Tuesday's Political Agenda: Constitutional Tribunal Hearing on Competence Dispute, Government Session, Deputy PM's Visit to Podkarpacie, and Conferences by Hołownia and Biedroń

At 9:00 AM, two Senate committees: the Legislative Committee and the Committee on Human Rights, the Rule of Law, and Petitions will hold the first reading of a bill amending the act on the National Council of the Judiciary. This is the so-called Senate bill on the KRS, presented at the beginning of the year.

At 10:00 AM, a government session will take place. The agenda includes, among other items, a draft amendment to the Code of Civil Procedure, as well as draft regulations concerning the multiple of the base amount, which constitutes the average remuneration of officers of the State Fire Service, the Government Protection Service, and the Border Guard.

At 12:00 PM, a hearing will be held at the Constitutional Tribunal – at the request of the Marshal of the Sejm – concerning a competence dispute between the Sejm and the Supreme Court, and between the President and the Supreme Court. The Constitutional Tribunal will consider the case in full session. The presiding judge of the adjudicating panel will be TK President Julia Przyłębska, and the rapporteur – TK judge Krystyna Pawłowicz.

Władysław Kosiniak-Kamysz will be visiting the Podkarpacie Voivodeship. At 10:15 AM, a breakfast is scheduled at a farm in Niechobrz, and at 11:45 AM – a press conference in Rzeszów. Subsequent points include a meeting with residents of Kańczuga at 1:00 PM, a press conference in Jarosław at 3:45 PM, followed by a meeting with residents at 4:00 PM.

At 12:15 PM in Warsaw, a conference will be held by Robert Biedroń and OPZZ chairman Andrzej Radzikowski on accrual pensions and the project for a guaranteed minimum pension. Meanwhile, at 11:00 AM in Warsaw, Szymon Hołownia will hold a press conference dedicated to his planned environmental initiatives.

Today also marks the beginning of the visit of the President of Iceland, Guðni Th. Jóhannesson, accompanied by his spouse. The program includes, among other things, one-on-one talks between the presidents and plenary talks between the delegations. A meeting with the media is scheduled for 12:55 PM.

Our generation is already fully aware that we are truly grappling with a serious crisis. There are areas in Poland, for instance in the Łódzkie Voivodeship, where more than half of the land is threatened by agricultural drought. Within one decade, as a country, we are losing 60 million zlotys due to climate change. This amount is growing year by year. This is a problem we must confront through systemic solutions” – said presidential candidate Szymon Hołownia at a press conference.

The current authorities treat this problem negligently, mainly propagandistically. When they see a wild boar, they want to shoot it. When they see a tree, they want to cut it down. We need an efficiently functioning state, not just ideological declarations. Therefore, in my program, I have clearly and explicitly stated that immediately after the election, a National Climate Council will be established, which will decisively, with the help of experts, evaluate every draft bill and every law that reaches the president's desk. If a bill does not align with environmental goals, such as Poland's climate neutrality by 2050, it will face a presidential green veto” – he added.

Additional ZUS (Social Insurance Institution) contributions, all of this is reflected in our prices, and frankly, people are helpless because these prices will continue to rise - stated Małgorzata Kidawa-Błońska at a press conference.

- Prices are always high, but this year is exceptional, and I have a question because it is said that nothing can be done about it, that it will end someday, but Poles will not endure this any longer. The fact that the Monetary Policy Council (RPP) and the President did not invite [anyone to discuss] what can be done to prevent prices from rising so drastically has not happened. Mr. President, Poles cannot be held responsible for PiS's mistakes. 29 of Europe's 100 Most Polluted Cities are in Poland. Prime Minister Accelerates Fight Against Smog. Major Changes to the "Clean Air" Program
Poles and Italians are breathing dangerously polluted air – according to a new report by the Swiss air monitoring platform IQAir. According to the study, out of the 100 worst cities in terms of air quality on the continent, as many as 29 are located in Poland, and 24 in Italy. 300GOSPODARKA describes it in detail. Meanwhile, the Prime Minister has ordered changes to the "Clean Air" program. Faster evaluation of applications, higher subsidies for zero-emission solutions, and assistance for poorer households – these are the changes the government announces for the "Clean Air" program. "I am pleased with them because the Polish Smog Alert has been fighting for a more beneficiary-friendly program for a long time," commented Andrzej Guła, president of the Krakow Smog Alert Association. The Prime Minister visited Radziszów in the Skawina municipality near Krakow, observing a house that had undergone thermal modernization and had its coal furnace replaced with a gas one. "A family is heated in two ways. There is the warmth of love and the warmth that heats the home; we want this warmth that heats the home to come from more ecological sources. We visited a family that not only replaced their furnace with a more ecological one but also insulated their home. We want there to be as many such cases in Poland as possible," Morawiecki said. "In the next two years, the number of applications submitted to the anti-smog program "Clean Air" should significantly increase. The number of homes covered by support through subsidies and the thermal insulation relief in PIT will also increase significantly," assessed Prime Minister Mateusz Morawiecki. The modified form of the program is scheduled to launch at the turn of March and April. "The "Clean Air" program is one of the government's key, priority programs. It already has a history, but we want it to gain significant momentum. One of the main shortcomings we identified was the insufficiently fast processing of applications, which did not allow the program to spread its wings," the Prime Minister stated. The new, refreshed version of the program – as informed by the Minister of Climate, Michał Kurtyka – is set to launch at the turn of March and April. At that time, it will be possible to apply for subsidies for thermal modernization investments through the websites of regional environmental protection funds, as well as the gov.pl portal. The head of the climate ministry added that at the beginning of May, the scale of Poles' use of the anti-smog relief in personal income tax, which was introduced as part of the "Clean Air" program at the beginning of 2019, will also be announced. According to the Prime Minister, the prepared facilitations are intended to allow for a several-fold increase in the number of applications submitted by beneficiaries within two years. According to data from the end of February, approximately 120,000 applications were submitted to the regional funds, totaling almost PLN 2.5 billion in subsidies. So far, 85,000 positive decisions have been issued for PLN 1.5 billion in subsidies.

President Meets with PiS Chairman
The President's meeting with the PiS Chairman began after 9:30 PM – 300POLITYKA has learned. According to our sources, the meeting concerns an ultimatum the President reportedly presented to the National Media Council, stating he would be willing to sign a bill allocating 2 billion PLN to public media if the N.M.C. dismisses TVP CEO Jacek Kurski. As we hear, the President allegedly presented this proposal to Krzysztof Czabański on Monday. The 21-day period for the President's decision on the bill expires on Friday. The matter has become one of the main topics of the ongoing presidential campaign, following a Senate amendment rejected by the Sejm in a heated atmosphere, marked by a gesture from PiS MP Joanna Lichocka – who, incidentally, is also a member of the National Media Council and would participate in the decision the President expects. All opponents of the incumbent President have called on him to refuse to sign the bill and send it back to the Sejm for reconsideration.
