The Sejm session will commence shortly after 14:00 with the first reading of a draft resolution on amending the Sejm's rules of procedure, presented by the Sejm Presidium. In practice, this amendment is necessary for Friday's deliberations and votes on the anti-crisis shield to be conducted online. At 14:35, the second reading of the project will take place, followed by a vote at 14:50. A recess in the session will be called at 15:20. Consultations with the opposition regarding the aforementioned anti-crisis shield are scheduled for the morning, as announced yesterday by Jadwiga Emilewicz.

At 16:00, an EU summit will be held in the form of a videoconference, as announced by the President of the European Council, Charles Michel. The discussion will focus on the situation related to the spread of the coronavirus. - I will chair the third video conference on Thursday, March 26, with the members of the European Council to continue our actions concerning the coronavirus. We will continue to take decisive action in response to developments and fight the crisis - Michel wrote on Twitter.

At 24:00, the deadline for submitting presidential candidates to the National Electoral Commission for registration expires. In practice, we will soon know how many candidates managed to collect the required 100,000 signatures.

Today, an extraordinary session of the European Parliament will be held in Brussels, during which proposals from the European Commission regarding support for countries during the pandemic are to be voted on. MEPs will not have to travel for the session – they can vote by email. Furthermore, today, the Court of Justice of the EU will issue a ruling on the "disciplinary proceedings model against judges" in Poland. This concerns questions referred to Luxembourg by the District Courts in Łódź and Warsaw.

„This government is fighting tooth and nail against any acknowledgment that there is currently a state of emergency in Poland and is afraid of it in every possible area: not postponing the eighth-grade exams, the matura exams, and now explaining that the Sejm can actually work normally, it will just do so via tablet. They have taken 38 million Poles hostage to their obsession with Andrzej Duda retaining power on May 10th” - said presidential candidate Szymon Hołownia in an interview with Jacek Prusinowski on Radio Plus.

"We have cancelled the participation of representatives of the Katyń families and Smolensk families in this ceremony. As far as I know, a note has been submitted regarding the visit of the state delegation [to Smolensk]. We will see how the Russians respond. A small state delegation is still planned for April 10. The President, as far as I know, has cancelled his visit. Many [national] ceremonies will be cancelled. That is obvious. We have such restrictions and limitations that I don't think it will be possible, including religious ones. It is currently the Easter period, then the centenary jubilee of the birth of Pope St. John Paul II, and ceremonies related to the beatification of Cardinal Wyszyński. Four bills have appeared on the Sejm's website: amendments to certain acts concerning the healthcare system related to the prevention, counteraction, and combating of COVID-19, amendments to the Act on the System of Development Institutions, as well as amendments to the Act on Special Solutions Related to the Prevention, Counteraction, and Combating of COVID-19, other infectious diseases, and crisis situations caused by them, and certain other acts, and the Act on Granting Public Aid for the Rescue or Restructuring of Entrepreneurs.

All government proposals – which are to be considered by the Sejm tomorrow – have been sent for opinion to the BL.

In view of the growing threat to the lives and health of Poles, today, on behalf of the Civic Coalition parliamentary club, we are officially submitting a request to the Council of Ministers, to Prime Minister Mateusz Morawiecki, to declare a state of natural disaster, which is one of the states of emergency that should have been introduced in Poland much earlier – said Cezary Tomczyk during a press conference in front of the Chancellery of the Prime Minister (KPRM). The failure to declare a state of natural disaster today is, in fact, an act of cowardice by the government, because the government is choosing party interests over state interests. The Act on the State of Natural Disaster provides numerous tools for Polish local governments, as well as Polish entrepreneurs, to fight for safety in their municipalities and cities – added Tomczyk.

- Each of us would choose remote voting if it were the only option. We must remember that Sejm deliberations must be legal. Today and tomorrow, we will be adopting laws that concern 38 million Poles, that concern a package worth billions of zlotys. "In times of trial, of epidemic, two attitudes are crucial. An attitude of solidarity and responsibility. This is a test for each of us, Poles, whether we realize our responsibility for ourselves, for our families, for our loved ones. State institutions have failed. Here is some truth for PiS. You did not prepare the country for the time of epidemic, of crisis. Not so long ago, the Chief Sanitary Inspectorate was saying the virus was in China, and China was very far away. Installments on loans are to be frozen not for three months, but for a minimum of six or nine. We need to reach a situation where ZUS [Social Insurance Institution] payments are suspended and no one has to contribute to it. We want entrepreneurs to be exempt from ZUS. - We cannot tell citizens to stay at home and at the same time force election committees to delegate tens of thousands of people for training and for us to participate in the organization of elections. Mr. Prime Minister, Mr. President. If you or your staff are watching. Let's postpone the elections. I strongly appeal for it. Let's not force us to continue working on the elections at this moment. The lives of MPs are not worth more than the lives of committee members - stated Krzysztof Bosak during a Sejm session.

- Very strange words were spoken here by Marshal Kidawa-Błońska, and by a few other people who spoke, saying that we are lying, that we are concealing information about the number of tests. Either you don't listen to the media, or you don't want to listen, or you are misleading all Poles. I have been talking about the number of tests that we have distributed to laboratories for many, many days - said Łukasz Szumowski in the Sejm.

- Today, we should not be dealing with the Sejm's Standing Orders. We should already be working on solutions that will be a lifeline for Polish healthcare, but also for you, who fear for your jobs, for your loved ones. Meanwhile, today's session has been structured in such a way that we will soon be going home. You will be left with your fears, your worries. You will remain in your homes, or you will go to work tomorrow, while parliamentarians will go home for their own comfort. We were ready to work. We believe that the proposed formula was unacceptable because, simply put, the Marshal had not prepared such solutions earlier. We are submitting amendments to the Sejm's Standing Orders, trusting what the ruling party says today, that this is meant to be a temporary solution. But I want to assure you that regardless of how the ruling majority conducts the proceedings, we will not forget about you. We will submit all those demands you are talking about. It cannot be that Polish workers are divided into better and worse. It cannot be that an employer who has more than 9 employees will receive different assistance than one who employs up to 9. And finally, it cannot be that the Minister of Health comes out here today and does not want to talk about 20 billion. Mr. Minister, we are here for you. We wanted to help, specifically to help Polish healthcare. To allocate funds here and now, so that you can operate better. So that you don't have to cite different numbers every day regarding equipment, and extinguish the fires that are daily occurrences in Polish hospitals. I regret that instead of a substantive discussion about help for Poles, we have to deal with the Sejm's Standing Orders - stated Borys Budka during the Sejm session.

- We are submitting the following amendments to the draft changes to the regulations, which aim to limit the autocratic power of the Sejm Marshal, because we do not have full trust in PiS and we believe that in such a situation, when voting and sittings are held remotely, we must have the possibility of greater consensus. Therefore, we are submitting an amendment to Article 198a, point 2, we want to change the wording so that the Sejm Presidium, by a qualified majority of votes, and not the Sejm Marshal, decides on conducting a Sejm sitting using electronic communication means, after consulting the Convention of Seniors - said Anna Maria Żukowska in the Sejm. - We are concerned about the decision that appears here and the phrasing of an epidemic threat or epidemic state. We want this possibility of remote operation to be introduced only and exclusively in the case of an epidemic state, not an epidemic threat - she continued.

- We genuinely want to work. We want to work substantively, on legislation. We also want to allow for the possibility of temporary online voting and conducting sessions online, but this is simply not prepared. Nothing will disappear [restrictions] at the snap of a finger, that's for sure. The return to normality will have to be staged. However, we must actually return to what we remember from a few weeks ago as quickly as possible. This is because every day the Polish economy, and therefore all of us – not just entrepreneurs, but all of us as a nation – are losing many billions of zlotys. If we were to maintain this state for longer than a few more weeks to come, then an overdose of the medicine could turn out to be much more dangerous than the disease. We must prepare ourselves, as a state and as a society, for the second phase of the fight against coronavirus. This should involve providing special care for the most vulnerable groups, namely seniors and individuals with conditions such as coronary heart disease, diabetes, etc., as they are very susceptible to severe illness. Meanwhile, the rest of society must gradually return to their daily duties, otherwise the Polish state, and primarily the Polish economy, would collapse – stated Jarosław Gowin in an interview with Marcin Fijołek on wPolsce.pl.

We have precise forecasts. We see the curve of rising infections. The next two weeks will be the peak of this curve. If the scenarios you've called optimistic are realized – and the word 'optimistic' hardly passes my lips – then after the holidays, this curve should start to fall. In short, now, in the coming dozen or so days, we must do everything to stifle this epidemic to the maximum, to slow down the rate of increase in infections, and then to quickly, although gradually, return to the normal functioning of the state and the economy – stated Jarosław Gowin in an interview with Marcin Fijołek on wPolsce.pl.

- How long can the state remain frozen? If the state were frozen for another, say, two months, after those two months there would be nothing to return to. - This [second] phase [of fighting the coronavirus] should no longer involve shutting down Poland, but rather identifying specific social groups, namely seniors and individuals particularly vulnerable to severe consequences of coronavirus infections, consequences that threaten their lives, and subjecting these groups to special care and quarantine. The rest must bear the burden of the continued functioning of the Polish state and the Polish economy - stated Jarosław Gowin in an interview with Marcin Fijołek on wPolsce.pl.

During a block of votes, MPs adopted a draft resolution on amending the Sejm's rules of procedure. In practice, the amendment was necessary to allow tomorrow's debates on the anti-crisis shield and the subsequent voting to be conducted remotely, via the internet.

Several opposition amendments were adopted during this voting block. One of them stipulates that remote Sejm sessions will only be possible until June 30th. Another amendment states that remote voting will only be permitted during an epidemic state and states of emergency, and that a state of epidemic threat does not enable remote deliberations.

- I've never really felt like a coward, although the feeling of fear, if someone doesn't have it, means they are unreasonable. The feeling of fear is good because it gives us a chance to defend ourselves. I don't take this [Kidawa-Błońska's statement] personally and I think it's sometimes better to remain silent about certain statements. I always say, if you have any doubts about my statements, please provide specifics, please provide data where I might have made a mistake. Everyone is human and sometimes mixes up numbers, but I try to state things as they are. If I say we've distributed 100,000 tests, we already have over 40 laboratories, that's how it is. If I say we're performing over 3,000 tests daily, that's how it is - said Łukasz Szumowski in an interview with Bogdan Rymanowski on the program 'Gość Wydarzeń' on Polsat News.

- Certainly, what is lacking in Poland at this moment is personal protective equipment in those non-infectious hospitals. This is obvious, it is known. In the European markets, there is very, very little of these means. Everyone is fighting for these means, and so are we. Fortunately, we managed to bring 2 million masks and, if I remember correctly, 80,000 suits from China - said Łukasz Szumowski in an interview with Bogdan Rymanowski on the program “Gość Wydarzeń” Polsat News.

- Paraphrasing historical statements, this is not the beginning of the end, it's not even the end of the beginning. It is the beginning of actions, the beginning of our fight. I think these 1200 people, I think today we will again unfortunately have 150, maybe more people who will fall ill. These are triple-digit increases day by day - said Łukasz Szumowski in an interview with Bogdan Rymanowski on the program „Gość Wydarzeń” Polsat News.

- At this moment, we are launching large laboratories that can perform up to 1000 tests per day. As I said, as I have been saying from the beginning. - Let's wait another two weeks. We will see what the curve looks like, how many sick people we will have, how many in the hospital. We will be able to say something more precisely.
