At 10:00 AM, a government meeting will commence, during which ministers will primarily consider the draft bill on an additional annual monetary benefit for pensioners and annuitants in 2021 – effectively introducing the 14th pension.

President Andrzej Duda will visit Żyrardów, where at 3:00 PM he will officially sign the law on the additional annual benefit for pensioners and annuitants, more commonly known as the 13th pension law. Earlier, at 12:00 PM in Warsaw, the president will participate in the Congress of Auxiliary Professions and Occupations.

At 5:30 PM in Sochaczew, an open meeting with President Andrzej Duda will take place.

Władysław Kosiniak-Kamysz will be in the Lower Silesian Voivodeship. At 10:00 AM in Jelenia Góra, he will meet with residents, and at 1:00 PM in Lwówek Śląski, with local government officials and residents. At 2:30 PM in Lwówek Śląski, a press conference by the PSL leader will be held, and at 4:00 PM in Złotoryja, a visit to a meat processing plant and a conference are scheduled. The last planned event is a meeting with residents at 5:00 PM.

At 12:00 PM in Warsaw, a conference will be held by Robert Biedroń with Marek Belka and Left leaders regarding inflation, price increases, and the condition and threats to the Polish economy. During the conference, Prof. Belka will be presented as the head of Robert Biedroń's economic advisors.

At 3:00 PM, a three-day Senate session will begin, during which the budget law for 2020 will be considered. Senators will also be informed about: Poland's participation in the European Union's work during the period July-December 2019 (Finland's presidency of the Council of the European Union), as well as the activities of the Commissioner for Human Rights and the state of respect for freedoms and human and civil rights in 2018.

At 1:00 PM, the Senate Legislative and Human Rights, Rule of Law, and Petitions Committees will address the so-called Senate amendment to the KRS (National Council of the Judiciary) Act. The committee is to consider adopting a resolution regarding a change in the deadline for conducting public hearings. Today, Senate committees will also address, among other things, changes in the Open Pension Funds (OFE) and amendments to the Senate's rules of procedure.

- It's a situation where the president maintains contact with parliamentary clubs - stated Paweł Mucha in a conversation with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego". - I don't recall receiving an invitation from any other club - he continued.

- The president has invited representatives of all parliamentary factions, and such meetings have taken place very often in various formats, including formats where the president invited representatives of, for instance, Platforma [Civic Platform], they confirmed, and then didn't show up or withdrew their participation. So, it's not extraordinary for the president to talk to the parliamentary majority, and this is an absolutely normal and democratic practice. I see no extraordinary story here - emphasized the presidential minister.

„We expected the impact of our candidate's hard work on the ground. The effect of ground-level work is delayed. It needs some time to be reflected in the polls. This is already the effect we anticipated [the poll results for DGP and RMF FM]. Please do not compare the activities of the candidates [Kidawa-Błońska and Kosiniak-Kamysz], because I am talking about a real campaign, about hitting the pavement, which accompanies our candidate” - said Deputy Speaker of the Sejm Piotr Zgorzelski from PSL-Polish Coalition in an interview with Jan Wróbel on the Morning Radio TOK FM program.

„Ahead of us is Saturday's convention, where we will see a presidential candidate who will present a vision for his presidency, for his country, flowing not from a teleprompter, but from the heart and mind. This will be a different speech than that of other candidates, who have to rely on technical inventions. This convention will open a cycle of programmatic meetings. Later, there will also be a convention of the Polish Coalition” - said Deputy Marshal of the Sejm Piotr Zgorzelski of the PSL-Polish Coalition in an interview with Jan Wróbel on TOK FM Radio's Morning show.

- When President Duda has a different view, he is able to justify it and has spoken out very clearly on these matters. A huge added value of this presidency is the cooperation with the parliamentary majority, and Poles see this. And today, Andrzej Duda's team is millions of Poles who support this presidency, mostly PiS voters – stated Paweł Mucha in an interview with Konrad Piasecki on TVN24's "Piasecki's Conversation".

- The President enjoys the support of the parliamentary majority, while President Duda's voters are of course a broader group than just the PiS electorate. However, when difficult decisions needed to be made, even against his own political camp, and he believed that such a resolution was justified for the good of the Republic of Poland, he made such decisions – said the presidential minister.

- A malicious person would say that if Donald Tusk did not lack courage and character, he would run for president, and would not hide behind Marshal Kidawa-Błońska, because today we see Donald Tusk practically tripping over himself to support Kidawa-Błońska, while the campaign team of the Marshal, clearly aware of the entire negative baggage associated with the person of Chairman Tusk from his time as Prime Minister and President of the European Council, says: we want it this way, but perhaps Tusk shouldn't appear too much in this campaign - stated Paweł Mucha in a conversation with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego".

- These are the president's competences. No matter how much Donald Tusk stamps his feet, with all sympathy and respect for the chairman, who speaks unseriously and whose statements are more like happenings than political speeches, the president has a constitutional deadline, and we never preempt the president's decisions. I will not surprise you by saying that, of course, this matter [the act on compensation for public media] is currently under the president's detailed analysis - stated Paweł Mucha in an interview with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego".

- I would also appeal to opposition politicians not to turn every issue into a political dispute, because each of us has a close person who has suffered from cancer, died of cancer, or we ourselves may fall ill with this disease. Today, regarding the President of the Republic of Poland's presidential center, the president is undertaking enormous activity in this matter - stated Paweł Mucha in an interview with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego".

- Building the narrative that President Duda is not close to people's matters or that he doesn't know Poland... One cannot say that [about every candidate]. Based on experience and the fact that the president has been to every Polish county. Please note that today, when he speaks on matters concerning the Republic of Poland, he has immense experience, and on the other hand, he has a vision for the future. This includes family, work, dialogue, and security. It's such that during this presidency, unemployment was tackled, and during this presidency, vast social programs, amounting to billions of zlotys for families, were launched. Creating conditions for economic development is, of course, the government's task, but it was possible to implement it with the cooperation of this president - stated Paweł Mucha in an interview with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego".

- In 2015, people gave a resounding "no" to this government, which didn't know the laws of economics, and a "yes" to the United Right camp. And you'd truly have to be blind to reality not to see how much has changed for the better over these five years – stated Paweł Mucha in an interview with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego".

- Just a dozen or so days ago, when this bill [on compensation for public media] entered the Sejm's deliberations, I believed the president would likely sign it, as public media probably need the money. Without this funding, it will be difficult for them to survive. However, today, looking at the potential costs of signing such a bill, I'm not so much leaning towards it as I am wondering if a different solution won't emerge. It's becoming increasingly probable in my opinion, though this is just my speculation, a working hypothesis, that the bill might even be vetoed after assessing potential electoral losses. Since this bill is causing such controversy, and it was skillfully bundled by the opposition with money for oncology... Let's remember that facts are not as important as their presentation or external interpretation. And so it happened that this bill was bundled, and today signing it might mean certain electoral costs for the president. Therefore, I lean towards the hypothesis or prediction that a veto might appear in this case. The justification can be found, for instance, regarding the amount of this compensation or something else. However, even if a veto appears, it will have to be agreed upon in some way with the government, party-government backing. It won't be a veto that causes any unrest on the other side or any discord, because at this stage, one cannot afford that - stated Krzysztof Łapiński in an interview with Jacek Prusinowski on Radio Plus.

“I can reassure you by saying that the Polish state is prepared for the first cases of coronavirus. Such cases have not yet been diagnosed, but we can expect that this virus will eventually appear in Poland. We are well-prepared for it. We are prepared regardless of how widespread the potential scale of these infections might be. In Poland, there are 239 isolation units prepared in hospitals across the country. Over 600 isolation beds in infectious disease wards. Such facilities are available in every voivodeship” – said the Head of the Prime Minister’s Chancellery, Minister Michał Dworczyk, in an interview with Beata Michniewicz on “Trójka’s Political Salon” on Polish Radio Program III.

„If we are talking about the opposition's actions, then first there was an attempt to exploit oncology and to use cancer patients. Now, we are dealing with an attempt to incite panic when it comes to the coronavirus. It must be said that we need to prepare for the arrival of this disease, but it must be done calmly and responsibly” - said the Head of the Prime Minister's Chancellery, Minister Michał Dworczyk, in an interview with Beata Michniewicz on "Trójka's Political Salon" on Polish Radio Channel III.

„Today, the Chancellery of the Prime Minister will appeal to all media outlets to make airtime, online space, and newspaper columns available for an information campaign [regarding the coronavirus]. Starting tomorrow and in the coming days, we will be utilizing this” – said the Head of the Chancellery of the Prime Minister, Minister Michał Dworczyk, in an interview with Beata Michniewicz on "Polityczny Salon Trójki" on Polish Radio Channel III.

- Perhaps [there is method in this madness], but I am of the opinion that campaign staff are there to work in the background, somewhat in the shadows, for the candidate. It is precisely the candidate, in this case President Duda, who should be the one talked and written about the most, and the campaign team should ensure that it is spoken and written about well, that various events of the president are reported. It is known that when victory comes, when there is success, that success will always trickle down to the campaign staff, to those who ran the campaign, but that's at the end. And this campaign period should be about maximum promotion of the candidate himself, working for his benefit - stated Krzysztof Łapiński in an interview with Jacek Prusinowski on Radio Plus.

For two weeks, I have been demanding that the President veto the bill that would allocate PLN 2 billion to TVP, to party television. Poles are outraged that the President chooses propaganda over their health. This money is desperately needed by Polish hospitals, because Polish patients suffer just the same due to the lack of doctors. Poland is short of approximately 67,000 doctors and over 100,000 nurses and midwives. They are lacking, and what has the government done until now? It has ignored them. Marshal Karczewski said they could work for an idea, and one of the MPs said, 'Let them leave'. This problem has not been solved, which is why hospitals and departments are closing across the country” - said Małgorzata Kidawa-Błońska, Civic Coalition's presidential candidate and Deputy Marshal, at a press conference in Warsaw.

"It is perhaps very natural for the President to be at a PiS club meeting, because in reality, he never stopped being a member of PiS. His party's decisions are more important to him than the voice of Poles. This confirms what I have been saying for a long time: the president should be an independent person, should treat all citizens equally, and President Duda has confirmed that PiS is indeed the most important party for him, and the people associated with this party," said Małgorzata Kidawa-Błońska, the Civic Coalition's presidential candidate and Deputy Marshal of the Sejm, at a press conference in Warsaw.

All those who try to make changes in the Senate, it so happens that by introducing these changes, they sooner or later introduce them against themselves. Observing the nature of these changes, their introduction or attempt to introduce them, but also the content of the amendments, I have the impression that sooner or later Platforma senators will be dissatisfied with these changes. The changes concern several issues – stated Stanisław Karczewski at a briefing in the Senate. The appointment of a deputy head of the Chancellery. In our opinion and full conviction, this is another employment of another member of Platforma or SLD, we don't know which, but we know it will definitely be a representative from a party. We are very concerned that the Chancellery has been politicized, that so many employees hired were MPs and party activists. This is very bad for the Senate Chancellery and the character of the Senate – he continued. 31 years ago, the Senate, elected in free elections, was a bastion of democracy. Currently, democratic freedoms are being limited, the marshal's powers are being limited. It can be said that virtually all changes being introduced are mainly to make it more difficult to recall the marshal. A provision has been introduced or an attempt is being made to introduce a provision regarding constructive recall, i.e., indicating a candidate. This will hit Platforma senators, I am convinced that sooner or later they will regret the changes they are currently proposing. It is absurd to me, the most bizarre proposal, is one that says that the convention of seniors will determine political parities in committees. This is completely incomprehensible, especially in this chamber, which enjoyed such freedom of democracy in the Senate. We are very surprised by this. We hope that these changes will not happen – Karczewski emphasized.

- If he is invited, he comes [the President to the club session]. We invited the President, and the President came. We remember perfectly well that President Duda was a member of PiS, and he resigned his membership after being elected President. Such is the practice. I won't discuss the details of our meeting, but it was extremely interesting and very necessary. - Marshal Kidawa-Błońska speaks of a doctor shortage. Yes, there are few doctors, too few doctors. We know this perfectly well. It's a problem that hospitals have struggled with for many years, especially district hospitals, but it was the first government, the PiS government, Minister Radziwiłł, and later Professor Szumowski, who increased enrollment in medical studies. By over 50% more young students in medical faculties. Of course, it takes time for them to be educated and start working, but this will happen soon. But these are the real facts. It is also a fact that doctors are staying in Poland because working conditions for doctors, nurses, and especially for patients are improving. They are not emigrating as they did between 2007 and 2015 - stated Stanisław Karczewski at a press briefing. 

I would like to conclude with a statement, a message to Małgorzata Kidawa-Błońska, and to the head of her campaign, Bartosz Arłukowicz, who was one of the longest-serving ministers of health in Poland's history. We will expose your deceit. We will not allow you to trick Poles - stated Adam Bielan at a press briefing. 

- Regarding Ms. Kidawa-Błońska's statement [on religion lessons], this is another example of Ms. Kidawa-Błońska immediately starting wars if she becomes president. The next war she wants to start is the dispute over religion lessons in Poland. We had this debate in the 1990s. It stirred up Poles' emotions. We concluded it, and we have a certain compromise on this matter. Ms. Kidawa-Błońska is clearly trying to win the votes of radical left-wing circles. Well, I hope she will not be elected and that such ideological disputes will not heat up Poles' emotions at the moment she becomes president - stated Adam Bielan at a press briefing. 

"We have deliberately, intentionally decided not to hold a grand Warsaw convention, where we would burn hundreds of thousands of zlotys to pretend, to introduce me in a beautiful setting with atmospheric music, emerging from darkness into the light, because I simply do not consider it appropriate to burn public money on this kind of activity. I do not believe in politics that involves people adoring a politician and telling him how wonderful and great he is. I believe in a politician who tells people that they are wonderful, how much energy and potential they have" - said presidential candidate Szymon Hołownia at a press conference.

„We have 650,000. This amount is growing. We launched a counter on our website today, which shows in real-time how these amounts are increasing. I hope we will soon be able to break a million and continue on this path of financing and building civil society, because that is what this is all about” - said presidential candidate Szymon Hołownia at a press conference.

If someone is completely unable to cope with the present and the future, they try to find arguments in the past. We are dealing with a complete collapse in healthcare, with over 500 facilities that are at risk, where the provision of medical services is threatened. PiS is trying to bring up 7 amendments from 8 years ago and is trying to contrast 48 million with 2 billion that are being allocated solely for propaganda. It is shameful, simply dishonest. However, we can calmly cite information from the last Sejm session. During the last Sejm session, we voted on the budget, and besides the fact that at the previous session as much as 2 billion was allocated to TVP instead of oncology, during this budget session, opposition MPs submitted 17 amendments that were intended to allocate budget funds for oncology - stated Adam Szłapka at a briefing in the Sejm.

These are amendments from the last Sejm session, where opposition MPs tried to allocate further billions to improve the situation in healthcare. And how did PiS MPs vote? Exactly the same way as Jarosław Kaczyński. They voted against. PiS MPs voted at that session, in 2020, against all 17 amendments submitted by the opposition, which were intended to allocate additional funds in the budget, additional billions for oncology. It is extreme hypocrisy when someone, unable to cope with the present, looks for arguments elsewhere - he continued.

“Today, a Council of Ministers meeting took place. The Council extended today's agenda to include a point dedicated to the epidemiological situation in Europe and in the country. Of course, this concerns the coronavirus” - said the head of the Chancellery of the Prime Minister, Minister Michał Dworczyk, at a press conference.

“There is currently no case of coronavirus in Poland, but certainly, in connection with the situation in Europe, this virus will appear in Poland sooner or later. We are preparing for its arrival. For three weeks, 79 infectious disease wards have been operating in a state of heightened readiness. Commercial research and tests for coronavirus have appeared in the media space. Today, I met with the management of the regional hospital supervised by Marshal Struzik and conveyed that since every citizen and person staying in the Republic of Poland who requires testing will have these tests performed free of charge, without payment. I do not agree to any commercial activities” - said the Minister of Health, Łukasz Szumowski, at a press conference.

"We are launching the Material Reserves Agency, and every hospital with an infectious diseases ward will be able to replenish its supplies first. Of course, with a certain surplus. We want to be secured in a situation of increased demand" - said the Minister of Health, Łukasz Szumowski, at a press conference.

„By decision of the Council of Ministers and the Prime Minister, I am sending a letter to Commissioner Stella Kyriakides requesting an urgent meeting of EU Health Ministers to discuss the epidemiological situation in Europe. We know that the situation varies in different countries” – said the Minister of Health, Łukasz Szumowski, at a press conference.

“My personal appeal also goes to all those who wish to exploit this situation for political gain. This situation concerns patients, the safety of the sick. We are not politicizing this situation. Let us strive for moderation and reason, and act in accordance with the recommendations found on the websites of the Ministry of Health and the Chief Sanitary Inspectorate,” said Minister of Health Łukasz Szumowski at a press conference.

"An appeal to all politicians and some politically engaged journalists not to frighten Poles, not to try to incite panic. A responsible politician, even in such a heated time as an election campaign, should act in a reasonable and responsible manner," stated the Head of the Chancellery of the Prime Minister, Minister Michał Dworczyk, at a press conference.

- I would like to draw attention to the fact that in protecting against coronavirus, it is important to frequently disinfect and wash hands, and those who feel they have a cold or, as it's called, the flu, should take advantage of the option to wear a mask, which, for example, in Asian countries, from which we returned on Sunday from an official visit to Japan, is a common practice. Such a reaction is needed; these dispensers are placed in key locations in the Senate. It would be worthwhile for other public institutions to also utilize such options, because these disinfectants are still available in wholesale stores, though masks are a bit more difficult to come by, and the situation with masks with carbon filters is reportedly even more challenging. However, the point is to maintain common sense while also protecting oneself against potential infection - stated Tomasz Grodzki at a briefing before a Senate session.

- I would like to remind you that we are primarily submitting an amendment concerning the budget for oncological diseases. This is to allocate PLN 1.95 billion for urgent oncological needs. We have reports from the oncological community and cancer patients. We need to be clear about this. Allocating an additional PLN 2 billion to oncology will save at least tens of thousands of Polish lives annually - stated Tomasz Grodzki at a briefing before the Senate session.

- There is the 13th pension, which will now be paid out year after year, and today the draft of the 14th pension was adopted by the Council of Ministers - stated Marlena Maląg in Żyrardów. - This 14th pension will be paid out at the end of the year, next year, in 2021 - the family minister continued.

- A beautiful meeting, truly intergenerational. Indeed, it seems all generations, from what I saw passing through the hall, are present. From my grandparents' generation, through my parents' generation, today's seniors, through my generation, to my daughter's generation and the younger ones. I am very happy. I rejoice in the seniors' joy, but I am also glad that the young people, those significantly younger than me, who will one day lead Polish affairs, also see this joy. I am glad that you are here at this moment, which is important for all of us, when we can achieve something very significant in every law-abiding state that wants its economy to be shaped on the principle of a so-called social market economy - stated President Andrzej Duda in Żyrardów after signing the 13th pension act.

As you have seen, I have signed the act that introduces the 13th pension, which last year was an experiment undertaken by the government. The decision was made to pay an additional benefit, taking a certain risk, just as risk was taken when starting the 500+ program. When it turned out that there were funds, the possibility not only of implementing but also expanding this program, it was expanded and today 500+ is paid for every child in the family. So last year, the decision was also made to pay the 13th pension and the economic situation was observed. The economic situation looks good, and therefore this year, after my consultations with the Prime Minister, the decision was made that the 13th pension will be introduced permanently, that it will be paid every subsequent year. It will be paid in April - stated President Andrzej Duda in Żyrardów after signing the act on the 13th pension.

- Today we can be sure that the 14th pension will also be paid in 2021. The government adopted this today. The act in this matter must of course pass through parliament; the government approved this project today. The act will now go to parliament, it will pass through parliament. If it reaches me, and I deeply believe it will, you can rest assured that this benefit will also be signed, because Polish pensioners simply need it - stated President Andrzej Duda in Żyrardów after signing the act on the 13th pension.

A letter made available to 300POLITYCE states that the Head of the Chancellery of the Prime Minister is addressing Agnieszka Kamińska, Editor-in-Chief of Polish Radio, requesting airtime for a comprehensive information campaign regarding the possible symptoms of coronavirus and procedures to follow in case of suspected illness. Similar letters were sent to publishers of most electronic media. "The government will conduct a mass information campaign for citizens who may be concerned by the latest reports," we hear from Michał Dworczyk.

- Poland still needs changes in many areas. Primarily, the changes that have already been implemented must be maintained. So that 500+ and all other benefits continue to be disbursed for years to come. So that the Polish family can live peacefully. Peace and cooperation are needed in matters that are important and good for Poles. I committed to implementing those changes that bring benefit to Poles, and if I deem something to be detrimental to Poles, detrimental to the Polish state, I will courageously block it as president. And I have been doing this, ladies and gentlemen, for the last four years. My former colleagues from the party to which I once belonged and which supports me in the elections today, were not always pleased with this, but later they thanked me and said, 'We were mistaken, you were right, those changes were not good for Poland, thank you for stopping them.' Because these are honest people. Sometimes someone makes a mistake, sometimes someone can get carried away, sometimes there are emotions, sometimes there is a bad decision. A president is needed who will look at this calmly, but who will be an advocate for changes that are good for Polish society, changes that will lead to people living better and better - said President Andrzej Duda in Sochaczew.

- It is disappointing, of course, because the PiS government went into the elections with a promise to restore dignity to seniors and pensioners. A one-off payment is important, of course, but it is not enough for seniors to live decently. That's 3 PLN a day. 3 PLN literally buys two rolls. Of course, it's better to have two extra rolls than not to have any - said Robert Biedroń in an interview with Dorota Gawryluk on the program "Gość Wydarzeń" on Polsat News.

- Today we face a challenge. Either we continue this pathological system that excludes many retirees, or we ensure retirees have a minimum pension of PLN 1600 and live with dignity. We will all benefit from this, because there will be shorter queues at doctors, fewer people will use social assistance, they will buy prescriptions, and thus they will be healthy retirees. This system needs to be promoted - said Robert Biedroń in an interview with Dorota Gawryluk on the program 'Gość Wydarzeń' on Polsat News.
