- Even before the coronavirus, one of the most significant local government issues was insufficient funds for education, not enough money for education. I presented solutions in my program. 100% of the subsidy covers 100% of salaries. This means that salaries are paid, as the mayor said, from the state budget. This is a solution that enables maintaining schools, buildings, modernization, transporting children to school; local governments will cover all extracurricular activities with their own money, but salaries must be paid from the state budget. Either directly or the subsidy will cover salaries from the state budget in 100%, and nothing has changed in this regard. On the contrary, the coronavirus increases the demand for a subsidy that will cover 100% of salaries. Because local government revenues are decreasing. We are in a period of enormous crisis in local government finances. Analyses by the ZMP, local government associations of various levels, clearly show: a 40% drop in PIT revenues, and a 30% drop in CIT. These are declines that will force many already initiated investments to be either postponed or completely halted and suspended. Many planned investments will not be launched. There will be no possibility to utilize European funds, there will be no own contribution, if this investment impulse is lacking. This is not just a loss in the form of an unrenovated road in a given commune. It is a loss of jobs, because local companies renovate, build, and later maintain that road. If they do not get work, they will go bankrupt soon - stated Władysław Kosiniak-Kamysz at a briefing in the commune of Długosiodło.
