Tuesday's Political Agenda: PM's Exposition, Sejm Votes on 30x Cap Abolition, Excise Tax Hike, and Solidarity Fund, ECJ Ruling on Supreme Court Disciplinary Chamber and KRS, PO Presidential Primary Candidacy Deadline

At 10:00 AM, the Sejm will resume its proceedings with a short, 10-minute voting block, during which MPs will vote on changes to the composition of parliamentary committees. Subsequently, at 10:10 AM, Prime Minister Mateusz Morawiecki will deliver his so-called "expose," presenting the Council of Ministers' action program and seeking a vote of confidence. Following the Prime Minister's speech, there will be a press briefing by President Andrzej Duda.

At 12:00 PM, a break is scheduled. At 1:00 PM, the Sejm will reconvene, and the general debate on the expose will begin, planned to last until 8:00 PM. Shortly after 8:00 PM, a 15-minute voting block will commence, during which the aforementioned motion for a vote of confidence will be put to a vote, as well as the selection of the composition of the special services committee.

At 8:15 PM, the first readings of the draft acts submitted by PiS will begin. First, a draft concerning the Solidarity Support Fund for Disabled Persons (effectively financing the 13th pension), at 10:00 PM, a draft concerning the abolition of the so-called 30-fold cap on ZUS contributions, and at 11:30 PM, a government draft concerning an increase in excise duty on stimulants. Between 0:15 AM and 0:30 AM, any motions to reject the proposals will be voted on, so that they can be considered by parliamentary committees tomorrow.

At 9:00 AM, the Court of Justice of the European Union will issue a ruling, which, in short, will assess the status of the new National Council of the Judiciary and the Disciplinary Chamber of the Supreme Court in terms of their compliance with EU law. In June, the Advocate General of the CJEU issued an opinion stating that the newly established Disciplinary Chamber of the Polish Supreme Court does not meet the requirements of judicial independence established by European Union law.

Furthermore, today marks the deadline for submitting candidacies for the so-called presidential primary within Civic Platform. - The national board has adopted a resolution defining the procedure for nominating a candidate for President of Civic Platform. This nomination is to be made by the national convention, which will take place on December 14th, and the candidate will be selected through the election of national convention members. This involves approximately 1,000 delegates representing all members of Civic Platform. Regarding the deadline for candidate nominations, candidates can be submitted until November 19th - stated Jan Grabiec in a conversation with journalists.

Prime Minister Mateusz Morawiecki, in his expose, resorts to a familiar political and rhetorical tactic, repeating the concept of "normalcy" an excessive 43 times to convey his political message. Just as Donald Tusk similarly built his message around the word "trust". Those with a political memory stretching back over a decade will recall the moment when Donald Tusk's Civic Platform made Tomasz Lipiński's song "It Will Still Be Beautiful, It Will Still Be Normal" their victorious election anthem. The lyrics of the song, which dominated the airwaves of Polish Radio Three's Chart in the pivotal year of 1989, capture one of society's greatest longings – for normalcy.

Morawiecki speaks of normalcy as an arbiter, selecting social slogans concerning justice, pedestrian safety, combating the easy availability of alcohol, limiting plastic pollution (a topic first raised in Polish politics by PO MP Agnieszka Pomaska), environmental protection, and the right-wing's catalogue of conservative values from the programs of urban movements, the left, and the Greens.

Morawiecki attempts to position himself above other politicians, emphasizing economic paternalism, reminiscent of PiS's first term, while also acknowledging that over half the votes in the recent elections fell to various shades of conservative politics. Despite the entry of the progressive left into the political arena, the endorsement of traditional values still holds a central position in Polish politics.

Morawiecki's clever maneuver causes the Civic Platform to somewhat fade from the Sejm debate. In a similar fashion, Bill Clinton neutralized moderate Republicans in the 1990s, ensuring the dominance of his "blue Democrats".

Among the speeches, we recall the minimum wage for public sector employees proposed by Zandberg, the allocation of funds from higher excise taxes to healthcare, advocated by Kosiniak, and Poland as a zone of the lowest taxes in Europe, a point made in the shortest speech by Korwin. Essentially, there was nothing particularly memorable from the leaders of PO.

By inviting former prime ministers, Morawiecki is, in a way, guiding PiS back to the Third Polish Republic. While on one hand, he signals state continuity, he also leverages a court ruling, incomprehensible to public opinion, concerning a disabled elderly woman who "trespassed on the crossing". This is used to emphasize that there will be no significant rollback of justice system reforms beyond the minimum required by the rulings of the EU Court of Justice.

Interestingly, the Prime Minister speaks of "our Union", a notable reminiscence of how, within 12 months, he managed to break the cumulative wave of Polexit discussions that were building during the municipal elections the previous year, posing a threat to the ruling camp. After that, there is now no trace of it in today's politics.

From the debate over PiS's expose, he emerges with a new message about what constitutes normalcy in the state, likely counting on the fact that in most of the cases the Prime Minister discussed while developing his "theory of normalcy," he is tapping into the sentiments of the majority. Perhaps one could find echoes of the Prime Minister's expose in the presidential address that opened this parliamentary term – a state built on traditional values, but with a diverse society and firmly rooted in European politics and alliances with the USA.

This is good because the left is starting interestingly. It must be noted today that Adrian Zandberg will certainly be one of the most closely watched politicians of this term.

Morawiecki's Government Wins Vote of Confidence

Members of Parliament, during the evening voting session – after hearing the exposé – granted a vote of confidence to the United Right government led by Mateusz Morawiecki. "For" was voted by 237 MPs, "against" by 214, and 3 MPs abstained. Two MPs from PO-KO: Marek Hoc and Gabriela Lenartowicz voted for the government, while Jacek Protas from PO-KO, Stanisław Żuk from PSL-Kukiz'15, and Ryszard Galla abstained from voting.
