The Sejm will resume its proceedings at 9:00 AM with a one-hour voting block, during which the veto to the law on postal voting is to be voted on. From 10:00 AM, the second readings of several bills are planned, followed by another voting block at 11:30 AM.

At 8:00 AM, the legislative committee of the Sejm will convene to opine on the Sejm's stance regarding the motion filed with the Constitutional Tribunal by the Marshal of the Sejm concerning the presidential elections.

At 8:30 AM, a press conference of 18 MPs from Jarosław Gowin's Porozumienie party will take place in the Sejm. At 11:30 AM, President Andrzej Duda will deliver a statement.

So there will certainly be time for the National Electoral Commission to properly prepare for postal elections, and we will elect the head of state. There will be stabilization. In this situation, where we find ourselves, a health crisis, an undoubted economic crisis, we cannot afford to add a political crisis, and these elections can be conducted thanks to postal voting – stated Marek Suski in PR1's "Sygnały dnia" (Signals of the Day).

We were indeed determined to hold the elections on May 10th, the date indicated by the Marshal of the Sejm. Appropriate preparations were made, and relevant regulations were adopted. Unfortunately, as a result of the obstruction prepared or carried out by Mr. Marshal Grodzki or the Senate, and by the stance of local government officials who effectively decided to sabotage the election preparations, the elections will not take place on May 10th - said Michał Dworczyk in an interview with Konrad Piasecki on TVN 24's "Rozmowa Piaseckiego".

- There will be an opportunity to nominate new candidates, while those candidates who are currently nominated and registered, due to the provision concerning acquired rights, will retain those rights. Therefore, candidates who are registered will be able to run [in the presidential elections], but there will also be an opportunity to nominate new candidates, and of course, they will have to meet the requirements necessary for registration - stated Marek Suski in "Sygnały dnia" on PR1, thus confirming yesterday's unofficial information from 300POLITYKI.

The scenario could look like this. Elections will not take place, and after this fact is confirmed by the National Electoral Commission (PKW) and, I assume, because they are independent institutions, independent bodies, the Supreme Court, but these are certain facts that will happen, meaning that in reality, the May 10th elections will not take place. The relevant institutions will confirm this fact. Then, according to the constitution, the Marshal of the Sejm will call new elections. At that point, the electoral process will essentially start anew, and within a period not exceeding 60 days, which are also provisions stemming from the constitution, elections should be held – said Michał Dworczyk in an interview with Konrad Piasecki on TVN 24's "Rozmowa Piaseckiego."

"The National Electoral Commission (PKW) was never excluded from this process. - I hope [the elections will be held] earlier than July. Of course, everything depends on when the Supreme Court issues a ruling, that's my prediction, because presumably, there's no other way if the elections on [May] 10th don't take place, that a valid presidential election did not occur, and therefore, these elections will have to be repeated. - In my conviction, these will be elections with the same candidates, without the necessity of re-collecting signatures and restarting the entire campaign machinery from scratch - the Deputy Prime Minister continued.

- Poland, along with the entire world, has been experiencing a great cataclysm for several months. A health cataclysm, an economic cataclysm. This was compounded by a deep dispute over the date and format of the presidential elections. As Porozumienie, we indicated from the very beginning that the elections should be held by mail in the earliest possible timeframe when they could be prepared. In our assessment, the May 10th date was unrealistic. Therefore, we presented a proposal to amend the Constitution, introduce a single seven-year presidential term, and extend President Duda's term by two years. This proposal, unfortunately, was not accepted by the opposition parties. We presented an alternative proposal to introduce a short state of natural disaster and postpone the elections to August. This proposal was also not accepted. Yesterday, we developed a solution that is good for Poland, that guarantees safe, fully democratic, transparent elections. "A formula has been found that will allow for the organization of elections, unfortunately not on the date they were initially planned. That train has already left the station. There was Senate obstruction, blocking by local governments" – said Deputy Spokesperson for PiS, Radosław Fogiel, in an interview with Beata Michniewicz on Polskie Radio Trójka.

"July 12th is being mentioned. I don't want to presume anything, as it will be the Sejm Marshal's decision, but the constitution speaks of a situation where elections are declared invalid by the Supreme Court. There is a 60-day procedure" – he added.

The President met with the Prime Minister yesterday. The Prime Minister informed him about the ongoing conversation, the agreements, and negotiations that took place within the United Right, among partners. He had knowledge that such a conversation was taking place. The President strongly emphasized, both in the debate and earlier, during his meeting with the MPs of Porozumienie, that the unity of the United Right is of immense value, and that thanks to the cooperation between President Andrzej Duda, the parliamentary majority, and the government of the United Right, we have been able to implement significant social programs in Poland over the last 5 years, such as 500+, the 13th pension, and the restoration of the retirement age. Today, the President emphasizes in his program that in these difficult times of fighting the coronavirus pandemic, when we are fighting for public health, and also regarding economic consequences, we face great challenges, and we need stabilization. - These are, of course, circumstances that will be determined by authorized bodies, because we have the National Electoral Commission (PKW), we also have the content of the Electoral Code and the Act on the Supreme Court in perspective, where a decision will also be made on the grounds of the Constitution by the Supreme Court, by the Chamber of Extraordinary Control and Public Affairs, but there is no doubt that following the response from Marshal Witek's office to the PKW president's letter, and in light of these circumstances caused by the opposition, which in my opinion deliberately sought and continues to seek to destabilize the situation, also regarding the extension of legal uncertainty, these elections, to put it bluntly, will not be held effectively, in a way that would allow us to elect a president on May 10th. Therefore, the solution presented today by the United Right is that the provisions of Article 129 of the Constitution will apply here, and new elections will be held. Then, the Marshal, within the 60-day period from the order of elections, provided there is such a ruling from the Supreme Court as can be expected, will set the election date for a non-working day - stated Paweł Mucha in an interview with Jacek Prusinowski on Radio Plus.

During a voting session, MPs rejected the Senate's resolution to veto the so-called mail-in voting bill, which is the act concerning special rules for conducting general presidential elections called in 2020.

236 MPs voted in favor of rejecting the veto, 213 voted against, and 11 abstained. The bill will now go to the President.

Civic Coalition MP Jerzy Borowczak voted with PiS to reject the veto. In turn, all Confederation MPs abstained from voting.

- We know with absolute certainty that the May 10th election will not take place. So I think that the declaration of their invalidity by the Supreme Court is just a formality - stated Adam Bielan in a conversation with Marcin Wikło on TVP1's "Political Quarter Hour".

Indeed, it is an element of this agreement, this deal, that next week, I believe very early in the week, a bill will be introduced slightly amending this formula. However, the phased formula is the formula of postal voting. - This amendment will address the retention of acquired rights. The point is that in the current situation, it is significantly harder to collect signatures for candidacies. „We will demand a State Tribunal for Prime Minister Morawiecki and Deputy Prime Minister Sasin for all irregularities related to the preparation of these pseudo-elections, the lack of organization, financial negligence, and improprieties. All of this has led to the most serious crisis we have had since 1989. I do not hide the fact that I was concerned about what has recently been happening within the United Right, about the crisis and threats, and the possibility of a split. I also held talks myself. As you know, I had a meeting with Jarosław Gowin, with his colleagues, female and male colleagues from Porozumienie. We had a meeting at the Presidential Palace. I listened to the arguments they presented. I also presented my assessment of the situation, but all the time I was rooting for it and I hoped that the political talks and negotiations that were being conducted within the United Right camp would lead to a final settlement and a common conclusion that everyone could accept. A joint conclusion. I am glad that this happened - said President Andrzej Duda during a statement in Józefin. I express very great satisfaction that this agreement has been reached. I am glad that it exists. It was also manifested in today's vote on the bill, where the United Right camp voted together. I hope that the presidential elections will be held as soon as possible - he added.

- In the Masovian Voivodeship alone, 19 such stops will be created as part of the nationwide initiative. The rest will be scattered across our country. This program is worth one billion zlotys, as this is the estimated fund for the construction of these 200 stops - said President Andrzej Duda during a statement in Józefin.

- This stop, here, is estimated at 4.2 million zlotys. That's how much it's supposed to cost. This is certainly an investment that a small Polish company, a small Polish family business, is capable of undertaking. There's no need for a large global or European construction conglomerate for this. These are precisely the small investments for which tenders will be issued sequentially, for each one individually, and thanks to this, smaller construction companies will be able to realize them - added the president. 

- Perhaps. I wouldn't rule that out [amending the PiS-Porozumienie coalition agreement]. Please remember that in a sense, the agreement requires updating because it literally states that with our support, with our recommendation, Jarosław Gowin is Deputy Prime Minister and Minister of Science and Higher Education. Now, Jadwiga Emilewicz is Deputy Prime Minister, and Wojtek Murdzek is the Minister of Science. So, for that reason alone, the agreement should be updated. It's difficult for me to resolve this today [whether the Civic Platform will be able to replace its candidate]. If we adopt, and this perspective is closer to me, the perspective of acquired rights, then it's difficult for me to imagine today that we would refuse Małgorzata Kidawa-Błońska, Szymon Hołownia, or Andrzej Duda the right to have their already collected signatures recognized – stated Marcin Ociepa in an interview with Łukasz A. Jankowski on Radio Wnet. I am well aware that Ms. Kidawa-Błońska would probably gladly withdraw, that the Civic Platform would withdraw Ms. Kidawa-Błońska. I think they hold great hope in this to avoid further embarrassment, but with all due respect, it was the Civic Platform that chose Małgorzata Kidawa-Błońska as their candidate. The fact that she is ashamed of this candidacy today is not surprising, but it is not a premise for creating laws that would take into account their psychological condition in this regard. We have candidates, we had a slightly different, but still, election campaign. Yesterday, the Marshal herself participated in the presidential debate, so as I understand it, she will continue to be the Civic Platform's candidate. And we only need to legally resolve to what extent acquired rights can be guaranteed so that these candidates can participate in the elections, and it will be Poles who choose – he continued.

„The constitution should not be mourned. The constitution must be defended. The constitution represents specific values, not political interests. We did not participate in Kaczyński's charade and will not participate in any plan that does not ensure fair and safe elections. We will conduct these elections in a way that allows everyone to cast their vote. I am convinced that together with local government officials and the majority in the Senate, we will bring about the adoption of regulations guaranteeing safe and fair elections” – said PO (Civic Platform) leader Borys Budka at a press conference in the Sejm.

„I am very precise in my statements. I said I would ensure that there were no elections in May, and if they were held, I would not participate in them. There are no elections in May. If there are any elections in our country, organized democratically by the National Electoral Commission (PKW) at a safe date for Poles, then yes [I will participate]. For now, we have no information on when elections might take place” - said Małgorzata Kidawa-Błońska, the Civic Coalition (KO) candidate for president and Deputy Marshal of the Sejm, at a press conference in the Sejm.

You yourselves hear how radically the number of infections is growing there and that the situation in Polish mines is starting to be worse than in nursing homes. - This is Jarosław Gowin's Pyrrhic victory. Because now he is held hostage by Kaczyński, who can do absolutely anything with him. The Sejm has passed this bill. - We can count on the opposition, which is now wondering if, had they held the elections after all, not on May 23rd but later and from scratch, perhaps they could replace Małgorzata Kidawa-Błońska with someone else, and for two months we would once again live through the spectacle: Will Tusk return or stay on Twitter? People, we need four million Poles who would like to stop commenting on Twitter, who would like to stop commenting on Facebook and watching on TV, shaking their fists at it. We need to mobilize four million of us today, so that in one form or another, when the deceivers have dealt their cards, when they finish this process, we go to the polls and sweep them and this entire deception from the Polish political scene - said Szymon Hołownia during a press conference.

- We are warning against the 'Coalition of 67'. Yesterday, during the debate, the masks fell. Retirement age is just an example. It's about something more. It's about how candidates who have approval ratings above 1% and who have not demonstrated credibility on this question [about retirement age] - said Przemysław Czarnek during a media statement.

- How will they behave in the face of all other challenges, crises that may arise, how will they defend the entire legacy of social policy introduced by President Andrzej Duda. It doesn't matter if it's a coalition of candidates against Andrzej Duda, or if it's a single candidate in the upcoming elections. What matters is that there is no credibility on the other side. Credibility is only on President Andrzej Duda's side. Stop the coalition of shame, stop the 'Coalition of 67' - he added.

- With a certain amusement, I observe the turnarounds of esteemed and well-known constitutionalists or political commentators who, just two days ago, were saying, never elections in May, absolute boycott, that's what should be done. Today they accuse PiS of denying Poles elections and ask why these elections aren't happening in May. „President Kaczyński and I both knew that for the good of Poland, for the stability of the government, to avoid adding a political crisis to the already very deep health and economic cataclysm, we had to find solutions that would reintegrate the United Right camp. We developed such solutions yesterday” - said Jarosław Gowin, leader of the Agreement party, on Polsat News.

"I believe that the United Right camp, just as it served Poland well over the previous 4 years, will continue to serve Poland well until 2023. It is of great value that in times of such deep crisis, we have a stable majority, a stable, predictable government. I said a month ago that I was resigning to forge a good compromise. Had I not done so, perhaps we would already have a minority government today, and would be preparing for early elections. - It's good that the elections won't be in May, but that's not a success. Everything that's happening now is our collective failure, the citizens'. Citizens bear the burden of this failure. Unfortunately, the systemic framework we live in has allowed authoritarian rule to creep in through democracy, which the gang from Nowogrodzka now wants to solidify. The electoral code, the law [on postal voting], which was adopted today, will require certain corrections, and a team from the Prime Minister's Chancellery, Prime Minister Sasin, lawyers, and my colleagues has already gathered today, and we are working very intensely to prepare an amendment to the law as quickly as possible. The likely result of the upcoming weekend, as we surmise, will be the annulment of the electoral process. We surmise this because elections are not just the act of voting itself, i.e., the voting at polling stations or by post, but the entire process from the moment candidates are registered, signatures are collected. Therefore, according to the law, the National Electoral Commission (PKW) will likely declare their results as zero, and as we surmise, the Supreme Court (SN) will determine their invalidity. Then, according to the Constitution, the Marshal of the Sejm will be able to set a new election date no later than within 60 days. We must prepare for this, which is why the work is underway. Here, we also appeal to the opposition to, as the opposition has been saying for the past few weeks, standing guard over constitutional order and state order, to genuinely cooperate with us. We want to submit the bill next week. It is his recommendations that allow for the unlocking of further segments, and it is at this point that we see the so-called horizontal transmission, meaning the number of infections from random encounters, starting to fall. It is this data that leads us to decide on the next step in thawing. The tactic, the strategy adopted by Prime Minister Morawiecki, saying that we are thawing, we wait two weeks, we check the data. If we see good, favorable information, meaning that we do not have a large increase in new cases, we decide on the next step.
