The 9th term Sejm will resume its session at 17:30. By this time, the Presidium of the Chamber and the Convention of Seniors are also scheduled to meet. The purpose of these bodies' deliberations, as announced by Marshal Elżbieta Witek, is to establish a schedule for the implementation of the subsequent items on the agenda.

Immediately after the resumption of the session, there will be the swearing-in of MP Aleksandra Gajewska, followed by the completion of the agenda and formal matters. At 17:40, voting will commence, during which the number of members of the Special Services Committee will be determined, as well as the appointment of members to the Sejm committees, the EU committee, and the Sejm secretaries.

The Senate, in turn, will resume its sitting at 12:00. The agenda has been supplemented with the election of the Regulations Committee and all standing committees. At 12:30, the Mayor of Warsaw, Rafał Trzaskowski, will hold his press conference on the capital city of Warsaw's budget for 2020.

- Of course, it was a surprise, because up to now, the parliamentary custom that was honored was that the largest club, representing the formation that won the elections for a given chamber of parliament, nominates the marshal of that chamber. This time, this custom was not observed, but what can be done, everything took place according to the procedure. It was the senators' right to elect the Marshal of the Senate according to their own judgment - stated Marcin Horała in an interview with Krzysztof Skórzyński on TVN24's "Jeden na jeden".

- The more important question is how it will behave. Because if the Senate approaches matters substantively, then everything will be very good. It would be worse if the Senate were to become a chamber of destruction or a brake chamber, which would simply automatically block everything coming from the Sejm, adopt, for example, a very large number of amendments solely to take more time for their consideration - stated Marcin Horała in an interview with Krzysztof Skórzyński on TVN24's "One on One" program.

"I will do everything, the head of our club, our senators, other colleagues, we will do everything to build such a majority that is reasonably durable. I think that with regard to most laws, this will be straightforward, for some, the more controversial ones, perhaps not. I assume that, just like in league matches, we will sometimes lose a game, but the overall goal is to win the championship" - said the Marshal of the Senate, Tomasz Grodzki, in an interview with Łukasz Konarski on Radio Zet.

“No, I will not run in next year’s presidential election. I understand the question is related to Jarosław Kurski’s article from last Saturday. I would like to clear up any doubts. I will not be running in the election. There are a whole range of reasons why I shouldn't do it” – said the Commissioner for Human Rights, Adam Bodnar, in an interview with Dominika Wielowieyska on TOK FM Radio’s Poranek. 

“For me, this is a completely normal situation, just as this nation is diverse, so is this Senate diverse, and it will depend, among other things, on my conciliation skills, on seeking compromise, to always build a majority. This doesn't surprise me or give me a headache; however, this process will require some time, but I'd like it to require as little as possible so that we can focus on what I mentioned at the beginning – on a shared Senate mission, and not, to put it crudely, on personal squabbles” - said the Marshal of the Senate, Tomasz Grodzki, in an interview with Łukasz Konarski on Radio Zet. 

- These are the kind of political backrooms. The question of how bills will pass in the future, what majority parliament will have in the Senate, how the Senate will amend them, that will be the real "test" - stated Paweł Szefernaker in an interview with Michał Rachoń on the TVP Info program "Jedziemy", commenting on Lidia Staroń's abstention from voting in the election of the Senate Marshal.

- This is, of course, an important detail, because every detail is important in parliament, but the most important thing is what we announced yesterday. Even without a majority in the Senate yesterday, the good change in Poland will not be blocked - continued the Deputy Minister of Interior and Administration.

- Whether in the Senate, the Sejm, or during conversations with residents of one district or another, we must be close to the people, talk to them, and invite everyone to cooperate. Of course, I don't like the fact that there are parliamentarians in the Senate who face charges. Senator Grodzki chose such a majority, that's his business. - In the Koszalin district, Civic Platform did not field a counter-candidate for Mr. Gawłowski. In fact, they supported his candidacy. We fielded counter-candidates for our own compromised former members, and they supported such people - continued the Deputy Minister of the Interior and Administration. - It's better to be loyal to principles than to have a majority with politicians who are currently facing charges - he emphasized.

- This will show what the real intentions of the total opposition are. If they genuinely want to talk about Poland, about the direction Poland will take in the coming years, if they want a substantive discussion, then we are of course ready for such a conversation, we want to talk in this way. However, among the opposition are many people who, as Sikorski said, want to 'slaughter the wolves.' In my opinion, this leads to nothing good. It does not lead to continuing the dignity revolution, thanks to which even in my constituency, where there are post-state farm areas, many people have regained the dignity they fought for for over a dozen years in the Third Republic - stated Paweł Szefernaker in an interview with Michał Rachoń on TVP Info's program "Jedziemy," commenting on Jarosław Kaczyński's words that yesterday might be the end of the 'total opposition' concept.

'We have 48 seats. We are the largest club [in the Senate]. Please look at the proportions in the presidia of both chambers. In the Sejm, we have a Marshal and 5 Deputy Marshals. The opposition, out of six members of the presidium, holds half. We, with 48 seats in the Senate, have one representative in the five-person presidium. The opposition in the Sejm holds half the seats in its presidium. This shows the opposition's intentions' – stated PiS MEP Adam Bielan in a conversation with Piotr Witwicki on Polsat News.

"We are paying for what happened in the election campaign. In the Senate elections, we gained more votes, but because there was no special campaign dedicated to helping candidates in several, a dozen or so so-called battleground districts, we lost several mandates in the Senate. These are facts, and we have to come to terms with them" - said PiS MEP Adam Bielan in an interview with Piotr Witwicki on Polsat News.

- These are, of course, decisions that are primarily or first and foremost decisions of the President. I think the most probable date for the exposé is next week. When it comes to the exposé itself, that is primarily the decision of the Marshal of the Sejm. It would also be inappropriate for me, as head of the Chancellery, to talk about dates or events that fall within the domain of either the President or the Marshal. It is most likely the first half of next week - stated Michał Dworczyk in an interview with Jacek Prusinowski on Radio Plus.

„Discussions on this matter are currently underway. They are progressing quite well. I am determined for this process [of committee division] to conclude today, at the latest by tomorrow morning. A negotiating group was appointed. There was talk of 10:6 and 9:7 variants. Perhaps during the term, we will increase the number of committees, but that is a topic for a bit later” – said the Marshal of the Senate, Tomasz Grodzki, in an interview with journalists in the Sejm.

- I want to believe that this will be a time of dialogue, a more constructive time, not one of events and where total opposition reigns. Therefore, I hope the Senate will work constructively. Where amendments to laws need to be made, the upper house will introduce those amendments, and where good laws come to the Senate, they will be efficiently processed. Efficiently and quickly – stated Michał Dworczyk in an interview with Jacek Prusinowski on Radio Plus.

- I am not part of the club's authorities, so I do not have precise knowledge, but I haven't heard that anything is supposed to change in this matter - stated Michał Dworczyk in a conversation with Jacek Prusinowski on Radio Plus, when asked about the potential possibility of changing some of PiS's candidates for Constitutional Tribunal judges. - This will be a decision of the PiS club's leadership. The candidates we have put forward meet the formal requirements, however, I haven't heard of any changes regarding this matter - added the Head of the Prime Minister's Chancellery.

“We are returning to this issue because it is extremely important. It concerns the so-called ‘1953 pensioners,’ women born in 1953. As a result of a certain legislative error, a significant group of women received reduced pensions. A ruling by the Constitutional Tribunal from March of this year declared this legislative provision unconstitutional. Therefore, these ladies are entitled to both a pension increase and back payments for past years. This sometimes amounts to 5-6 years that should be compensated. The legislative initiative will be submitted to the Marshal today. Signatures have been collected not only from KO senators but also from Deputy Marshal Michał Kamiński. Krzysztof Kwiatkowski has also signed” – stated Senator Marek Borowski at a press conference in the Sejm.

"Certainly, it was a speech that built a concept for a campaign. The President will want to show that he is ready to act above divisions. Undoubtedly, the speech had such a character. To say in the Sejm that cooperation is worthwhile is also appropriate. Perhaps he spoke about it for too long, as it could have been said more concisely. If something was missing for me, it was the presentation of a certain strategy, meaning, what the president, fighting for a second term, would want to achieve in general terms," said former president Aleksander Kwaśniewski at a press conference in the Sejm.

„We have various groups, even within parliament. These groups should nominate, define their candidates [for president] who are well-known, distinct, and who will identify with the programs of these parties. The fact that candidates from parties represented in the Sejm will run is, for me, both obvious and good from a democratic perspective. The Left has its program, its representation in the Sejm, and should also have its candidate in the presidential elections who will clearly articulate what the Left stands for, even if it's not a fight for victory, but for the largest possible number of votes and the consolidation of the left-wing electorate. That makes sense” – said former president Aleksander Kwaśniewski at a press conference in the Sejm.

A bill submitted by PiS concerning the abolition of the upper limit on contributions to pension and disability insurance, effective from 2020, has been lodged with the Sejm. According to information on the Sejm's website, contributions to pension and disability insurance will be paid on the entirety of income, analogous to the case of sickness and accident insurance. This principle will also apply to contributions paid by the payer for employees employed in special conditions to the Bridge Pension Fund. The representative of the applicants is Marcin Horała.




- Abolishing the annual cap on the assessment base for pension and disability insurance contributions, set at thirty times the projected average salary, will lead to an increase in contribution revenues to the Social Insurance Fund (estimated at PLN 7.1 billion). On the other hand, higher pension insurance contributions will result in an increase in contributions recorded in ZUS, and consequently, a gradual increase in pension expenditures calculated according to new rules - it was stated in the justification.

- I have come to terms with it. I accepted the result with humility. We work hard, we will continue to work. Politics is like sport. Sometimes you win, sometimes you lose. I accepted this verdict from the senators with humility, I congratulated the winner. I want to have good relations with Mr. Speaker, not for the sake of having good relations, but to work for Polish women and men – said Stanisław Karczewski in an interview with Dorota Gawryluk on the program “Gość Wydarzeń” on Polsat News.

- The Marshal's victory was minimal. One vote decided the election of Marshal Tomasz Grodzki. If not for that one vote, we would not have a Marshal. We would have had to continue the procedure. So, everything is ahead of us. I believe that this project, as one politician put it, is not closed, it is open. We will certainly continue to hold talks, discussions, and we will also talk with senators who do not support PiS - said Stanisław Karczewski in an interview with Dorota Gawryluk on the program "Gość Wydarzeń" on Polsat News.
