- For now, the government is operating on several different scenarios. We, the people in government, are currently dealing with many dramatically important, dramatically urgent problems. I would appeal to opposition politicians to stop distracting us and to focus on proxy issues. The Prime Minister also practically doesn't have a day where he doesn't meet with experts, meaning doctors, virologists, people who are professionally associated with actions aimed at protecting against infection. Therefore, these words [of the Prime Minister about a possible autumn resurgence] are based on a great deal of knowledge - stated Michał Dworczyk in a conversation with Beata Michniewicz on "Trójka's Political Salon".

- In the span of a day, we are currently conducting around 1500 tests. In total, we have already performed around 10,000 - said Łukasz Szumowski in an interview with Beata Michniewicz on Polskie Radio Program 3.

„For them, this election is a sacred matter. They cannot focus on the most important issue, which is truly sacred – health and life, rescuing the economy, protecting jobs, which is what Polish families are worried about. They only care about May 10th as something untouchable. „I believe that no responsible person would endanger the lives and health of Poles. Going to the elections on May 10th could reignite the epidemic. As Minister Szumowski stated, the peak of infections is in 2-3 weeks, meaning May 10th should be better, but this will likely still smolder. This will cause the epidemic to erupt with double the force” - said Władysław Kosiniak-Kamysz, the Polish Coalition's presidential candidate and leader of PSL, in an interview with Karolina Lewicka on Radio TOK FM's Poranek.

"Some [Members of Parliament] are in quarantine, some due to their health conditions, related to other illnesses, I would also advise them against [participating in the Sejm session]. I count on the Marshal having prepared solutions for this at the presidium. We are ready. We are constantly working on amendments to the package because it is insufficient, it will not protect us. It's not about racing the government, but about pointing out areas where voluntary social security contributions could be introduced, cooperation with local governments, agricultural holdings, which hasn't been discussed at all. “It is obvious that [Chairman Kaczyński] participates [in decisions]. He is the head of our political camp. We are proposing five points, which Chairman Zandberg will also present today during a meeting with Prime Minister Morawiecki as points that we will present to the government as aid in solving this crisis. The first point concerns employee rights. We would like to achieve a situation, similar to what happens in Denmark, where individuals employed on employment contracts simply do not lose their jobs. They may lose them due to the difficult situation of many businesses. This can change when the state provides financial support and pays 75 percent of the salary, with one condition: that no one receiving such support will be dismissed from their job - said Robert Biedroń during a press conference in front of the Chancellery of the Prime Minister.

The second solution we propose concerns individuals employed on so-called 'junk contracts', civil law contracts, or individuals running sole proprietorships. Such individuals should today be covered by support for one hundred percent of the minimum wage - he continued.

The third thing is support for micro-enterprises. This is support for maintaining payments regarding rent, lease, payments for gas, electricity, current bills. Here, the state must also intervene, leading to micro-enterprises, which are often the foundation of many local economies, simply being able to function not only by employing their staff thanks to state support, but also by maintaining financial liquidity - he added.

The fourth thing is the suspension of loans. The state must ensure that banks are obliged, upon receiving an application for loan suspension from a micro-entrepreneur or other entities, to grant this loan suspension. The loan suspension for a period of several months - he stated.

The fifth thing is support for small and medium-sized enterprises. Cheap loans from BGK, which will be targeted at all those who need a financial injection today. Such solutions are being implemented in many countries, and today in Poland too, many enterprises, especially small ones, expect loans that will not be interest-bearing. These are the five points we would like to present, which are the proposals of Lewica during this difficult time. We are at the government's disposal. We are constructive opposition. We believe that being total opposition today does not help - assured the candidate for the President of the Republic of Poland.

- In the near future, literally in the coming hours, a special application for individuals in quarantine will be introduced. It will be installable on smartphones and will assist in the implementation of this quarantine - stated President Andrzej Duda after a meeting of the RSA (Rządowy Zespół Zarządzania Kryzysowego - Government Crisis Management Team).

- The situation, as everyone knows perfectly well, is difficult. It is unknown how long this state we are currently struggling with will last. We must prepare for more infections, as this is what it looks like in other parts of the world. Of course, we are doing everything to prevent this - stated President Andrzej Duda after the meeting of the RZZK.

- Since yesterday, by implementing appropriate procedures and changing work organization, we have managed to reduce queues at the western and southern borders. There are now no queues of cars or trucks at the borders with the Czech Republic and Slovakia. Furthermore, queues at the western border with Germany have significantly shortened. We will do everything we can to ensure that traffic flows unimpeded in the next few to a dozen or so hours – said Mateusz Morawiecki after a meeting of the Government Crisis Management Team.

- We are taking all possible actions to fight this epidemic in the most efficient way and to protect society from infections to the greatest extent possible, but the most important thing is how we will act towards each other, how we will behave as a community, and this behavior, exercising caution, prudence, and responsibility, is of fundamental importance. I repeat once again: I hope that legislative projects will be ready in the literally coming hours. As I addressed the Prime Minister and the Council of Ministers yesterday, I would like these projects to be ready by Friday so that they can be calmly reviewed, and that the Sejm – I hope – will work on them next week. This entire anti-crisis shield program is enormously important for Polish society, entrepreneurs, employees, and the entire economy. In this very difficult situation, it is of fundamental importance today, but I deeply believe that it will pass the test and that we will do everything possible to protect Poland, our compatriots, and jobs to the greatest extent possible – stated President Andrzej Duda after the RZZK meeting.

- We will do everything possible to secure Poland and our standard of living, our daily lives, against the effects of what is happening now to the greatest extent possible. Everything, literally everything. We will be looking for all possible solutions for this, and today we are launching a program, but of course, it can be modified, it will be modified, strengthened, intensified, increased if necessary. We have to be flexible. We understand this. Just as today we do not know what the situation will be like further on. We are counting on and doing everything to ensure that the incidence of infection is as low as possible and that the virus spreads and harms us as little as possible, but obviously, we must be prepared for every possible situation, and that is how we are acting – PAD continued.

We clearly see that we must deal with circumstances that nobody expected even a month ago; two months ago, nobody knew about this. No state insures itself against the eventuality of a meteorite hitting Earth, and coronavirus was such a meteorite. Something very unexpected, a black swan, as it is said – stated Mateusz Morawiecki after a meeting of the Government Crisis Management Team.

- 99.5%, this is one of the best indicators in Europe, adhering to these quarantine rules. It is thanks to you, thanks to this discipline, that we have a situation where it is difficult, of course, but I believe we will emerge stronger, and that we will be able to rebuild the economy after this period of freeze - said Mateusz Morawiecki after a meeting of the Government Crisis Management Team. 

„We are in an extraordinary situation. We all know that today is not a time for politics, but for addressing the safety of Poles. We all know that the issue of elections should take a back seat. We know perfectly well that the crisis situation will last for several more months, therefore it is obvious that a state of natural disaster should be immediately declared, at least until the end of May this year. I will ask, appeal, and demand this from the Prime Minister, because a state of disaster provides specific tools for village heads, mayors, and city presidents to fight the coronavirus and to provide assistance to those who expect it. A state of disaster also means the impossibility of holding elections. This Sunday, local government elections are scheduled to take place in Poland in 5 towns” - said PO (Civic Platform) leader Borys Budka at a press conference in front of the Sejm.

„Exemption from social security contributions for all employers and employees. This is not a matter of deferral. It is a matter of exempting these people from contributions and doing so immediately. Those who cannot work, who have had to stay at home, have lost the right to earn, should also be guaranteed a minimum wage. It cannot be that anyone is left without means of subsistence, and the Prime Minister will suggest taking out a loan and repaying it at a later date” - said the Civic Platform (PO) leader Borys Budka at a press conference in front of the Sejm.

“Polish entrepreneurs feel deceived. If someone says that exceptional government aid consists of having to pay accumulated ZUS contributions in 3 months and being kindly allowed to take out a loan for it, it's really not funny. It's a tragic proposal” - stated PO chairman Borys Budka at a press conference in front of the Sejm.

- We currently have 325 people with confirmed results, meaning 38 new individuals since this morning. We expect these numbers to increase further today. Approximately 1,000 people are hospitalized. Over 11,000 tests have already been conducted – said Łukasz Szumowski during a press conference.

We know that in Poland we have a substance that can be supportive, these are the initial reports, of course, we don't have confirmed clinical data yet, no clinical trials have been conducted, but we know Arechin is approved by the Office for Registration of Medicinal Products, and today we distributed 6,500 packs of Arechin to infectious disease hospitals, to single-discipline hospitals, so that the personnel can utilize this potential, possibly according to their best knowledge - said Łukasz Szumowski during a press conference. 

"Regarding the upcoming session of the chamber, these circumstances are naturally special. It's hard to imagine that this session will have the character we've already grown accustomed to and know from previous meetings of the chamber. It will certainly look different. The details will first be known to the members of the Sejm Presidium. There will be a meeting of the Sejm Presidium on Friday. That's where they will most likely be presented and discussed by the members of the Presidium so that the session can take place, first and foremost, in an absolutely safe manner, but also to reach an agreement with all members of the Sejm Presidium. This is a representation of the chamber composed of politicians from the ruling party, but also from the opposition. The solutions concerning sanitary and epidemiological safety will be developed and presented to the Presidium in consultation with the Chief Sanitary Inspector and the Ministry of Health" – said the head of the Sejm Information Centre, Andrzej Grzegrzółka.

- In today's prevailing legal order, elections can be postponed in the event of a state of emergency being declared. There are three states of emergency: a state of natural disaster, a state of emergency, and martial law. None of these states are currently in effect. Why? Because the laws that introduce each of these states are activated in situations where the state cannot function normally. This is because each of these states entails significant restrictions on civil rights. Today, we are operating based on the act adopted in 2008, which aims to combat the epidemic of infectious diseases, and a special act recently passed by the parliament. Therefore, there are no grounds today to introduce any state of emergency. There are no grounds today to postpone the elections. However, it must always be emphasized that we do not know what will happen next week, in two weeks, or in a month. In all our actions, including elections, we must adapt to the real situation we are facing. Today, there is no such need or such plans – stated Michał Dworczyk at a press briefing.

"The city's budgetary situation is extremely difficult. Due to the fact that the government has been fulfilling its promises using local government funds, and that the costs of waste management are growing enormously, we, as the Union of Polish Metropolises, have made a clear appeal to the government: that the aid intended for businesses should also cover local government units. We are clearly stating that our budgets are so strained that when aid is provided, it should also pertain to local governments, especially when we are talking about aid from the EU budget," said the Mayor of Warsaw, Rafał Trzaskowski, at a press conference.

– Our three main postulates regarding the exemption and suspension of ZUS contributions, CIT tax, PIT tax, property tax with compensation for local governments, acceleration of interest-free loans, zero percent for such loans, and the issue for employees, which we raised first. Minimum wage paid regardless of employment status, whether it's an employment contract, a civil law contract, or self-employment. Let's not differentiate here, 40% of the average, here 80% of the minimum. For everyone, a subsidy to the level of the minimum wage. These are our three main postulates – stated Władysław Kosiniak-Kamysz at a briefing before the Sejm, after a meeting between representatives of parliamentary clubs and Prime Minister Morawiecki.

– We are currently at a stage where the government is working on this special economic act. It is to be transferred to the Social Dialogue Council on Friday. We appealed for it to be simultaneously transferred to the opposition parties, so that we can, as quickly as possible, establish a common wording for this bill, if possible. However, it is already evident from this discussion that the postulate of the Polish Coalition, PSL, Kukiz'15, i.e., these tax holidays for companies, at least for the first two months, exemption from contributions and all taxes, unfortunately, does not find understanding in the government – said Stanisław Tyszka.

“We want to help entrepreneurs and employees in Warsaw. Therefore, we have decided to postpone rent payments and spread out dues over time. No individual interest will be charged for late payment of this rent, and tenants of commercial properties who wish to take advantage of the support package can, in accordance with the current resolution of the City Council, submit an application to reduce the rent rate for one month. We will consider these applications” – said the Mayor of the Capital City of Warsaw, Rafał Trzaskowski, at a press conference.

"My huge and heartfelt appeal is to seriously adhere to all government and local government recommendations. The point is to limit meetings and not to gather even in smaller groups, not even to gather in groups of a few, a dozen or so people. Going for a walk with your family is one thing, and gathering in groups on the boulevards or Pola Mokotowskie, or other places, is another. At my request, the City Council has suspended the possibility of consuming alcohol on the boulevards and the Praga embankment precisely to send a clear signal that the coming days, despite the improving weather, are not days when we should behave as we used to," said Rafał Trzaskowski, the Mayor of the Capital City of Warsaw, at a press conference.

"As public transport is currently at about 30% capacity, we are deciding that from Monday, following the example of other major cities, we will switch to a different schedule, to a weekend schedule. We will be analyzing the situation constantly because it is important to us that there is an opportunity to maintain appropriate distances on public transport" - said the Mayor of Warsaw, Rafał Trzaskowski, at a press conference.

„Unfortunately, we did not hear a concrete declaration about increasing the number of tests performed in Poland. We did not hear specific information about the use of European funds to combat the coronavirus. Unfortunately, we did not hear when the government will address the Senate's bill that extends the period for which parents are entitled to benefits if their children cannot attend school. This bill is currently in the Sejm” - stated PO (Civic Platform) chairman Borys Budka at a press conference in front of the Sejm.

– As I see it, what compensates for the President's efforts is certainly not social media, but TVP compensates for everything possible, from morning till night. Daily conferences, from which nothing at all results. It's a pity it's also used this way; the President has succumbed to the temptation of using the coronavirus for his campaign, but the voters will judge. I think all the prerequisites necessary for introducing a state of natural disaster are certainly present: there is a dangerous infectious disease, there is a threat to millions of citizens, there is a state of natural disaster, and restrictions have been introduced related to blocking the possibility of organizing meetings, and movement, because we have closed borders, economic freedoms are limited, meaning restrictions resulting from a state of extraordinary threat or natural disaster have been implemented, and the law has not been used for just one purpose. To avoid postponing the election date. In my opinion, no reasonable person would dare to hold elections at a time when an epidemic escalation might occur. And the electoral process itself, going to the ballot box, forming commissions, the threat to hundreds of thousands of people who will work in the commissions, will be gigantic, as will be the threat to millions of Poles who would want to vote. We receive emails from elderly people who are concerned: 'I won't be able to participate in the elections because I'm afraid to go out today.' If we are to believe Minister Szumowski, and we have no reason not to believe him, he is behaving very rationally in this entire situation, the peak of infections is in 2-3 weeks. And what, will we overcome the peak of infections and another peak of infections will return because millions of Poles go to the ballot box? Electoral inequalities already exist today; not everyone will collect signatures. I think the authorities will come to their senses, they simply must come to their senses and postpone the election date. Not because of the candidates, no. Because of the safety of health and life – stated Władysław Kosiniak-Kamysz at a briefing in front of the Sejm.

„Today, anyone who claims we are not dealing with an extraordinary situation is lying to Poles. Please, Mr. Prime Minister, take responsibility for the safety, life, and health of those who will participate in the snap, supplementary elections to local government units this coming Sunday. As of today, these elections are impossible. The Prime Minister closes his eyes and claims these elections can proceed. After all, members of electoral commissions are resigning. Would the Prime Minister decide for his closest loved ones to go to a polling station today? This question must be publicly posed to the President and the Prime Minister. Do they want to gamble with citizens' lives and health simply because they temporarily have higher poll ratings? This is hypocrisy, cynicism, and duplicity” – said Civic Platform (PO) leader Borys Budka at a press conference in front of the Sejm.

- That is their [the opposition's] opinion. I will not comment on it. We have our position regarding the date of elections and the conduct of the election campaign. Currently, no such campaign is actually being conducted, and as far as is known, none of the candidates are conducting one. It has largely moved online, to social media, but the president is fulfilling the duties assigned to him by the Constitution, and in the current situation, it's difficult for him not to fulfill them. I will repeat again: if the president didn't appear, the question would be: where is the president? He appears, and the question is why he appears, why he uses his office. He is not using his office - stated Krzysztof Sobolewski at a press briefing.

I draw your attention to the fact that the anti-crisis package presented by the Polish government yesterday is, in essence, not yet a package. It is merely a collection of assumptions, directions, in which such a package could proceed, supplemented by a public relations apparatus. I believe these directions should be translated into concrete legislative solutions as quickly as possible, primarily so that we don't continue to over-enthuse about having, with one move, halted all the negative consequences of this crisis, but also so that we don't criticize wholesale, refer to substantive proposals, and don't criticize for the sake of criticizing. So far, the directions and assumptions presented have not elicited an enthusiastic reaction from markets and entrepreneurs. The Polish zloty is today as weak as it hasn't been in years. Many entrepreneurs are asking questions about what their companies will specifically look like now, what their lives will look like. They need answers as quickly as possible on how employee wage subsidies from the State Treasury will work, what will happen to the nearly 3 million self-employed individuals or those working under civil law contracts, mandates, and commissioned work agreements, who have been promised 80% of the minimum wage from the state, but whether this is a one-time payment, or for a period of time, under what conditions, what they will need to present. Answers are still lacking on important questions regarding the deferral of public dues, whether it will be possible to defer deadlines, for instance, or whether tax offices will simplify the procedures for submitting declarations during this period – stated Szymon Hołownia at a press briefing. - I believe that the four most serious contenders against Andrzej Duda should, as soon as possible, jointly address the issue of postponing the presidential election date and the conditions for suspending the campaign. The current government should agree to this, because if it did, it would open the door for the consensual action needed today, for addressing matters related to the most important thing that lies on the table today, which is not the presidential elections, but the epidemiological and economic crisis associated with the epidemic prevailing in our country and the world. Opening such a field, shifting our political discussion to a completely different level, would allow us to avoid legislative errors, the last-minute tabling of bills, the creation of certain measures, and the putting of people up against a wall, forcing them to vote for one solution or another because there is no other way. I think we all stand before a great opportunity today, in the face of the threat we face, to elevate Polish politics, Polish discourse, to a completely different, solidaristic, and substantive level. Let's seize this opportunity. All the more so because we all surely see that conducting free, safe, and fair elections on May 10th is simply becoming impossible – he continued.

"Indeed, the determination of the ruling camp is great. How can we explain that if we are appealing to Poles to stay home, avoid meetings, to limit gatherings to a minimum, to reduce their activity, then how can a campaign be conducted in such conditions, how could signatures [for Andrzej Duda's candidacy] be collected for even longer in such circumstances, exposing people to contact? In such conditions, in the situation we are in, elections should not be held. We must think about the safety and health of Poles, and elections can be postponed. There are more important matters now" - said Małgorzata Kidawa-Błońska, Civic Coalition's presidential candidate and Deputy Marshal of the Sejm, in an interview with Karolina Lewicka on TOK FM's "Political Interview."

„Such disregard for the situation in our country, saying that nothing is happening, that elections can be held, is simply irresponsible and shows that we don't care about society, only power matters. There is only political interest, and no social interest, no interest in the security of Polish women and men. Let's take ourselves seriously. All European countries have postponed elections because they are thinking about people” - said Małgorzata Kidawa-Błońska, Civic Coalition's presidential candidate and Deputy Marshal, in an interview with Karolina Lewicka on TOK FM's „Wywiad polityczny” (Political Interview).

“I suspended my campaign the day it was announced to limit gatherings, that was at the beginning of last week. I've suspended my entire campaign, and what I'm doing now is essentially civic activity. We are gathering information, organizing aid. All the volunteering has transformed into points of aid and support for those in need” – said candidate for president from Civic Coalition (KO), Deputy Marshal Małgorzata Kidawa-Błońska, in an interview with Karolina Lewicka for “Political Interview” on TOK FM.

„Indeed, tomorrow at 4 PM we have the Sejm Presidium. We will learn about the agenda and how the Chancellery of the Sejm envisions organizing this session. I agree that it is necessary for the Sejm to make decisions regarding actions. These actions must be carried out in the form of laws, so the Sejm is essential for this.
