Thursday's Political Agenda: PM Mateusz Morawiecki at the Congress of Polish Economists, Kidawa-Błońska in Olsztyn

At 10:00 AM, Prime Minister Mateusz Morawiecki will participate in the X Congress of Polish Economists.

As we wrote on 300POLITYKA, Małgorzata Kidawa-Błońska is beginning her primary election campaign in Civic Platform with a tour across Poland. 300POLITYKA has seen the plan for the first days of her campaign.

The Deputy Marshal of the Sejm plans to visit all 16 voivodeships, starting with Warmian-Masurian. At 2:20 PM, a press conference will be held in Olsztyn, at 2:50 PM – a meeting with listeners from the University of the Third Age, and at 5:00 PM – a meeting with delegates and members of Civic Platform.

08:05

Kidawa-Błońska:

Primaries are a chance to revitalize our formation

- There is never sweet certainty of victory, because elections are always a fight, a game, but I am convinced that my position is strong. I wasn't meant to be [an uncontested candidate]. Primaries are a chance to revitalize our formation, and I see that it is happening. After the elections, after this fight, several very good things happened. First, that my colleagues in these elections, like never before, candidates regardless of their position on the list, even in the further places, achieved excellent results. Some even doubled their results from the previous term in a difficult situation. This showed energy and a willingness to fight. This is very good, and the primaries will allow us, all structures to meet, and this is also good preparation for the party elections, which will take place in January – stated Małgorzata Kidawa-Błońska in an interview with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego".

08:08

Kidawa-Błońska:

I was only surprised that after the deadline, no one knew who the candidate was and some envelope appeared
It's about me saying it. After all, since I stood for the primaries, and it lasted several weeks, I was waiting for someone to stand with me in these primaries. That's the moment of waiting. I was only surprised that after the deadline, no one knew who the candidate was and some envelope appeared - stated Małgorzata Kidawa-Błońska in an interview with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego".

08:12

Kidawa-Błońska:

I Think Jaśkowiak is Closer to Schetyna, but Everyone in Civic Platform Has One Vote

- I don't know who Grzegorz Schetyna's dream candidate is. I'm not sure and I don't know, but I do know who my colleagues want, and I hope that will be confirmed on December 14. It won't be Schetyna anointing someone. He will only have one vote, like everyone else in Civic Platform. It seems to me that President Jaśkowiak is closer to Grzegorz Schetyna, but I repeat, everyone in Civic Platform has one vote. Each of the candidates has one vote, and one needs to gain the trust of over 800 people - stated Małgorzata Kidawa-Błońska in an interview with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego".

08:18

Kidawa-Błońska:

Postponing the Elections within the Civic Platform Would Be Very Detrimental to Our Formation
- We have statutes. The statutes very precisely state when the elections [for the leader] are to be held. They must take place in January. The elections should be held in January, and this is what we discussed at the party's board meeting. They will take place. Postponing the elections would be very detrimental to our formation because we should already know, with the presidential elections approaching, that the entire campaign will take place after the party elections, allowing us to work, rather than focusing on internal party elections - stated Małgorzata Kidawa-Błońska in an interview with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego".

08:22

Kidawa-Błońska:

The campaign showed we could mobilize, but Civic Platform needs renewal, a different approach

- The recent campaign showed that we were able to mobilize, but Civic Platform needs renewal, a different way of operating, a review of what we did well in recent years, and what we did wrong. The world is changing around us, we are changing, and we must find new solutions, a new way of operating – stated Małgorzata Kidawa-Błońska in an interview with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego".

- There will be an election campaign, and individual candidates, and I suspect there will be several, will have to present a new plan for our party in the changed situation for the next 4 years, and then decisions will be made – added the Deputy Marshal of the Sejm.

08:33

Kidawa-Błońska on Banasi: I Don't Know if it's the State Tribunal or Even Criminal Cases. What Happened Yesterday in the Sejm Was One Big Scandal. A Mockery of the Sejm and Citizens

- I don't even know if it's the State Tribunal or even criminal cases, because what happened yesterday in the Sejm was one big scandal. A mockery of the Sejm, of the citizens. A show put on to ridicule everything we do. Someone who is absolutely immune says really very strange things. The explanation of why this business looked the way it did, and that this person is sitting in the Sejm during the Prime Minister's expose, that when we welcome the President, they are in the Sejm, and they are the person who should be responsible for the Supreme Audit Office (NIK), meaning they should be a crystal-clear individual, it simply looks ridiculous and undermines the authority of people towards state institutions, important institutions, and it surprises me that so many days have passed and PiS has done nothing about this matter, only participating in the charade that was the Sejm yesterday - stated Małgorzata Kidawa-Błońska in an interview with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego".

08:58

Sobolewski on Coalition Agreement: It's Ready for Signing. My Information Suggests It Will Be Signed This Week

There are no contentious points [in the coalition agreement]. It’s a matter of logistics. It is prepared for signing. My information suggests it will be signed this week” – said Krzysztof Sobolewski, MP and Head of the Executive Committee of PiS, on Radio Jedynka.

08:58

Sobolewski:

The Prime Minister will certainly review the CBA report on Banaś, and I hope he will present its findings to us. We will base our further actions on that.

At this moment, I might have a problem [stating that it is good that Marian Banaś is at the head of NIK]. [The report] is on the Prime Minister’s desk. I do not know a single sentence from this report. The Prime Minister will certainly review the report, and I hope he will present its findings to us. We will base our further actions on that,” said Krzysztof Sobolewski, a Member of Parliament and head of the PiS Executive Committee, in an interview with Radio Jedynka.

09:15

Woś:

Both Ministries Need to be Divided So Offices Can Operate at Full Capacity. This Task Has Been Assigned to Me

- Yes, one could say, January. I hope for the beginning of the year for sure. Both ministries [climate from environment], both departments, need to be divided so that both offices can operate at full capacity. This task has been assigned to me, so I am trying to fulfill it to the best of my ability. Minister Kurtyka, the Minister of Climate, is as if relieved of this difficult obligation because important climate negotiations are underway in the EU – stated Michał Woś in a conversation with Dorota Łosiewicz on TVP1's "Political Quarter Hour".

09:23

Woś:

The President of NIK should definitely explain all ambiguities to the public more broadly
- The President of NIK should definitely explain all ambiguities to the public more broadly. It is the [Senate] committee's decision, in fact, that invited the President. The President can go, or he can send a deputy. The question is what the opposition wants to do, because if the opposition wants to clarify certain things substantively, then absolutely, whereas the last 4 years have accustomed us to the fact that every topic is politicized - stated Michał Woś in an interview with Dorota Łosiewicz on TVP1's "Political Quarter Hour". - This is beyond doubt. The President of NIK should be completely transparent. There should be no doubts concerning him, and in this case, we are not dealing with prosecutorial charges - added the minister.

09:33

Woś:

We weren't informed that Ms. Biejat, with such extremely radical views, was to head the Family Committee. We requested a change.

- I belong to that part of the United Right, i.e., to Solidarna Polska, where we weren't aware of this. Well, we knew that there are certain parity quotas, because usually the opposition is allocated about 40% of committee chairmanships. However, we were not informed that Ms. Biejat, with such extremely radical views, was to head an absolutely crucial committee from Poland's future perspective, the Family Committee, and we, all 18 MPs of Solidarna Polska, jointly submitted a request for a change. A change must be made. It cannot be the case that even if PiS says it has a majority, and there are quite reassuring signals that nothing radical will happen there, the committee chairman imposes a certain agenda for the committee's work, and we do not want to agree to that, we cannot agree to it. We submitted such a request – stated Michał Woś in an interview with Dorota Łosiewicz on TVP1's "Polityczny Kwadrans".

10:09

Grodzki:

I Intend to Take Legal Action. It's Easy to Accuse Anyone in Poland, but Proving You Didn't Do Something is Extremely Difficult

"I'm getting a bit fed up with this, and my patience is running out. I am in contact with attorney Dubois, and of course, the Central Anticorruption Bureau (CBA) has the right to do anything and undertake its activities. I intend to take legal action. It's easy to accuse anyone in Poland, but making grave accusations without evidence is awful, and proving you didn't do something is incredibly difficult. I have more important tasks in the Senate" - said the Marshal of the Senate, Tomasz Grodzki, in an interview with Beata Michniewicz on Radio Trójka.

10:15

Grodzki on Banaś's Invitation by Senate Committee: I Hope He Will Come

"I expect this [that Marian Banaś will come to the Senate committee meeting]. I remind you that Mr. Banaś's presence in the Sejm was related to the appointment of his deputies. The context was different. We are inviting Mr. Marian Banaś as the president, whose election procedure also included a vote in the Senate. Chairman Frankiewicz informed that he had sent an invitation. I hope he will come. All our actions are subject to public opinion assessment. The fact of whether Mr. Banaś comes or doesn't come will also likely be assessed" - said the Marshal of the Senate, Tomasz Grodzki, in an interview with Beata Michniewicz on Radio Trójka.

10:17

Grodzki:

A Senate Initiative on Amending the KRS Act is Highly Probable

"The expectation, the need for the Senate to come forward with an initiative regarding the amendment of the Act on the National Council of the Judiciary is highly probable. We will see what the Supreme Court's ruling will be" - said Marshal of the Senate Tomasz Grodzki in an interview with Beata Michniewicz on Radio Trójka.

11:33

Fogiel:

'Hourly Hotels' Have Clear Connotations, Though Apparently Popular in Krakow

- Before traveling, as I am usually in a so-called time crunch, I tend to arrive everywhere at the last minute rather than relax anywhere. I haven't experienced [staying in hourly hotels] either. Of course, 'hotel na godziny' (hourly hotel) has clear connotations, although yesterday [at a parliamentary committee] it was stated that this is supposedly a popular way of running a hotel business in Krakow. I'm not familiar with it, I haven't lived in Krakow. One would probably have to ask someone from there - stated Radosław Fogiel in an interview with Jacek Prusinowski on Radio Plus.

11:56

Fogiel on CBA Report: While it's an incredibly important matter, the Prime Minister has many duties. Attending such an event isn't entertainment, it's part of the Prime Minister's schedule.

- I don't know the Prime Minister's schedule that well, nor how extensive this [CBA] report is. It is certainly a significant matter, there's no doubt about that. Of course, it must be resolved, all doubts must be settled, either in favor or not, and then further actions will need to be taken. I'm not surprised [by the delay], because I understand that despite it being an incredibly important matter, the Prime Minister has many duties. I've worked, I've had the occasion to work with two Prime Ministers. Attending such an event [Junior Eurovision] isn't entertainment either; it's also part of the Prime Minister's schedule, prepared by Chancellery officials. Of course, one can say that these 'hats' might be unevenly distributed, but on the other hand, it's an international event where it was evidently deemed that the Prime Minister's presence was also needed as part of promoting Poland. So it's hard to draw distinctions here about what's more important. I am convinced, I am sure, that the Prime Minister is aware of the gravity of the situation and, as I say, this needs to be cleaned out to the bone, explained to the very bottom, and I understand that journalists are asking about it – stated Radosław Fogiel in an interview with Jacek Prusinowski on Radio Plus.

12:09

Fogiel:

I want the opposition to perhaps first look in the mirror before solely focusing on Banasi

- "Let he who is without sin cast the first stone." The previous NIK president faced prosecution and an indictment for half of his term; now he is a senator supporting the opposition majority in the Senate. Senator Gawłowski, a former member of the Platforma's board, has charges against him. Even the Marshal of the Senate himself is increasingly facing doubts regarding his contributions to a hospital foundation. So, what I mean is that the opposition should perhaps first look in the mirror before solely focusing on President Banasi. And I repeat: we naturally want these standards to be higher, and primarily, the difference in these standards lies in the fact that we do not operate on the assumption that if someone is one of ours, we will defend them. We do not say, as MP Neumann did, that as long as you are in Platforma, he will defend you "like national independence." We have proven on numerous occasions that if someone is guilty of wrongdoing, there is no leniency," stated Radosław Fogiel in an interview with Jacek Prusinowski on Radio Plus.

12:13

Fogiel:

As a party, we are ready to launch campaign operations. The President sets the tone and rhythm, even though he hasn't officially announced his re-election bid. We are in contact with the President's staff to be ready to launch all activities when t

- As a party, we are ready at any moment to launch campaign operations, but obviously, the President, who has not yet officially announced that he will be running for re-election, sets the tone and rhythm here. Of course, he will have a decisive influence on the formula and shape of the campaign team's operations, because it will be his campaign. It is no secret that we are in constant contact with the President's officials, so that when the signal "go" is given, we can launch all activities - stated Radosław Fogiel in an interview with Jacek Prusinowski on Radio Plus.

12:31

Fogiel:

As far as I know, the plans are indeed for a Sejm session before the holidays, but of course, the Marshal can convene a session earlier at any time if needed.

- At this session, we did what was expected of us in the Sejm. Now the Senate will consider these legislative projects. We'll see how they treat them. And as far as I know, the plans are indeed for a Sejm session to be held before the holidays, because that's how it falls within the legislative work calendar, but of course, the Marshal can convene a session earlier at any time if the need arises - stated Radosław Fogiel in a conversation with Jacek Prusinowski on Radio Plus.

Dworczyk on Banasi and the Supreme Audit Office: Government Spokesperson to Provide Information in Two Hours

"The [government] spokesperson will provide information on this matter [the Supreme Audit Office] in two hours," announced the Head of the Prime Minister's Chancellery, Minister Michał Dworczyk, in a conversation with journalists in the Sejm.

12:37

PMM:

Poland is Slowly Emerging from the Middle-Income Trap
I have a feeling, but also a feeling supported by data, that we are slowly emerging from the middle-income trap. That we are on the right path to escaping this trap – stated Prime Minister Mateusz Morawiecki during the X Congress of Polish Economists. As the head of the Polish government pointed out, this is a long-term process. - We cannot rest on our laurels; we must ensure that we have certainty, not just conviction or assumption, that we are escaping these traps – PMM added.

Prime Minister Reviewed CBA Report on NIK President; Legal Provisions to Guide Further Analysis of Findings

Prime Minister Mateusz Morawiecki has been briefed on the report compiled by the Central Anticorruption Bureau (CBA) concerning the President of the Supreme Audit Office (NIK). In accordance with legal regulations, the conclusions drawn from this report will be subject to further analysis.

From Targeted Spot to Activists: Kidawa-Błońska Begins Nationwide Tour. 'I Want to Verify My Vision and Plan Through Meetings. I Ask Each of You to Be My Ambassador in Local Communities.'
As you know well, I am running in the primaries for the nomination to the office of the President of the Republic of Poland. I thank all those who have already supported me, as well as those who intend to support me and from whom I receive words of encouragement and support. Thank you, my dears! This convinces me even more that the decision to run is right and necessary” - says in an online spot addressed to Civic Platform activists, the primary candidate, Deputy Marshal of the Sejm Małgorzata Kidawa-Błońska.
I have a vision for the presidency that I want to offer all Polish women and men. I already have a campaign plan, and I want to verify both this vision and this plan through meetings across the country. Today, I am starting meetings in 16 regions of Poland to ensure, through direct conversations with you, that I have relevant ideas, and also to learn how to improve them further. Every region of Poland is different, but equally important. In each, there are expectations towards the president, representing all citizens with all their diversity. Diversity, which must become our country's strength, not our weakness” - she adds.
The voice of people who care about Poland's fate is very important to me, it's crucial, because I will be a candidate for all of you who are tired of constant disputes and heating up emotions, and who desire common action and a better future for Poland. I ask that each of you be my ambassador in local communities, in contact with neighbors, and within families” - Kidawa-Błońska concludes the recording.

Senate to Address Solidarity Fund, Excise Tax Hike, and KRS Senator Elections on December 17-18

The upcoming Senate session is scheduled for December 17-18. During this time, the upper house will consider, among other matters, amendments to the Act on the Solidarity Fund for the Support of Disabled Persons (effectively concerning the financing of the 13th pension) and a bill proposing an increase in excise taxes on luxury goods. Senate committees will review these proposals as early as next week. The Senate's agenda also includes the election of senators to the National Council of the Judiciary.

The Sejm session will likely take place shortly thereafter, within the same week, around December 18-20. Radosław Fogiel mentioned a pre-holiday session today on Radio Plus. The deputies will need to, among other things, vote on probable amendments to the aforementioned laws. It's possible they will also address the state budget for 2020, should it be submitted to the Sejm.

A government bill proposing the renewed suspension of the retail sales tax until mid-2020 has also been submitted to the Sejm. The act is intended to come into effect on January 1, 2020 – it is unclear whether parliament will manage to conclude its work. If the Senate utilizes its 30-day deadline, there will be no chance, unless the Sejm convenes earlier.

Kidawa-Błońska in Olsztyn for First Campaign Meeting with Activists. "I assure everyone who suggests this pre-campaign might divide us: it will only strengthen us."

"Today, here in Olsztyn, I am launching the pre-campaign within Civic Platform, and today is the first meeting with our colleagues, where I will be joined by Mayor Jaśkowiak. We will have the opportunity to discuss how we envision the campaign and what our vision for Poland is. We will gladly listen to all the questions that Poles ask us," said the Deputy Marshal of the Sejm, Małgorzata Kidawa-Błońska, at a press conference in Olsztyn.

"The pre-campaign within Platform is very important for us because it allows us all to meet and talk about the vision for Poland, about what we intend to do together. I assure everyone who suggests that this pre-campaign might divide us: this campaign will definitely not divide us, it will only strengthen us," she added.

We Submitted a Request to the Prime Minister to Publicize the CBA Report

Salamończyk:

Contrary to Media Reports, the Vote Was Interrupted and These Results Do Not Exist. I Spoke in a Different Context, in the Context of Resumption.

Contrary to media reports, the vote [on the National Council of the Judiciary] was interrupted and these results do not exist. I spoke in a different context [saying that this is not allowed]. I spoke in the context of resumption. At the moment when it was about resumption, which colloquially means repeating the vote, then at that moment we are dealing with a procedure resulting from the regulations, which consists of the fact that the motion must be supported by at least 30 signatures of MPs. There is a possibility, there is a parliamentary custom applied for years. There is also Article 10 of the regulations – stated the Deputy Head of the Chancellery of the Sejm, Dariusz Salamończyk, in an interview with Justyna Dobrosz-Oracz on Wyborcza.pl.

I maintain my position all the time, because I always offer advice that cannot deviate from the regulatory procedures, regardless of who the Marshal is. And that's it – he added.

Pomaska on amendments to the Supreme Audit Office (NIK) act: We will certainly help remove Banasiak. I don't rule out that we will prepare such legislation ourselves
"We see no place for Mr. Banasiak at the Supreme Audit Office (NIK) today. We will certainly help in his removal. I do not rule out that we will prepare such legislation ourselves [an amendment to the NIK act that would enable the Sejm to remove the president]. I would like all state bodies to function as they should" - said Agnieszka Pomaska in a conversation with Roch Kowalski in the "Political Interview" on TOK FM.

18:05

Pomaska on Banaś: The problem is that PiS is full of guys who raise their hands and say they're not happy. Today, PiS didn't even get hit by a ricochet, it's like they threw a boomerang and it hit them straight in the forehead.
"The problem appeared much earlier than Mr. Banaś. The problem appeared because PiS parliamentarians, I hope no one is offended, but there are plenty of guys who raise their hands and say they are not happy. And that's the problem within the ruling party. Today, PiS is bearing the consequences. They didn't even get hit by a ricochet. It's like they threw a boomerang and it hit them in the forehead," said Agnieszka Pomaska from Civic Coalition in an interview with Roch Kowalski on "Political Interview" on TOK FM.

18:11

Pomaska:

My Candidate is Kidawa-Błońska. I Support Jaśkowiak as Mayor of Poznań
"Everyone had the right to stand in these [Civic Platform primary] elections. Jacek Jaśkowiak is a good mayor of Poznań. My candidate is Małgorzata Kidawa-Błońska. I support her. I support Jacek Jaśkowiak as the mayor of Poznań. I take him seriously, just to be clear. I am convinced that the candidate will emerge strengthened from this electoral process, in order to win the elections in May against President Duda. I am convinced that we are very close to winning against Andrzej Duda." - Agnieszka Pomaska from Civic Coalition said in an interview with Roch Kowalski on "Political Interview" on TOK FM.

Meeting Between PJK, Mariusz Kamiński, and NIK President Concluded. Party Leadership Expressed Expectation for President Banaś to Resign

https://twitter.com/radekfogiel/status/1200113751858597888?s=21

19:36

Miller:

The Crucial Question is: Does Banaś Expect Banaś's Resignation? If Not, He Can Completely Ignore Chairman Kaczyński's Suggestions

- The most important question is this: does Mr. Banaś expect Mr. Banaś to resign. If he doesn't expect it, then he can completely ignore the suggestions of Chairman Kaczyński - said Leszek Miller in a conversation with Dorota Gawryluk on the program “Gość Wydarzeń” on Polsat News.

- If they intimidate Mr. Banaś with something, then Mr. Banaś will probably resign, but if he considers that he has stronger cards in hand than the PiS leadership, he will defy them - added the former prime minister.

19:42

Miller:

I'd Advise Morawiecki Something Like This. I Had a Similar Situation in 2003. Excise revenues were constantly falling, so we didn't raise taxes, but lowered excise duty by 30%, and revenues immediately increased.

- I would advise Prime Minister Morawiecki something like this. You see, I had a similar situation in 2003. Excise revenues were constantly falling, and we didn't raise taxes. Instead, we lowered excise duty by 30%, and revenues immediately increased because the grey economy diminished - Leszek Miller said in an interview with Dorota Gawryluk on the program 'Gość Wydarzeń' (Guest of Events) on Polsat News.

19:47

Miller to Gawryluk: After the Jews, we were next for the crematoria. Had the Red Army not passed through Poland, neither you nor I could be here today.
Freedom is always freedom for something and from something. Well, Soviet soldiers liberated us from Hitlerism, from the Nazi occupation, and from the danger of extermination. In Hitler's plan and that of the entire elite at the time, after the Jews, we were next for the crematoria. Had the Red Army not passed through Poland, neither you nor I could be here today, because either we wouldn't have been born, as our parents would have been murdered, or we would have been in the capacity of slaves - said Leszek Miller in an interview with Dorota Gawryluk on the program “Gość Wydarzeń” (Guest of the Events) on Polsat News.

19:51

Miller:

Regarding Freedom, it wasn't solely Moscow's Decision. If Activists Today Rail Against the Soviet Union, They Should Equally Denounce the USA and Great Britain
- Regarding freedom, it wasn't solely Moscow's decision. If activists today rail against the Soviet Union, they should equally denounce the United States and Great Britain, because it was a coalition decision - stated Leszek Miller in a conversation with Dorota Gawryluk on the program 'Gość Wydarzeń' (Guest of Events) on Polsat News.

19:54

Miller on the Left's Presidential Candidate: When I Last Spoke with Biedroń, He Seemed to Be Slightly Distancing Himself from the Idea

- It seems that at the moment there are two interested parties. Mr. Biedroń and Mr. Zandberg. Although when I last spoke, recently, with Mr. Biedroń, he seemed to be slightly distancing himself from the idea - said Leszek Miller in an interview with Dorota Gawryluk on the program “Gość Wydarzeń” Polsat News.
