Thursday's Political Agenda: PM Morawiecki in Brussels, Second Day of Senate Session, WKK in Pruszków

At 10:00, the Senate will resume its session to conduct the second reading of the bill on the Łódź Metropolitan Area. At 11:00, a conference under the auspices of the Deputy Marshal of the Sejm, Włodzimierz Czarzasty, dedicated to the challenges of local government functioning, will take place in the Sejm. At 13:45, a press conference will be held at the journalists' tables.

At 12:00, President Andrzej Duda will participate in a conference titled "Strategy and What's Next?" at the Presidential Palace, marking the International Day Against Cancer. At 15:00, in the Belvedere, PAD will present General Jarosław Mica with the act of appointment for a renewed term as Commander-General of the Armed Forces.

At 12:30, the Sejm Legislative Committee will provide an opinion to the Marshal on matters pending before the Constitutional Tribunal. These include cases with docket numbers P 22/19 and K 21/19. The first, at the request of the Disciplinary Chamber of the Supreme Court, concerns a motion to recuse a judge due to the circumstances of the judge's appointment by the president at the request of the National Council of the Judiciary (KRS). The second also concerns the act on the KRS, this time at the request of a group of MPs.

At 18:00, the leader of the Polish People's Party (PSL), Władysław Kosiniak-Kamysz, will meet with the residents of Pruszków. At 19:00, in Brussels, Prime Minister Mateusz Morawiecki will meet with the President of the European Commission, Ursula von der Leyen. Subsequently, at 20:00, the head of the Polish government will participate in a working dinner with the President of the European Council, Charles Michel.

Czarnecki:

I am convinced Suski will vote for PAD

- Yes, of course [Andrzej Duda will be a presidential candidate]. It's meant to be as good as it was, as it is, and as it will be. It was very good. I'm looking at it from an international perspective. Very active on the international stage, with significant achievements regarding transatlantic relations. Activity in the region, building regional alliances. This is very important - stated Ryszard Czarnecki in an interview with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego".

- I think when it comes down to it, even those who have their doubts, and they have a right to, will vote for the President of the Republic of Poland. I am convinced that Marek Suski will vote for President Andrzej Duda. I think he has been convinced over the subsequent months and years of the President's term - continued the PiS MEP.

- I think many people, including Tomasz Sakiewicz, who said in the heat of emotion, perhaps justified emotion, that they would not vote for the president, will ultimately vote for him - he added.

07:56

Czarnecki:

PAD was, is, and has the potential to be a very good president
- [The thought of putting forward another candidate for president] didn't occur to me. It certainly didn't occur to the chairman. I think we can write scenarios for what will happen in 5 years. Then many people from our side, e.g. Prime Minister Morawiecki, Beata Szydło, but also other politicians... We can talk about it, but that will be in 5 years. For now, we have presidential elections on May 10th - stated Ryszard Czarnecki in an interview with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego". - There are no ideal people, there are no ideal politicians. I believe that President Andrzej Duda was, is, and has the potential to be a very good president - the PiS MEP continued.

08:02

Czarnecki:

We shouldn't move towards anarchy. However, judges should adhere to the law

- There is a dispute. It seems to me that we shouldn't move towards anarchy. However, judges should adhere to the law. The point is that some judges interpret this law as they interpret it - stated Ryszard Czarnecki in an interview with Konrad Piasecki on TVN24's "Piasecki's Conversation".

08:08

Czarnecki:

I Don't Believe a New Caste of Judges is Being Created at This Moment
- I simply believe that the Disciplinary Chamber's decision was a reaction to Judge Juszczyszyn's actions. Very political [actions], in my opinion. This whole charade with the trip to the Sejm, with the letters. It's a political dispute, everyone knows it - stated Ryszard Czarnecki in an interview with Konrad Piasecki on TVN24's "Piasecki's Talk". - I don't believe a new caste of judges is being created at this moment, but I do hope that everyone will apply the law - the PiS MEP continued.

08:12

Czarnecki:

Jourová Defends Her Country's Interests. She Diverts Attention from the Czech Republic. She Prefers Talk to be About Poland, Not the Czech Republic

- Ms. Jourová, a Czech, is defending the interests of her country, her government that delegated her as a commissioner. She is diverting attention from the Czech Republic, there was a debate about the Czech Republic in the EP recently. She prefers talk to be about Poland, rather than about the Czech Republic, where her Prime Minister, who delegated her as a commissioner, Prime Minister Babiš, has significant problems with the European Commission - stated Ryszard Czarnecki in an interview with Konrad Piasecki on TVN24's "Piasecki's Interview".

09:03

Spychalski:

I'd like this to be a maximally substantive election campaign, based on what vision of Poland, what vision of our country's development candidates present, and how they want to implement that vision.
I'd like this to be a maximally substantive election campaign, based on what vision of Poland, what vision of our country's development candidates present, and how they want to implement that vision. I'd like the election campaign to look like this. Will it be like this? Probably not, but we'll see how other candidates perceive this campaign, how they want to conduct it. As of today, it doesn't look good – stated Błażej Spychalski in an interview with Michał Rachoń on the TVP Info program "Jedziemy".

09:05

Spychalski:

Hołownia's Campaign Ad is a Direct Copy of Palikot's Past Tactics

09:14

Spychalski:

Justice, Not Just the Judiciary, Will Be a Key Campaign Issue in Poland
Not only the judiciary, but justice issues in general in Poland will be very clearly emphasized in the campaign, and certainly many political circles will heavily exploit this topic. It is important for Poland, it is important for Poles, and it will certainly be one of the axes of dispute in this election campaign - stated Błażej Spychalski in an interview with Michał Rachoń on TVP Info's program "Jedziemy".

09:16

Spychalski on Juszczyszyn: I am convinced, bordering on certainty, that he is today a celebrity judge, not a judge of the common courts of the Republic of Poland

- Regarding Judge Paweł Juszczyszyn, I am convinced, bordering on certainty, that he is today a celebrity judge, not a judge of the common courts of the Republic of Poland - stated Błażej Spychalski in an interview with Michał Rachoń on TVP Info's program "Jedziemy".

- The President, after a thorough analysis, decided that these provisions [of the bill disciplining judges], which landed on his desk, must be an element of the Polish legal order. They bring order to certain matters - he continued.

- It cannot be the case that judges question the law in force in Poland. They are there to apply this law, to resolve cases based on it, but they are not there to verify what is and what is not law in Poland - Spychalski emphasized.

- This law brings order. The Disciplinary Chamber functions in Poland. This is something we will certainly not back down from, something that is a very important element of the Polish judiciary. Something that will certainly heal the Polish judiciary and increase citizens' trust in the judiciary - stressed the spokesperson for the President of Poland.

09:42

Ziobro on Strzembosz: He Misled, Deceived Polish Society. He Was Responsible for the Judicial Reform in the 90s and Promised Judges Would Purge Themselves
“I don’t know what explains these kinds of foolish and untrue statements by Prof. Strzembosz – perhaps a deep sense of guilt for having misled, and as many say – deceived Polish society in the early 90s. I will remind you that he was responsible for the judicial reform and publicly promised that judges would purge themselves. And what was the effect of this purge? One person removed from the profession, despite hundreds of death sentences” – said Minister Zbigniew Ziobro on Radio Jedynka.

09:56

Ziobro:

Strzembosz Should Humbly Admit Heavy Defeat Today. Instead, He Digs In His Heels and Says Foolish Things

[Strzembosz] should humbly admit today that he suffered a heavy defeat. Instead, he is digging in his heels and accusing. He is saying foolish things, which, sadly, must be said about a professor” - said Minister Zbigniew Ziobro on Radio Jedynka.

10:09

Czarnecki:

Better to take small steps and improve what exists than to leap into the deep end with a treaty potentially unfavorable to our country

- Today, looking realistically, in my opinion, a new treaty, an amendment to the current treaty, would not be beneficial for Poland. In my opinion, it is better to take small steps, to improve what exists, than to leap into the deep end and create some treaty that could be unfavorable for our country – stated Ryszard Czarnecki in an interview with Jacek Prusinowski on Radio Plus.

Müller on Prosecution's Actions Regarding Juszczyszyn: Prosecutors Act Independently. I Don't Know if There Was a Ministerial Directive.
“Prosecutors also undertake their actions independently. I don't know if there was any directive from the minister in this regard [in the Juszczyszyn case], or not,” said government spokesperson Piotr Müller in an interview with journalists in the Sejm. “At the moment, I see nothing wrong with the prosecution taking action,” he added.

11:06

Müller on the Revealed Kurcyusz-Furmanik List: If These People Had Judge Status When Signing the Lists, I See Nothing Wrong With It

If these people had judge status when signing the lists, I see nothing wrong with it. If I sign support for a candidacy in the Sejm, does that mean it's bartering? No. It's the normal appointment to positions” - said government spokesperson Piotr Müller in a conversation with journalists in the Sejm.

Hołownia Withdraws Controversial Campaign Video:

Today I Say I'm Sorry
When I decided to enter politics, I resolved that nothing would change about me: I would never compromise on the truth, and I would speak plainly about simple matters, rather than wrapping them in rhetorical – strategic contortions. That is why today I am simply saying: I apologize. The video that my team published yesterday has sparked controversy. While recording the voiceover for it in a hellish pre-launch rush, I didn't notice any allusions to Smolensk at all, I didn't pay attention to whether a birch tree or some other tree was shown in the background of my narration, I didn't notice the unfortunate paper airplane – for me, this film told a completely different story. However, there are those who did see such allusions, and it moved them. I understand them and I value their voice and feelings – Szymon Hołownia wrote on Facebook.

15:13

Arłukowicz to Head Kidawa-Błońska's Campaign, with Leszczyna, Gajewska, and Łukacijewska on Staff

- In light of the formal commencement of the electoral process, we stand today together with the candidate for President of the Platforma, Nowoczesna, and I believe soon of the entire Civic Coalition, Małgorzata Kidawa-Błońska, and the individuals who will form the core of her election campaign team. These are people well-known to you. Professionals in what they do. They are MEPs, parliamentarians, local government officials, but above all, they are people who will work together for this electoral success. I am convinced that our collective, team effort, which will involve not only politicians but also experts, volunteers, and all those who wish to contribute to this campaign, will bring the result so desired by Poles: that a strong candidate, a strong personality, a competent, warm individual, capable of conversing with Poles, unafraid of difficult, responsible, and above all, independent decisions, will take up residence in the Presidential Palace this year. This is precisely the kind of candidate Małgorzata Kidawa-Błońska is - stated Borys Budka at a briefing in the Sejm.

Bartosz Arłukowicz - Head of the Election Campaign

Izabela Leszczyna - Responsible for the Program

Elżbieta Łukacijewska - Responsible for the Most Difficult Areas of the Election Campaign

Aleksandra Gajewska - Responsible for the Program and Work with Young People

Monika Wielichowska - Responsible for Daily Work with Voters

Adam Szłapka - Campaign Spokesperson

Michał Gramatyka - Chief Operating Officer of the Campaign Team

The campaign team also includes Tomasz Siemoniak, Jacek Protas, and Rafał Trzaskowski.

15:24

Kidawa-Błońska on her campaign staff: They have the fighting spirit, courage, and simply want to win these elections
Thank you all for wanting to be part of this team that will lead the campaign to the elections, to victory, because I deeply believe in that. These are great people with extensive experience, but this is not the end of the team that will be working, because in reality, the core of our staff, our team, are Poles, in small and large cities, who say they want to work, they want to work in my campaign, and they want to be with us. The team that will fight for victory will grow larger. It is important that each and every colleague is very experienced in campaigns, they have run winning campaigns, victorious ones, and most importantly, they have the fighting spirit, courage, and simply want to win these elections. For all of this, I thank them very much – stated Małgorzata Kidawa-Błońska at a briefing in the Sejm.

15:30

Arłukowicz:

I Want to Instill Optimism and Belief in Victory. Everything That Seems Difficult at Times Can Be Done, Can Be Overcome

- Looking into the eyes of all Polish women and men, I want to instill optimism in you. We will travel across Poland from east to west. We will travel from north to south. We will be in small villages, towns, and cities. We invite you to join our headquarters. I want to instill optimism and belief in victory. Everything that seems difficult at times can be done, can be overcome. And we have proven this many times. Therefore, we appeal to all of you, to the younger, to the older. From cities, from villages. Stand with us and let's change Poland. We must change Poland. This is the moment - stated Bartosz Arłukowicz at a briefing in the Sejm.

19:33

Spychalski on Hołownia's Ad: Good That Reflection Came, Apologies Were Made
I evaluated the ad and I evaluated what we all saw. It seems that everyone from all political parties in our country evaluated this ad very unequivocally and very critically. I, of course, do not retract my words. However, it is good that Mr. Szymon Hołownia had a moment of reflection, it is good that apologies were made. I appeal to people to look more closely at what is published – said Błażej Spychalski in an interview with Bogdan Rymanowski on the program "Gość Wydarzeń" (Guest of the Events) on Polsat News.

19:38

Spychalski on the President's Visits to Districts: These Trips Will Continue, There Is No Doubt
Mr. President has been meeting with Poles in various places across the country, in different districts, for five years. Mr. President visited all districts throughout our country, both during the election campaign five years ago and during his presidency. These meetings are natural; they are part of Andrzej Duda's presidency. These trips remain very intensive. This is part of Andrzej Duda's presidency. With absolute certainty, these trips will be continued; there is no doubt about it – said Błażej Spychalski in an interview with Bogdan Rymanowski on the program "Gość Wydarzeń" on Polsat News.

Polish Prime Minister Meets with von der Leyen in Brussels

The Polish Prime Minister's Office announced on Twitter that the Prime Minister of Poland, Mateusz Morawiecki, met with Ursula von der Leyen, President of the European Commission, in Brussels. The tweet included a link to a photo of the meeting: https://twitter.com/PremierRP/status/1225486326423859200

19:45

Spychalski:

The President Signed This Judge Discipline Act Because It's a Good Law for Our Citizens

- The President signed this [judge discipline] act, he made the decision that the provisions contained within this act are to become part of the Polish legal order, because it is a good law for our citizens, for Poles. Every law the President signs, he verifies primarily from the perspective of whether it is a good solution for Poles or not. The President has also vetoed various laws. This law is a good law - said Błażej Spychalski in an interview with Bogdan Rymanowski on the program "Gość Wydarzeń" on Polsat News.

19:53

Rymanowski:

Biedroń States Clearly. Duda Will Face Trial for His Actions Before the State Tribunal. Is He Afraid? Spychalski: And How Many MPs Does Mr. Biedroń Have? As Far As I Remember, Mr. Biedroń's Party No Longer Exists

- Robert Biedroń states clearly. President Duda will face trial for what he did, for that signature [on the law disciplining judges] before the State Tribunal. Is the president not afraid of this? - Bogdan Rymanowski asked Błażej Spychalski on the program 'Gość Wydarzeń' on Polsat News.

- And how many MPs does Mr. Robert Biedroń have, because I don't remember? As far as I recall, Mr. Robert Biedroń's party no longer exists, or is in the process of merging with another party. Let's approach politics seriously - Spychalski replied.

19:54

Trzaskowski on Kidawa-Błońska's Campaign: I Will Try to Mobilize Local Governments. I Will Talk to Mayors of Large Cities to Get Involved in the Campaign and Share Experiences

All hands on deck. Experience is especially important. I won't be taking on an operational role because there's little time, being the Mayor of Warsaw, but I will certainly be present when strategy discussions are needed. Together with MP Protas, I will also try to mobilize local governments. MP Protas will focus on the organizational aspect, while I will talk to the mayors of large cities to encourage them to get involved in the campaign and share our experiences” – said the Mayor of the Capital City of Warsaw, Rafał Trzaskowski, in an interview with Grzegorz Kajdanowicz on „Fakty po Faktach” on TVN24.

19:55

Trzaskowski:

They also said my campaign was weak, but it succeeded. Until the real campaign starts, political parties can't spend money, and the propaganda steamroller is running on the other side non-stop.

They also said my campaign was weak, everyone complained, but I managed” – said the Mayor of the Capital City of Warsaw, Rafał Trzaskowski, in an interview with Grzegorz Kajdanowicz on „Fakty po Faktach” on TVN24.

I worked hard for ten months, from morning to evening, but this is how it looks when on the other side we have propaganda worth hundreds of millions of zlotys, four television channels, state treasury companies funding the campaign. In my opinion, this violates certain rules. This translates to the fact that until the real campaign begins, a political party cannot spend money, and the propaganda steamroller is running on the other side all the time” – he added.

20:01

Trzaskowski:

I am absolutely convinced that Duda can be defeated. Especially since he proves every day that he cannot think independently and is 100% subordinate to Kaczynski

Everyone, within their capabilities, will primarily work on good ideas, everyone will get involved in this campaign. I am absolutely convinced that Andrzej Duda can be defeated. Especially since he proves step by step, every day, that he cannot think independently and is 100% subordinate to Jarosław Kaczyński. Poles must assess this: that they are not voting for Andrzej Duda, who might even be perceived as someone likeable, but that they are voting solely for someone who carries out all of [Kaczynski’s] orders, even trying to guess and think faster than Jarosław Kaczyński thinks, implementing them and destroying Polish democracy” – said the Mayor of the Capital City of Warsaw, Rafał Trzaskowski, in an interview with Grzegorz Kajdanowicz on „Fakty po Faktach” on TVN24.

Senate Rejects Bill on Compensation for Public Media

51 senators voted for the rejection of the bill, 45 were against, and one abstained. Now, the Senate's veto will go to the Sejm, which will most likely reject it at next week's session.

Polish PM: "Very Constructive" Meeting with von der Leyen
- The meeting with President Ursula von der Leyen has concluded, during which we discussed budgetary matters in great detail. We presented our thinking on the budget. Of course, we must always start with the fact that we all sadly note that Great Britain has left the EU, and therefore there are fewer funds for the future perspective. However, all new objectives cannot come at the expense of treaty policies, cohesion policy, the cohesion fund, meaning the funds from which resources for building roads, bridges, and railways come. This is something that is very important to us, as we know how infrastructure also supports economic growth, but we also devoted considerable time to the common agricultural policy, to a certain flexibility, a mechanism of flexibility between the so-called Pillar II, i.e., the rural development program, and Pillar I, direct payments. Here too, we proposed certain solutions, we were very well prepared for them with various calculations, both regarding cohesion policies, agricultural policy, as well as all new policies concerning innovation, migration, defense policy, and also Horizon Europe, which is the successor to today's Horizon 2020 program. These are matters that will certainly involve many more discussions and negotiations, but I am glad that the President understands different perspectives, because that is where one must start.
