The Sejm session will commence shortly after 14:00 with the first reading of a draft resolution on amending the Sejm's rules of procedure, presented by the Sejm Presidium. In practice, this amendment is necessary for Friday's deliberations and votes on the anti-crisis shield to be conducted online. At 14:35, the second reading of the project will take place, followed by a vote at 14:50. A recess in the session will be called at 15:20. Consultations with the opposition regarding the aforementioned anti-crisis shield are scheduled for the morning, as announced yesterday by Jadwiga Emilewicz.
At 16:00, an EU summit will be held in the form of a videoconference, as announced by the President of the European Council, Charles Michel. The discussion will focus on the situation related to the spread of the coronavirus. - I will chair the third video conference on Thursday, March 26, with the members of the European Council to continue our actions concerning the coronavirus. We will continue to take decisive action in response to developments and fight the crisis - Michel wrote on Twitter.
At 24:00, the deadline for submitting presidential candidates to the National Electoral Commission for registration expires. In practice, we will soon know how many candidates managed to collect the required 100,000 signatures.
Today, an extraordinary session of the European Parliament will be held in Brussels, during which proposals from the European Commission regarding support for countries during the pandemic are to be voted on. MEPs will not have to travel for the session – they can vote by email. Furthermore, today, the Court of Justice of the EU will issue a ruling on the "disciplinary proceedings model against judges" in Poland. This concerns questions referred to Luxembourg by the District Courts in Łódź and Warsaw.

I believe there will be around 130-140 thousand signatures
- Due to the coronavirus, we will not be holding any large conferences there [in front of the National Electoral Commission]. The financial representative will be discussed between 4 PM and 6 PM. The signatures are currently being counted, as they are being collected until the very end. I believe there will be around 130-140 [thousand] [for his presidential candidacy] - stated Marek Jakubiak in a conversation with Robert Mazurek on RMF FM.

Duda Has One Flaw - His Roots Will Always Influence Him
- I claim that Andrzej Duda simply has one flaw. He has his roots, he will never renounce them, and this dependence will, and already does, have a significant impact on him, no matter what anyone says - stated Marek Jakubiak in an interview with Robert Mazurek on RMF FM.

- I have never met Jarosław Kaczyński privately, I don't know him, and any kind of deal-making is out of the question. So, frankly, I am astonished by all this science fiction literature from my colleagues. Calling your opponent names only proves how dangerous a candidate has appeared on the list for that seat - stated Marek Jakubiak in an interview with Robert Mazurek on RMF FM.

Jakubiak:
Signatures Have Been Collected Since January/February; I Didn't Want to Run, Believing We Wouldn't Get 100,000. However, a Few Dozen People Proved Me Wrong, Gathering Over 20,000 Signatures with Ease.
- I am not collecting these signatures. I am receiving support, I am not physically collecting them. Secondly, these signatures have been collected roughly since January or February. I won't elaborate, as comparisons to Wałęsa will inevitably arise, but I didn't want to run for president because I believed we wouldn't gather 100,000 signatures. However, a few, a dozen or so people have proven me wrong, demonstrating they already have over 20,000 signatures and are gathering them with ease – stated Marek Jakubiak in an interview with Robert Mazurek on RMF FM. The former Kukiz'15 MP later clarified that he was referring to the end of January and the beginning of February.

- Yesterday, in front of my own building, a car stopped. I was in the company of two ladies. A man rolled down his window and spat on me yesterday. How is this possible, I ask myself? I blame Budka, Szłapka, and that Mr. Trela, who is trying to depreciate my person, for inciting emotions to a point where all that's missing is someone stabbing me in the back - stated Marek Jakubiak in an interview with Robert Mazurek on RMF FM.
08:52
- Of course not. It depends on how we all behave. It doesn't depend on how much equipment we have, how many medics we have, how many hospitals there are in Poland. As we see the Italian or Spanish scenario, even though they had a lot of equipment, rich countries, the effect was that due to a certain disregard for the very difficult, but still, recommendations to stay home, the situation got out of control - said Łukasz Szumowski in an interview with Jacek Gądek on Gazeta.pl's "Morning Conversation".
09:08
- I have no idea, and I think no one does. Looking at the epidemic curves in other countries, it takes weeks. On the other hand, we know that we have drastically different epidemic trajectories. We have the Japanese curve, where it was flattened, and the Spanish or Italian curve, where it shot up vertically. When the peak will be, when the increase in cases will occur, it really depends on us, on Poles - said Łukasz Szumowski in an interview with Jacek Gądek on Gazeta.pl's "Morning Talk".

„This government is fighting tooth and nail against any acknowledgment that there is currently a state of emergency in Poland and is afraid of it in every possible area: not postponing the eighth-grade exams, the matura exams, and now explaining that the Sejm can actually work normally, it will just do so via tablet. They have taken 38 million Poles hostage to their obsession with Andrzej Duda retaining power on May 10th” - said presidential candidate Szymon Hołownia in an interview with Jacek Prusinowski on Radio Plus.

Remote Parliament Work Mode to Be Questioned by Constitutionalists and Security Experts
„Even if they pass the remote work mode, it will still be questioned by constitutionalists because the Sejm deliberates in sessions, and secondly, it will be questioned, and rightly so, by security specialists. We live in a world surrounded by various people who are eager to tamper with such matters, and a situation where an MP votes from home, on an unsecured Wi-Fi network, using a login and password that arrive in a single SMS, which is a clear breach of security procedures, and furthermore, their tablet might freeze or the connection might drop during voting – that will be a mess Poland has never seen” – said presidential candidate Szymon Hołownia in an interview with Jacek Prusinowski on Radio Plus.

We Need to Get Our Act Together in This Situation, Not Argue Over Procedural Points. The Government's Anti-Crisis Shield Bill Exists, It's Currently a Cardboard Shield, But It Can Become Titanium After Our Amendments
- We are submitting our bill. Voluntary Social Security Contributions, we have submitted an anti-crisis package, a proposal for a minimum wage for all employees. Interest-free loans from BGK. Quick VAT refunds. Assistance for employees and employers. We need to get our act together in this situation, not just argue over procedural points. Let's make use of the fact that MPs have come here. Let's take a break, there is a government-submitted anti-crisis shield bill, it's currently a cardboard shield, but it can become titanium after our amendments are introduced. This needs to be done today, here and now. Immediately after that, the Senate must convene. The Senate session is tomorrow - said Władysław Kosiniak-Kamysz in the Sejm.

Sobolewski:
For PiS, the Health and Lives of Poles are More Important Than Rigid Legal Norms
"This change was and is intended to reduce the risk of coronavirus spreading in Poland. In connection with the current epidemic situation, it is necessary to introduce changes to the Sejm Regulations that would regulate these matters. For PiS, the health and lives of Poles are more important than rigid legal norms. One can quote the late Senior Marshal Kornel Morawiecki: 'The good of the nation is above the law. For law that does not serve the nation is lawlessness'" - said Krzysztof Sobolewski from PiS in the Sejm.

Budka:
We Don't Divide People into Better and Worse Sorts. We Want to Help Everyone, Because That is the Role of the State.
- We have come here for you, because you chose us. We have come because for several days now, specific draft laws have been lying in this chamber. These are extensions of social insurance benefits for you who are currently taking care of your children, because schools, kindergartens, and nurseries are closed. These are projects that release, not just freeze, social insurance contributions, because you have nothing to pay your taxes from. These are projects that provide security for millions of people. Among them is a minimum wage for everyone who cannot work today. We do not divide people into better and worse sorts. We want to help everyone, because that is the role of the state. No Pole, no Polish woman, no entrepreneur. No employer should be affected by the consequences of this crisis, and we, parliamentarians, are here to adopt precisely such regulations. You have proposed PLN 20 billion for healthcare. This is concrete money for personal protective equipment for you, dear doctors, nurses, medical workers, who today are defending our lives in extreme conditions, and unfortunately, this government cannot equip you even with basic protective measures. This is concrete funding to purchase equipment for hospitals. It is also concrete funding so that everyone who has had contact with the coronavirus can be tested very quickly, so that we follow the good examples of countries that are dealing with the coronavirus more effectively than Italy – stated Borys Budka during a Sejm session.
14:35
Budka:
We Don't Want to Work on Sejm Regulations. We Want to Work on Anti-Crisis Solutions
- Meanwhile, what does the current majority propose? The current majority wants us to focus solely on the comfort of a parliamentarian's work today. We were elected for difficult times. We are here to serve you. We came because millions of you went to work today. Because today everyone who is at work expects help from the state, from us, the parliamentarians. We are not shirking our work, because we were elected by you and for you. We do not want to work on Sejm regulations. We want to work on anti-crisis solutions. Polish employees are being laid off today, more and more entrepreneurs and employers are declaring bankruptcy today. We don't want regulatory wars, we want to work for you. We showed up in the Sejm because we are not cowards. Because we are here to work for you in critical moments, and we promise this hard work. We will do everything to ensure that what emerges from this Sejm is done with a sense of responsibility for your safety - stated Borys Budka during the Sejm session.
14:36
Kosiniak-Kamysz:
State Institutions Have Failed. Here's Some Truth for PiS. You Didn't Prepare the Country for the Epidemic
"In times of trial, of epidemic, two attitudes are crucial. An attitude of solidarity and responsibility. This is a test for each of us, Poles, whether we realize our responsibility for ourselves, for our families, for our loved ones. State institutions have failed. Here is some truth for PiS. You did not prepare the country for the time of epidemic, of crisis. Not so long ago, the Chief Sanitary Inspectorate was saying the virus was in China, and China was very far away. However, it turned out to be very close. You did not prepare the healthcare system, the procedures and actions. This is a gigantic neglect" - said PSL chairman Władysław Kosiniak-Kamysz in the Sejm.
14:37
Kosiniak-Kamysz:
I hear from Civic Platform that they want an end to squabbles, yet they themselves seek opportunities for political dispute and politicization every time. This is not a good path.
"When I hear from Civic Platform that they want an end to squabbles, yet they themselves seek opportunities for political dispute and politicization every time. This is not a good path. With goodwill, I want to warn you against going in this direction. Regulations are sacred, not the matters of employees and entrepreneurs. Health first!" - stated the leader of PSL, Władysław Kosiniak-Kamysz, in the Sejm.
14:39
- I would like to address the Civic Platform MPs. Mr. Grupiński, you are making completely inappropriate remarks. - You are the only MPs in this chamber who hoot and disrupt. I hope Poles who are watching you now see this clearly. I appeal to you again, Mr. MP: please do not debate with me. There are few of us in the chamber. Everyone has the right to speak. Please do not disrupt. If you wish to ask a question, you will have the opportunity. Please do not debate with me, Mr. MP – stated Elżbieta Witek during the Sejm session.
14:39
Gawkowski:
Today There Is No Coalition or Opposition. Today There Is No Government, Politicians. Today We Are All Poles Responsible for Ensuring Poland Remains Poland and Saving It from This Crisis
14:44
Bosak:
We Will Present Amendments to the Proposed Sejm Rules of Procedure. We Believe Suspending Normal Sejm Debates is Justified in a State of Emergency
- We will present amendments to the proposed Sejm rules of procedure. Amendments through which we want to link these extraordinary provisions to a state of emergency. We believe that suspending normal Sejm debates is justified in a state of emergency - stated Krzysztof Bosak during a Sejm session.
- We want substantive, effective, efficient, modern work. We want such work. We want to be able to debate normally, legally, and pass laws that citizens are waiting for. We strongly appeal for you to consider all the amendments we are presenting and let's immediately proceed to a discussion on the anti-crisis shield - he continued.
14:45
„You don't want to answer questions, you don't want to hear difficult questions, you don't want to give people information. You tell people that the number of masks you have in Poland is secret information. You say that the number of tests is secret information. Instead of reassuring people that you have them, you say it's secret information. You talk about relief measures, but employers are asking when you'll return their VAT” – said Sławomir Nitras from Civic Coalition (KO) in the Sejm.
14:47
Bosak:
Let's Postpone the Elections. I Strongly Appeal for It
- We cannot tell citizens to stay at home and at the same time force election committees to delegate tens of thousands of people for training and for us to participate in the organization of elections. Mr. Prime Minister, Mr. President. If you or your staff are watching. Let's postpone the elections. I strongly appeal for it. Let's not force us to continue working on the elections at this moment. The lives of MPs are not worth more than the lives of committee members - stated Krzysztof Bosak during a Sejm session.
14:49
- Very strange words were spoken here by Marshal Kidawa-Błońska, and by a few other people who spoke, saying that we are lying, that we are concealing information about the number of tests. Either you don't listen to the media, or you don't want to listen, or you are misleading all Poles. I have been talking about the number of tests that we have distributed to laboratories for many, many days - said Łukasz Szumowski in the Sejm.
14:54
Budka:
We are submitting amendments to the Sejm's Standing Orders, trusting the government's claims that this is a temporary solution
- Today, we should not be dealing with the Sejm's Standing Orders. We should already be working on solutions that will be a lifeline for Polish healthcare, but also for you, who fear for your jobs, for your loved ones. Meanwhile, today's session has been structured in such a way that we will soon be going home. You will be left with your fears, your worries. You will remain in your homes, or you will go to work tomorrow, while parliamentarians will go home for their own comfort. We were ready to work. We believe that the proposed formula was unacceptable because, simply put, the Marshal had not prepared such solutions earlier. We are submitting amendments to the Sejm's Standing Orders, trusting what the ruling party says today, that this is meant to be a temporary solution. But I want to assure you that regardless of how the ruling majority conducts the proceedings, we will not forget about you. We will submit all those demands you are talking about. It cannot be that Polish workers are divided into better and worse. It cannot be that an employer who has more than 9 employees will receive different assistance than one who employs up to 9. And finally, it cannot be that the Minister of Health comes out here today and does not want to talk about 20 billion. Mr. Minister, we are here for you. We wanted to help, specifically to help Polish healthcare. To allocate funds here and now, so that you can operate better. So that you don't have to cite different numbers every day regarding equipment, and extinguish the fires that are daily occurrences in Polish hospitals. I regret that instead of a substantive discussion about help for Poles, we have to deal with the Sejm's Standing Orders - stated Borys Budka during the Sejm session.

- We genuinely want to work. We want to work substantively, on legislation. We also want to allow for the possibility of temporary online voting and conducting sessions online, but this is simply not prepared. Yesterday, you sent us a password and login in a single email, in plain text. Anyone can hack in. Anyone can hack into the server. You've created passwords that a 17-year-old could easily crack. Madam Marshal, will you ensure the security of our voting in this manner? With a system that anyone can buy from the App Store? We are not taking ourselves seriously - stated Barbara Nowacka during a Sejm session.

- How long can the state remain frozen? If the state were frozen for another, say, two months, after those two months there would be nothing to return to. The jobs that are waiting for employees today, for those who work remotely or those who do not work at all, would simply disappear - stated Jarosław Gowin in a conversation with Marcin Fijołek on wPolsce.pl.
18:19
Gowin:
The Second Phase of Fighting the Coronavirus Should Not Involve Shutting Down Poland, But Rather Identifying Specific Social Groups for Special Care and Quarantine
- This [second] phase [of fighting the coronavirus] should no longer involve shutting down Poland, but rather identifying specific social groups, namely seniors and individuals particularly vulnerable to severe consequences of coronavirus infections, consequences that threaten their lives, and subjecting these groups to special care and quarantine. The rest must bear the burden of the continued functioning of the Polish state and the Polish economy - stated Jarosław Gowin in an interview with Marcin Fijołek on wPolsce.pl.

During a block of votes, MPs adopted a draft resolution on amending the Sejm's rules of procedure. In practice, the amendment was necessary to allow tomorrow's debates on the anti-crisis shield and the subsequent voting to be conducted remotely, via the internet.
Several opposition amendments were adopted during this voting block. One of them stipulates that remote Sejm sessions will only be possible until June 30th. Another amendment states that remote voting will only be permitted during an epidemic state and states of emergency, and that a state of epidemic threat does not enable remote deliberations.

Szumowski:
I Try to State Things as They Are. If I Say We've Distributed 100,000 Tests, That's How It Is. If I Say We're Performing Over 3,000 Tests Daily, That's How It Is
- I've never really felt like a coward, although the feeling of fear, if someone doesn't have it, means they are unreasonable. The feeling of fear is good because it gives us a chance to defend ourselves. I don't take this [Kidawa-Błońska's statement] personally and I think it's sometimes better to remain silent about certain statements. I always say, if you have any doubts about my statements, please provide specifics, please provide data where I might have made a mistake. Everyone is human and sometimes mixes up numbers, but I try to state things as they are. If I say we've distributed 100,000 tests, we already have over 40 laboratories, that's how it is. If I say we're performing over 3,000 tests daily, that's how it is - said Łukasz Szumowski in an interview with Bogdan Rymanowski on the program 'Gość Wydarzeń' on Polsat News.
19:47
Szumowski:
Poland Definitely Lacks Personal Protective Equipment in Non-Infectious Hospitals. Fortunately, 2 Million Masks and 80,000 Suits Were Brought from China
- Certainly, what is lacking in Poland at this moment is personal protective equipment in those non-infectious hospitals. This is obvious, it is known. In the European markets, there is very, very little of these means. Everyone is fighting for these means, and so are we. Fortunately, we managed to bring 2 million masks and, if I remember correctly, 80,000 suits from China - said Łukasz Szumowski in an interview with Bogdan Rymanowski on the program “Gość Wydarzeń” Polsat News.
19:52
Szumowski:
Paraphrasing historical statements, this is not the beginning of the end, it's not even the end of the beginning. It is the beginning of our fight.
- Paraphrasing historical statements, this is not the beginning of the end, it's not even the end of the beginning. It is the beginning of actions, the beginning of our fight. I think these 1200 people, I think today we will again unfortunately have 150, maybe more people who will fall ill. These are triple-digit increases day by day - said Łukasz Szumowski in an interview with Bogdan Rymanowski on the program „Gość Wydarzeń” Polsat News.
19:58
Szumowski:
We're Launching Large Laboratories Capable of 1000 Tests Per Day
- At this moment, we are launching large laboratories that can perform up to 1000 tests per day. As I said, as I have been saying from the beginning. The more sick cases there are, the more we need to test - said Łukasz Szumowski in a conversation with Bogdan Rymanowski on the program 'Gość Wydarzeń' on Polsat News.
20:01
- Let's wait another two weeks. We will see what the curve looks like, how many sick people we will have, how many in the hospital. We will be able to say something more precisely. It's fortune-telling and a crystal ball if we want to say today what and how it will look in a month - said Łukasz Szumowski in an interview with Bogdan Rymanowski on the program "Gość Wydarzeń" on Polsat News.

We Obviously Need to Import More Medical Supplies. These are the First Shipments from China
– We obviously need to constantly import more of these medical supplies. These are the first shipments from China. From the very beginning, the Polish state, the government, and all institutions subordinate to us have been doing everything to ensure the safety of Poles. State-owned companies have become incredibly actively involved in this – said Jacek Sasin in an interview with Michał Adamczyk on TVP Info's program “Gość Wiadomości”.
20:26
Sasin:
When I listened to Civic Platform MPs in the chamber, I wondered if they'd ever learn that there are moments requiring decent behavior
- When I listened to that part of the Civic Platform MPs who were present in the chamber, I wondered if they would ever be able to learn that there are moments and matters where one must behave decently. Unfortunately, that decency was lacking in this case - said Jacek Sasin in a conversation with Michał Adamczyk on TVP Info's "Gość Wiadomości" program.
20:27
- This primarily shows that these are some extremist parties. As it's commonly said, extremes attract each other, so perhaps these two extremes have indeed suddenly appeared together, jointly, and led to the lack of consensus - said Jacek Sasin in an interview with Michał Adamczyk on the TVP Info program "Gość Wiadomości".

- This act [the anti-crisis shield], which will be subject to a vote in the Sejm tomorrow, is certainly not our last word, and we will try to consider ideas like those you are presenting to us here in subsequent legislative work. By subsequent, I don't mean in a month or two, but it will probably be as early as next week or the week after. Thanks to a change in the rules of procedure that we adopted, we will be able to convene remotely. This means we already know that the Sejm will convene both next week and the week after - stated Jadwiga Emilewicz during a Q&A on Facebook.

Lower Infection Rates Than Italy or Spain Give Hope for a Swift Return to Normal Life
- We hope that the interventions being undertaken by the government, as suggested by Minister Szumowski, leading to radical measures such as closing Poland and our quarantine, shutting down economic activity, are yielding results. Fewer infections are appearing. The increase is not as significant as in Italy or Spain, and this allows us to believe that we want to quickly return to normal life. We would like to be able to say that we will begin to return to it after the Easter holidays, that we will learn new behaviors. We will maintain distance, use masks, limit the use of public transport, and reduce contacts, but we will nevertheless return to a track where the economy can start moving again - stated Jadwiga Emilewicz during a Q&A on Facebook.
