- We are constantly discussing this matter. It is no secret that our coalition partners from Porozumienie have had and continue to have serious doubts here, but these doubts are probably not about postal voting itself, but about the date of these elections on May 10th. In our conversations with Prime Minister Gowin and other Porozumienie politicians, we point to these circumstances I mentioned, namely a certain constitutional compulsion today - said Jacek Sasin in an interview with Katarzyna Gójska on "Sygnały dnia" on Polskie Radio Jedynka.

- I am convinced, I have this knowledge already, as I have had many meetings, many consultations, that the Polish Post is also capable of handling the elections in this way. We can manage this in a safe and efficient manner. - At the moment, there are no decisions regarding further restrictions that would affect, for example, the suspension of public transport. - Every day during the RZZK (Government Crisis Management Team meetings), we make such decisions. In the coming days, decisions concerning the functioning of schools and any further regulations related to the development of the coronavirus will certainly be made. I do not want to speculate today on how it will end, as these are too serious matters to be guessing. We rely on the opinion of the Ministry of Health in this matter, as well as doctors and experts, and this is the basis for making decisions - the head of the Chancellery of the Prime Minister continued.

- Under the current legal framework, there is no possibility to postpone the election date at will. Specific premises outlined in the Constitution must be met for the date to be shifted. Currently, these premises are not met. It's no secret that Prime Minister Gowin and his party have doubts regarding the election date and the voting method we proposed, but I hope these doubts will be resolved, and today, during the Sejm session, we will pass the possibility of mail-in voting, which will enable us to conduct elections safely - stated Michał Dworczyk in an interview with Robert Mazurek on RMF FM.

- Among the problems, the first one I will mention is the issue of equipment. The availability of personal protective equipment is a very important aspect of the fight against coronavirus. - We have already received an additional 150,000 tests at our laboratories. Testing is also often a topic of public debate, so I want to dedicate a few minutes to this area. In a block vote, the Sejm elected Bartłomiej Sochański, nominated by PiS, to the position of judge of the Constitutional Tribunal.

This is a sad truth that we all must face” - said the outgoing Deputy Prime Minister Jarosław Gowin in an interview with Bogdan Rymanowski on "Gość Wydarzeń" on Polsat News.

"I am discussing with the opposition solely about supporting the draft constitutional changes. In this term of office, only one stable majority government is possible. This is the government of the United Right. At present, I see no possibility for such deeply conflicted opposition to form any coherent government. There are no such talks, and such information is fake news" - said the outgoing Deputy Prime Minister Jarosław Gowin in an interview with Bogdan Rymanowski on "Gość Wydarzeń" on Polsat News.

„I am a person who believes everyone faces their own conscience. It's not that I hold a grudge against anyone. If anything, it's only against myself for not being convincing enough to change the attitudes of politicians of all options. This is a dramatic moment in the history of Poland. If politicians prioritize partisan interests over the well-being, health, and lives of Poles, this catastrophe will deepen” - said outgoing Deputy Prime Minister Jarosław Gowin in an interview with Bogdan Rymanowski on „Gość Wydarzeń” on Polsat News.

- We don't need to vote on solutions for entrepreneurs daily, because today we are checking how the first law we passed works - Jadwiga Emilewicz said in an interview with Justyna Pochanke on TVN24's "Fakty po faktach".

- For now, it doesn't work - stated the journalist.

- It depends on the perspective. Over 100,000 employees will receive salaries thanks to employers applying for standstill benefits - Emilewicz added.

- In order to change the election date, the premises related to the introduction of a state of emergency, as defined in the Constitution, must be met. A state of emergency, whether it's a state of natural disaster, a state of emergency, or a state of war, is introduced under specific conditions. Specific conditions must be met. These conditions are not met today, which is why we cannot postpone the election date, as it is not a matter of discretion. This is a matter described very precisely, both in the Constitution and in other legal acts, concerning the deadline and all procedures related to elections - stated Michał Dworczyk in an interview with Bogdan Rymanowski on the program "Wydarzenia i opinie" (Events and Opinions) on Polsat News.

- We are saying that now is not the time, and this gesture [Gowin's resignation] is a very important, very brave, difficult, but swiftly made decision. This is not the time to discuss elections, election preparations, or election campaigns, and that is why we have decided, and that is why after long discussions by the president, the leader of our party, Jarosław Gowin, we have made a clear decision. We have prepared a draft [of constitutional changes], which was a proposal, an outstretched hand to the opposition, to all political leaders in parliament - Jadwiga Emilewicz said in an interview with Justyna Pochanke on TVN24's "Fakty po faktach".

- Considering the legal state we are in today, if we had not adopted the voting ordinance that enables us to conduct postal voting, then we would have been forced to hold voting at ballot boxes within the constitutional deadline. Significantly more demanding, difficult, and dangerous - said Jadwiga Emilewicz in an interview with Justyna Pochanke on TVN24's "Fakty po faktach".

- In our opinion, holding these elections on May 10th is impossible and they will not take place on May 10th - said Jadwiga Emilewicz in an interview with Justyna Pochanke on TVN24's "Fakty po faktach".

- I also have a few words for Madam Marshal. Madam Marshal, just because you are sitting with your back to the eagle does not mean you can disregard it. Today you are breaking the constitution, Polish statutes, and Polish law - said Cezary Tomczyk in the Sejm.

- Conducting elections entirely via postal voting is not new, but rather something that is increasingly being used around the world. We recently had such an example in Bavaria, where the Bavarian parliament also passed a relevant law a few days before the vote in 2020. No serious deficiencies were found with an electorate of over a million. Turnout was over 50%. The changes introduced there, adapting legal regulations fundamental from the perspective of strengthening democracy, were adopted with general consensus and understanding for the extraordinary factual circumstances. Appeals from the Bavarian authorities for participation in postal voting were met with understanding from voters - stated Krzysztof Sobolewski during the consideration of the PiS draft bill on postal voting.

- I will remind you that not so long ago, parliamentarians of Platforma (Civic Platform), and today of Koalicja Obywatelska (Civic Coalition), strongly advocated for this form of elections. It is worth recalling, for example, 2013, when working on the introduction of complete postal voting, these parliamentarians referred to the Constitutional Tribunal's ruling of July 20, 2011, which assessed that postal voting is in compliance with the Constitution. Two years later, these arguments were invoked, simultaneously raising the fact that postal voting fulfills the principle of universality of electoral law. These arguments are even more relevant in the current situation, and the adoption of subjective regulations is necessary to implement one of the fundamental principles of electoral law, namely universality - stated Krzysztof Sobolewski during the consideration of the PiS (Law and Justice) bill regarding postal voting.

- First and foremost, I am surprised by President Andrzej Duda's silence. I understand that his plenipotentiary is speaking here because the president is clinging so desperately to power. But what legitimacy will someone who rudely seizes power, like a fraud, and ultimately in a way that generations will remember as being solely to maintain your hold on power, have to govern - Borys Budka said in the Sejm.

- At this point, I would like to appeal to the esteemed chamber to restrain emotions, suspend the rigor of political struggle, set aside all prejudices and particular party interests. In an extraordinary situation, let's show that we can cooperate no worse than other nations for the good of citizens first and foremost, and in respect of fundamental democratic principles. This is not the time for squabbles, disinformation, and futile disputes. All political forces should now focus on informational policy, reaching out to citizens with reliable information, and educating them about their electoral rights. The widest possible participation in elections, the highest possible voter turnout achieved without endangering citizens' health and lives, should be the common goal of the entire political class - stated Krzysztof Sobolewski during the consideration of the PiS bill regarding postal voting.

- I believe the MP from The Left spoke about an amendment to Article 17. I will say this: in a spirit of cooperation, if this raises doubts, even though the intention is entirely different, not to punish someone for not voting, but if it raises doubts, we are submitting an amendment, one of several, that will regulate this. So please, you can see, we are ready to accommodate you on many matters - stated Łukasz Schreiber during the Sejm's consideration of the PiS draft concerning postal voting. Opposition MPs had raised concerns about the content of this provision.

The Speaker of the Sejm did not consider the motion filed by Borys Budka for a reconsideration of the vote. As indicated, she also did not consider the motion by PiS MP Kryj concerning the morning vote.

The PiS club has submitted a draft amendment to the fundamental law to the Sejm. The representative of the initiators is Michał Wypij, so it can be assumed that it concerns a proposal to postpone the presidential elections by two years, while simultaneously extending the term of the currently serving president. The draft has not yet been published.

Two MPs from the PiS parliamentary club – effectively from the coalition partner Porozumienie – supported the rejection of the PiS bill on postal voting: Wojciech Maksymowicz and Michał Wypij. Furthermore, two other representatives of Jarosław Gowin's party abstained from voting – these were MPs Iwona Michałek and Magdalena Sroka. Gowin himself did not participate in the vote. In total, 227 MPs voted for rejection, while 230 were against.

During the evening voting session, the Sejm adopted the bill submitted by PiS, which will enable the presidential elections to be conducted via correspondence.
