An in-depth analysis has shown that conducting elections in some countries will be severely hindered, and in many, impossible. Due to the ongoing COVID-19 pandemic, it is anticipated that polling station committees will be located exclusively within the premises of diplomatic missions and consular offices (with restrictions for rented office spaces, particularly in office buildings, as we may encounter objections from building administrators). However, this poses a significant threat in countries with large Polish diaspora communities, where such a solution, with high turnout, will prove insufficient for the efficient organization of elections. The epidemiological situation in virtually all countries is unstable, and it may become necessary to amend regulations before election day, adding or removing polling districts - the Ministry of Foreign Affairs (MSZ) wrote in the justification for the draft regulation concerning the establishment of polling districts for the election of the President of the Republic of Poland in 2020 for Polish citizens residing abroad, which proposes the establishment of 103 such districts (compared to 229 five years ago). In many countries, local authorities have introduced bans on gatherings or movement restrictions. Leaving one's place of residence is permitted for the purpose of shopping (groceries, as other stores are closed), visiting a doctor, or a pharmacy. These restrictions are time-bound, with the possibility of extension. Consuls, in their reports, assess that the deadlines for these restrictions will be extended - the MSZ further states. Consuls are also widely signaling problems with staffing polling station committees. Individuals who previously declared their willingness to work in polling station committees are now withdrawing their declarations out of fear of the coronavirus and concern for their safety. Issues are also being reported regarding the inability or significant difficulties in purchasing materials for election needs, as well as personal protective equipment, ordering seals for polling station committees, and printing ballots - the ministry highlights. As of now, countries with large Polish diaspora communities that have expressly not agreed to the organization of elections through in-person voting (USA, Canada, Great Britain, Netherlands, Luxembourg, Germany), or those that have not provided a response where consent is required (Switzerland, Italy, Malta, South Africa, Serbia, Ireland, New Zealand) have not been included in the draft. Spain, which has the highest number of COVID-19 cases in Europe, has also not been included in the annex - the MSZ emphasizes.
