Political Agenda for Tuesday: National Security Council Meeting

As we wrote on 300POLITYKA, at 11:00 AM a National Security Council meeting will be held concerning the coronavirus situation.

According to our sources at the Presidential Palace, the President intends to discuss the measures that need to be taken during the meeting to maximally limit the risk of the virus spreading, including excluding spectators from sporting events. This may involve maximally limiting or even cancelling mass events, and possibly the necessity of temporarily closing schools.

"The President will appeal for the greatest possible cooperation," we hear. "He also wants all political forces to be maximally informed about the administration's actions, to limit potential outbreaks of panic among citizens," argues a 300POLITYKA informant.

At 12:30 PM, Szymon Hołownia will hold a press briefing in Warsaw, during which the presidential candidate will present his position on state financial management in the face of the spreading coronavirus in Poland. The meeting will also cover new forms of conducting election campaigns in the changing epidemiological situation in the country.

At 1:00 PM, a government meeting will take place. The agenda includes a draft amendment to the act on compulsory insurance, the Insurance Guarantee Fund and the Polish Motor Insurers' Bureau, and the act on insurance and reinsurance activities, as well as a draft amendment to the resolution on adopting the development program "National Broadband Plan."

These demands were submitted by us during the National Security Council meeting, and I am convinced that the government should take advantage of them” – stated Civic Platform leader Borys Budka at a press conference in the Sejm.

- The biggest losses, as we estimate, will be borne by the broadly understood tourism industry. We already spoke with them yesterday. We know there are companies registering up to 80 percent fewer bookings for trips that tourists were supposed to take. The second, equally important industry is the broadly understood transportation sector - the minister added.

- We have prepared this first package, which we would like to include in the "Coronavirus Economy" act, a special act, which we will present to you as a finalized draft at the beginning of next week - she continued.

- These are proposals, in this first area concerning facilitating receivables, they primarily concern payments of social security contributions. Let's remind all entrepreneurs that, under the law already in force today, any entrepreneur in financial distress can apply to ZUS (Social Insurance Institution) for deferral, installment payments, and if they are an entrepreneur in distress, also for the waiver of social security contributions. We encourage this, as ZUS has already strengthened its communication to entrepreneurs today. Special hotlines are open. What will be new in the act is the abolition of the extension fee, i.e., the additional fee that an entrepreneur must pay for spreading receivables into installments. We are already proposing a similar mechanism today for all types of tax burdens: VAT, CIT, PIT. Taxpayers can also apply for deferral, postponement, or installment payments of these burdens.

- Additionally, regarding burdens that were to come into effect from April 1, for example, new JPK files in the VAT act, we will move the entry into force date to July 1. Similarly, the consequences resulting from the act on combating money laundering, issues of registration, will also be postponed to July.

- We will also introduce a new method for accounting for losses, in such a way that losses incurred by entrepreneurs in 2020 can be deducted, when the obligation arises next year, from the tax due for 2019.

- The next elements in the package concern improving financial liquidity. These are primarily cheap loans and guarantees. Primarily, their financing will come from Bank Gospodarstwa Krajowego (BGK). We are expanding the scope of de minimis aid, which is aid provided under the simplest rules by the banking sector to small and medium-sized enterprises. Today, the value of a loan granted by BGK does not exceed 60 percent of the loan value. We want to increase this amount to 80 percent, and the total value from 200,000 euros to 500,000 euros.

- The third element concerns the security of employees in the labor market. We are aware that industries such as hospitality, tourism, and transport, which will have no orders in the coming weeks and months, and are simultaneously interested in surviving this period and retaining their employees. Today, some form of guarantee for these employees seems necessary. We have an act from 2011 that provides such job security in difficult times. We want to change and improve these rules - assured Emilewicz.

For several months now, the coronavirus has been spreading around the world. Over 100,000 people have fallen ill. Thousands of deaths have been recorded. The situation is serious. This is also the case in Europe, where most countries have already registered cases of the virus. We are observing with attention and concern what is happening in Italy, which has been the most affected by the epidemic. We see how serious the situation is becoming in Spain, France, and Germany, which are reporting hundreds of new cases daily.

The virus reached Poland in recent days. We expected this. We know that the number of infected people will grow in the coming days. I assure you that the authorities of the Republic of Poland took appropriate steps earlier to prepare for this challenge. Necessary, decisive actions are now being taken to protect Poles as effectively as possible. Sanitary controls have been introduced at our country's borders. A decision has been issued prohibiting the organization of mass events. Further necessary steps will be taken in the coming days.

The principle of prevention and protection guides us all. I am in constant contact with the Prime Minister, the Minister of Health, and the Minister of Interior. The government, the central and local administration, sanitary services, medical personnel, police, fire brigade, border guard, and the army are working with dedication to protect Poles. I highly appreciate the actions taken in this matter and I am very grateful for them.

Let us approach these actions with understanding. Please carefully follow all recommendations issued by the services and adhere to them. While appealing for calm and common sense, let us simultaneously remember, having learned from the experiences of other countries, that this matter is serious. It must not be underestimated. The coronavirus is not just a government issue. It is an issue for all of us. Today, it is the concern of every Pole. Of course, the greatest responsibility lies with us, the rulers. I am fully aware of this and I do not shy away from it.

At my request, a special session of the Sejm was held, during which a law was passed to facilitate the fight against the threat. I signed it immediately, and it is already in effect. Today, I convened a meeting of the National Security Council for the government and opposition representatives to discuss with me ways to ensure Poles' safety. I thank all participants for their engagement and for the constructive dialogue. I thank the opposition for their responsible stance.
