At 11:00 AM, Senate committees will resume deliberations on the bill concerning the special rules for organizing general presidential elections called in 2020, with the possibility of postal voting.

The Senate will convene at 4:00 PM – the so-called presidential election bill is one of the items on the agenda. At 3:40 PM, a press briefing by Senate Marshal Tomasz Grodzki will take place.

President Andrzej Duda will visit Grupa Azoty Zakłady Chemiczne "Police" in the West Pomeranian Voivodeship, where at 11:00 AM he will participate in the ceremonial inauguration of the next stage of the Polimery Police investment.

Civic Platform politicians will file a notification with the prosecutor's office regarding Prime Minister Morawiecki's failure to publish the National Electoral Commission (PKW) resolution. A conference by Cezary Tomczyk and Marcin Kierwiński is scheduled for 10:00 AM.

The Civic Coalition is beginning to hold accountable the five years of Andrzej Duda's presidency. – The optimal and last possible constitutional deadline is June 28, so from this point of view, it would be the date when the elections should take place, and we are counting on the fact that this time there will be no obstruction in the Senate, as was the case before May 10. Will it be possible to carry it out? I will say, a moment ago you mentioned that the resolution of the National Electoral Commission has been published, and the 14-day period is now running, within which the Marshal will have to order the elections and announce the election calendar – said Krzysztof Sobolewski in an interview with Mirosław Skowron on Polskie Radio 24.

- On Saturday, we received an expert opinion, another one, confirming the fact that the [PKW] resolution can be published. As we all know, the situation is extraordinary. This kind of resolution is not directly provided for in the Electoral Code. We wanted to analyze the legal situation and all its consequences. Appropriate analyses were commissioned. On Saturday, the latest such analysis arrived, and today the resolution was published - stated Michał Dworczyk in „Rozmowa Piaseckiego” on TVN24, referring to the morning publication of the PKW resolution, about which we wrote on 300POLITYCE.

- The second aspect is that if this [National Electoral Commission] resolution had been announced earlier, the Marshal would have announced elections based on the postal voting law. And as I recall the statements of many prominent opposition politicians, I don't think anyone wanted elections based on postal voting. Death envelopes, do you remember those slogans? They are no longer heard today because the PO's candidate has been changed, and that was probably the primary goal of the opposition, i.e., changing the candidate, not concern for the health and lives of Poles - stated Michał Dworczyk in "Rozmowa Piaseckiego” on TVN24.

- From today, a 14-day period begins during which the Marshal of the Sejm designates the election date - the head of the Prime Minister's Chancellery continued.

- June 28 is the final deadline for elections to be held in such a way that we can be certain that after August 6, the President of the Republic of Poland will hold their office, and that they will have been duly elected to that office. This is to ensure continuity in that position - stated Michał Dworczyk in "Rozmowa Piaseckiego" on TVN24.

- Of course, he broke [the law, the Prime Minister]. Polish law states very clearly that resolutions and all such legal acts of both the PKW [National Electoral Commission] and the Constitutional Tribunal are published immediately, and 'immediately' presumes a maximum of 14 days. This deadline has long been exceeded, and it is obvious that this whole story of withholding the PKW resolution was an element of some kind of blackmail, a mutual hold by the two biggest players - said Szymon Hołownia in an interview with Dominika Wielowieyska on TOK FM's "Poranek".

- In these elections, nothing is normal, in these elections, nothing is as it always has been. It's a bit like I've already said in one of my comparisons: we're running a marathon, and suddenly it turns out a half-marathon is added, and at the 30-kilometer mark, someone gives a fresh runner a lift onto the race track, and they suddenly start running with us with renewed energy – said Szymon Hołownia on TOK FM.

- Today we have a truly vast number of people who have engaged in our movement. That's 10,000 people who are actively working. There are many voters who already stand behind us, and such energy as we have generated cannot be wasted, so we will definitely consolidate this into a movement – said Szymon Hołownia on TOK FM.


- Even if at some point a part of this movement had to be transformed into a political party, it will happen at the very last possible moment, because in our minds, we must go through a quarantine with the concept of a political party after what political parties have done to Poland. As for my personal involvement, running in elections, or similar matters, it is far too early for such speculation. I currently have absolutely no such plans, because in the Sejm of the Republic of Poland, I certainly neither dream of it now, nor do I see myself there – he added.

- I think that this is still an impression not fully supported by the research. Of course, Rafał Trzaskowski indeed has a much better result compared to Małgorzata Kidawa-Błońska's result, but this is an element of a certain cannibalization of opposition candidates. I think it is not a flow of electorate from President Duda. Therefore, we are preparing for a very active campaign - stated Piotr Müller in TVP1's "Political Quarter Hour".

- We are also exposing Rafał Trzaskowski's hypocrisy, who just a few days ago spoke about the 500+ program, and a few years ago stated that it would ruin the state budget, and who said that we should accept immigrants and refugees. Therefore, Rafał Trzaskowski should really reflect and show which Rafał Trzaskowski he truly is, because a sudden transformation for the election is hard to believe now - stated Piotr Müller on TVP1's "Political Fifteen Minutes".

- The last three months have shown that shifts, as far as polls are concerned, can happen very quickly, even within a month. Małgorzata Kidawa-Błońska demonstrated this, losing very significant support. Therefore, I wouldn't make any assessment yet. I think that a goal worth fighting for still remains a very good result for the president in the first round, or perhaps even victory. So I wouldn't give up on that yet - stated Piotr Müller on TVP1's "Political Quarter Hour".

- If the new president is to take office on August 6th, then June 28th is indeed the optimal date. Of course, one could also consider a date a week later, i.e., July 5th, but then the Supreme Court would have only 2 weeks, meaning one week less than the Constitution indicates, to review any complaints. Therefore, it seems to me that the most probable decision by Marshal Witek will be June 28th - stated Jarosław Gowin in an interview with Jacek Prusinowski on Radio Plus.

- A month is enough time to complete all necessary actions for the elections to proceed harmoniously. Especially since we all know very well that many activities were ready well in advance, for the May 10th date. Therefore, I do not anticipate any disruptions. I am convinced that the elections will proceed in accordance with all democratic procedures, and their outcome, regardless of what it is, will be widely accepted - stated Jarosław Gowin on Radio Plus.

- I wouldn't say I hindered re-election, because if the elections had been held on May 10 or 23, their outcome would certainly have been challenged by the Supreme Court, the elections would have been invalidated, and in such repeat elections, the result would have been a huge lottery - stated Jarosław Gowin on Radio Plus.

- A few months ago, we discussed this topic with you, Mr. Editor. But since then, the pandemic has happened. And since then, frankly speaking, all our efforts as politicians have been focused on the pandemic. Now we have presidential elections ahead of us. After the presidential elections, we will definitely return to the issue of subsidy allocation within the United Right camp. Not only PiS, we believe that other clubs should also undertake such a fair distribution of subsidies - stated Jarosław Gowin on Radio Plus, when asked about the secondary allocation of subsidies.

- My son is a talented philosopher, and as a father, I am prouder of his philosophical essays than of his vocal achievements, but he is a free, adult man. He has the right to his views. Cracks will appear in the Senate pact, because it is not a monolith. There are many tensions within it - he continued.

Asked about his cooperation with Tomasz Grodzki, Pęk replied that he had "no special reservations about the Marshal as a fellow senator from the previous term or the current Speaker, because we are all human."

- But politically, I assess his role very negatively. As a politician, I constantly complain about him - Pęk said. He added that Grodzki holds a grudge against him for this. - He tries to put me in my place, to show me that he is the boss of the Senate - the Deputy Speaker continued. In his opinion, Grodzki has turned the Senate into a "very strong stronghold for the political actions of the Sejm opposition and is constantly trying to show that the Senate is an alternative center of power, a center for fighting the government."

- In the final stage related to electoral law, cooperation with him cost us a lot of nerves. And it will probably continue to cost us a lot of nerves - said Marek Pęk in the online part of the "Gość Radia Zet" program, when asked about Jarosław Gowin.

- I trust that this politician will rise above his political ambitions, which he undoubtedly has in abundance. He would like to be an independent politician, perhaps the leader of a very strong party. But for now, the prosperity of his environment depends on PiS - emphasized the PiS politician. The Deputy Marshal of the Senate added that if Gowin thinks of Porozumienie as an independent entity, a player on the Polish political scene, then he "is not thinking rationally”.

- As PiS, we are not invited to these final talks, nor do we participate in them. Incidentally, without great regret. We see that the current agreements are constantly being undermined and changed. Our internal agreements or gentleman's assurances have also been broken many times. This doesn't hold much significance for us; we are focusing on what the Senate should be doing. The Senate works in committees and in plenary sessions. Currently, our internal club meeting is taking place, a gathering of senators from these internal committees. We are still coordinating and discussing amendments substantively. We are open to many amendments, we will support them, and we would very much like the session today to proceed in such a way that electoral law is passed in the evening hours. Most importantly, we don't want to wait for the end of the session to vote. As we know, the Marshal can still order the postponement of votes or some breaks. All of this is unnecessary; it all negatively impacts the entire electoral process. I strongly emphasize this once again. Finally, we would like to see the Senate as an authentic chamber of reflection, not a chamber of obstruction – said Marek Pęk during a press conference.

- There will still be a meeting of the Presidium and the Convention of Seniors before the plenary session, scheduled for 3 PM. As a member of the Presidium, I will submit a formal motion there to consider this item today and proceed to voting – he added.

Yes, as we announced, as MP Tomczyk announced yesterday, today we are filing a report on the possibility of criminal activity by Prime Minister Morawiecki in connection with the non-publication of the PKW resolution concerning the possibility of calling new elections. We know that today, likely under pressure, out of fear for his own safety, Prime Minister Morawiecki finally pressed that proverbial enter key and the resolution was printed, but this does not change the fact that Polish law was broken. It doesn't change the fact that for nearly 3 weeks it turned out that in Poland, the PKW, Sejm, and Senat are irrelevant. Only Mateusz Morawiecki and his whims matter. Today, the Polish state has been symbolically reduced to a computer on which the printing process is initiated. This is not the first time PiS has broken the Polish Constitution and Polish law in this manner. One could say that this style of operation, the DNA of PiS, is the non-printing of important legal acts. One could say that in PiS, there is no chance for a career, for being a Prime Minister or an important official, unless one breaks the law in this way. Let's recall that Prime Minister Szydło behaved similarly with Constitutional Tribunal rulings, as did Minister Kempa. Today, Prime Minister Morawiecki joins this group. We are filing this report on the possibility of criminal activity because we do not agree with such practices, where the government believes it can do anything, where the arrogance, impunity, and haughtiness of high-ranking state officials are considered more important than Polish law. We do not agree that Prime Minister Morawiecki, following instructions from President Kaczyński, is sabotaging, because this is sabotage, the functioning of the Polish state. We expect the prosecutor's office to deal with this request very, very quickly, so that these types of practices are stigmatized and punished. We expect the highest state officials to abide by the law. If they break Polish law and do so consciously, because it was done consciously, there were no objective grounds for not printing the PKW resolutions. It was Morawiecki's conscious whim, which was intended to once again set up these elections, which was intended to help manipulate this electoral process - stated Marcin Kierwiński at a press conference.

- The notification we are filing today concerns Article 231 of the Penal Code, which is exceeding authority and failing to fulfill duties. It cannot be the case that someone who is obliged to print resolutions or rulings simply says 'no' and halts the process. For all of you watching, I want to put it rather graphically: what is the role of the Government Legislation Centre (RCL) in publishing legal acts? It is like printers. That's all. A decision cannot be made in the Chancellery of the Prime Minister (KPRM) on whether to print or not to print, or whether expert opinions are needed. It is not the Prime Minister's role to decide which court rulings or resolutions of the National Electoral Commission (PKW) are to be printed - stated Cezary Tomczyk at a press briefing.

- We have had enough of a state where someone can decide on matters in which the Prime Minister can refuse to print court rulings or resolutions of the PKW. We have had enough of scandals, of an unaccountable prosecution service, of the fact that the prosecution service, which is behind us, really couldn't care less about what is happening in the Polish state, because they are only interested in political orders. Today in Poland, there is no independent institution capable of holding the Prime Minister accountable. And from this place, we want to say clearly: that time will soon come. Because all these scandals – Sasin's elections, Szumowski's masks, Kaczyński's towers, and Morawiecki's financial statements – all these matters will have to find their conclusion in court, and as Rafał Trzaskowski said, there will simply be no pardons in these cases - he continued.

For us, the matter concerning the election date is clear. We've been talking about it for several days. We are ready for any election date. If it's June 28th, then let the elections be held and let us finally win them, because people expect a resolution - Cezary Tomczyk stated at a press briefing. June 28th, July 5th. Let these elections be held, and above all, let these elections be fair and democratic, let them be conducted by the National Electoral Commission (PKW). These are the necessary conditions for the elections to take place - he continued.

- In a sense, as the head of state, I feel it is my duty to also exercise oversight over how this is being implemented, so that this enormous amount of money and this great hope that is before us today, and which I hope will be accumulated in this land, will bring benefits to the Republic, and above all to our society for decades to come, when these plants operate, function, and make Poland, Police, and the West Pomeranian Voivodeship renowned in Europe and the world, and when they contribute, I deeply believe, to a significant degree to the development of our country. Ladies and gentlemen, I have always said that we are ambitious. Yes. That is precisely why, despite all the difficulties, despite the coronavirus pandemic, despite everything that negatively affects the development of the global economy, we are implementing our investments, because we believe that it is precisely ambitious plans and their decisive implementation that will see us through the toughest times – said President Andrzej Duda during the inauguration of the next stage of the Polimery Police investment.

- I believe this scenario clearly shows that there is no doubt that this is a scandal of an absolutely political nature, and lawyer Roman Giertych and his friendly journalistic circle from "Gazeta Wyborcza" play a significant role in it. It is a rather unusual situation where a journalist participates in a client-lawyer conversation. Such practices and situations are emerging from media reports today, which we are relaying to you – stated Waldemar Buda at a press briefing in the Sejm.

- In our assessment, this is a scandal created by this environment and with the participation of the actors we have mentioned here. Therefore, we are posing these direct questions. I hope we will receive answers, because this publication and the facts that are already publicly known indicate that the practice of agreeing with a lawyer and a client, with the participation of a journalist, on how a publication or defense in an individual case should look, is absolutely scandalous, and the public opinion should be informed about such situations. If there were other similar instances, we would also like to hear about them – Buda emphasized.

PKO BP intends to move its key IT systems to a hybrid cloud computing environment within three years and has also introduced an AI-powered voice assistant to the IKO application – bank representatives announced at a conference. Poland's largest bank is prioritizing the acceleration of its digital transformation. In addition to technological solutions, PKO BP plans to launch a sales platform for used leased cars around the middle of the year, with its subsidiary PKO Leasing responsible for its implementation. PKO BP is also preparing for the migration of its IT architecture to the cloud. The most important thing is that these elections are democratic, that there is an opportunity to register committees and collect signatures. So that we all have time to prepare for the elections, and most importantly, consultations. This is because we were once again surprised by decisions made late on Friday night to open further facilities, and changes to public transport. But no one consulted us about these changes. And changes must be consulted, and I hope that changes regarding the preparation of elections will also be consulted between the government and local governments - stated Rafał Trzaskowski at a press briefing in Nadarzyn.

Today, across Poland, we are holding you accountable for your promises because we remember these promises. A white flag is flying over the Presidential Palace today. I want to say a few words about how we want to care for children, how I want to care for them as a presidential candidate. This is primarily a matter of the economic well-being of Polish families, so that they can guarantee children proper care, proper upbringing, safety, and proper material conditions, enabling all our children in Poland to develop, to develop their passions, to develop in sports, to develop intellectually, spiritually, to spend holidays, so there is money for holidays – said Krzysztof Bosak during a press conference. We also want to ensure children's safety from aggression, physical aggression, ideological aggression. We know that various negative tendencies are entering schools, media, and upbringing systems. Children must be protected from all of this. In the coming days, I will also present a bill that will strengthen child protection – he added.

The joint Senate committees have unanimously issued a positive opinion on the changes to electoral law, including the submitted amendments. In total, senators proposed 45 changes.

It was established, among other things, that when drafting the election calendar, 10 days should be guaranteed for committee registration and signature collection for a candidate. Support for the candidate can be gathered not only traditionally but also online via an ePUAP account.

However, the committees did not accept the Law and Justice (PiS) party's amendments regarding the deadline for placing ballot papers in mailboxes in the case of postal voting.

- Łukasz Szumowski's candidacy for minister was vetted by all services, and these services raised no objections, which is why the Prime Minister decided to appoint him - Jarosław Gowin stated on Kropka nad I. - To the best of my knowledge, this concerns solely the minister's brother, not the minister himself. From the audit results, we only knew the names of the companies. The minister reported to me that companies in which his brother holds shares were applying for funds, and successfully so, as they received 7 grants totaling PLN 100 million under the PO government - Gowin said.

If we manage and senators in some way impose self-discipline in discussion, because in the Senate, of course, no one can be forbidden to speak, then we will vote on it today.
