckiego" on TVN24.

- Rafał Trzaskowski is the face of this campaign, he is an independent politician, a great candidate, and will be a strong president. I am working in parallel for Rafał Trzaskowski; yesterday, for example, I had a meeting in Łódź with local government officials, with Mayor Zdanowska. We are discussing issues of local government financing and the disclosure of the true state of public finances - stated Borys Budka in "Rozmowa Piaseckiego" on TVN24.

- I am proud of the election campaign. Of course, I know that Andrzej Duda is still the favorite, which is why I always ask for support for Rafał Trzaskowski wherever I am. Trzaskowski is also my candidate, the candidate of Civic Coalition, he is a civic and local government candidate, and he doesn't need such a great involvement of party leaders, although wherever he is, he enjoys the support of local government officials, and this shows the great potential of Rafał - stated Borys Budka in "Piasecki's Conversation" on TVN24.

“Analyses from the sanitary inspectorate and other units assessing patient incidence and the number of people in quarantine are currently being compiled. On Friday, I will be able to provide recommendations for the National Electoral Commission (PKW)” – Minister Łukasz Szumowski stated on Jedynka radio.

“I think there will be [municipalities where I recommend postal voting], but these will be isolated municipalities across Poland – those with the highest prevalence of the virus, meaning the highest number of sick individuals and the highest incidence rates” – he added.

"Today, this data from Silesia - I am convinced - will be significantly lower. In reality, by the end of the week, this influx of data with high infection numbers should already be over, because we are finishing the mine screening" - said Minister Łukasz Szumowski on Jedynka radio.

- I stand by what we're saying. Both Zbigniew Ziobro and Minister Sasin will face the State Tribunal for what he did with the elections that did not take place, for illegally spending 70 million PLN – and today, Polish Post trade unionists are announcing a protest because the company is heading for collapse – and for the lack of proper oversight over companies in which the State Treasury holds shares – stated Borys Budka in "Rozmowa Piaseckiego" on TVN24.

- Yes [President Duda also before the State Tribunal] for illegally failing to swear in three legally elected Constitutional Tribunal judges. That's one of the charges. Of course, the list of charges is longer – he continued.

At 11:30 AM, Trzaskowski will present his program for women, and at 1:30 PM, he will meet with the youth climate strike and sign Warsaw's Green City agreement. Rafał Trzaskowski is today focusing on activities centered around issues particularly important to voters who could decide the fate of the presidency in the second round. According to analyses by Platforma, as well as detailed research by Ipsos published by OKO.press, the mobilization of young voters and women aged 18-39 could be crucial for building a majority.

- The ideology issue is essentially a somewhat imposed topic, and as I say, I have the impression that for some candidates it can be a good way to mobilize the electorate. Besides, Robert Biedroń did just that throughout practically the entire debate yesterday – said Radosław Fogiel in an interview with Marek Pyza on TVP1's 'Political Quarter of an Hour'.

- MP Czarnek is of course aware that there is an attempt to use him against the campaign, against the candidate, but at the same time we are all aware that his statement is nevertheless being used for unfair attacks. MP Czarnek has repeatedly emphasized that his words referred to a specific case, showing a person in a photograph who behaved in a way that was at least non-standard - said Radosław Fogiel on TVP1.

"All principles of fair debate were violated in the so-called public television. Not only inside the building, but also outside. Only a group of Duda's supporters was allowed onto the TVP premises. Hence the parliamentary inspection with support," wrote Agnieszka Pomaska on Twitter, publishing a video from the parliamentary intervention during which she had to push through a cordon of police and the State Protection Service securing Andrzej Duda's presence and that of his supporters under different conditions than other candidates.

"We must admit that TVP did not disappoint, it was very predictable. We were prepared for all these situations, but what was most important for us yesterday was to speak to the TVP viewer who didn't have the chance to see Rafał Trzaskowski, and these were our tactical assumptions. We also saw something else yesterday. We saw a system that is panicking with fear. We probably saw all possible manipulations that can be done before and during a debate. It's not just that the questions were the questions asked by PiS campaign staff, and [yesterday] they were asked by editor Adamczyk, but it's also a matter of the [Twitter] poll" - said MP Cezary Tomczyk, head of Rafał Trzaskowski's campaign staff, in an interview with Karolina Lewicka on TOK FM Radio's Morning program.

„We saw how Rafał Trzaskowski was framed, that he was shown from the wrong camera so that he couldn't speak to the viewer. Everyone received such information [about which camera to speak to], but then it turned out that the candidate was being filmed from two cameras, and then it turns out that intervention was necessary” - said Cezary Tomczyk, head of Rafał Trzaskowski's campaign and Civic Platform MP, on TOK FM.

„Yesterday I was on television. I called over the floor manager and producer. I showed them how the shot was framed, and curiously, after the fourth question, Rafał Trzaskowski was already speaking to the correct camera. We have witnessed a whole system of manipulation, which was visible as clearly as day. It is very good that everyone could see it” - said Cezary Tomczyk, head of Rafał Trzaskowski's campaign staff and Civic Coalition MP, in an interview with TOK FM.

„The best part was at the end. Not only did they want us to stay at TVP for over 40 minutes after Andrzej Duda left, but only Andrzej Duda was allowed to drive onto the premises with people, with volunteers waving signs. All candidates yesterday and all campaign teams yesterday were absolutely outraged because no one was allowed onto TVP premises except for Andrzej Duda's volunteers. This no longer helps, because it is a system that is panicking” - said the head of Rafał Trzaskowski's campaign team, KO MP Cezary Tomczyk, on TOK FM.

“I am very bothered by all opposition attacks – from one, from another, from a third side, it doesn't matter which direction they are heading. You will not hear a single negative word from Rafał Trzaskowski about any of the candidates. Let's remember that Rafał Trzaskowski also employed such a strategy when he had 13%, when he started this race. There are no enemies on the opposition's side, only opponents. It's understood that there is a choice, that the first round of these elections is a kind of primary for the democratic side, but let's do it with respect for the other person, the other candidate. I have no doubts about this. I will say honestly, personally, I don't want to speak on behalf of the president [Trzaskowski]. If Kosiniak-Kamysz or Hołownia were in the second round of the elections, I would cast my vote for those gentlemen, if Rafał Trzaskowski were not there” - said Cezary Tomczyk, head of Rafał Trzaskowski's campaign and a Civic Platform MP, on TOK FM.

“The current crisis could be a major turning point in the history of the Union” – writes Prime Minister Mateusz Morawiecki in an article for the influential Brussels portal EurActiv before today's remote meeting of the European Council. “The need for decisive European action has probably never been so pressing in the history of European integration. The current crisis could be a major turning point in the history of the Union. It cannot be a dead end, but an Archimedean point, providing leverage for development: ‘Give me a place to stand, and I will move the Earth.’ Today, we need a real economic growth stimulus. The latest proposals from the European Commission have brought this ‘place to stand’ much closer than we might have expected until now. Getting the economy back on its feet must begin with understanding the ground on which the European economy will stand,” – writes the Prime Minister. "This is an ambitious proposal” - Prime Minister Morawiecki praises the Commission's proposals: “The European Commission's proposal to establish a new recovery fund of €750 billion provides a good starting point for achieving this goal. These are no longer half-measures seeking a fragile compromise. This is an ambitious proposal that can build a strong future for the European Union.”  The Prime Minister argues for the swift adoption of the package: “For this to happen, the European Recovery Fund must have two features: scale and speed. The last thing we want now is to get bogged down in prolonged negotiations. The temptation to resort to half-measures or cut corners will lead us astray.”  The Prime Minister writes that comparisons to the Marshall Plan are justified: “The significant breakthrough that the adoption of the EC's proposal will represent lies not only in the unprecedented scale of the aid. In this context, comparisons to the Marshall Plan seem apt. The essence of the change, however, would be that two-thirds of these funds are grants for member states, and one-third are low-interest loans. Therefore, member states will not be left alone in the face of the crisis. The EU, using its creditworthiness, will help repay common liabilities, relying on new, own sources of revenue.”  Once again, the Prime Minister presses for a swift solution to the problem of tax havens. He began a campaign on this issue in Davos with a joint presentation of a report by the Polish Economic Institute with the French Minister of Economy, Bruno Le Maire. A few weeks later, he discussed it with President Macron during his visit to Warsaw. “The latest data show that as much as 40% of the revenues of international corporations end up in tax havens every year. This is about $700 billion. For the global economy, this means a 10% reduction in income tax, or $200 billion. In Europe, Germany, France, and Great Britain are the biggest losers from this practice, with losses estimated at around 20-30% of CIT. But in reality, the entire Community loses.” 

"We will focus on actions taken by local governments, including the self-government of Warsaw, to overcome the crisis and protect jobs and local businesses" - Deputy Prime Minister Jadwiga Emilewicz told 300POLITYKA. A briefing with Jadwiga Emilewicz, accompanied by Lech Jaworski, former Chairman of the Warsaw City Council, and Olga Semeniuk, will take place at 1:30 PM in front of the Palace of Culture and Science, on the side of Świętokrzyski Park.

The Ministry of Health has reported 314 new cases of coronavirus infection in Poland. Of these, 88 cases were recorded in the Silesian Voivodeship. Additionally, 30 deaths have been attributed to the virus.

Therefore, where homeschooling serves this purpose, we also want greater freedom in this regard, but of course, school, as the most common foundation of education, is critically important, it is crucial for the quality of upbringing, the quality of education, for the creativity that we awaken in our children, our youth, and it must be this way – stated Prime Minister Mateusz Morawiecki at a meeting of the Association of Large Families "Three Plus".

"I had the impression that the ruling party and public television are completely detached from reality, because we were discussing problems that are not the fundamental, most important problems today, at a time when we are emerging from the epidemic. There was not a word about healthcare, not a word about aid for entrepreneurs, not a word about education, and yet today, when we talk in our families about the fundamental problem, it is the problem of the destruction of education by the ruling party. There was not a word about the natural environment. It appears that public television is completely out of touch, and along with public television, the rulers who decide what questions are asked" - said Rafał Trzaskowski, the Civic Coalition candidate for president and the mayor of the capital city of Warsaw, at a press conference.

„As President of the Republic, I will primarily ensure that these provisions on [gender] equality are not just on paper, but are implemented in practice. This particularly concerns wages, but also access to healthcare and the fight against violence. We know well that the situation in Poland is very difficult, and we must ensure that all provisions of the anti-violence convention are put into practice. What we discussed most was promoting education, talking to young people about equality and equal opportunities, and ensuring that all our girls know they can achieve absolutely anything in life. We also discussed returning to the labor market, which is fundamental today. Therefore, my program of free nurseries and kindergartens, which we have successfully implemented in Warsaw, I want to expand to the whole of Poland” - said Rafał Trzaskowski, candidate for President of the Republic from Civic Coalition (KO) and Mayor of Warsaw, at a press conference.

„We need to ensure that women have just as much say in our social life as men. I promise that if I become President of the Republic of Poland, I will naturally establish a Council of Women at the President's office, and of course, a plenipotentiary, but I will ensure that these are not just symbols and words, but that women truly have a significant voice in the Presidential Chancellery” – said Rafał Trzaskowski, candidate of Civic Coalition for the presidency and Mayor of the capital city of Warsaw, at a press conference.

"We are opening a new chapter in our conversation about Poland, about the future, about young people. Today, we are proposing a 'Pact for Youth,' which will be a civilizational change, ensuring that young people will not only be able to stay in our country but also calmly plan their future. This also concerns their parents, who are often afraid for their sons' and daughters' futures," said Robert Biedroń, a candidate for President from The Left and a Member of the European Parliament, at a press conference. As part of the pact, Biedroń proposes: a million apartments for rent, 200,000 new nursery spots, a tablet for every student, a presidential scholarship fund, and an investment plan for young entrepreneurs.

According to the justification, the presidential bill concerns the granting of a 500 PLN voucher for each child to individuals receiving child-rearing benefits as referred to in the Act on State Support for Child Rearing, intended to finance hotel services or tourist events carried out within the country; and the granting of an additional 500 PLN voucher for each child to individuals raising disabled children.

It can be assumed that the Sejm will address the proposal at tomorrow's session.

- The following areas have been defined for these talks. First is the issue of defense, meaning the problem of military and allied cooperation directly between Poland and the USA, and within NATO. Second is trade cooperation, meaning both bilateral relations between Poland and the United States, and the issue of US cooperation, partnership within the Three Seas Initiative - said President Andrzej Duda during a press conference.


- Another topic is cooperation in the field of energy, and here it is probably clear to everyone that there are two fundamental areas in which we cooperate. First is the issue of exporting and importing liquefied gas to Poland from the United States - the President continued.


- There is no denying that we also have plans to establish another gas terminal, this time most likely a floating one in the Port of Gdańsk, and in connection with this, naturally, these relations may also take on new dimensions in the future - he added.


- The last of the topics is security in the field of telecommunications. Of course, the development of 5G networks and technological cooperation also between Poland and the USA, and cybersecurity - he stated.

- The presidential debate should address issues that directly affect the citizens of the Republic of Poland today; these are the topics we should primarily discuss. Therefore, I have approached Zygmunt Solorz, Chairman of the Supervisory Board of POLSAT, and Piotr Korycki, President of the Management Board of TVN Discovery Polska, with a request and proposal to organize a debate of the Candidates for the President of the Republic of Poland on their stations' airwaves - Szymon Hołownia announced on Facebook.

The Minister of Development, Jadwiga Emilewicz, addressed Warsaw Mayor Rafał Trzaskowski on Twitter, questioning his contributions to the fight against the pandemic. She asked if, in addition to opposing government initiatives, he had presented any concrete actions.

Emilewicz's statement suggests a perceived lack of proactive measures from Trzaskowski's side, particularly in contrast to the actions taken by the central government.

Local governments are one of the most significant institutions of Polish democracy. It is here, in our small homelands, that the most important matters are decided, which is why the PiS government has provided local governments with support they have never received before. Thanks to wise economic policy and the sealing of the tax system, a record amount of money has flowed to local governments - says the narrator in a local government clip prepared by the Chancellery of the Prime Minister. If local government has this problem, believing it can function on its own and handle everything by itself, then a pipe bursts. And for 29 days, it doesn't inform the government that it cannot fix it. Poland has announced its nuclear energy program and, in connection with this, we will also be seeking partners for the future. These are matters of many years; it doesn't happen here and now, suddenly. - I think it would be better if this visit [of President Duda to the USA] took place perhaps via video conference, teleconference. I don't know if today, in the era of the pandemic, when quarantine is in effect, borders are still closed, even with our neighbors, when Poles cannot go to work in the Czech Republic, wouldn't it be better to have a video conference - stated Władysław Kosiniak-Kamysz in a conversation with Dorota Gawryluk on "Gość Wydarzeń" Polsat News.

I have hope, but I have no illusions that the Senate majority, which is set against the parliamentary majority, the Sejm, against the government, will not cooperate here [on the tourist voucher]. This is also a lesson for all of us as to what would happen if, by the verdict of the voters, the President of Poland also changed to an opposition president.
