Friday's Political Plan: President Duda to Appoint Morawiecki's New Government

At 2:30 PM, President Andrzej Duda will appoint new ministers to Mateusz Morawiecki's next cabinet. Following this, a session of the new government will take place. The Prime Minister is expected to deliver his exposé on Tuesday.

At noon, the Presidential Couple will participate in the celebrations of Foreign Service Days, and at 7:19 PM, they will attend the Gala for the 100th Anniversary of the Polish Athletics Association.

Zgorzelski:

For Us, the Polish-Polish War is Not Political Fuel

- Everything must have a certain proportion, a balance. I can say that after several Sejm presidium meetings led by Madam Marshal Witek, I am truly very positively surprised by both the culture of conducting these presidiums and the substantive nature of the issues discussed, so at this moment I am positively surprised about this matter - stated Piotr Zgorzelski in an interview with Wojciech Dąbrowski on Polsat News's "Polityczne Graffiti".

- For us, the Polish-Polish war is not political fuel, because that is fuel for Civic Platform and for PiS - the PSL politician continued.

08:11

Zgorzelski:

Dire Budget Situation Could Trigger Mid-Term Parliamentary Elections
I have a considerable political imagination, so I can certainly envision such an agreement [with Jarosław Gowin]. I'm not talking about a coalition, I'm not talking about overturning the government, because we're not here to spin... Leaders might meet, I don't know. They might not meet. We won't establish a coalition with Jarosław Gowin at this table - stated Piotr Zgorzelski in an interview with Wojciech Dąbrowski on Polsat News's "Polityczne Graffiti". Are we starting to read tea leaves? I believe it's not entirely out of the question that there could be [early parliamentary elections], perhaps even mid-term. A dire budget situation could be the deciding factor, which would translate into political turbulence within the ruling camp. This scenario is not out of the question - the PSL politician continued.

08:25

Zgorzelski:

If we're reading tea leaves, with a large dose of optimism, I'll say PAD and WKK will definitely be in the second round of elections
- From the perspective of taking away social and electoral support from Andrzej Duda today, the most adequate candidate would be Władysław Kosiniak-Kamysz, because, like Andrzej Duda, he is a conservative politician - stated Piotr Zgorzelski in an interview with Wojciech Dąbrowski in Polsat News's "Polityczne Graffiti". - Many things can happen within the campaign. Please remember, nobody gave PSL and WKK any chances until he started appearing in debates, when he was the only political leader who didn't underestimate voters. To start any journey, there must be a first step. The first step has been taken - he continued. - If we're reading tea leaves, with a large dose of optimism, I want to say that in the second round of elections, because there will be a second round, about which we have no doubts, looking at the polls today, it will definitely be Andrzej Duda and it will definitely be Władysław Kosiniak-Kamysz - emphasized the PSL politician.

Müller:

I Don't Think We'll Have a Minister of Sport Before the Expose

"There are two candidacies that the Prime Minister is currently considering and will decide in the coming days which of these individuals will hold this position. I don't think we'll have a Minister of Sport before the expose" - said government spokesman, Minister Piotr Müller, on Polish Radio 1.

08:40

Müller on the date of the exposé: Most likely Tuesday. We are awaiting the final decision of the Sejm Marshal

"Regarding the exposé, it will definitely be next week. We are awaiting the final decision of the Sejm Marshal, but most likely it will be Tuesday," said government spokesperson, Minister Piotr Müller, in an interview with Jedynka radio.

08:41

Müller on the 30-fold Rule: "Perhaps we'll convince our colleagues from Porozumienie to vote for this solution. If not, we'll see if another majority emerges in the Sejm to support it."

This project will be processed in the Sejm. We are not backing down from this project. Primarily because Poland has a system that is extremely regressive when it comes to people who earn a lot” - said government spokesperson Minister Piotr Müller on Radio Jedynka.

I have recently spoken with colleagues from Porozumienie. They indeed have the right to express their opinion. We will see what the final vote looks like. Perhaps we'll convince our colleagues from Porozumienie to vote for this solution. If not, we'll see if another majority emerges in the Sejm to support it” - he added.

08:41

Müller:

Netflix's Reaction Pleases Us Greatly. We're in the 21st Century, and Diplomatic Relations Can Be Multifaceted. Not Just Between States, but Also Large Corporations.

We are very pleased with this [Netflix's] reaction. We are in the 21st century, and diplomatic relations can be multifaceted. Not only between states, but also large corporations. It's good that the Prime Minister's reaction was so swift and decisive” - said government spokesman, Minister Piotr Müller, on Radio Jedynka.

Fogiel on the Ministry of Sport: This is not the first time a Prime Minister has taken over a ministry, temporarily of course

- This is not the first time a Prime Minister has taken over a ministry, temporarily of course - said Radosław Fogiel in an interview with Robert Mazurek on RMF FM.

- I recall a situation from the Law and Justice governments of 2005-2007, when Mr. Prime Minister Kaczyński was also a minister of something because there was a temporary vacancy. The idea stems from the fact that the first candidate who was considered, whom the Prime Minister mentioned last week, for personal reasons, which I do not know, decided not to take the position - the Deputy Spokesperson for PiS continued.

- Mr. Editor, if they didn't want to, they withdrew, so let's not delve into it. Now, until a person is "sorted out" who will take over this ministry, it falls under the Prime Minister's jurisdiction. Formally, the Prime Minister will be the Minister of Sport - he stated.

Schreiber on Abolishing the 30x ZUS Contribution Cap: "There are Allegedly People with Left-Wing Sensibilities in Civic Platform Too. It Will Be Interesting to See How, for Example, MP Piekarska, MP Nowacka, Behave. This is Also an Interesting Test."

"We will try to convince MPs to support this project. There are allegedly people with left-wing sensibilities in Civic Platform too. It will be interesting to see how, for example, MP Piekarska, MP Nowacka, behave. We will see. This is also an interesting test" - said Minister Łukasz Schreiber in an interview with Jacek Prusinowski on Radio Plus.

11:22

Schreiber on the Abolition of the 30x ZUS Contribution Limit: These Were Announced Moves. It's No Sensation

These were announced moves. The government adopted the convergence criterion. The budget and the budget draft are outlined, and therefore it is a balanced budget, as the abolition of the 30x limit is included. It's no sensation” - said Minister Łukasz Schreiber in a conversation with Jacek Prusinowski on Radio Plus.

11:28

Grabiec on Abolishing the 30-Fold ZUS Contribution Limit: The Mask Fell Off Just Days After the Election

For 4 years, we witnessed a propaganda of success promoted by successive PiS prime ministers and the entire political camp. We were shown slides, supposedly indicating excellent prosperity in terms of budget revenues and falling taxes. The recent election campaign for the Sejm was also full of promises to lower taxes, to reduce the tax burden on Poles. Just a few days after the election, the mask fell off. The first bill submitted to the Sejm by the PiS club is a bill that drastically increases ZUS contributions for 370,000 Poles. This bill was submitted to the Sejm despite the declarations made during the election campaign that there would be no ZUS increase after the elections” - said PO spokesperson Jan Grabiec at a press conference in the Sejm.

The KO parliamentary club is opposed to the PiS parliamentary bill on abolishing the 30-fold limit. The implementation of this project means a sharp increase in the employment costs of top-class specialists, and often those who are becoming scarce in Poland. This system proposed by PiS will fundamentally violate the principles of social justice” - added Dariusz Rosati.

Official:

Address on Tuesday After 10:00 AM. Constitutional Tribunal Judges to be Chosen on Thursday

Prime Minister Mateusz Morawiecki will deliver his address on Tuesday after 10:00 AM. This confirms the information previously reported by 300POLITYKA. As we wrote on 300POLITYCE, Tuesday, November 19th was one of the possible dates, and last week – a near-certain date.

The address is planned to last until 12:00 PM, after which there will be a one-hour break, followed by a debate. The vote of confidence is scheduled for 8:00 PM. Subsequently, the Sejm will consider, in its first readings, draft laws concerning the abolition of the 30-fold cap and the increase of excise duty. Any motions to reject these draft laws will be voted on overnight.

The Sejm will continue its deliberations on Thursday – there will be a break due to the EPP summit on Wednesday. On Thursday, second readings (and almost certainly third readings) of the aforementioned PiS draft laws will take place, along with the selection of Constitutional Tribunal judges and members of the Tribunal of State, as well as MPs who will be members of the National Council of the Judiciary.

President Appoints New Council of Ministers

President Andrzej Duda has appointed an entirely new Council of Ministers, with Mateusz Morawiecki serving as Prime Minister.

The composition of the cabinet does not differ from that which the head of government presented a week ago, following agreements within the PiS Political Committee.

However, there is still no Minister of Sport. As the government spokesperson assured, we should learn his name within two weeks.

For now, the Prime Minister himself will temporarily oversee the ministry.

15:45

President Duda: "I wish that what is implemented in the next 4 years will be at least as well-executed as what has been done so far."

- I wanted to thank you, on the one hand, for taking on the duties of Prime Minister, Deputy Prime Ministers, Ministers, and members of the Council of Ministers. But I also wanted to very sincerely thank you for fulfilling your duties thus far, because many of you are receiving these ministerial or prime ministerial, deputy prime ministerial portfolios for the first time. You are taking on the continuation, or once again taking on this extremely important and responsible task, including this burden and responsibility, perhaps above all, related to the function performed, with the feeling that the good of the homeland and the well-being of citizens is the highest imperative for me, just as you all swore a moment ago. I know that you will keep this oath in your hearts from the first to the last day of your service in the offices you hold. I have no doubts about that. In most cases, you are those who have proven yourselves, sometimes many times over, in service to the Republic of Poland, to our fellow citizens, our society, the Polish state. I thank you enormously for this. I know that it is not easy and it is not a job from the proverbial eight in the morning to four in the afternoon. It is work with an unlimited number of hours, sometimes work through entire nights. It is difficult to estimate it at all. It has its own unique specificity. I myself had the opportunity to experience it once. I always recall it with great emotion and I know what a responsibility it is, but also when something is achieved, truly for the well-being of citizens and the good of the homeland, which is visible, measurable, tangible, and especially when you hear from people: "thank you," the heart swells and one knows that every day, every hour, every minute dedicated to this action was worth it - stated President Andrzej Duda during the ceremony of appointing the new government.

- Much good has been achieved over the previous 4 years. I would like this thanks to also go to all the ministers, to the Prime Minister, to the homes of both the Prime Minister and those ministers who have ended their service, whether earlier or in recent days. Thank you for its conscientious and extraordinary execution. Today, when we meet with our fellow citizens, both you and I, for example yesterday, one can hear many good words about what has been done over the 4 years. This is an enormous credit to the Prime Minister, to the ministers, to all those who held these positions over the last 4 years, who bore this responsibility on their shoulders. It is also a great gratitude towards the members of the current parliamentary majority. I wish that what will be implemented in the next 4 years will be at least as well-executed as what has been done so far - added PAD.

President Duda on Mistakes and Resignations: "It's Important to Be Able to Say 'Sorry, We Made a Mistake, We're Changing It'"

- As I said, many good things have been done. Many Polish families have felt that the state has indeed noticed their presence and started thinking about them. It has noticed their effort, their work. Many people have felt appreciated, noticed. Many important matters have been resolved. Much thievery has been curtailed. Much good has been realized in our homeland. Not everything has succeeded. Not everything has succeeded well either. As I have said before, none of us, neither the Prime Minister, nor the Deputy Prime Ministers, nor the Ministers, nor I, nor the Members of Parliament and Senators, are infallible. Mistakes happen, bad decisions happen. The most important thing is to be able to say: yes, sorry, forgive me, that was a bad decision, we made a mistake, we are changing it, we are correcting it. Sometimes, if necessary, we resign. That is also a matter of responsibility and honor. But I believe that such situations will not affect any of you, that all your actions, both planned and those that arise spontaneously, because that also happens, you will carry out successfully. I also wish you this for this new path of exercising executive power in Poland, a new path of governing in the Republic of Poland by the Council of Ministers, the government - stated President Andrzej Duda during the ceremony of appointing the new government.

- I am always open to cooperation, to all your initiatives, to supporting good initiatives that serve the realization of program assumptions, important program assumptions for Poland, because I am convinced that they will serve both Poland and Polish society. Please know that for you, especially for the Prime Minister, the Deputy Prime Ministers, the Ministers, everyone, the doors of the Presidential Palace are always open. I am ready to discuss even the most difficult topics. Such conversations will likely happen. If they take place at my place, I will always be immensely grateful and I want you to remember that even on the most difficult issues, I am always open to help and I am also always ready to bear the burden together, if it serves the common good, the good of the Republic of Poland - PAD continued.

PM after Government Appointment: Serving the Republic is an Unparalleled Honour. It's One of the Greatest Things
Serving the Republic is an unparalleled honour. It's one of the greatest things. Courage, determination, and attachment to the Homeland are the values we need most to mend the Republic and improve the fate of our compatriots. These are the values President Lech Kaczyński spoke of. Our fundamental goal, the goal of goals, is to make Poland the best country to live in Europe, a country to which those who have emigrated will return, and where everyone living in Poland will feel good. We know perfectly well, Mr. President, that in the spotlight of flashes and cameras will be 1% of our time, and 99% will be tedious, arduous work, poring over documents, difficult negotiations, talks, sometimes international, to seek the best possible solutions for Poland and Poles" - said Prime Minister Mateusz Morawiecki after the government's composition was appointed.

Spychalski on the President's Stance Regarding the 30-fold Limit: We Have Great Hope This Law Will Not Reach the President's Desk

- Here we have two elements. Firstly – we are talking about a future and rather uncertain situation. We are trying to refer to decisions already made by parliament that have materialized and actually reached the President's desk. It is difficult to talk about this situation, as for now, we are discussing a submitted draft that has not yet been processed. Secondly – we have great hope that this law will not reach the President's desk – said the President's spokesperson, Błażej Spychalski, in an interview with Lidia Lemaniak for "VOD Gazety Polskiej".

When asked if the president is therefore skeptical about abolishing the 30-fold limit, he replied: - It is difficult to speculate about this today, because we do not have a law passed by parliament. However, I emphasize – we hope that this law will not reach the President's desk.

Robert Jastrzębski, Krystyna Pawłowicz, and Stanisław Piotrowicz: PiS Nominates Candidates for the Constitutional Tribunal

- Three candidacies have been put forward: Mr. Robert Jastrzębski, Ms. Krystyna Pawłowicz, Mr. Stanisław Piotrowicz. All by the PiS Parliamentary Club. Now the applications will go to the Justice Committee for their opinion - Andrzej Grzegrzółka, Director of CIS, informed 300POLITYKA. As we wrote, the Sejm will elect them on Thursday evening between 9:00 PM and 11:00 PM. Consequently, Elżbieta Chojna-Duch's candidacy was not re-submitted.

19:53

Trzaskowski:

I will not run for the opposition's presidential candidate. I think Kidawa-Błońska has the best chance.
- I have been focusing on Warsaw for many, many months. I have spoken about this. Therefore, I will not run for the opposition's candidate in these [presidential] elections - said Rafał Trzaskowski in an interview with Grzegorz Kajdanowicz on TVN24's "Fakty po faktach". - We have to win these elections. Indeed, there are a few people on the opposition side who have a chance. I think Kidawa-Błońska has the best chance - added the Mayor of Warsaw.

19:57

Trzaskowski:

If I Decided to Run and Even Won, My Beloved City Would Fall into the Hands of a PiS Commissioner

- I cannot imagine one situation. In fact, this is probably the most important argument: because the opposition did not win these elections, if I had decided to participate in them and even managed to win, then unfortunately my beloved city would fall into the hands of a PiS commissioner, and that cannot be allowed - said Rafał Trzaskowski in an interview with Grzegorz Kajdanowicz on TVN24's "Fakty po faktach" (Facts After Facts).

20:01

Trzaskowski:

The Government is Taking Our Money, Trying to Limit the Prerogatives of Local Governments. Tough Players, Who Are Mayors and City Leaders, Must Remain on the Battlefield.

- The government is taking our money, the government is trying to limit the prerogatives of local governments. Therefore, these tough players must remain on the battlefield. Tough players, who are mayors of many cities. And together with their colleagues from local governments, we are staying on this battlefield - said Rafał Trzaskowski in an interview with Grzegorz Kajdanowicz on TVN24's "Fakty po faktach" (Facts After Facts).

20:04

Trzaskowski on PO Elections: Schetyna Might Be Able to Defend His Position

- It is also natural that in a democratic party, after losing parliamentary elections – because local elections or European Parliament elections have a slightly different dynamic – this time for summing up comes. There will certainly be challengers, there will be free elections, and we will have a leader. Perhaps Grzegorz Schetyna will be able to defend his position – said Rafał Trzaskowski in a conversation with Grzegorz Kajdanowicz on TVN24's "Fakty po faktach" (Facts after Facts).

20:15

Müller on Abolishing the 30-Fold Cap: We Analyzed All Pros and Cons. Ultimately, We Stand by Our Pre-Election Promises
Yes, as we announced before the elections, in the state budget draft we foresee that the 30-fold cap will be in effect, and hence our declaration that we want to adopt this project – stated Piotr Müller in an interview with Agnieszka Mosór on Polsat News's program "Wydarzenia i opinie" (Events and Opinions). We actually analyzed whether such a possibility exists [to withdraw from this project], but we analyzed all the pros and cons and ultimately we stand by what we announced before the elections – added the government spokesperson.

20:21

Müller on Abolishing the 30-Fold Cap: We will persuade Porozumienie to vote in favor, but the Sejm makes decisions not only with the votes of United Right

- They have the right to do so, of course [MPs from Porozumienie voting against abolishing the 30-fold cap]. We will try to persuade them to vote in favor, but of course the Sejm makes decisions not only with the votes of United Right, but there are also other parliamentary clubs. Perhaps a majority will be found there. I am personally counting on everyone who approaches this in a fair way, when it comes to building the tax system, meaning on people who approach the tax system in such a way that it should be very similar or analogous for everyone - stated Piotr Müller in an interview with Agnieszka Mosór in the program "Wydarzenia i opinie" on Polsat News, simultaneously denying that talks with Lewica are ongoing on this matter.

20:37

Müller on the Ministry of Sport Appointment: It's a Matter of a Few Weeks

- I think it's a matter of a few weeks [for the Ministry of Sport position to be filled]. The Prime Minister wants to make a final decision on who will be the Minister of Sport and will soon present a candidate for this role to the President. I believe this will happen by the end of this month, meaning within two weeks – stated Piotr Müller in an interview with Agnieszka Mosór on the Polsat News program "Events and Opinions".
