Tuesday's Political Agenda: Sejm to Debate Presidential Election Bill, Government on Phase Three, Senate Session, Supreme Court Continues, President Signs National Security Strategy

At 12:00, the Sejm will resume its proceedings with a decision on a point of contention – a bill submitted by PiS concerning special rules for organizing general presidential elections in 2020, including the option for postal voting. The first reading is scheduled to take place shortly after, at 12:05.

At 14:00, a 15-minute voting session may occur. Following this, the continued discussion of the ruling party's aforementioned bill on presidential elections is planned. At 14:45, a break is scheduled until 20:00, when another voting session is planned.

Most likely, the government will present information today on the third phase, i.e., the further unlocking of the economy – Łukasz Szumowski announced this yesterday. "Data concerning the final phase will be received today. We will present it to the Prime Minister. Tomorrow, we will likely discuss what happens next," said the Minister of Health yesterday at a press briefing.

At 10:00, the proceedings of the General Assembly of Supreme Court judges will resume. The assembly was convened to select candidates for the position of First President of the Supreme Court. The proceedings had already begun on Friday and Saturday, but it was not possible to elect members of the scrutiny committee that would conduct the elections, nor were candidates nominated.

At 15:00, the Senate will resume its proceedings – a session is also planned for tomorrow. According to sources from 300POLITYKI, President Andrzej Duda is also expected to sign the National Security Strategy today, which is the most important document regarding Poland's security.

Gowin:

I believe we have developed solutions with PiS that can count on opposition support

- Certainly, all three parties have signed this [presidential election] draft. I believe these are solutions that address all the reservations raised by the opposition, numerous experts, and also us, the politicians of Porozumienie. I believe we have developed solutions with PiS that can count on opposition support as well - stated Jarosław Gowin in "Rozmowa Piaseckiego" on TVN24.

07:55

Gowin:

I admit I don't know if the project was consulted with Szumowski. I did not do it.
I admit I don't know if this project [concerning the presidential election] was consulted with Minister Szumowski. I did not do it. However, the situation has changed doubly. On the one hand, we have a certain constitutional necessity; the elections must take place within 60 days from their announcement by Marshal Witek. This is too short a time to prepare for fully postal elections. But there is also a second change; it is clearly evident that Poles, the Polish public opinion, expect the government to unfreeze the economy faster, to make public spaces and public services available more quickly. In this situation, resistance to elections held at polling stations, I believe, will be significantly smaller - stated Jarosław Gowin in "Rozmowa Piaseckiego" on TVN24.

07:57

Gowin:

State Interest Requires Hybrid Elections

- Every minister is a politician. They cannot be guided solely by expert arguments. They must consider the overall functioning of the state. The state's interest requires us to hold elections in a formula you described as hybrid - said Jarosław Gowin in "Rozmowa Piaseckiego" on TVN24.

08:02

Gowin:

We are open to opposition proposals. It seems very important to find solutions that will unite the political class after these turbulences and constitutional-systemic impasse.

- I presented Marshal Grodzki with a certain direction for solutions. Regarding the direction, I have the impression we were in agreement. Moreover, a few hours after our meeting, a press conference was held by PO leaders, at which they presented a project very similar to what we, the governing camp, have been working on. However, there are, of course, details that will be discussed in both the Sejm and the Senate. I can declare that we are open here to the opposition's proposals, because it seems very important to find solutions that will unite the political class after these turbulences and a certain constitutional-systemic impasse - stated Jarosław Gowin in "Rozmowa Piaseckiego" on TVN24.

08:05

Gowin on the Most Likely Election Date: June 28 or July 5
- It's either June 28 or July 5 [the most probable election date]. I would hesitate before the possibility of the Marshal indicating July 12 as the date, because then the Supreme Court would have very little time to rule on the validity or invalidity of the elections, and we must all remember that President Duda's term ends on August 6, and we would be dealing with another constitutional impasse - stated Jarosław Gowin in "Rozmowa Piaseckiego" on TVN24.

08:07

Bielan on Porozumienie's Board Meeting: "The discussion was emotional. The most important thing is that it ended with a resolution fully supporting the United Right. I cannot imagine Porozumienie having any talks with the opposition about overthrowing the

Yesterday, the Porozumienie board held its first meeting in 9 weeks. We had to discuss what happened during these weeks, primarily involving our leader. I would not like to speak publicly about this discussion. It was quite emotional. It is no secret to anyone that there were differing opinions within Porozumienie regarding the correspondence voting, our stance on it, and the talks with the opposition. For me, the most important outcome is that this discussion concluded with a resolution fully supporting the United Right, Mateusz Morawiecki's government, and President Andrzej Duda. I cannot imagine Porozumienie engaging in any talks with the opposition about overthrowing the government or forming a different majority” - stated PiS MEP Adam Bielan on Polskie Radio 24.

08:07

Gowin:

I know nothing about Prime Minister Morawiecki's resignation. It seems very unlikely to me

- I know nothing about Prime Minister Morawiecki's resignation. Frankly, it seems very unlikely to me - Jarosław Gowin stated in TVN24's "Rozmowa Piaseckiego".

- Prime Minister Emilewicz represented the same stance as I did during Saturday's talks. That is, the stance that the agreement we made with President Kaczyński should be respected, and I think it was very good for the Polish state that our arguments convinced our partners, our colleagues from PiS - he continued.

08:08

Bielan:

Promises that anyone would be removed from Porozumienie for acting against expectations have not materialized
"Promises that anyone would be removed from Porozumienie for acting against expectations have not materialized. I am satisfied with this agreement. Despite the fact that the last few weeks have been difficult for our party, the unity of the party can be rebuilt on the basis that it is a member of the United Right" - said PiS MEP Adam Bielan on Polish Radio 24.

08:12

Bielan:

The President, like all those responsible for our country's fate, is certainly keen to hold the election process as quickly as possible

The President, like all those responsible for our country’s fate, is certainly keen to hold the election process as quickly as possible. Since it was not possible to hold the elections within the constitutional deadline, we must do everything to ensure the elections take place before the end of the current president’s term,” said PiS MEP Adam Bielan on Polish Radio 24.

08:19

Gowin:

No Politician is Responsible for May 10th Election Failure; Reality, Facts "Cancelled" Them
- It is not the case that any politician bears responsibility for the fact that the elections did not take place on May 10th. These elections were "cancelled" by reality, by facts. Many weeks ago, the entire political class made the decision to cancel traditional elections. From today's perspective, one can wonder if this decision wasn't somewhat hasty, but the idea of postal voting was an idea that simply ran out of time due to the situation where opposition parties, holding a majority in the Senate, decided to obstruct this process – stated Jarosław Gowin in "Rozmowa Piaseckiego" on TVN24.
- The entire political class agreed that elections could not be held in the classical formula, at polling stations. However, it was indeed the idea of the United Right to hold purely postal elections, and I believe that direction was the right one. As for the details, such as stripping the National Electoral Commission (PKW) of its role, and you, Mr. Editor, know perfectly well that I have been objecting to these solutions for several weeks. I even announced, when resigning from the positions of Deputy Prime Minister and Minister of Science, that I would ensure the elections were postponed to another date, and not in May, because they could not take place on May 10th, and the next May date was already unconstitutional, and that I would do so in a way that preserved the unity of the ruling camp, to avoid the formation of a minority government, a stock market crash, rating declines, etc., etc. I managed to achieve both of these goals – he continued.

08:33

Schetyna:

Kidawa-Błońska Has a Very Strong Mandate. She Was Chosen by the PO National Convention. The Entire Concept of Changing the Candidate, Which Some Are Talking About or Want to Talk About, is Out of Place and Will Not Happen

The issue is clear. Małgorzata Kidawa-Błońska has a very strong mandate. She was chosen by the national convention of Civic Platform, and later also by our coalition partners. Today, it seems, we are before a debate and before the adoption of new electoral law, but it appears that the entire concept of change, which some are talking about or want to talk about, is out of place and will not happen. For various reasons, including the fact that there is very little time until the announcement of the elections, the decision-making, the nomination of names, and the collection of signatures, should there be anyone willing to run in this race” – said Grzegorz Schetyna from Civic Coalition in an interview with Beata Michniewicz on Radio Trójka.

08:37

Schetyna:

The campaign is returning, Kidawa-Błońska will too, with an offensive program, a debate, and an optimistic, forward-looking approach to these elections. I believe she will make it to the second round.

Today, the situation is returning to square one, the campaign is returning. In a matter of days, we will see this very clearly. Małgorzata Kidawa-Błońska will also return, with an offensive program, a debate, and an optimistic, forward-looking attitude towards these elections. I believe in her campaign, I believe in this candidacy, and I believe she will reach the second round of the presidential elections” – said Grzegorz Schetyna of Civic Coalition on Polish Radio's Trójka.

Szumowski on Masks Described by "Gazeta Wyborcza": We Checked These Masks, They Don't Meet Standards. We Demanded Replacement of Goods with Adequate Ones
We checked these masks, they don't meet standards. Therefore, we demanded the replacement of goods with adequate goods – Łukasz Szumowski said in an interview with Beata Lubecka on the program "Gość Radia ZET". - He [the contractor selling the masks] as a normal contractor contacted the ministry, he was looking for contact. He got that contact, as far as I know, from my brother, and that was the extent of the so-called help, meaning being directed to the appropriate people – the minister continued. - If we do not receive a refund or replacement of goods with ones that meet all requirements, then [there will be a notification to the prosecutor's office] – Szumowski added.

08:42

Szumowski:

I Would Like to See Real Possibility of Postal Voting for All Poles

'- The draft appeared last night. I will still discuss a number of points where I would like to see a real possibility of postal voting provided for all Poles, and I believe that this form of voting is the best form, and I will advocate for and recommend the postal option' - said Łukasz Szumowski on the program 'Gość Radia ZET'.

08:48

Szumowski:

If We Manage to Isolate the Mines, There's No Reason to Close All of Silesia

08:51

Szumowski on Children's Return to Schools: No Decision Yet

- Please allow me to communicate this with Minister Piontkowski, with the Prime Minister. As of today, there is no decision yet. We are looking at the course of the curves - said Łukasz Szumowski in the program "Gość Radia ZET".

09:00

Sobolewski:

Regarding the United Right, yesterday's submission of the bill shows we are still united as one fist

- Regarding the United Right, yesterday's submission of the bill shows we are still united as one fist, and the project was submitted and prepared by, among others, Prime Minister Emilewicz, Minister Łukasz Schreiber, and MP Przemysław Czarnek. [The project] was consulted with them [Solidarna Polska], and the project is the result of joint talks within the United Right. Today in the Sejm, I hope it will be smoothly processed and adopted, and then sent to Mr. Marshal Grodzki - said Krzysztof Sobolewski in an interview with Beata Michniewicz on Polskie Radio Trójka's "Political Salon".

09:07

Müller:

Team to Recommend Moving to Next Stage, Date to Be Set Today, Schedule Expected Tomorrow Morning

- We are, of course, seeing the issue of the number of infections in some places in Poland. These outbreaks have unfortunately increased in some cities or towns, but the overall epidemic situation in the country should be assessed as stable, which is why the team will recommend moving to the next stage. This stage, regarding the date, should be decided at today's meeting of the crisis management team. We made directional decisions yesterday, and I expect the announcement of the schedule tomorrow morning - stated Piotr Müller in an interview with Krzysztof Ziemiec on TVP1's "Political Quarter of an Hour".

09:42

Dworczyk:

It Must Be Emphasized That Marshal Grodzki Did Not Break the Law. The Senate Maintained Predicted Deadlines

It must be emphasized that the Marshal [Tomasz Grodzki] did not break the law. Both the Marshal and the Senate acted within the law and maintained the deadlines stipulated by law, but undoubtedly it [was] a kind of Italian strike, obstruction, which later had very far-reaching consequences” - said the Head of the Prime Minister's Chancellery, Minister Michał Dworczyk, in a conversation with Dariusz Wieczorkowski on Radio Wrocław.

09:42

Dworczyk on Printing Election Ballots: Prime Minister Made Administrative Decision in Accordance with Law. This Decision Obligated Actions Related to Election Preparation
“Prime Minister Mateusz Morawiecki made an administrative decision, in accordance with current law, based on the COVID act. This decision obligated certain actions related to election preparation. Later, these decisions were implemented. Many fantastic stories have emerged that have little to do with reality,” said Minister Michał Dworczyk on Radio Wrocław.

09:42

Dworczyk:

It may be the case that ballot papers can be used, but these are technical questions for which the National Electoral Commission (PKW) is the proper addressee

„I don't know the technical details. It may be the case that these ballot papers can be used. It depends on who will be on the lists, what the candidates will be like, whether new candidates will register, but these are questions of a technical, organizational nature and the proper addressee is representatives of the PKW,” said Minister Michał Dworczyk on Radio Wrocław.

09:45

Dworczyk:

Early June Election Possible If Plans Pan Out, But Timing Remains Speculative

“It seems that if the planned actions had proceeded as the plan was prepared, we could still see the first round of elections at the end of June, on June 28th, but these are speculations in the sense that in the meantime there is room for action by the Marshal of the Sejm, the National Electoral Commission, i.e., independent state bodies. Today, for anyone to say that the elections will take place on this or that date seems to me not entirely prudent. It depends on a number of factors, decisions of independent state bodies,” said Minister Michał Dworczyk on Radio Wrocław.

12:06

Terlecki:

We want the elections to be held as soon as possible. There's no time to wait

- We want these [presidential] elections to be held as soon as possible. There's no time to wait. First and foremost, there's no time to wait for a situation where there would be no president, and we know that the president's term expires on August 6th - stated Ryszard Terlecki in a conversation with journalists in the Sejm.

12:45

Hołownia:

The President Isn't the Government, but Instead of Fooling Around and Pretending to be Our Own Kanye West and Jay-Z, He Could Finally Take Care of Healthcare

The President isn’t the government, but instead of fooling around and pretending to be our own Kanye West and Jay-Z, he could finally take care of the healthcare system. Now, the person collecting funds for the healthcare system in Poland is the one who preferred to allocate 2 billion PLN to propaganda rather than to the real, immediate needs of the system that so desperately required attention” – said presidential candidate Szymon Hołownia at a press conference.

12:48

Sejm, at Kosiniak-Kamysz's Request, Honors Victims of the May Coup with a Moment of Silence

- On May 12, 1926, a military coup began, resulting in the deaths of 379 people on both sides of the conflict and 1,000 wounded. The May Coup, whose victims have not yet been honored. The May Coup, as a result of which the legally functioning government led by Prime Minister Witos and President Stanisław Wojciechowski resigned to stop the bloodshed. These are the most tragic events in our history, where Pole stood against Pole, brother against brother, where fraternal blood was shed. May these events from 94 years ago serve as a warning to us all. Let us honor the memory of those who perished with a moment of silence – said Władysław Kosiniak-Kamysz in the Sejm, after which the MPs honored the memory of the victims of the May Coup.

12:52

Hołownia on Electoral Law Amendment: This is a law that allows us to truly hope that elections will meet criteria much more than the envelope-Sasin circus

This law generally goes in the right direction. This is a law that allows us to truly hope that the elections which will take place at the end of June or the beginning of July, will be elections much more fulfilling the criteria of elections than that envelope-Sasin circus which threatened us until recently and was on the table” - said presidential candidate Szymon Hołownia at a press conference.

12:52

Hołownia:

Article 14 Grants the Sejm Marshal Power to Manipulate the Election Calendar. This Article Must Be Imperatively Revised to Give the PKW the Decisive Vote.

Article 14 grants the Sejm Marshal the right to manipulate the election calendar and the sequence of electoral events as they wish, completely without any procedure. They can seek the opinion of the PKW, but they are in no way bound by that opinion. This is not only a matter of how much time new candidates will have to collect signatures, but also of how long the election silence should last. The Marshal could define it as a week if she were in such a mood. This article, and I appeal to the MPs and Senators, must be imperatively revised and amended to ensure that the PKW has the decisive vote” – said presidential candidate Szymon Hołownia at a press conference.

12:56

Sejm Debates PiS Bill on Presidential Elections. Czarnek: We Must Hold Presidential Elections, as the State Needs a President for the Next Term
- It's not that we want to hold elections, as I've heard from the podium. It's not that if we want to hold elections. Holding presidential elections is not a matter of wanting. It's a matter of constitutional duty. The term of office of the incumbent president is ending, and it is the state's obligation to hold presidential elections. So, it's not a question of whether we want to or not. That has nothing to do with it. We must hold presidential elections because the state needs a president for the next term, and therefore, in these particular circumstances, due to the epidemic situation, which led – I don't want to specify which ones now, it's neither the time nor the place for that – to the fact that the vote on May 10th could not take place, and in the conditions of these expedited elections, because new elections managed by the Marshal of the Sejm, as a result of a resolution by the National Electoral Commission, are expedited elections, we are presenting this bill to the high chamber. The project is therefore a response to this situation and a manifestation of responsibility for the state, which must elect a president for the next term - stated Przemysław Czarnek in the Sejm, during the first reading of the PiS bill regarding the presidential elections.

13:02

Czarnek:

We're Submitting an Amendment. Voters Under Mandatory Quarantine or Isolation Will Be Able to Declare Intent to Vote by Mail Up to 2 Days Before Election Day

- In the elections that will be conducted based on the provisions contained in the draft act, every voter could declare to the electoral commissioner via the municipal office their intention to vote by mail. Everyone. Everyone will be able to do so no later than the 12th day before election day, and in the case of a voter subject to mandatory quarantine or isolation, up to the 2nd day before election day. This is also the subject of our amendment to this project. The amendment is primarily legislative in nature and contains legislative corrections, but this one is important, so that persons who are in quarantine and isolation, and who did not previously know that they would be in this quarantine, could also declare their intention to vote by mail just before the elections, and therefore up to the 2nd day before election day - stated Przemysław Czarnek in the Sejm, during the first reading of the PiS draft act regarding the presidential elections.

13:12

PiS Club Submits Motion to Proceed to Second Reading of Presidential Election Bill Without Referral to Committee

- On behalf of the PiS club, I would like to submit a motion to proceed to the second reading immediately after the conclusion of the first reading, without sending the parliamentary bill to committee - informed Mirosława-Stachowiak Różecka in the Sejm.

13:18

Budka on PiS: There is no other party in Europe, if not in the world, that can create such chaos. You are not only total power, but also total chaos.

There is no other party in Europe, if not in the world, that can create such chaos, sow so much confusion, and then pretend that everything is legal. You are the world champions in making a total mess. You are not only total power, but also total chaos. Let me remind you that it was your guru who said that the elections would take place in May, and so it should be. Regardless of what Minister Szumowski, Deputy Prime Minister Gowin, or experts said, you were determined to push through your candidate as quickly as possible, so that this arrangement would be yours forever. This did not succeed for a simple reason. Because there is a responsible opposition, because the citizens did not agree to the great farce and mockery that you proposed” – said the leader of Civic Platform (PO), Borys Budka, in the Sejm.

13:19

Budka:

I hear Sasin went to Silesia to save miners. God forbid, don't send him anywhere, because he ruins everything he touches. If you send Sasin there, woe betide the miners.

Today I hear that Mr. Sasin went to Silesia to save the miners. God forbid, don't send him anywhere, because he ruins everything he touches. I am truly afraid for my beloved region, that if you send Sasin there, woe betide those miners” - said the Civic Platform leader Borys Budka in the Sejm.

13:22

Budka:

I am proud that thanks to the Senate and the responsible opposition, we blocked the circus you were funding for Poles. We blocked absurd, mail-in elections.

I thank Marshal Kidawa-Błońska, who was the only one to stand firm on the position, and thanks to her, thanks to the democratic majority in the Senate, thanks to our clubs, we managed to block these bad regulations. Yes, I am proud that thanks to the Senate and the responsible opposition, we blocked the circus that you were funding for Poles. We blocked absurd, mail-in elections, which were to be organized by your colleague Sasin. You should be thankful that thanks to us, there is a chance that the President of the Republic will have legitimacy” - said the Civic Platform leader Borys Budka in the Sejm.

13:25

Śmiszek:

We are in the deepest constitutional, institutional, and legal crisis in 30 years. Never in recent history, regardless of who governed or their views, has anyone attacked the greatest sanctity of democracy – elections.

- We are in the deepest constitutional, institutional, and legal crisis in 30 years. Never in recent history has there been such a situation, regardless of who governed or their political views, no one has attacked the greatest sanctity of democracy, which is elections. It never occurred to anyone to strip this holiday of its meaning and simply cancel it. Without any procedure, without basis in the current law. For 2 days, everyone has been wondering who canceled these elections. What happened on May 10th. And of course, we can accept various legal fictions about announced but not held elections, we can read the positions of various institutions. One thing will remain with us forever. Someone deprived us of our decision, someone took our freedom and decided for us – stated Krzysztof Śmiszek in the Sejm, during the first reading of the PiS bill concerning the presidential elections.

13:26

Śmiszek:

As The Left, We Will Work on All Projects to Regulate the Legal Situation Regarding Elections, Provided There is Respect for the Constitution and Elections Prepared and Conducted by the PKW

- As The Left, we will work on all projects that aim to regulate the legal situation related to elections, but the condition is respect for the Constitution and elections prepared and conducted by the PKW. Let's end this clumsy dance, let's end these political games of death. There is something much bigger on the horizon than my or your political interest. This interest is the right of every citizen to influence the authorities. This interest is democracy. Let's end these squabbles. Let the best one win, but let's do it according to the procedures that have long been disregarded in this chamber – stated Krzysztof Śmiszek in the Sejm during the first reading of the PiS draft law regarding presidential elections.

13:31

Bosak:

All of Szumowski's Predictions of Two Years Have Been Discarded. You're Holding Ordinary Elections

You cited forecasts regarding the health of your minister Szumowski, but now you probably believe that the minister was not right. All of Minister Szumowski's forecasts of two years have been discarded. You are holding ordinary elections, exactly as we said would be the best option” – said Krzysztof Bosak, Konfederacja's presidential candidate, in the Sejm.

13:33

Kosiniak-Kamysz to PiS: Five Years Ago, You Often Repeated 'Poland in Ruins.' That Wasn't an Assessment of Reality, But a Prediction of the Future

- The last days and weeks have shown how much bad decisions or a lack of decisions can lead to chaos, mess, to a situation where the Polish state is organizationally in ruins. You often repeated that slogan 'Poland in ruins' five years ago. The only difference is that it wasn't an assessment of reality, but a prediction of the future - said Władysław Kosiniak-Kamysz in the Sejm.

- [Our compatriots] expect an election date, they expect fair rules, the possibility of voting, safe voting for everyone. Today, an attempt is being made, but right at the outset, you are trying to destroy this attempt by sending this bill to a second reading without discussion. Why? Why don't you want to dedicate a few hours? - added the leader of the PSL.

13:38

Kosiniak-Kamysz:

Szumowski Said Weeks Ago: Safe In-Person Elections Can Happen in Two Years. Now, Will MP Szumowski Vote According to Minister Szumowski's Recommendations, or Vice Versa?

- I would like the Madam Speaker to also summon him now, so let's restore the Sejm's oversight function over the government, Minister Szumowski. Just a few weeks ago, he said: safe in-person elections can happen in two years. So now, will MP Szumowski vote in accordance with Minister Szumowski's recommendations, or the other way around? - said Władysław Kosiniak-Kamysz in the Sejm.

13:43

Kosiniak-Kamysz:

Today there is a president, yet it's as if he doesn't exist. He jumps on TikTok, he can rap, but he's unable to speak on the matter of presidential elections in Poland

- Today there is a president, yet it's as if he doesn't exist. That is, he jumps on TikTok, he can rap, but he's unable to speak on the matter of presidential elections in Poland. He can't even rap, you're right [after the words of one of the MPs that the president cannot rap]. Thanks for that tip, he can't even rap - said Władysław Kosiniak-Kamysz in the Sejm.

13:45

Kierwiński:

We didn't let Sasin rig the elections, and we won't let Marshal Witek manually control the electoral process

- We didn't let Jacek Sasin rig the elections, and we won't let Marshal Witek manually control the electoral process. Elections must be safe and fair, because that is what Poles expect from elections - stated Marcin Kierwiński in the Sejm.

13:47

Kosiniak-Kamysz:

For the vote to be as safe as possible, it must take place over two days

- We will be submitting amendments. A very important one, for the vote to be as safe as possible, it must take place over two days, because this will enable the use of polling stations. This hybrid method is interesting, but for it to be appropriate, two days of voting will be much better - said Władysław Kosiniak-Kamysz in the Sejm.

President Duda Signs Poland's National Security Strategy

President Andrzej Duda signed a decree approving the National Security Strategy of the Republic of Poland.

- The last strategy was in effect from December 2014; how different was the reality of our security then, in terms of military, infrastructure, and health - said Andrzej Duda during a ceremony at the Presidential Palace.

The President assured that the National Security Strategy takes into account all aspects that have occurred between 2014 and today, including issues related to the epidemic.

14:12

Kosiniak-Kamysz:

Thanks on International Nurses and Midwives Day to all practicing this honorable profession. I also want to remind about our initiative, a 1500 PLN bonus for heroes.

- Thanks on International Nurses and Midwives Day to all practicing this honorable profession, it's a calling and a very difficult job. Often underestimated not only financially, but also in an appropriate way. I also want to remind about our initiative, a 1500 PLN bonus for heroes - said Władysław Kosiniak during a press conference.

14:28

Sejm Honors Anniversary of Józef Piłsudski's Death at Sobolewski's Request

- Not so much with a formal motion, but with a remembrance and recollection, because May 12th is a special date in Poland's history. 85 years ago, Marshal Józef Piłsudski, the creator of Polish independence, the founding father of our homeland, passed away to God. I would ask the high chamber to observe a minute of silence - said Krzysztof Sobolewski in the Sejm, after which the Sejm commemorated Józef Piłsudski.

President Duda Meets with Sejm Marshal Witek, Scheduled to Meet with Senate Marshal Grodzki on Wednesday at 11 AM: "It's About Model Consensus and Efficient Election Conduct"

The President met today with Sejm Marshal Elżbieta Witek and, in a phone call, invited Senate Marshal Tomasz Grodzki for a conversation tomorrow at 11 AM – 300POLITYKA has learned.

According to 300POLITYKA's interlocutors from the Presidential Palace, President Duda wants to get involved to ensure the parliamentary passage of new electoral law occurs under conditions of the broadest possible – as our source puts it – model political consensus.

Our sources indicate that the President urged the Sejm Marshal to create conditions for this in the Sejm's work on a draft law adapting electoral law to the new situation, so that the eventual presidential election outcome would not be questioned by any side.

The President also highlights the necessity of leaving the Supreme Court sufficient time to consider electoral protests, to avoid the court being under time pressure – with the current term expiring on August 6th.

Even before the meeting at the President's, an unprecedented willingness was evident from the presiding Marshal to give greater consideration to opposition proposals. Despite the chamber rejecting Sławomir Nitras's motion for a half-hour break in proceedings to review an amendment submitted by the proponents, the Marshal announced a one-hour break, which she further extended due to the meeting with the head of state.

16:45

PM Morawiecki on Szumowski: Today Łukasz is often the target of ruthless attacks, including from the media, and he must face them. Łukasz - you have my full support.

PiS Faction Submits Motion to Proceed to Third Reading Without Referral to Committee for Amendments and Motions, After Their Distribution to MPs

- On behalf of the PiS parliamentary faction, I submit a motion to proceed to the third reading of the parliamentary bill [concerning presidential elections] without referring the amendments and motions submitted to this project to a committee, after they have been distributed to the MPs – informed Mirosława Stachowiak-Różecka in the Sejm.

17:05

Budka to PiS: You're continuing to turn not just this chamber, but all of Poland into a circus. You submit an amendment, you submit amendments in the second reading, and you want to proceed immediately to the third reading. For God's sake, you're proposing

- Nothing has changed. You're continuing to turn not just this chamber, but all of Poland into a circus. You can't prepare a simple bill, you submit it yesterday, today you submit an amendment, you submit amendments in the second reading, and you want to proceed immediately to the third reading. Congratulations on this approach to dialogue. There isn't even a committee. For God's sake, you're proposing another farce - said Borys Budka in the Sejm.

Budka to PiS: Poland Has an Electoral Code, Not Special Laws. You Want to Turn the Whole Country into a State of Emergency
We want to talk to you, we want to work on good solutions in the Electoral Code, but not with a special law that is submitted and passed within 24 hours, because, as always, you will ruin something. We want these changes to be part of the electoral law, because we are in Poland, and in Poland, the Electoral Code is binding, not special laws. You want to turn the whole country into such a state of emergency. A special state - said Borys Budka in the Sejm.

Liquidity Loans from EU Funds Now Available
This material was created in cooperation with Bank Gospodarstwa Krajowego. Many entrepreneurs, due to the pandemic, had to suspend or minimize their operations overnight. Maintaining financial liquidity became the biggest concern. Bank Gospodarstwa Krajowego, in cooperation with the Ministry of Funds and Regional Policy, has launched liquidity loans under the EU's Smart Development program. This is another element of the government's anti-crisis shield that can help companies survive this difficult period. Real Help in Difficult Times Owners of micro, small, and medium-sized enterprises can now apply for liquidity loans. Along with the loan, entrepreneurs will receive a grant that will fully cover the interest costs, without the need to submit additional applications. Thanks to this, the loan is interest-free, and companies will only repay the principal installments. Loans are available throughout Poland from financing institutions cooperating with Bank Gospodarstwa Krajowego. The Ministry of Funds has allocated PLN 400 million for these loans, but if there is high demand from companies, the available limit may increase. Entrepreneur – what benefits does a liquidity loan offer you? ♦ A six-month grace period for repayment – you will pay the first installment only six months after taking out the loan. ♦ Credit holidays – for the first two years of loan repayment, you can take two-month credit holidays once a year. ♦ No own contribution – you can take out a loan for 100 percent of the costs you wish to cover. ♦ Repayment period up to 6 years – you adjust the repayment period to your needs. ♦ Online application – you don't need to visit an intermediary's office to submit documents. ♦ You can use more than one loan – their total value cannot exceed PLN 15 million. How much can you expect to borrow? The loan amount is twice the annual payroll statement for 2019 or the last year for which data is available. If the company has been operating for a shorter period, the loan is calculated based on the projected amount or as 25% of the total turnover in 2019. In justified cases, the loan amount can be increased to a sum that will ensure the company's financial liquidity for the next 18 months. Thanks to the loan, entrepreneurs can secure their company's current needs, settle overdue and unpaid liabilities as of February 1, 2020. They have up to 6 months to spend the loan funds and present a statement of expenditures. How to submit a loan application? Loan applications can be submitted online on the website of the financing institution or in person at the customer service points of the financing institutions. A list of these can be found on the BGK website and will be updated regularly as the bank plans to sign agreements with more intermediaries. Entrepreneur, remember that the financing institution: ♦ makes all necessary documents for the loan application available on its website, ♦ will answer all detailed questions about: loan conditions, required documents, loan application processing time, ♦ will disburse the loan to you within 30 days of signing the agreement. Liquidity loans are financed by European funds from the Smart Development program and are part of the support package for companies. Amendments Expected by the Minister of Health Have Been Submitted by the PiS Club. I Hope We Will Adopt Them

The project assumes universal postal voting for everyone. Furthermore, the Minister of Health today conveyed his remarks, handing his recommendations to the applicants. Amendments of this kind, amendments that the Minister of Health expected, have been submitted by the PiS club. I hope we will adopt them – said Łukasz Schreiber in an interview with Anita Werner on TVN24's "Fakty po faktach".

Gowin:

I rule out the possibility of the Silesian Voivodeship being isolated. However, perhaps the thawing of the economy or public life in general should be postponed compared to the rest of Poland

- I believe that the current strategy should be continued. However, perhaps some special measures should be taken precisely in the Silesian region. Of course, I rule out the possibility of the Silesian Voivodeship being isolated. No, but perhaps in the Silesian Voivodeship, the thawing of the economy or public life in general should be postponed compared to the rest of Poland - stated Jarosław Gowin in an interview with Bogdan Rymanowski on "Gość Wydarzeń" Polsat News.

19:43

Gowin:

The possibility of voting traditionally and by mail is acceptable

- The possibility to vote at polling stations, but at the same time the possibility to vote by mail is a solution that, in my opinion, is worth accepting - stated Jarosław Gowin in an interview with Bogdan Rymanowski on Polsat News's "Gość Wydarzeń".

19:51

Gowin:

June 28th is not only feasible, but the best date

- I believe that this type of stance from the senators would not reflect well on the upper house of the Polish parliament, although it would of course be legal. We should count backward from the end. This end is August 6th, when President Duda's first term concludes. Before that, the Supreme Court must rule on the validity or invalidity of the elections, and therefore, three Sundays are in play: July 12th, July 5th, and June 28th. In my opinion, this last date, June 28th, is not only feasible but the best - stated Jarosław Gowin in an interview with Bogdan Rymanowski on Polsat News's "Gość Wydarzeń".

19:56

Gowin:

If the elections had taken place on May 23rd, they would have ended in a great collapse. Postal voting couldn't have been organized even by the end of June or in July

- If the elections had taken place on May 23rd, because that was the alternative date, they would have ended in a great collapse. This is because it would not have been possible to conduct these postal elections not only by May 23rd, but as subsequent work on the law has shown, it would not have been possible to organize these elections even by the end of June or in July - stated Jarosław Gowin in an interview with Bogdan Rymanowski on "Gość Wydarzeń" Polsat News.

20:00

Hołownia:

These Elections, as Gowin Declares, Could Happen in Late June or Early July, Offering a More Civilized Solution

- These elections, which according to Jarosław Gowin's declarations might take place at the end of June or the beginning of July, are already a solution that could be more civilized, if only considering that the National Electoral Commission is returning, that voting in polling stations is returning, and that civic oversight of this process will be possible in some form – Szymon Hołownia stated in an interview with Anita Werner on TVN24's "Fakty po faktach".

20:09

Hołownia:

I Don't Expect New Candidates

- I don't expect [new candidates]. I mean, I understand that there's an idea that a new candidate might emerge, but I truly don't know how that would work formally. I know that in parliament, one of the amendments that will be processed will be the one that states an eventual new candidate would have five days to collect signatures, which is still unfeasible given the epidemiological situation we are in - said Szymon Hołownia on TVN24.

20:15

Hołownia:

I certainly don't see myself as a party candidate, but I can imagine a citizen candidate gaining support to heal the parliamentary situation.
- I certainly don't see myself as a party candidate. However, I can imagine a situation where a citizen candidate gains the support of forces that decide in parliament to heal the parliamentary situation. I can certainly imagine something like that - said Szymon Hołownia on TVN24.

Bielan:

We hoped for elections within the constitutional deadline, but if that's impossible, everything must be done to hold them before the incumbent president's term ends on August 6th

- I suppose all of us [hope for an end to the controversy surrounding the elections]. We would like this election campaign to end as soon as possible. For a long time, I hoped that it would be possible to organize the elections within the constitutional deadline, which is May 23rd, but since it's not possible, everything must be done to ensure these elections take place before the end of the incumbent president's term, i.e., before August 6th, so that the president, I hope it will be Andrzej Duda for another 5 years, and the government can jointly address the most important problems facing us today, which are, on the one hand, problems related to the health crisis, and on the other hand, unfortunately, the increasingly approaching global economic crisis, which will also hit our economy - stated Adam Bielan in an interview with Danuta Holecka on TVP Info's "Gość Wiadomości".

The Row Has Already Started in Civic Platform About Replacing Kidawa-Błońska, and If So, With Whom. We Know Tusk is Waiting in Brussels for the Right Moment, Clearly Missing Polish Politics and Feeling Unwell in His Political Retirement
The row has already started in Civic Platform about whether Marshal Kidawa-Błońska should be replaced, and if so, with whom. The Marshal does not intend to step down, I recently saw her interview in which she stated she would run. There are already speculations about who could replace her. We know that Donald Tusk is waiting in Brussels for the right moment, clearly missing Polish politics and feeling unwell in this political retirement in Brussels, sidelined. We will see what happens - stated Adam Bielan in a conversation with Danuta Holecka on TVP Info's "Gość Wiadomości".

Sejm Passes Draft of So-Called Presidential Election Law

During the evening voting session, Members of Parliament adopted the draft law submitted by PiS (Law and Justice party) concerning the special rules for organizing the general election for the President, called for in 2020, with the option of postal voting, referred to as the so-called Presidential Election Law. 244 MPs voted in favor, 137 against. 77 MPs abstained – from the Left and PSL-Kukiz'15 clubs, as well as one independent MP. In addition to the PiS club, 10 Confederation MPs also supported the draft. At the moment, it is unknown when the Senate will consider the ruling party's proposal.
