Preparations for the elections, for the time being, must proceed in accordance with constitutional and statutory provisions. If there is no situation requiring the introduction of any state of emergency, which among other things results in the postponement of elections, then these elections, in accordance with all legal provisions and the democratic process, must take place. We do not know what the situation will be on May 10th. We deeply hope it will be better than today, and therefore we are preparing projects and options that will be applicable on May 10th. Will we use them? I won't answer today” – said the deputy spokesperson for PiS, Radosław Fogiel, on Radio Jedynka. 

- The Anti-Crisis Shield offers a very broad range of support for Polish employees and Polish companies. At this stage, I emphasize, at this stage, meaning the first phase of the coronavirus, these measures are optimal. If we were to adopt the proposals of the opposition parties at this moment, the state would effectively go bankrupt - stated Jarosław Gowin in an interview with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego".

- We are including in the shield what is realistic here and now. It is obvious to everyone that if only the Polish state has the possibility of daily testing, or at least daily in the sense of days when a healthcare worker appears at a hospital or clinic, and if we have such a possibility, then we won't need any shield, any law, to introduce it - the Deputy Prime Minister continued.

- There is no possibility today of postponing or cancelling the elections. The only possibility that could exist would be to introduce a state of emergency. This is not something that is done with a snap of the fingers, solely to change the election date. It is a whole set of very serious restrictions for citizens, limitations on civil rights, and there are also regulations that in many cases would also limit economic freedom. Entering an economic crisis today, caused by the coronavirus, we cannot afford further solutions that would harm the economy even more - said Jacek Sasin in an interview with Beata Michniewicz on "Salon polityczny" (Political Salon) on Radio Trójka.

How the Polish economy will absorb what is happening depends not on us. It depends on the global situation, because perhaps nothing has shown the meaning of the word "globalization" more than the epidemic, and only when we see, when the waves of this epidemic begin to recede, will we see what kind of world we have. A new, I emphasize, a new world is emerging from these waves, and then we will be able to discuss matters such as the continuation of social programs – stated Jarosław Gowin in an interview with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego". - According to some virologists, a return of the epidemic in the autumn is possible. That is why, in reality, at this moment, every responsible government, not just Polish, every government in the world, takes a step forward, assesses what is happening, and only then makes decisions about which direction to take the next step – the Deputy Prime Minister continued.

• For many days, I have been saying that we must very intensively prepare ourselves, not only as a state but also as a society, mentally for the second phase of the fight against the epidemic. This second phase can no longer solely consist of widespread isolation. It is essential, and starting today, we are introducing very rigorous regulations. We truly realize how much this is detrimental to Poles, but we believe, we are certain, that it is necessary to cope with the epidemic. However, we must also build plans for the moment when we return to the gradual thawing of the economy, because it is obvious that no country can withstand such a prolonged freeze of, in fact, 70% of the economy, as is happening in Poland. This second phase must involve concentrating care on particularly vulnerable groups, i.e., seniors and individuals with so-called co-existing illnesses, while the rest of us will have to bear the burden of lifting the Polish economy out of a deep crisis – stated Jarosław Gowin in an interview with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego".

- If there is indeed a conviction within Porozumienie that now is the time to play some political game, then I am saying very clearly. This is not the moment to think about accumulating political capital, meaning thinking about how to increase the importance of one's party or one's grouping. Today is the moment to set aside such political ambitions, to set aside war, political struggle, political calculations. Today is the moment to calmly discuss solutions that are good for Poles. This applies to politicians within the United Right, as well as to the opposition - said Jacek Sasin in an interview with Beata Michniewicz on Polskie Radio Trójka's "Political Salon".

In the coming days, another bill will be presented, which will supplement all the regulations and solutions that were included in the act adopted yesterday by the Sejm and signed by the President. This is not the end of the solutions. I would advise against expecting an optimistic scenario where we compensate everyone for everything. Given the scale of the crisis, this is simply impossible – said Jacek Sasin in a conversation with Beata Michniewicz on Trójka radio's "Political Salon".

- Today, no responsible person can give you an answer regarding the timeline for [reopening]. The precise answer is: as soon as possible. Will it be possible already after Easter? Today it seems doubtful, because the dynamics of infection growth are high, but I wouldn't rule anything out, as we analyze the situation every day, gather data from Poland and around the world. Every day new elements emerge, such as the tests I mentioned, which - I hope - will soon start to be produced in Poland. And every day the government re-evaluates the answer to the question: what is already possible - stated Jarosław Gowin in a conversation with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego".

- The priority is ensuring every employee can continue working. This way, when the economic recovery occurs, these companies will have the appropriate, highly specialized staff, allowing them to become the engine of the economy. They will essentially determine the pace of economic growth – said Jacek Sasin in a conversation with Beata Michniewicz on the "Political Salon" program on Radio Trójka.

- Today I cannot answer whether the elections on May 10th will be possible - stated Jarosław Gowin in an interview with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego".

- A few days ago, I presented a proposal to postpone the presidential elections by a year, because it seems that while autumn is a date shrouded in many unknowns, spring of next year is already a relatively safe date. However, the only politician, an opposition leader, who reacted positively to my proposal is Władysław Kosiniak-Kamysz. I ask myself, where are the leaders of the left, where are the leaders of Civic Coalition - he continued.

I can only say this: Elections cannot be held at any time that would exacerbate the epidemic. No responsible politician would do that – stated Jarosław Gowin in an interview with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego". Everything depends on the pace of the epidemic's development. If there are several hundred cases a day, as is happening now, then of course such a scenario is impossible. And then, obviously, the elections would not take place on May 10th. You are asking me questions that, in my opinion, are rhetorical – he continued.

- This is not an idea [by Ryszard Terlecki regarding the introduction of commissioners in local governments] that I would sign up for – stated Jarosław Gowin in an interview with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego".

"Certainly, some of these restrictions are natural and rational in crisis situations. Certainly, what works well is checking those who are in quarantine, but I believe that many things should be changed and improved. I am thinking here about the availability of tests. We have been talking about this all the time, and there are still not enough tests” - said Grzegorz Schetyna from Civic Coalition in an interview with Beata Lubecka on Radio Zet.

„Talking to PiS politicians is like talking to a wall. This shield, these projects were unprepared, written on the fly. The situation is not easy. I understand that, but there was no agreement with the opposition. It's evident that this is the policy of PiS. They are like in a besieged fortress. They don't want to cooperate with the opposition. They don't want to cooperate with local governments across the country. They are for themselves, in their project, and everywhere they see an enemy, at least a political opponent” - said Grzegorz Schetyna of Civic Coalition in an interview with Beata Lubecka on Radio Zet.

"I believe in the wisdom of senators. This is a matter of dialogue, of building a common policy [regarding holding up the bill in the Senate for 30 days]. We will not leave it at that. Poland cannot be President Kaczyński's playground of madness. This cannot be allowed to happen, as it threatens tragic consequences. - Unfortunately, I have an increasingly undeniable impression that the state is focusing all its activity, when it comes to these statistics, on informing about the number of infections in a controlled manner. Moreover, this number of infections was not reported in full. This can be evidenced by all the signals about limiting the ability of doctors to inform the public. All of this is evidenced by the dramatic signals that come every day from infected individuals or from the families of those who are dying, stating that someone was not tested or that comorbidities were listed as the cause of death on the death certificate. This is a huge scandal because if we combine this with the desire to hold elections, it all fits together. These [coronavirus] tests are not being conducted so that statistics can be manipulated. The public has the right to know the truth about the actual number of infections, and the right to know the actual situation in healthcare. It cannot be the case that someone is programming a model based on election dates, because if we hear today that this number will be falling during the holidays, this will not be possible to confirm without complete data. First and foremost, a clear stance from all candidates is needed today. Solidarity is needed, joint action is needed. Małgorzata Kidawa-Błońska has shown that, in her opinion, only civil resistance and joint action by candidates can be an effective tool to force a change of this date. "I am completely in favour of postal voting, internet voting, but not a week before the elections are held. The earliest possible date when this regulation and the law could come into effect is May 5th. By April 10th, mayors, town mayors, and city presidents will inform voters about polling districts and provide information on postal voting. By April 10th" - said Deputy Speaker Piotr Zgorzelski from PSL-Polish Coalition in an interview with Jacek Prusinowski on Radio Plus. "We are postponing the elections by a year and we will sit down to work in the commission on postal and internet voting. This is the proposal of PSL-Polish Coalition" - he added.

A financial package worth over PLN 200 billion, about 10% of Poland's GDP. This is the largest scale of aid in the history of modern Poland. The anti-crisis package needs to be changed, and immediately. On Friday, we are submitting an amendment to our anti-crisis bill, and it can be considered at the Friday session. We are talking about several key issues. Firstly, liquidity for companies. A 5,000 PLN loan from the Labour Fund for companies is a mockery - said Władysław Kosiniak-Kamysz during a press conference in the Sejm. These are the most important tasks for politicians today. No political shenanigans, but support for companies, employees, and employers. In my opinion, the government should suspend all these internal party games, within the government, and focus solely on helping entrepreneurs - added the leader of PSL.

- There will be no election on May 10th. This bill and the push for it during this crisis is the best confirmation of that. Jarosław Kaczyński is aware that even if this bill were passed in the Sejm, despite Jarosław Gowin's strong and sensible stance that these changes shouldn't be introduced, Jarosław Kaczyński is aware that the Senate won't accept these changes anyway. - President Andrzej Duda will refer provisions from the special act on combating coronavirus, concerning the functioning of the Social Dialogue Council, to the Constitutional Tribunal under post-enactment review – reported the presidential spokesperson, Błażej Spychalski, on prezydent.pl.

„We must act reasonably. Suspending 500+ now would be a mistake, as this money goes to families, and many of these families lost their jobs today or yesterday. What we should suspend are the thirteenth and fourteenth pensions. „Under no circumstances should any programs whose funds go to households be suspended at this moment. The fundamental problem facing the economy today is the collapse of households. If they collapse, and this is already happening, as tens of thousands of people have already received their notice of termination from work, we will enter a spiral, a recessive spiral, from which we will crawl out for years, because if households lose income, they will be condemned to private debt. - Warsaw's budget is in a very difficult situation because, firstly, the government took money from us in connection with fulfilling its promises and lowering taxes. Then, the waste collection system was completely disrupted. Together, we lost over PLN 2 billion on this, and currently, we estimate that we, who are on the front lines, will continue to lose money. However, one thing is most important to me. There is an initiative by the entire Union of Polish Metropolises to suspend the 'Janosikowe' levy for two years, for these very difficult years for us, because it is we, the large cities, who are on the front lines. But most importantly, to change the rules for calculating the 'Janosikowe' levy, because the current rule, which was contested by the Constitutional Tribunal anyway, means that we pay based on a boom period, from a time of a truly good budget. At that time, the money is calculated for us, even though the situation has worsened incredibly, because there is a two-year delay in payment. Therefore, in a total financial trough, we may be paying an incredibly high 'Janosikowe' levy, which is calculated from the moment when there was an economic boom in Poland, hence our initiative - stated Rafał Trzaskowski in an interview with Bogdan Rymanowski on Polsat News's "Gość Wydarzeń".

"Tax revenues will fall. The myth of super VAT collection will soon burst, and revenues could fall by up to PLN 100 billion, meaning half of the debt increase will result from the state's revenues falling so drastically. It's not about whether to spend money, but how to spend it. The economy is made up of businesses. If we don't help small, medium, and large enterprises, they will collapse and lay off hundreds of thousands of people. The weakness of the shield [referring to an economic support package] is that it effectively doesn't help companies" - said Ryszard Petru in an interview with Konrad Piasecki on "Kropka nad i" on TVN24.

- Nobody is prepared for elections on May 10th. This is because nobody who truly cares about safety would start preparations for elections now. They wouldn't start dozens of training sessions. Where are people supposed to come from for the polling stations, when they're not volunteering in this difficult situation? Besides, I very responsibly asked the Minister of Health and the Chief Sanitary Inspector about this. They told me that they are unable to issue any specific recommendations within the next two weeks. On the other hand, some cynical PiS politicians are saying that we should simply prepare for the elections. This is completely irresponsible, and as you can see, for many weeks I have been trying to put my political hat aside and focus primarily on managing the city. I don't want to get involved in these political squabbles, in this cynical game. I want to say clearly: no city is prepared for the elections [on May 10th] right now, and these elections should simply be postponed - stated Rafał Trzaskowski in an interview with Bogdan Rymanowski on Polsat News's "Gość Wydarzeń".

- This is preparation for a potential scenario where the epidemic lasts longer, meaning either for the May elections, or if a decision is made to postpone them, also for a further period. - If it worked in Bavaria, I see no obstacles why it shouldn't work in Poland. After all, these elections had a turnout of over 50 percent in Bavaria, which is a state even slightly larger than our voivodeships. Each voivodeship would have its own coordinator for voting. Therefore, I see no technical obstacles - said Piotr Müller in an interview with Bogdan Rymanowski on the program "Wydarzenia i Opinie" (Events and Opinions) on Polsat News.

- From the budget for 2014-2020, we had a specific pool of funds. Now the European Union has agreed that part of the money can be spent on a different purpose than originally intended. For example, from the Cohesion Fund, which is allocated for roads and infrastructure, we can allocate funds for other purposes, such as those related to the effects of the coronavirus - said Piotr Müller in an interview with Bogdan Rymanowski on the program "Wydarzenia i Opinie" (Events and Opinions) on Polsat News.

All liberal state concepts have cracked. If we think about what our Polish state will look like after the coronavirus, I want to tell you that it will be an absolutely social democratic state, because it turns out that when there is a crisis, it's like this: banks go to the state, people go to the state, companies go to the state, hospitals go to the state. Stop saying that the market will solve all problems, because it won't - said Włodzimierz Czarzasty in a conversation with Bogdan Rymanowski on the program "Wydarzenia i Opinie" on Polsat News.

Is it certain? - 30 million people are eligible to vote. Let's assume they go to vote. We know they won't, but let's assume. I divide 30 million by 7600 post offices, meaning that's 4000 letters per post office. On Friday, a post office in Praga Południe or Zamość will receive 4000 letters. A maximum of two people can serve at a post office. There are also people waiting who need to be served. Where is the logic in this? Whether you sow death by going to vote, or by sending a letter with a virus instead of a stamp, you are a sower of death. And I say this to Jarosław Kaczyński. Mr. Chairman Jarosław Kaczyński, truly, bow your head to God, perhaps He will listen to you, and if He listens, He will tell you: don't hold these elections - said Włodzimierz Czarzasty in an interview with Bogdan Rymanowski on the program 'Wydarzenia i Opinie' on Polsat News.
