Tuesday's Political Agenda: Cabinet Council Meeting, "Economic Bazooka" Presentation, and Civic Platform Board Session
- I have decided to convene a Cabinet Council meeting. I want to discuss with the government the adoption of a specific support package for entrepreneurs and our economy. This situation shows how important close and consistent cooperation between the President and the government is. I am convinced that the responsible economic policy we have pursued, which has allowed us to achieve great success in recent years, will also bring good results in the face of global anxiety - stated President Andrzej Duda, announcing the Cabinet Council meeting at 10:00 AM. As announced, today Prime Minister Mateusz Morawiecki is to present an economic package that Paweł Borys has called an economic bazooka. - The Prime Minister will present this package. I would call it an economic bazooka. It will be a fairly comprehensive package of proposals supporting primarily entrepreneurs, protecting the labor market, and stimulating economic growth - said the President of PFR yesterday on TOK FM, adding that the instruments supporting businesses should be available to companies within the next two weeks. PMM also spoke about a "stability and security package" at the last press conference. - We are working on a stability and security package. This package is needed because we realize that many sectors will suffer. The entire Polish and global economy, and in particular the European one, will certainly feel the effects of the fight against the coronavirus epidemic. Therefore, I want to emphasize that in the coming days we will present some concrete actions that the government has developed, and for which we will still be finalizing the details, so that both employees on the one hand and employers on the other receive some support from the state - stated the head of the Polish government. At 12:00 PM, a press conference will be held by Tomasz Trela, chief of staff for Robert Biedroń, and Marcelina, the election representative for the election committee, regarding the submission of signatures of support for Biedroń's registration as a presidential candidate. Furthermore, today a meeting of the Civic Platform board will take place, as announced yesterday by the leader of the Platform. - We are trying to ensure that meetings take place virtually. The National Board of PO, which I have convened for tomorrow, will take place via communication channels - said Borys Budka on TVN24.

Spychalski:

The President is Maintaining a Very Strong Dialogue with the Government. This Shows How Important Cooperation Between the President and the Government Is

- Decisions from a financial perspective by the financial sector have already been made at the request of the President. However, these will not be the only decisions we need to make. The President is talking, maintaining a very strong dialogue with the Prime Minister, with the government. This shows how important cooperation between the President and the government is. A specific package of economic solutions will be presented - said Błażej Spychalski in an interview with Dorota Kania on Polskie Radio 24.

08:05

Spychalski:

We are focused on the fight against coronavirus. The election campaign is currently effectively suspended.

- Of course, the election campaign is currently in a kind of suspension. There is no doubt about that. The inability to meet with voters effectively makes it impossible to conduct an election campaign. We are focusing on what is most important, which is the fight against coronavirus, and on the decisions that the President, together with the government, is making. These are the most important matters. The election campaign is currently effectively suspended - said Błażej Spychalski in an interview with Dorota Kania on Polskie Radio 24.

2,391 Soldiers and 491 Military Equipment Units Have Been Deployed and Will Be Deployed Throughout the Day

Two and a half thousand soldiers are ready. From the data I received, 1.9 thousand soldiers and 355 units of military equipment were engaged. 2,391 soldiers and 491 units of military equipment have been deployed and will be deployed throughout the day. The Polish Army is supporting services at the border, thus the Border Guard, and also supports services tasked with delivering food to people in quarantine. I have mobilized cadets who are ready to assist everyone in quarantine” – said Minister Mariusz Błaszczak on Jedynka radio.

08:31

Dworczyk:

When Minister Woś fell ill, GIS recommendations were implemented. All government members present at the last meeting were tested. PM and Szumowski were not at that meeting.

- Yesterday, after it turned out that Minister Woś was ill, procedures based on GIS recommendations were implemented. All government members who were at the last meeting underwent standard tests yesterday evening. These are the same tests that everyone who has had contact with an infected person undergoes. These results should be known today, and until then, all these individuals remain in quarantine, just like all other citizens in such a situation. At that time, out of 24 government members, 9 were absent. Among those absent was the Prime Minister, among others. The proceedings were then led by Deputy Prime Minister Gliński. Minister Szumowski was also not present at the Council of Ministers meeting on that occasion - stated Michał Dworczyk in an interview with Piotr Goćek on "Sygnały dnia" PR1.

08:34

Błaszczak:

The Polish State is Functioning, Guarding Our Citizens' Security

“The Polish state is functioning, it is guarding the security of our citizens. State institutions are engaged in these activities,” Minister Mariusz Błaszczak said on Jedynka radio.

08:35

Dworczyk:

We Work Remotely. Many Poles Are Working Remotely Now. The Council of Ministers Can Make Resolutions and Decisions Through Circulation

- This does not affect the functioning of the Council of Ministers. We are working remotely. Many Poles are working remotely now. The Council of Ministers can make resolutions and decisions through circulation, in accordance with the government's work regulations - stated Michał Dworczyk in an interview with Piotr Goćek on "Sygnały dnia" on PR1.

08:37

Dworczyk:

We are currently awaiting test results

- We are currently awaiting the test results. These tests were performed late yesterday evening and once we have the results, depending also on the situation, we will of course follow the GIS guidelines. But for now, let's wait for the test results - stated Michał Dworczyk in an interview with Piotr Goćka on "Sygnały dnia" on PR1.

08:40

Dworczyk:

Last night, upon learning Minister Woś was ill, his closest aides were also tested

- Last night, when we received information that Minister Woś was ill, a procedure was implemented, and those closest collaborators of the ministers were also tested, meaning both State Protection Service (SOP) officers who worked with them that day and performed their duties, as well as, for example, drivers, in the case of ministers not entitled to SOP protection. Depending on the results, further decisions will be made regarding who should potentially undergo further tests - stated Michał Dworczyk in an interview with Piotr Goćka on PR1's "Sygnały dnia".

Błaszczak on reservist mobilization: 'In the current situation, the Polish Army's potential is sufficient'
'In the situation we find ourselves in, the Polish Army's potential is sufficient. We have committed forces according to our needs. The Polish Army is growing in numbers year by year, and is excellently trained. Equipment modernization is happening and has accelerated,' said Minister Mariusz Błaszczak in an interview with Jedynka radio, when asked about the potential mobilization of reservists.

Biedroń on the Coronavirus Epidemic: This is Also a Lesson for the Future Regarding the Situation of People Employed on Contracts Other Than Employment Contracts

I am glad that many solutions, which the opposition also appealed for, have been implemented by the government. This is also a lesson for the future, for example, regarding the situation of people employed on contracts other than employment contracts. The coronavirus will eventually recede, and these people will still be employed on such contracts. We need to consider how to resolve their situation. This instability, lack of financial security, but also regarding holidays, is now clearly visible. The Left has been appealing for many years to regulate these issues” - said Robert Biedroń, candidate of the Left for president and Member of the European Parliament, in an interview with Beata Lubecka on Radio Zet.

08:55

Biedroń:

There is no de facto campaign today. Of course, with one exception. The president can run this campaign.

"De facto, there is no campaign today. Of course, with one exception. President Duda can run this campaign, and President Duda is using these tools, he is constantly being shown" - said Robert Biedroń, Member of the European Parliament and the Left's presidential candidate, in an interview with Beata Lubecka on Radio Zet.

"There is a point in being with people, in calming them down, in having substantive discussions, in offering advice to those in power. I have set up my own studio from which I conduct meetings. It seems to me that this is how this campaign should be conducted, but it would certainly be good if we addressed this topic during the National Security Council (RBN) meeting" - he added.

This morning, the signatures [for my candidacy] have been counted. Fortunately, several hundred thousand were collected. We will definitely register my committee with a significant margin. We are submitting them today” - said the Left candidate for president, MEP Robert Biedroń, in an interview with Beata Lubecka on Radio Zet.

President Duda Postpones Cabinet Council Due to Safety Concerns and Protocol Following Minister's COVID-19 Diagnosis

- As you know, it has been officially announced that one of the ministers in the government, Minister Woś, has tested positive for the virus, meaning he is infected with coronavirus. This has naturally necessitated the activation of procedures within the government for all individuals who came into contact with the minister, and these procedures are ongoing. Therefore, after consultations with the Minister of Health, the Chief Sanitary Inspectorate, and the Prime Minister, which also took place overnight, I have decided that today's Cabinet Council will not take place due to the safety of all participants and to ensure that protocols are followed. It will likely be postponed until tomorrow, but a final decision will be made later today. First and foremost, the procedures must be completed, as the issue of safety is paramount. I emphasize once again: after consultation with the Minister of Health, the Chief Sanitary Inspectorate, and the Prime Minister, I have decided to cancel today's Cabinet Council and most likely postpone it until tomorrow, in any case, until a moment when the safety procedures related to determining whether or not participants in this meeting have been infected with coronavirus are fully completed - stated President Andrzej Duda at the Presidential Palace.

Tusk:

Easier and Faster Access to Tests for Those in Power Than for the Sick and Doctors is a Failed Test of Decency and Democracy

Donald Tusk, former Prime Minister of Poland and current leader of the Civic Platform (PO), has strongly criticized the government's approach to accessing COVID-19 tests.

In a post on his Twitter account, Tusk stated:

"Easier and faster access to tests for people in power than for the sick and doctors is a failed test of decency and democracy."

This statement comes amid reports and public concerns regarding the availability and prioritization of COVID-19 testing in Poland. Critics have argued that there are discrepancies in who can access testing, with some suggesting that political figures or those with connections may be receiving preferential treatment over individuals exhibiting symptoms or healthcare professionals on the front lines.

Tusk's sharp words highlight a perceived failure of the government to uphold core democratic and ethical principles during a public health crisis. The sentiment suggests that such disparities erode public trust and demonstrate a lack of fairness and solidarity.

Terlecki:

While all forces must be focused on fighting the pandemic, the opposition only thinks of themselves and laments the postponement of elections. The greater the failures, the louder they shout. But Poles will not elect them, neither in May nor at a

This is a tweet from Ryszard Terlecki, a prominent Polish politician and the current Marshal of the Sejm (Speaker of the Polish Parliament). The tweet was posted on March 15, 2020, during the early stages of the COVID-19 pandemic. The context of the tweet is the ongoing debate in Poland about the presidential elections, which were scheduled for May 2020.

In this tweet, Terlecki criticizes the opposition for prioritizing their own interests and complaining about the potential postponement of the elections, rather than focusing on the national crisis. He suggests that their loud protests are a sign of their incompetence and that the Polish people will not support them regardless of when the elections are held.

Key points of the tweet:

  • Focus on the Pandemic: Terlecki emphasizes that the country's energy should be directed towards combating the pandemic.
  • Opposition's Self-Interest: He accuses the opposition of being self-centered and concerned only with the elections.
  • Lamenting Election Postponement: The opposition is portrayed as complaining and lamenting the possibility of delaying the elections.
  • Criticism of Incompetence: Terlecki links the opposition's vocal complaints to their perceived failures and lack of success.
  • Lack of Electoral Support: He asserts that Polish voters will not elect the opposition, regardless of the election date.

This statement reflects the political polarization in Poland, where different political camps often interpret events and crises through their own lenses. Terlecki, representing the ruling Law and Justice (PiS) party, uses this opportunity to frame the opposition as unpatriotic and incompetent, while portraying his own side as responsible and focused on the nation's well-being.

Gawkowski Responds to Tusk's Tweet on Coronavirus Tests: Mr. Prime Minister, Where is Your Decency?

Krzysztof Gawkowski, a member of the Polish parliament and leader of the Left parliamentary club, has responded to a tweet from Donald Tusk, the former Prime Minister and current leader of the Civic Platform.

Tusk's tweet, posted on March 16, 2020, questioned the government's approach to coronavirus testing. He wrote: "How many people have been tested for coronavirus in Poland? According to the Ministry of Health, yesterday it was 2,162. This means that after a month of epidemic, one person was tested per 16,000 inhabitants. Is this enough?"

In response, Gawkowski posted a video on Twitter, stating: "Mr. Prime Minister, where is your decency? You are commenting on the number of tests without knowing the situation. The number of tests is increasing, and we are doing everything we can to increase it further. The government is working intensively on this matter."

Gawkowski added that Tusk's tweet was "irresponsible" and aimed at "creating panic and distrust." He emphasized that the government was prioritizing the health and safety of Polish citizens.

The exchange highlights the political tensions surrounding the government's response to the burgeoning COVID-19 pandemic in Poland.

We're Registering Our Candidate Robert Biedroń. We Collected 285,000 Signatures and That's the Amount We'll Submit to the National Electoral Commission

- Today we are completing another step, finalizing formalities, which means we are registering our candidate Robert Biedroń, a candidate for the office of president. We have collected 285,000 signatures, and today we will submit exactly that number of signatures to the National Electoral Commission (PKW) - stated Tomasz Trela at a press briefing.

Szumowski:

We Will Certainly Expect Even Greater Increases in Infections in the Coming Days

We will certainly expect even greater increases in the coming days. This is what all predictions and all assessments of the situation indicate, that the growth within the next week or two will definitely be significant” – stated Minister Łukasz Szumowski at a press conference.

Szumowski:

All Government Members Who Attended Council of Ministers and Had Contact with Minister Woś Have Negative Test Results

Many questions have arisen regarding the situation in the government. Minister Woś has tested positive and is ill with Covid. He is feeling well, as he wrote. Here, the standard procedure is being followed. There are no actions being taken other than those normally carried out by the sanitary inspectorate, sanitary services. All individuals who had direct contact with the minister during the period when infection could occur have been identified by the sanitary services and, according to the recommendations of the sanitary inspection, individuals from these critical areas of state operation, i.e., doctors, nurses, transport services, paramedics, pharmacists, or diagnosticians, but also police officers, uniformed services, the Border Guard, and the sanitary inspectorate itself, are subject to a 7-day quarantine from the moment of contact, in order to reinstate these individuals to work as quickly as possible. After 7 days, when we know that the virus is present in the body, a test can be performed to check for its presence. In a situation where it is absent, the sanitary inspection may release individuals from the further 14-day quarantine” – said Minister Łukasz Szumowski at a press conference.

Tests were performed 7 days after contact. I, incidentally, was not present at that Council of Ministers meeting. Those individuals whose results are negative have been released from quarantine by the decision of the sanitary inspection and can function normally, continuing to work. This is an area where there is a significantly higher risk of encountering people. All of these [results of government members] that have come in are negative. The group that was at the Council of Ministers has been tested. All results are negative” – he added.

Kidawa-Błońska Questions PM Morawiecki on Financial Support for Hospitals, Relief Package, and Testing Capacity
Europe has currently become the epicenter of the SARS-CoV-2 coronavirus epidemic. The increase in the number of infected individuals, those under quarantine, and epidemiological surveillance carries serious consequences. Numerous signals from various parts of Poland regarding the inadequate preparedness of hospitals and other services to combat the coronavirus are the reason why I am holding discussions with local government officials, experts, and hospital directors. Despite government assurances, entrepreneurs, employees, and local governments remain without support. Hospitals report a lack of sufficient financial resources, and consequently, equipment. During a conversation with local government officials from the West Pomeranian Voivodeship, a number of problems requiring urgent solutions were highlighted. In light of this, I am requesting answers to the following questions - wrote Małgorzata Kidawa-Błońska in an interpellation to Prime Minister Mateusz Morawiecki. 1. Financial support for hospitals is insufficient. As a result, they are using their own funds to purchase necessary equipment. Will these expenditures be reimbursed? 2. The West Pomeranian Voivode recommends that social welfare employees be available to individuals in quarantine. In this regard, are they provided with personal protective equipment? 3. Up to what level, in the event of a significant increase in the number of cases, can the daily testing capacity be increased? Today in Szczecin, this number is only 50. 4. Will representatives of the Marshal's Offices, under whose supervision healthcare units operate, be included in the Voivodeship crisis management teams? 5. In the event of a need to close offices and reorganize their work, is the government considering introducing regulations concerning the inability to meet administrative deadlines? 6. The hotel industry, due to the government's lack of action, is already submitting requests to local governments for exemption from property tax. It is already known that revenues from environmental fees will significantly decrease. Consequently, local governments are making difficult decisions to limit investment spending. At what stage are the works on the relief package for entrepreneurs? 7. Health resorts have suspended the acceptance of new patients. The facilities will soon be empty. Will health resorts, facing the threat of bankruptcy due to the inability to provide services, receive government support?

Bielan:

We Realize the Crisis Will Be Much Deeper and Last Much Longer, Hence the Ministry of Development and Ministry of Finance Have Been Working on This So-Called "Bazooka" for Two Weeks

- We realize that the crisis caused by the epidemic will be much deeper and last much longer, which is why, on the order of the President and the Prime Minister, the Ministry of Development and the Ministry of Finance have been working for two weeks on this so-called "bazooka", meaning systemic support for small and medium-sized entrepreneurs - said Adam Bielan in a phone interview on Polskie Radio 24.

18:06

Bielan on "Gazeta Wyborcza": Suggesting we are happy about the epidemic outbreak crosses the standards of objective journalism. I hope this newspaper pays for it with a drop in readers.

The fact that a newspaper is strongly politically aligned is encountered worldwide. However, this kind of vile attack, suggesting that we are happy about the epidemic outbreak, crosses all standards of objective journalism in our country. I hope this newspaper pays for it with a drop in readers – said Adam Bielan in a telephone interview on Polskie Radio 24.

Tusk Has Become a Malicious Twitter Troll, Compensating for Lack of Influence on Real Politics

- Donald Tusk has become a malicious Twitter troll. He is compensating for his lack of influence on real politics in Poland and Europe, as he is no longer the President of the European Council - said Adam Bielan in a phone conversation on Polskie Radio 24.

18:12

Bielan:

Presidential Elections Announced by the Marshal of the Sejm, President Duda's Term Ends in August. Elections Simply Must Be Organized Soon.

- Those who today speak of postponing the presidential election date are often the same people who two or three years ago wore T-shirts with the inscription 'constitution'. I would like to remind them of this very constitution. Article 228 clearly specifies when elections can be postponed. The elections have been announced by the Marshal of the Sejm, President Andrzej Duda's term ends in August. These elections simply must be organized soon - said Adam Bielan in a telephone conversation on Polskie Radio 24.

18:17

Soloch:

Wednesday's Cabinet Council to be held via video link

- [Tomorrow] there will be a Cabinet Council as the President planned. This Cabinet Council will be held via video link, so we will not gather all the ministers in one place - stated Paweł Soloch in an interview with Łukasz A. Jankowski on Radio Wnet.

- [The subject of the discussion will be] both the actions taken by the government and the presidential initiatives that we all hope will be implemented in legislative solutions in a very short, rapid period of time. This concerns the actions of Polish authorities, in which the President actively participates, regarding the protection of those who are also exposed to economic losses as a result of the crisis. First and foremost, small and medium-sized enterprises and individuals running their own businesses - continued the Head of the National Security Bureau.

WKK:

I Deeply Believe We Will Defeat the Virus. If We are United, If We Cooperate with Each Other

- I deeply believe that we will win [against the virus]. If we are united, if we cooperate with each other, follow the rules, and are responsible in everything we do, then we will win this fight. We will first win for health and life, because these are sacred matters. We will win against the economic crisis, we will save Polish companies, jobs, we will help entrepreneurs and employees - said Władysław Kosiniak-Kamysz in a conversation with Dorota Gawryluk on the program "Gość Wydarzeń" on Polsat News.

19:40

WKK:

Anyone thinking about elections or structuring everything around them will truly lose. Today's fight isn't for the presidential seat, but a fight against the virus.

- I am not conducting a normal campaign because there is no campaign today. Anyone thinking about elections, about what will happen on May 10th, or structuring everything around elections, will truly lose. Today's fight isn't for the presidential seat, but a fight against the virus. The most important thing is the safety and health of our countrymen - said Władysław Kosiniak-Kamysz in a conversation with Dorota Gawryluk on the program “Gość Wydarzeń” on Polsat News.

19:43

WKK:

If the peak of infections is in 2-3 weeks, we can already say with a high degree of certainty that the May 10th elections cannot be held

- If the peak of infections is in 2-3 weeks, then we can already say with a high degree of certainty that the May 10th elections cannot be held. In my opinion, there is no point in delaying any longer. We need to sit down for a joint discussion - said Władysław Kosiniak-Kamysz in an interview with Dorota Gawryluk on the program "Gość Wydarzeń" on Polsat News.

19:46

Müller:

Everyone Identified as Having Contact with Minister Woś Last Week Has Been Tested. Fortunately, Results Are Negative.
Yes, all individuals we identified as having contact last week with Minister Woś underwent a [coronavirus] test yesterday. Today we received the results. Fortunately, as you know, the results are negative, meaning they did not confirm any infections among members of the Council of Ministers. All individuals who had direct contact with Minister Woś have already been tested. Consequently, as in every case, epidemiological procedures are currently underway, and every person who has any contact with an infected individual, in this case also Minister Woś, is being tested and is subject to the same procedure as in other instances when other citizens unfortunately find themselves in a situation where they encounter an infected person - stated Piotr Müller in a conversation with Piotr Witwicki on the program "Wydarzenia i opinie" on Polsat News.

19:50

Müller:

This is the Current Procedure. Anyone in Direct Contact with an Infected Person is Tested

- It's hard for me to comment on such words [Donald Tusk's tweet]. I had hoped there were matters that were above party politics. Just a moment ago, we had proof of that [Władysław Kosiniak-Kamysz's words]. Even though we are from different political camps, there are still certain issues where we can rise above partisan differences. It seems Donald Tusk is unable to do that even in such situations. It's regrettable. I would add that we are ensuring that everyone who has had contact with infected individuals always undergoes testing, and that is the current procedure. Anyone who has had direct contact with an infected person is tested, regardless of whether they are a doctor, an official, or a citizen performing other social duties - stated Piotr Müller in an interview with Piotr Witwicki on the program "Wydarzenia i opinie" on Polsat News.

19:53

Müller:

Cabinet Council to be held via video conference
The Cabinet Council, in accordance with what was presented by the Chancellery of the President, will be held primarily in the form of a video conference. This means there will be several locations where representatives of the Council of Ministers, in this case, members of the Cabinet Council, will gather, and this video conference and the session of the Cabinet Council will be held through these several video conference locations secured with special connections - stated Piotr Müller in an interview with Piotr Witwicki on the program “Wydarzenia i opinie” (Events and Opinions) on Polsat News.

19:57

Müller:

On Wednesday, we intend to present a comprehensive package of economic and social measures at a single event.

- First and foremost, we are pleased with the Monetary Policy Council's decision to lower interest rates. This is an additional stimulus and safeguard in this difficult economic situation. Let us remember that the entire world will indeed be facing these very negative economic effects for their economies, and tomorrow we want to present such a package of actions precisely in this economic and social sphere. We will present the details tomorrow. We want to approach this responsibly, which is why we will present it comprehensively at a single event, so as to also address all social groups and individual industries that also need support. We are well aware that this difficult situation requires an additional financial stimulus, but we also realize, of course, that this situation will likely last for many weeks, and we will see negative economic effects worldwide - stated Piotr Müller in an interview with Piotr Witwicki on Polsat News's "Wydarzenia i opinie" program.

20:04

Müller on the so-called economic 'bazooka': These amounts will be directly announced tomorrow

- Yes, of course. These amounts will be directly announced tomorrow because they are both funds directed from the state budget and so-called liquidity funds, meaning funds securing the financial liquidity of individual entrepreneurs, but also funds directed directly as aid from the state budget, which is why we will present all the details tomorrow - stated Piotr Müller in an interview with Piotr Witwicki on the program "Wydarzenia i opinie" (Events and Opinions) on Polsat News.
