Trzeba zacząć od tego, że jeszcze nie ma ustawy w ostatecznym kształcie, dlatego że dopiero będą prace w Senacie. Nie wiemy, jakie poprawki Senat przyjmie, jak później będzie wyglądało przyjęcie tych poprawek przez parlament. Mam nadzieję przede wszystkim, że w tej chwili ten cały proces będzie dużo bardziej uporządkowany. Mam nadzieję, że terminy, które zostaną założone, będą realistyczne, tak żeby ten termin założony i zadeklarowany przez marszałek Witek dał odpowiednią ilość czasu na przygotowanie tych wyborów. Mam nadzieję, że również samorządy będą skonsultowane a propos technicznych aspektów przygotowania tych wyborów. Na razie, patrząc nas projekt, już dzisiaj widać, że pojawia się parę problemów. Najważniejszym problemem jest oczywiście problem finansowy, dlatego że nakłada się na samorządy bardzo dużo dodatkowych obowiązków. jeżeli chodzi o zabezpieczenie komisji wyborczych, o zabezpieczenie członków komisji wyborczych, sprzęt, ochrony osobistej, kupno jednorazowych długopisów. To się wydaje banalne, natomiast w przypadku dużych gmin, Warszawy, to są koszty idące w dziesiątki, o ile nie setki milionów złotych. Sam zakup długopisów w ilości miliona, bo przecież nie wiemy, ile osób pojawi się tak naprawdę w komisjach wyborczych, no to są miliony złotych - stwierdził Rafał Trzaskowski w trakcie wideokonferencja Unii Metropolii Polskich. Jak mówił dalej:
"Kolejna kwestia to kwestia dotycząca samych okręgów wyborczych, dlatego że pojawiają się takie pomysły dotyczące tego, żeby ewentualnie te okręgi mogły być mniejsze, żeby łączyć ze sobą komisje w jednym okręgu. To też jest problem, dlatego że w niektórych miejscach w Warszawie takie komisje byłyby większe niż komisja w niejednej gminie i myślę, że podobnie jest w innych dużych miastach. Kolejny problem i chyba jeden z najważniejszych problemów to są nie do końca wyjaśnione kwestie związane z obowiązkami gmin dotyczącymi przygotowywania wyborów korespondencyjnych, dlatego że kwestia możliwości rejestrowania się, jeżeli ktoś chce uczestniczyć w wyborach korespondencyjnych, kwestia dostarczania pakietów, gdzie też można załatwić sprawę w gminie, patrząc na ten projekt, powoduje spory chaos. Nota bene z tego, jak czytam ten projekt ustawy, wynika że zupełnie inaczej wygląda doręczenie pakietu, jeżeli robi to gmina, inaczej jeżeli robi to poczta. Gmina musi dostarczyć ten pakiet bezpośrednio. W związku z tym tu pojawia się mnóstwo problemów, również czysto organizacyjnych, jak to przygotować tak, żeby to miało sens"
- No i ostatnia kwestia z tych kwestii, które chciałem poruszyć, to kwestia liczby członków komisji, dlatego że w tym projekcie pojawia się pomysł, żeby umożliwić ograniczanie liczby członków komisji, natomiast normalnie przynajmniej 5, a nie 3, to jest ta liczba, która jest potrzebna, a jeszcze przy dodatkowych obowiązków dot. Zapewnienia bezpieczeństwa, próba ograniczenia liczby członków komisji nie jest na pewno sensowna. Sporo tego typu technicznych problemów, poza finansowymi. Mówię, dziesiątki milionów złotych, ale poza finansowymi, techniczne problemy, które po prostu trzeba omówić i przygotować. Tak żeby później nie było problemów z organizacją wyborów. Więc nasz postulat jest bardzo prosty: ważne jest to, że jeżeli pojawią się merytoryczne poprawki w Senacie, które nie doprowadzają do jakichś daleko idących zmian, tylko przede wszystkim do respektowania prawa, ale również do uporządkowania tego całego procesu, no to one muszą być wzięte pod uwagę i warto byłoby też, żeby rząd skonsultował się z samorządami w tej sprawie, tak żeby ten termin wyborów, który zostanie określony przez panią marszałek Witek, był po prostu realistyczny - zaznaczył prezydent Warszawy.
