At 12:00, the Sejm will resume its proceedings with a decision on a point of contention – a bill submitted by PiS concerning special rules for organizing general presidential elections in 2020, including the option for postal voting. The first reading is scheduled to take place shortly after, at 12:05.

At 14:00, a 15-minute voting session may occur. Following this, the continued discussion of the ruling party's aforementioned bill on presidential elections is planned. At 14:45, a break is scheduled until 20:00, when another voting session is planned.

Most likely, the government will present information today on the third phase, i.e., the further unlocking of the economy – Łukasz Szumowski announced this yesterday. "Data concerning the final phase will be received today. We will present it to the Prime Minister. Tomorrow, we will likely discuss what happens next," said the Minister of Health yesterday at a press briefing.

At 10:00, the proceedings of the General Assembly of Supreme Court judges will resume. The assembly was convened to select candidates for the position of First President of the Supreme Court. The proceedings had already begun on Friday and Saturday, but it was not possible to elect members of the scrutiny committee that would conduct the elections, nor were candidates nominated.

At 15:00, the Senate will resume its proceedings – a session is also planned for tomorrow. According to sources from 300POLITYKI, President Andrzej Duda is also expected to sign the National Security Strategy today, which is the most important document regarding Poland's security.

- Certainly, all three parties have signed this [presidential election] draft. I believe these are solutions that address all the reservations raised by the opposition, numerous experts, and also us, the politicians of Porozumienie. I believe we have developed solutions with PiS that can count on opposition support as well - stated Jarosław Gowin in "Rozmowa Piaseckiego" on TVN24.

I admit I don't know if this project [concerning the presidential election] was consulted with Minister Szumowski. I did not do it. However, the situation has changed doubly. On the one hand, we have a certain constitutional necessity; the elections must take place within 60 days from their announcement by Marshal Witek. This is too short a time to prepare for fully postal elections. But there is also a second change; it is clearly evident that Poles, the Polish public opinion, expect the government to unfreeze the economy faster, to make public spaces and public services available more quickly. In this situation, resistance to elections held at polling stations, I believe, will be significantly smaller - stated Jarosław Gowin in "Rozmowa Piaseckiego" on TVN24.

- Every minister is a politician. They cannot be guided solely by expert arguments. They must consider the overall functioning of the state. The state's interest requires us to hold elections in a formula you described as hybrid - said Jarosław Gowin in "Rozmowa Piaseckiego" on TVN24.

- I presented Marshal Grodzki with a certain direction for solutions. Regarding the direction, I have the impression we were in agreement. Moreover, a few hours after our meeting, a press conference was held by PO leaders, at which they presented a project very similar to what we, the governing camp, have been working on. However, there are, of course, details that will be discussed in both the Sejm and the Senate. I can declare that we are open here to the opposition's proposals, because it seems very important to find solutions that will unite the political class after these turbulences and a certain constitutional-systemic impasse - stated Jarosław Gowin in "Rozmowa Piaseckiego" on TVN24.

- It's either June 28 or July 5 [the most probable election date]. I would hesitate before the possibility of the Marshal indicating July 12 as the date, because then the Supreme Court would have very little time to rule on the validity or invalidity of the elections, and we must all remember that President Duda's term ends on August 6, and we would be dealing with another constitutional impasse - stated Jarosław Gowin in "Rozmowa Piaseckiego" on TVN24.

“Yesterday, the Porozumienie board held its first meeting in 9 weeks. We had to discuss what happened during these weeks, primarily involving our leader. I would not like to speak publicly about this discussion. It was quite emotional. It is no secret to anyone that there were differing opinions within Porozumienie regarding the correspondence voting, our stance on it, and the talks with the opposition. For me, the most important outcome is that this discussion concluded with a resolution fully supporting the United Right, Mateusz Morawiecki's government, and President Andrzej Duda. I cannot imagine Porozumienie engaging in any talks with the opposition about overthrowing the government or forming a different majority” - stated PiS MEP Adam Bielan on Polskie Radio 24.

- I know nothing about Prime Minister Morawiecki's resignation. Frankly, it seems very unlikely to me - Jarosław Gowin stated in TVN24's "Rozmowa Piaseckiego".

- Prime Minister Emilewicz represented the same stance as I did during Saturday's talks. That is, the stance that the agreement we made with President Kaczyński should be respected, and I think it was very good for the Polish state that our arguments convinced our partners, our colleagues from PiS - he continued.

"Promises that anyone would be removed from Porozumienie for acting against expectations have not materialized. I am satisfied with this agreement. “The President, like all those responsible for our country’s fate, is certainly keen to hold the election process as quickly as possible. - It is not the case that any politician bears responsibility for the fact that the elections did not take place on May 10th. These elections were "cancelled" by reality, by facts. Many weeks ago, the entire political class made the decision to cancel traditional elections. From today's perspective, one can wonder if this decision wasn't somewhat hasty, but the idea of postal voting was an idea that simply ran out of time due to the situation where opposition parties, holding a majority in the Senate, decided to obstruct this process – stated Jarosław Gowin in "Rozmowa Piaseckiego" on TVN24.
- The entire political class agreed that elections could not be held in the classical formula, at polling stations. However, it was indeed the idea of the United Right to hold purely postal elections, and I believe that direction was the right one. As for the details, such as stripping the National Electoral Commission (PKW) of its role, and you, Mr. Editor, know perfectly well that I have been objecting to these solutions for several weeks. I even announced, when resigning from the positions of Deputy Prime Minister and Minister of Science, that I would ensure the elections were postponed to another date, and not in May, because they could not take place on May 10th, and the next May date was already unconstitutional, and that I would do so in a way that preserved the unity of the ruling camp, to avoid the formation of a minority government, a stock market crash, rating declines, etc., etc. I managed to achieve both of these goals – he continued.

“The issue is clear. Małgorzata Kidawa-Błońska has a very strong mandate. She was chosen by the national convention of Civic Platform, and later also by our coalition partners. Today, it seems, we are before a debate and before the adoption of new electoral law, but it appears that the entire concept of change, which some are talking about or want to talk about, is out of place and will not happen. For various reasons, including the fact that there is very little time until the announcement of the elections, the decision-making, the nomination of names, and the collection of signatures, should there be anyone willing to run in this race” – said Grzegorz Schetyna from Civic Coalition in an interview with Beata Michniewicz on Radio Trójka.

- Regarding the United Right, yesterday's submission of the bill shows we are still united as one fist, and the project was submitted and prepared by, among others, Prime Minister Emilewicz, Minister Łukasz Schreiber, and MP Przemysław Czarnek. [The project] was consulted with them [Solidarna Polska], and the project is the result of joint talks within the United Right. - We are, of course, seeing the issue of the number of infections in some places in Poland. These outbreaks have unfortunately increased in some cities or towns, but the overall epidemic situation in the country should be assessed as stable, which is why the team will recommend moving to the next stage. This stage, regarding the date, should be decided at today's meeting of the crisis management team. We made directional decisions yesterday, and I expect the announcement of the schedule tomorrow morning - stated Piotr Müller in an interview with Krzysztof Ziemiec on TVP1's "Political Quarter of an Hour".

„It must be emphasized that the Marshal [Tomasz Grodzki] did not break the law. Both the Marshal and the Senate acted within the law and maintained the deadlines stipulated by law, but undoubtedly it [was] a kind of Italian strike, obstruction, which later had very far-reaching consequences” - said the Head of the Prime Minister's Chancellery, Minister Michał Dworczyk, in a conversation with Dariusz Wieczorkowski on Radio Wrocław.

“Prime Minister Mateusz Morawiecki made an administrative decision, in accordance with current law, based on the COVID act. This decision obligated certain actions related to election preparation. Later, these decisions were implemented. Many fantastic stories have emerged that have little to do with reality,” said Minister Michał Dworczyk on Radio Wrocław.

„I don't know the technical details. It may be the case that these ballot papers can be used. It depends on who will be on the lists, what the candidates will be like, whether new candidates will register, but these are questions of a technical, organizational nature and the proper addressee is representatives of the PKW,” said Minister Michał Dworczyk on Radio Wrocław.

“It seems that if the planned actions had proceeded as the plan was prepared, we could still see the first round of elections at the end of June, on June 28th, but these are speculations in the sense that in the meantime there is room for action by the Marshal of the Sejm, the National Electoral Commission, i.e., independent state bodies. Today, for anyone to say that the elections will take place on this or that date seems to me not entirely prudent. It depends on a number of factors, decisions of independent state bodies,” said Minister Michał Dworczyk on Radio Wrocław.

The Ministry of Health has reported 235 new cases of coronavirus infection in Poland. Of these, 204 are in the Silesian Voivodeship. Tragically, 16 individuals have succumbed to the virus.

„This law generally goes in the right direction. This is a law that allows us to truly hope that the elections which will take place at the end of June or the beginning of July, will be elections much more fulfilling the criteria of elections than that envelope-Sasin circus which threatened us until recently and was on the table” - said presidential candidate Szymon Hołownia at a press conference.

“Article 14 grants the Sejm Marshal the right to manipulate the election calendar and the sequence of electoral events as they wish, completely without any procedure. They can seek the opinion of the PKW, but they are in no way bound by that opinion. This is not only a matter of how much time new candidates will have to collect signatures, but also of how long the election silence should last. The Marshal could define it as a week if she were in such a mood. This article, and I appeal to the MPs and Senators, must be imperatively revised and amended to ensure that the PKW has the decisive vote” – said presidential candidate Szymon Hołownia at a press conference.

- It's not that we want to hold elections, as I've heard from the podium. It's not that if we want to hold elections. Holding presidential elections is not a matter of wanting. It's a matter of constitutional duty. The term of office of the incumbent president is ending, and it is the state's obligation to hold presidential elections. So, it's not a question of whether we want to or not. That has nothing to do with it. We must hold presidential elections because the state needs a president for the next term, and therefore, in these particular circumstances, due to the epidemic situation, which led – I don't want to specify which ones now, it's neither the time nor the place for that – to the fact that the vote on May 10th could not take place, and in the conditions of these expedited elections, because new elections managed by the Marshal of the Sejm, as a result of a resolution by the National Electoral Commission, are expedited elections, we are presenting this bill to the high chamber. The project is therefore a response to this situation and a manifestation of responsibility for the state, which must elect a president for the next term - stated Przemysław Czarnek in the Sejm, during the first reading of the PiS bill regarding the presidential elections.

- In the elections that will be conducted based on the provisions contained in the draft act, every voter could declare to the electoral commissioner via the municipal office their intention to vote by mail. Everyone. Everyone will be able to do so no later than the 12th day before election day, and in the case of a voter subject to mandatory quarantine or isolation, up to the 2nd day before election day. This is also the subject of our amendment to this project. The amendment is primarily legislative in nature and contains legislative corrections, but this one is important, so that persons who are in quarantine and isolation, and who did not previously know that they would be in this quarantine, could also declare their intention to vote by mail just before the elections, and therefore up to the 2nd day before election day - stated Przemysław Czarnek in the Sejm, during the first reading of the PiS draft act regarding the presidential elections.

- On behalf of the PiS club, I would like to submit a motion to proceed to the second reading immediately after the conclusion of the first reading, without sending the parliamentary bill to committee - informed Mirosława-Stachowiak Różecka in the Sejm.

“There is no other party in Europe, if not in the world, that can create such chaos, sow so much confusion, and then pretend that everything is legal. You are the world champions in making a total mess. You are not only total power, but also total chaos. Let me remind you that it was your guru who said that the elections would take place in May, and so it should be. - We are in the deepest constitutional, institutional, and legal crisis in 30 years. Never in recent history has there been such a situation, regardless of who governed or their political views, no one has attacked the greatest sanctity of democracy, which is elections. For 2 days, everyone has been wondering who canceled these elections. What happened on May 10th. - As The Left, we will work on all projects that aim to regulate the legal situation related to elections, but the condition is respect for the Constitution and elections prepared and conducted by the PKW. Let's end this clumsy dance, let's end these political games of death. There is something much bigger on the horizon than my or your political interest. This interest is the right of every citizen to influence the authorities. This interest is democracy. Let's end these squabbles. Let the best one win, but let's do it according to the procedures that have long been disregarded in this chamber – stated Krzysztof Śmiszek in the Sejm during the first reading of the PiS draft law regarding presidential elections.

“You cited forecasts regarding the health of your minister Szumowski, but now you probably believe that the minister was not right. All of Minister Szumowski's forecasts of two years have been discarded. You are holding ordinary elections, exactly as we said would be the best option” – said Krzysztof Bosak, Konfederacja's presidential candidate, in the Sejm. 

- The last days and weeks have shown how much bad decisions or a lack of decisions can lead to chaos, mess, to a situation where the Polish state is organizationally in ruins. You often repeated that slogan 'Poland in ruins' five years ago. The only difference is that it wasn't an assessment of reality, but a prediction of the future - said Władysław Kosiniak-Kamysz in the Sejm.

- [Our compatriots] expect an election date, they expect fair rules, the possibility of voting, safe voting for everyone. Today, an attempt is being made, but right at the outset, you are trying to destroy this attempt by sending this bill to a second reading without discussion. Why? Why don't you want to dedicate a few hours? - added the leader of the PSL.

- I would like the Madam Speaker to also summon him now, so let's restore the Sejm's oversight function over the government, Minister Szumowski. Just a few weeks ago, he said: safe in-person elections can happen in two years. - Today there is a president, yet it's as if he doesn't exist. That is, he jumps on TikTok, he can rap, but he's unable to speak on the matter of presidential elections in Poland. - We didn't let Jacek Sasin rig the elections, and we won't let Marshal Witek manually control the electoral process. Elections must be safe and fair, because that is what Poles expect from elections - stated Marcin Kierwiński in the Sejm.

- We will be submitting amendments. A very important one, for the vote to be as safe as possible, it must take place over two days, because this will enable the use of polling stations. This hybrid method is interesting, but for it to be appropriate, two days of voting will be much better - said Władysław Kosiniak-Kamysz in the Sejm.

President Andrzej Duda signed a decree approving the National Security Strategy of the Republic of Poland.

- The last strategy was in effect from December 2014; how different was the reality of our security then, in terms of military, infrastructure, and health - said Andrzej Duda during a ceremony at the Presidential Palace.

The President assured that the National Security Strategy takes into account all aspects that have occurred between 2014 and today, including issues related to the epidemic.

The President met today with Sejm Marshal Elżbieta Witek and, in a phone call, invited Senate Marshal Tomasz Grodzki for a conversation tomorrow at 11 AM – 300POLITYKA has learned.

According to 300POLITYKA's interlocutors from the Presidential Palace, President Duda wants to get involved to ensure the parliamentary passage of new electoral law occurs under conditions of the broadest possible – as our source puts it – model political consensus.

Our sources indicate that the President urged the Sejm Marshal to create conditions for this in the Sejm's work on a draft law adapting electoral law to the new situation, so that the eventual presidential election outcome would not be questioned by any side.

The President also highlights the necessity of leaving the Supreme Court sufficient time to consider electoral protests, to avoid the court being under time pressure – with the current term expiring on August 6th.

Even before the meeting at the President's, an unprecedented willingness was evident from the presiding Marshal to give greater consideration to opposition proposals. Despite the chamber rejecting Sławomir Nitras's motion for a half-hour break in proceedings to review an amendment submitted by the proponents, the Marshal announced a one-hour break, which she further extended due to the meeting with the head of state.

We want these changes to be part of the electoral law, because we are in Poland, and in Poland, the Electoral Code is binding, not special laws. The Ministry of Health has reported 360 new cases of coronavirus infection in Poland. The Silesian Voivodeship accounts for a significant portion of these, with 288 new infections identified there.
