At 9:00 AM, two Senate committees: the Legislative Committee and the Committee on Human Rights, the Rule of Law, and Petitions will hold the first reading of a bill amending the act on the National Council of the Judiciary. This is the so-called Senate bill on the KRS, presented at the beginning of the year.

At 10:00 AM, a government session will take place. The agenda includes, among other items, a draft amendment to the Code of Civil Procedure, as well as draft regulations concerning the multiple of the base amount, which constitutes the average remuneration of officers of the State Fire Service, the Government Protection Service, and the Border Guard.

At 12:00 PM, a hearing will be held at the Constitutional Tribunal – at the request of the Marshal of the Sejm – concerning a competence dispute between the Sejm and the Supreme Court, and between the President and the Supreme Court. The Constitutional Tribunal will consider the case in full session. The presiding judge of the adjudicating panel will be TK President Julia Przyłębska, and the rapporteur – TK judge Krystyna Pawłowicz.

Władysław Kosiniak-Kamysz will be visiting the Podkarpacie Voivodeship. At 10:15 AM, a breakfast is scheduled at a farm in Niechobrz, and at 11:45 AM – a press conference in Rzeszów. Subsequent points include a meeting with residents of Kańczuga at 1:00 PM, a press conference in Jarosław at 3:45 PM, followed by a meeting with residents at 4:00 PM.

At 12:15 PM in Warsaw, a conference will be held by Robert Biedroń and OPZZ chairman Andrzej Radzikowski on accrual pensions and the project for a guaranteed minimum pension. Meanwhile, at 11:00 AM in Warsaw, Szymon Hołownia will hold a press conference dedicated to his planned environmental initiatives.

Today also marks the beginning of the visit of the President of Iceland, Guðni Th. Jóhannesson, accompanied by his spouse. The program includes, among other things, one-on-one talks between the presidents and plenary talks between the delegations. A meeting with the media is scheduled for 12:55 PM.

- The best example of fake news, in quotes, the best because it spread panic, came from our beloved opposition regarding the coronavirus, when they couldn't wait for it to arrive starting Friday. Some are joking that if the coronavirus were to appear in Poland, it would receive the "Man of the Year" title from one of the newspapers - said Krzysztof Sobolewski in an interview with Dorota Kania on Polskie Radio 24.

- I did not have that feeling [that the combination and convergence of the election campaign and the epidemic is a fatal coincidence]. The work on this act was ongoing and proceeded very calmly. I would separate two matters – on the one hand, the scale of the risk associated with coronavirus, and here indeed, the very precise diagnosis from PAN scientists is accurate. Every year, hundreds of thousands of people die worldwide from the common flu, while approximately 3,000 have died from coronavirus so far. This shows the scale of the threat. On the other hand, the regulations that we passed yesterday are not only about this epidemic, but are adopted with a perspective for every subsequent situation of this type - stated Jarosław Gowin in an interview with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego".

- Our calming was truthful. It wasn't a manipulation tactic, although manipulation is naturally very important in such cases. Doctors emphasize that panic would be the greatest threat in the current situation - stated Jarosław Gowin in an interview with Konrad Piasecki on TVN24's "Piasecki's Conversation."

- We precisely diagnosed where these regulations could be refined. They will be used in completely exceptional situations - the Deputy Prime Minister continued.

- This campaign is just getting started for all candidates. All connoisseurs, experts in election campaigns, which I am not, claim that the key elements or moments will be a few weeks before the elections, meaning April. This will be the culmination. All elements of Andrzej Duda's new presidency program will be known then - stated Jarosław Gowin in an interview with Konrad Piasecki on TVN24's "Piasecki's Conversation".

I don't have the impression that he is partisan [Andrzej Duda]. The choice of someone like lawyer Turczynowicz-Kieryłło, meaning a person completely outside the world of politics, with a vast contribution in another field, is the best proof that this presidency is not partisan in nature. However, Andrzej Duda didn't appear on the political scene out of nowhere, from the Baltic waves, as Adam Bielan joked in reference to Małgorzata Kidawa-Błońska. Andrzej Duda was put forward 5 years ago by the United Right camp, and it is we who currently constitute his political backing, while his social backing, as polls show, is already significantly broader – stated Jarosław Gowin in an interview with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego." It wasn't Andrzej Duda's convention. It was a PiS convention, and it was planned as such. Not even the entire United Right, but PiS granting support to President Duda – the Deputy Prime Minister continued. – President Duda vetoed twice as many bills as President Komorowski. Among these were laws as important as those concerning the judiciary, the National Water Management Board (RIO), or the electoral law for the European Parliament elections – Gowin added.

- The United Right camp has two sources of strength. One strength is internal pluralism, and it's no secret that there are different concepts within our camp concerning justice matters. The second source of strength, however, is internal solidarity - stated Jarosław Gowin in an interview with Konrad Piasecki on TVN24's "Piasecki's Conversation."

When someone goes to Brussels, their perspective often changes. I would like to remind you that in the previous term, before the vote on my law [Constitution for Science], Solidarna Polska issued an official resolution supporting my reform. As for how academic freedom, which for me is one of the foundations of Western civilization, is understood, I would be very happy to discuss it with Patryk Jaki, but after May 24th. - [After the elections] Porozumienie will present its own proposals [regarding the judiciary]. I don't believe they will be revolutionary. I agree with what President Duda said in Monday's interview for „Super Express”, that further changes in the area of justice must be introduced through dialogue with legal circles, including the judiciary - stated Jarosław Gowin in a conversation with Konrad Piasecki on TVN24's „Rozmowa Piaseckiego”.

- Certainly, court procedures need to be simplified and court computerization accelerated. In this type of solutions, Minister Ziobro can count on 100% support from Porozumienie - the Deputy Prime Minister continued. - Each of us politicians has a different political philosophy. I am a conservative; I believe in evolutionary, gradual changes, spread over years and discussed with interested social groups. There are politicians who believe that the goal should be reached by a short, quick route. Who is right, future historians will judge - he noted.

- We submitted 100,000 signatures over two weeks ago, and today I can tell you, for the first time in the media, that yesterday afternoon we received information from the National Electoral Commission that these signatures, we submitted nearly a quarter of a million of them, have been verified and Władysław Kosiniak-Kamysz is the first candidate for president officially registered by the National Electoral Commission - stated Magdalena Sobkowiak in an interview with Konrad Piasecki on TVN24's "Piasecki's Conversation Campaign 2020".

- We don't have the same resources as PiS and Platforma. Because we are only just beginning to rebuild financially. For the PSL, it was a grandly executed convention. I must admit, there were people who approached me after this convention saying: I've been in the PSL for many years, but I've never seen a convention like this before. - I did not join the PSL. I am rather in the process of forming my own party, not expanding the ranks of the PSL. If only to send a clear signal to voters that I have not joined the PSL. Unfortunately, people have no idea about the elementary principles of the political system and believe that if someone runs on a party's list, they are a member of that party. - K-15 [will be the name of Paweł Kukiz's party]. We had a general meeting of the "Kukiz 15" association, and the proposal to establish a party was made there. I abstained from voting, 90% of the people voted in favor of creating a party - he continued.

„I'm glad that many MPs rose above political divides. Yesterday, the draft, which was presented by the government, after the corrections made, took the shape of a law adopted by a significant parliamentary majority” - said government spokesperson Piotr Müller on TVP1’s „Kwadrans polityczny” (Political Quarter Hour).

„Indeed, even with the thirteenth pension, there were doubts, and sand was thrown into the legislative machinery by the Senate. I assume that if yesterday the Civic Coalition and the SLD supported this bill, it means there will be no more objections to it in the Senate” - said government spokesman Piotr Müller in the program „Kwadrans polityczny” on TVP1.

„I assume that [the coronavirus] will not affect the election date at all, as there will be no constitutionally understood state of emergency. There is no need to declare such a state” said government spokesman Piotr Müller in “Political Quarter of an Hour” on TVP1.

„There is no such idea, there are no legal grounds to postpone the elections. The election date will not be moved” he added.

“One of the fundamental things, absolutely fundamental, the most important, that the future president and all future governments will have to deal with is the issue of the natural environment. Our generation is already fully aware that we are truly grappling with a serious crisis. There are areas in Poland, for instance in the Łódzkie Voivodeship, where more than half of the land is threatened by agricultural drought. Within one decade, as a country, we are losing 60 million zlotys due to climate change. This amount is growing year by year. This is a problem we must confront through systemic solutions” – said presidential candidate Szymon Hołownia at a press conference.

“The current authorities treat this problem negligently, mainly propagandistically. When they see a wild boar, they want to shoot it. When they see a tree, they want to cut it down. We need an efficiently functioning state, not just ideological declarations. Therefore, in my program, I have clearly and explicitly stated that immediately after the election, a National Climate Council will be established, which will decisively, with the help of experts, evaluate every draft bill and every law that reaches the president's desk. If a bill does not align with environmental goals, such as Poland's climate neutrality by 2050, it will face a presidential green veto” – he added. 

„We wanted to inform you about the commencement of work related to the draft bill on special solutions for counteracting and combating coronavirus. Work in the Senate has already begun. We have had joint consultations with the legislative office. The draft is being reviewed. We have commissioned additional expert opinions related to the draft. A joint session of the Health Committee and the Legislative Committee has been convened for next Thursday” – said Senator Krzysztof Kwiatkowski at a press conference. 

„I have decided, after consultation with the members of the Senate Presidium, to convene a Senate session on Friday at 3 PM. There will be only one item on the agenda – the bill arriving from the Sejm concerning the coronavirus. I anticipate its swift adoption” – informed Senate Vice-Marshal Bogdan Borusewicz. 

„Ms. Gersdorf crossed the line that separates the judiciary from politics, the third branch of government from the first and second branches, a long time ago. Ms. Gersdorf is a politician and holds political stances. As a politician, she can be judged. I refer Ms. Gersdorf to the constitution, which she often invokes. This constitution clearly states what powers the President of the Supreme Court has, what the President of the Supreme Court can do, and where their competencies end and where the competencies of the Constitutional Tribunal begin. I hope that this legal act, which President Gersdorf so often invokes, will become a reading for her that gives pause for thought regarding the statements she has made” - said Minister Zbigniew Ziobro at a press conference. 

„A change has occurred. Two separate offices have been maintained. The person holding the office of Minister of Justice has simultaneously, by operation of law, been placed in two roles, which they lead and for which they are responsible. A Council of Ministers Regulation from late February 2016 sets a specific functional salary for the Prosecutor General. This regulation has been in effect for 4 years” – said Minister Zbigniew Ziobro at a press conference. 

- Yes, I did visit this market in Warsaw. Especially the vegetable stalls. I was accompanied by ladies who shop here, because pensioners often shop at these markets, and for them, every zloty, every grosz matters. I did some very simple shopping, a kilogram of potatoes, three apples, a mirepoix. As an extravagance, I bought a bunch of cilantro, so truly the simplest shopping. And listen, it's almost 17 PLN. That's 17 PLN. The most basic items that everyone of us should be buying. Potatoes are very expensive, apples are very expensive. Both sellers and buyers say that prices in our country have truly gone mad. Of course, sellers say that prices on the markets, on the commodity exchange, have increased because everyone is accounting for the incurred electricity costs, all the other rising costs. Additional ZUS (Social Insurance Institution) contributions, all of this is reflected in our prices, and frankly, people are helpless because these prices will continue to rise - stated Małgorzata Kidawa-Błońska at a press conference.

- Prices are always high, but this year is exceptional, and I have a question because it is said that nothing can be done about it, that it will end someday, but Poles will not endure this any longer. The fact that the Monetary Policy Council (RPP) and the President did not invite [anyone to discuss] what can be done to prevent prices from rising so drastically has not happened. Mr. President, Poles cannot be held responsible for PiS's mistakes. They want to know that prices are stable, that they can buy the same goods for the same money, and that they don't have to choose whether to buy two apples and a carrot today, but that they can buy both. Therefore, Mr. President, please react. Prices cannot keep rising, because they are rising like crazy and everyone feels it, both sellers and buyers, and frankly, no one knows what to do next - continued the Civic Coalition (KO) candidate for the President of Poland.

„Yesterday, we witnessed an event – a close associate of Chairman Jarosław Kaczyński, until recently the spokesperson for the PiS parliamentary club, Adam Hofman of the PiS party, revealed President Andrzej Duda's plan of action on an issue that is currently one of the most interesting for Poles. Poles are discussing two matters today: how to protect themselves against the coronavirus and why 2 billion [PLN] is to go to TVP instead of healthcare” – said PO spokesperson Jan Grabiec at a press conference.

„Adam Hofman is also now one of Jarosław Kaczyński's closest associates. For many years, he described himself as Jarosław Kaczyński's spin doctor. In this material, it is clearly evident that PiS is a party of cynics who are capable of using all possible means to advance their interests. Adam Hofman clearly stated what public television is today. It is the rear base of PiS, Jarosław Kaczyński, and Andrzej Duda” – said the leader of Nowoczesna, spokesperson for Małgorzata Kidawa-Błońska's campaign team, Adam Szłapka.

- Under these particular circumstances, when unfortunately this coronavirus is now knocking on our door. We still don't have a single confirmed case in Poland, as the Minister of Health informed us earlier and as I said, as soon as such a case appears, we will of course inform about it - stated Prime Minister Mateusz Morawiecki at the Provincial Sanitary-Epidemiological Station in Katowice.

- The Polish Minister of Health was the one who first called upon all his colleagues in the EU to convene an EU Health Council meeting. I was also the first to call European Council President Charles Michel, and several prime ministers, including the Prime Minister of Croatia, which currently holds the presidency of the Council of the EU. Croatia holds this function this semester - stated Prime Minister Mateusz Morawiecki at the Provincial Sanitary-Epidemiological Station in Katowice.

- I know that Poland is applying best practices at this stage of the disease, which has already appeared somewhere around us, and unfortunately, the number of infection cases is increasing - the head of the Polish government continued.

I wanted to use this opportunity to present the state of affairs to our compatriots, to show our concern for public health, the organization of healthcare services within our current environment, and also to appeal, to appeal not to spread panic, not to disseminate what young people today, but probably not only young people, call fake news – meaning untrue, erroneous, false, and sometimes maliciously spread information. Information that would suggest we are not disclosing coronavirus cases. These are, of course, absurd suppositions. But I also appeal to you to follow the recommendations of doctors and the Chief Sanitary Inspectorate (GIS) – stated Prime Minister Mateusz Morawiecki at the Provincial Sanitary and Epidemiological Station in Katowice.

We are prepared for the potential arrival of the coronavirus. Hopefully, these will be as limited outbreaks as possible, hopefully, there will be as few of them as possible, but I have committed all forces and means, an additional PLN 100 million for the purchase of protective equipment for hospitals, and particularly for sanitary inspection facilities like this one, where we are currently located. I am convinced that the orders we have placed for tests, medical equipment, and the equipment we already have in the Material Reserves Agency and elsewhere are sufficient to ensure the health security of Poles. Therefore, I appeal for calm, and indeed, to guard against unnecessary and false information, sometimes spread on the internet – stated Prime Minister Mateusz Morawiecki at the Voivodeship Sanitary-Epidemiological Station in Katowice. While there is no vaccine for fake news, the best test is to remain calm and adopt a civic attitude that will allow doctors, nurses, hospitals, the sanitary inspection, and laboratory technicians to do their work, and I am convinced that we are in very good hands – the head of the Polish government continued.

- Yesterday, the Sejm adopted a law thanks to which the government and a number of institutions gain real tools to fight the coronavirus, and to effectively prepare the country and the entire state administration for the approach of this disease. I would like to thank everyone again, because yesterday I did it from the parliamentary tribune, all parliamentary clubs for a substantive discussion. Some amendments initially proposed by the opposition and two draft alternative laws were withdrawn, and some amendments proposed by the opposition were adopted. As a result, we have developed a truly good legal act, thanks to which we will be able to function in the coming days, weeks, and months - stated Michał Dworczyk at a press conference at the Chancellery of the Prime Minister.

- Prime Minister Morawiecki has decided to expand the information campaign. Every household, nearly 15 million households, will receive free printed materials delivered to their mailboxes, which will contain leaflets - stated Michał Dworczyk at a press conference at the Chancellery of the Prime Minister (KPRM).

- The Prime Minister, in connection with the developing situation, has decided that we are moving to the next phase. The government crisis management team has been convened for 6 PM tomorrow [Wednesday], meaning we are entering the operational mode of the act regulating crisis situations, and from now on, this team will meet daily and will de facto coordinate all actions across the entire state administration, the entire country, in preparation for the virus's arrival in Poland - stated Michał Dworczyk at a conference in the Chancellery of the Prime Minister (KPRM).

Poles and Italians are breathing dangerously polluted air – according to a new report by the Swiss air monitoring platform IQAir. According to the study, out of the 100 worst cities in terms of air quality on the continent, as many as 29 are located in Poland, and 24 in Italy. 300GOSPODARKA describes it in detail. Meanwhile, the Prime Minister has ordered changes to the "Clean Air" program. Faster evaluation of applications, higher subsidies for zero-emission solutions, and assistance for poorer households – these are the changes the government announces for the "Clean Air" program. "I am pleased with them because the Polish Smog Alert has been fighting for a more beneficiary-friendly program for a long time," commented Andrzej Guła, president of the Krakow Smog Alert Association.

The Prime Minister visited Radziszów in the Skawina municipality near Krakow, observing a house that had undergone thermal modernization and had its coal furnace replaced with a gas one. "A family is heated in two ways. There is the warmth of love and the warmth that heats the home; we want this warmth that heats the home to come from more ecological sources. We visited a family that not only replaced their furnace with a more ecological one but also insulated their home. We want there to be as many such cases in Poland as possible," Morawiecki said. "In the next two years, the number of applications submitted to the anti-smog program "Clean Air" should significantly increase. The number of homes covered by support through subsidies and the thermal insulation relief in PIT will also increase significantly," assessed Prime Minister Mateusz Morawiecki. The modified form of the program is scheduled to launch at the turn of March and April. "The "Clean Air" program is one of the government's key, priority programs. It already has a history, but we want it to gain significant momentum. One of the main shortcomings we identified was the insufficiently fast processing of applications, which did not allow the program to spread its wings," the Prime Minister stated. The new, refreshed version of the program – as informed by the Minister of Climate, Michał Kurtyka – is set to launch at the turn of March and April. At that time, it will be possible to apply for subsidies for thermal modernization investments through the websites of regional environmental protection funds, as well as the gov.pl portal. The head of the climate ministry added that at the beginning of May, the scale of Poles' use of the anti-smog relief in personal income tax, which was introduced as part of the "Clean Air" program at the beginning of 2019, will also be announced. According to the Prime Minister, the prepared facilitations are intended to allow for a several-fold increase in the number of applications submitted by beneficiaries within two years. According to data from the end of February, approximately 120,000 applications were submitted to the regional funds, totaling almost PLN 2.5 billion in subsidies. So far, 85,000 positive decisions have been issued for PLN 1.5 billion in subsidies.

According to studies confirmed in many places, we can save up to 40% of thermal energy when we properly insulate and renovate a house. Our new program, the enhanced "Clean Air" program, aims to reduce bureaucracy in the process of obtaining an approved application. We want thermomodernization and thermal insulation to progress as quickly as possible, just as it is here in the Skawina municipality, in all municipalities most polluted by emissions from low chimneys. This is the kind of sealing we care deeply about, and we are specialists in sealing, especially the tax system. As is widely known, the European Commission recently confirmed our enormous successes in sealing the VAT system. Meanwhile, sealing our homes, and we have over 3.5 million of them in Poland, is a great, civilizational task – said Mateusz Morawiecki during a press conference concerning the "Clean Air" program.

- So far, I have signed the support lists for two [candidates in the presidential election]. I'm still waiting because I like Robert... [Małgorzata Kidawa-Błońska] and Szymon Hołownia. Robert Biedroń's people contacted me via Facebook. I said I'd sign, of course. As far as I know, the PSL has already submitted their signatures, so they probably don't need mine - stated Aleksandra Dulkiewicz in a conversation with Marcin Zaborski on RMF FM.

- This is a difficult topic, because for me as a citizen of the Republic of Poland, situated between various countries where this virus [coronavirus] already exists, logically it seems very strange that it is not yet in Poland today, because it is in Germany, Lithuania, Belarus, and Ukraine. It's everywhere around, yet not in Poland. I have no reason not to believe [official statements], but it seems strange to me - stated Aleksandra Dulkiewicz in an interview with Marcin Zaborski on RMF FM.

- I probably wouldn't have written such a tweet [like Małgorzata Kidawa's about coronavirus]. But I think Poles deserve the truth, and I hope we learn this truth as soon as possible. Let's hope that the coronavirus really doesn't reach Poland - stated Aleksandra Dulkiewicz in an interview with Marcin Zaborski on RMF FM.

- All other laws that come from the hands of PiS MPs or the PiS government are pushed through hastily and there is no discussion. Here, there was fear, there was apprehension about taking full responsibility, so there was a discussion here - said Tomasz Trela in a conversation with Bogdan Rymanowski on the program "Wydarzenia i Opinie" (Events and Opinions) on Polsat News.

- Usually, the opposition employed the method of total opposition, either submitting amendments that overturned the essence of the project or simply being against the project. Often, we simply disagreed, well my God, we have the right to differing opinions. And democracy consists of the fact that those who win elections govern. However, wherever there's a will to discuss, with specific amendments and concrete ideas, we are absolutely open - said Marcin Horała in an interview with Bogdan Rymanowski on the program "Wydarzenia i Opinie" Polsat News. 

- I think that even a seasoned strategist and politician like MP Kaczyński cannot suggest, cannot offer a solution, because at best, President Kaczyński can say: dear Andrzej, you have to manage. Sign it or don't sign it, it's your responsibility, and every solution is bad. However, the idea of removing President Kurski or putting forward such a theory is, in my opinion, as true as Jarosław Kaczyński resigning as head of PiS on Friday. Jacek Kurski is the emanation of public media, and Jacek Kurski must endure. The President's meeting with the PiS Chairman began after 9:30 PM – 300POLITYKA has learned. According to our sources, the meeting concerns an ultimatum the President reportedly presented to the National Media Council, stating he would be willing to sign a bill allocating 2 billion PLN to public media if the N.M.C. dismisses TVP CEO Jacek Kurski. As we hear, the President allegedly presented this proposal to Krzysztof Czabański on Monday. The 21-day period for the President's decision on the bill expires on Friday. The matter has become one of the main topics of the ongoing presidential campaign, following a Senate amendment rejected by the Sejm in a heated atmosphere, marked by a gesture from PiS MP Joanna Lichocka – who, incidentally, is also a member of the National Media Council and would participate in the decision the President expects. All opponents of the incumbent President have called on him to refuse to sign the bill and send it back to the Sejm for reconsideration.
