President Andrzej Duda is expected to announce his decision on the bill concerning compensation for public media today. The constitutional 21-day deadline expires today.

A one-day Senate session will commence at 3:00 PM. The agenda includes only one item: the act on special solutions related to the prevention, counteraction, and combating of COVID-19, other infectious diseases, and crisis situations caused by them, commonly known as the coronavirus special act.

A special meeting of the health ministers of EU member states will take place in Brussels today to discuss the coronavirus epidemic. As we reported on 300POLITYCE, Prime Minister Mateusz Morawiecki requested European Council President Charles Michel and the Croatian Prime Minister, Andrej Plenković, who holds the EU presidency, to convene a meeting of ministers for health and social affairs (EPSCO) instead of the planned teleconference of ministers. This initiative aims to elevate the issue of the threat to an all-EU level.

Małgorzata Kidawa-Błońska will be in Wielkopolska. At 9:45 AM, a briefing for the Civic Coalition's presidential candidate will be held at the city market in Piła. Later, at 6:00 PM, Kidawa-Błońska will participate in the opening of the Rodło Ideas Centre at the Dom Polski.

At 11:00 AM in Warsaw, a ceremony organized for International Women's Day titled "The Republic is a Woman" will take place. The PSL presidential candidate, Władysław Kosiniak-Kamysz, will attend this event.

At 8:30 PM, Hołownia will participate in a discussion about the country's situation from the perspective of the younger generation of Poles.

- It is good that there is cooperation in this area, because the health and lives of our compatriots, as well as the Polish economy, should not be subject to any rivalry or party colors in such a situation. I offer my hand, there are stations prepared with hygiene fluid for disinfection. There is always an opportunity to use it before and after a meeting. We are distributing informational leaflets, and this is also our contribution. Not only my leaflets are being distributed, but also information about the spread - stated Władysław Kosiniak-Kamysz in an interview with Agata Adamek on TVN24's "One on One".

- If the virus were to spread very rapidly, as in Italy, an extreme example from Europe, where there are very many infections, then it would likely hinder any kind of campaigning. There is no campaign without meetings, without conversations, without shaking hands. That's what a real election is truly about, exchanging views even in the smallest town in Poland, answering questions. That's how I operate, I have open meetings like that. - Today I will not apply for [a postponement of the election date] because today no one limits our ability to meet. But it cannot be the case that, for example, the opposition side will suffer from this, also in terms of elections during the campaign, and there will be some inequalities, because those in power always have more opportunities, even for conducting campaigns within the scope of their duties, resulting from the positions they hold today. So it cannot be the case that any inequalities arise. [A request] is not ruled out, because if it becomes impossible to conduct a campaign, and it is not a fair campaign, then a fair choice by Poles will not be possible later, and that's what it's all about - continued the PSL leader.

- If the President [Duda] wanted to transfer these two billion for the treatment of oncological, cancerous diseases, he would have done it immediately. Today it's just a calculation of what's profitable for PiS and what isn't. It's subordination and dependence on one political camp. It's being a hostage, in fact, to one political party. It's hanging onto the doorknob. This perfectly reflects the situation - stated Władysław Kosiniak-Kamysz in an interview with Agata Adamek on TVN24's "Jeden na jeden".

- I wish for a [veto on the act concerning compensation for public media]. Even though it is now purely a political calculation, and not a genuine desire to help, of course, it would be good if it happened, and then our pressure, which we've exerted on the president, the petition being signed online, and the requests submitted by residents, will have meaning – stated Władysław Kosiniak-Kamysz in an interview with Agata Adamek on TVN24's "Jeden na jeden" (One on One).

- For example, I wouldn't sign a sugar tax. I wouldn't sign a meat tax, I wouldn't sign tax changes that would in any way make the already difficult lives of pensioners, disability pensioners, but also young people or families, even harder. No, I wouldn't sign it - stated Władysław Kosiniak-Kamysz in a conversation with Agata Adamek on TVN24's "One on One".

– It's not so much a miracle as a continuation of reason. I will remind you that when this act regarding coronavirus was introduced last week, everyone also cooperated on this matter. The Left's amendments were accepted by PiS. This is a non-partisan issue. Anyone who wants to politicize it is stupid – said Włodzimierz Czarzasty in a conversation with Marek Pyza on TVP1's "Political Quarter Hour".

- In two years, the Prime Minister will stand up and say: I must unburden hospitals. Because hospitals are closing. Therefore, I have to give money. Do you know what will happen to the balanced budget then? There will be a deficit. This is simply hiding the state of the country before the presidential campaign - said Włodzimierz Czarzasty in an interview with Marek Pyza on TVP1's "Political Quarter Hour".

"I must admit that this meeting was held in a good atmosphere, especially considering recent years, which have been marked by very sharp discussions in parliament. Yesterday, this extraordinary situation, in a way, united the parliamentary clubs, although differences of opinion naturally occurred. Yesterday's talks were at a level that most Poles would probably expect," said government spokesman and minister Piotr Müller on Radio Jedynka.

- President Duda doesn't want a debate, because we made an offer and received no response. I don't know if Mrs. Kidawa-Błońska will agree to a debate, as we haven't received a response from her either. But I don't want to name names. Anyone who refuses a debate means they either have no program, cannot present it, are unprepared, or are a coward - said Włodzimierz Czarzasty in an interview with Marek Pyza on TVP1's "Political Quarter Hour."

- Dear Mr. President Jacek Kurski, know this one thing. If President Duda does not sign this [license fee bill] today, you will not get the money. No veto, nothing. Strong, robust public media are important, and this has been evident over these 4 years. This pluralism or balance in public media, and in the media market generally, has been restored. However, let's not fool ourselves. We are on the air of a station that many call the main opposition party in Poland. Perhaps this is a slight exaggeration, but likely not without reason - stated Radosław Fogiel in an interview with Agata Adamek on "Jeden na jeden Kampania 2020" on TVN24. The decision concerning the signing of the bill is not a campaign decision, not an electoral decision. Of course, it has an impact on the entire socio-political and media environment. But still, it is not an element of the campaign. The prerogatives of the president, the duties of the incumbent president… One should distinguish between matters that may influence electoral outcomes, because many things can influence electoral outcomes, including the coronavirus, which is also not an element of the campaign in that sense. And similarly, the fact that the president signs bills is not an element of the campaign - the PiS politician continued.

- The President has clearly stated that the issues of laws he signs, and rightly so, are not campaign matters. These are not issues to be discussed in a campaign headquarters - stated Radosław Fogiel in an interview with Agata Adamek on TVN24's "Jeden na jeden Kampania 2020". - Let's not confuse our priorities. There is the campaign and election sphere, and there is the state and public sphere. Matters belonging to the latter, which are part of the work of the Presidential Chancellery, do not enter into the campaign - the PiS politician continued. - We do not play with state affairs during the campaign. - From a strategic point of view, limiting the conflict surrounding this is probably best. The staff is there to work in difficult conditions. I will not advise the President on what he should do, although my position is quite clear. I voted for this law in the Sejm, so I'm unlikely to change my mind after a few weeks - stated Radosław Fogiel in a conversation with Agata Adamek on TVN24's "One on One Campaign 2020".

- The Senate will not recognize these amendments, if they are introduced. We are seriously considering the possibility of swiftly submitting a novelization of this act, so as to eliminate the doubts surrounding this act. However, these doubts are not so great as to prevent or delay its implementation, because it is, after all, necessary due to the coronavirus, which, although it wasn't present two days ago, is already in Poland today, as we know. There is an understanding that we will proceed without amendments - stated Michał Kamiński in an interview with Jacek Prusinowski on Radio Plus.

- Logic would suggest to me, although many things in this matter are contrary to logic, logic would suggest to me that the President would, after all, veto this law [on compensation for public media]. Campaign logic. I cannot imagine that anything other than the presidential elections, which are just around the corner, could persuade the President to side with the citizens against the powerful of this world - stated Michał Kamiński in an interview with Jacek Prusinowski on Radio Plus.

- I don't want to say a bad word about Małgorzata Kidawa-Błońska. Cynically so, because we will need the votes of all those people who vote for Kidawa-Błońska, we will need those votes in the second round. And that would be a cynical reason, but the real one is this. I greatly value the Marshal, I know her personally. I believe she is a wonderful person and if it were the case that she would be in the second round, I would of course support her. However, I believe that Władysław Kosiniak-Kamysz has a better chance of defeating Andrzej Duda - stated Michał Kamiński in an interview with Jacek Prusinowski on Radio Plus.

- The fundamental measure of independence, as demonstrated by the recent experiences of President Andrzej Duda, who for weeks has been unable to decide, because he doesn't know what to decide in his relationship with his party, whether to sign the PLN 2 billion bill for public media or not, thus turning a serious, constitutional process into a comedy-drama. This is precisely because he is not independent and precisely because the Law and Justice party will have to pay the bills for his campaign - said Szymon Hołownia during a press briefing.

- We have just reached a very important threshold, a very important goal on this campaign trail. We have crossed the one million zloty mark in our civic fundraiser. In 16 days, over 10,000 citizens of the Republic of Poland have decided to take out their own money, which they could have spent on anything else, and spend it on politics. This is something far more significant and binding than any opinion poll - said Szymon Hołownia during a press briefing.

- My dear, beloved opponents from political parties. Candidate from PiS, candidate from PO, candidate from PSL, candidate from Konfederacja. I challenge you today. If this independence, which you so often mention, is truly so close to your hearts and not just a rhetorical trick to once again beguile voters, then run your campaign like I do. Convince people that it's worth investing in it - added the presidential candidate.

“For the last time, I call on you to veto this bad bill, which directs money towards propaganda instead of treating the sick. Do you need so much time to make a decision that every Pole makes within minutes? What is more important? Life or propaganda? We expect the president of our country to care for the dignity of the office, the dignity of our state” – said Małgorzata Kidawa-Błońska, the Civic Coalition’s candidate for president and Deputy Marshal, during a press conference.

“Do you know that when [breast cancer] recurs, women have to pay 6,000 zlotys a month for medication that is necessary for them to survive the disease? When there is remission, there is no reimbursement for this drug. What are you contemplating? What is more important? Propaganda or the health and lives of Poles?” – she added.

I received information about the situation in the voivodeship, the state of preparedness, as well as security measures. I'm thinking about the people who are undergoing quarantine. There are a few such individuals. Five people are in quarantine in a hospital that is specifically dedicated to cases where someone might be suspected of being infected with coronavirus, or in the future, as there are no confirmed cases in the voivodeship at the moment, no cases of illness caused by coronavirus - said President Andrzej Duda after a meeting with the authorities of the Warmian-Masurian Voivodeship.

There was, of course, the issue of people who potentially could have come into contact with the only patient diagnosed with coronavirus. These were the passengers of the bus on which this person traveled from Germany. All these individuals have been identified and all are undergoing quarantine - added the President. 

The state must demonstrate efficiency. The government is currently receiving extensive tools to combat a potentially dangerous epidemic. I hope they will use these resources in a way that serves the good and health of us all. As senators, we will very closely monitor the implementation of this law, because it should be enacted quickly, but it contains provisions that some call constitutionally questionable or threatening to civil liberties. We will monitor this, we will observe how the government and authorities use the vast powers granted by this law. It is not out of the question that the Senate, at its next session, will initiate legislative action to try to modify the particularly controversial provisions of this law - said Tomasz Grodzki during a briefing before the Senate session. 

- I guarantee you that if I am elected, such positive changes will be supported. Everything that serves Polish society, everything that is implemented for people, for families, the protection of the family, the protection of our tradition, the protection of our values will certainly be among the most important indicators that I will be guided by in my actions, in my daily service. Ideally, it would be best if they could be won decisively, so that society shows its strong will for these good changes to continue - said President Andrzej Duda during a meeting with residents of Szczytno.

As I said, we expect several cases in the near future. One patient is a person who traveled on that bus. Thanks to the tests we conducted, we know that this person is infected with the virus. There are two patients who returned from Italy. These are patients in Szczecin and one patient in Wrocław, who also has a positive result. All patients are under medical care. All contacts, according to the report by GIS Minister Pinkas, are being traced. These two patients are acting in accordance with instructions. They reported themselves, informed the relevant sanitary services that they were from a high-risk area. Their probability of virus infection was assessed as moderately high, but they had no symptoms, therefore, after reporting to hospitals, they were placed under home quarantine and received remote, telemedicine sick leave from work. Later, they felt symptoms of illness during quarantine, reported to the sanitary inspection, and were directed to the hospital and placed under medical care – stated Łukasz Szumowski at a press conference. In total, we have 5 patients. We do not have any patients in a life-threatening condition. Most patients are in a stable condition – the Minister of Health continued.

- We currently face serious issues related to public health, such as the coronavirus problem. Today, we have seen further infections, and indeed, we must talk and think about money. However, reason, honesty, and truth are essential in all of this. I would like to ensure this honesty for you through today's meeting, where each of us will be able to express their views on this matter.
