Political Week Ahead: First Session of New Parliament, November 11th Celebrations, and General Promotions

The upcoming week in politics will primarily focus on the first session of the new parliament, which will include the election of the Speakers of the Sejm and Senate. Individual parliamentary groupings will also elect their leadership, and most likely, the procedure for electing Constitutional Tribunal judges will commence, meaning the Marshal of the Sejm will set a deadline for submitting candidacies. Meanwhile, at the beginning of the week, there will be celebrations of Independence Day.

Independence Day Celebrations. Warsaw will host Independence Day celebrations with the participation of the country's most important figures. In the morning, President Andrzej Duda will lay wreaths before the monuments of the Fathers of Independence, at the grave of the last president in exile, the late Ryszard Kaczorowski, and place bouquets at the plaque commemorating the victims of the Smolensk air disaster. At 9:00 AM, he will attend Holy Mass. At 10:30 AM, a ceremony for awarding state decorations on the occasion of National Independence Day will take place, followed by a solemn changing of the guard ceremony at the Tomb of the Unknown Soldier at 12:00 PM. At 1:10 PM, PAD will lay a wreath before the monument of Marshal Józef Piłsudski, and at 5:00 PM, he will participate in the concert "Gramy dla Niepodległej" (We Play for an Independent Poland) in front of the Presidential Palace. In the evening, PAD will travel to Rypin for Independence Day celebrations. Furthermore, after the ceremonies in Warsaw, between 1:00 PM and 2:00 PM, soldiers will march along Królewska, Krakowskie Przedmieście, Nowy Świat, and Al. Jerozolimskie streets, heading towards the Polish Army Museum.

Independence March. The Independence March will take place on Monday through the streets of Warsaw. This year's march is organized under the slogan "Miej w opiece Naród cały!" (Watch over the entire Nation!), taken from the Marian hymn "Z dawna Polski Tyś Królową" (From old, You are the Queen of Poland). According to the plan, the march will begin at 2:00 PM from Dmowskiego Roundabout, proceed along Aleje Jerozolimskie and across Poniatowski Bridge to the fields near the National Stadium.

First Sessions of the New Sejm and Senate. On Tuesday, the first sessions of both chambers of the new parliamentary term will be held: the Sejm at 12:00 PM and the Senate at 4:00 PM. MPs will primarily elect the new Speaker and Deputy Speakers of the Sejm, while Senators will elect the Speaker and Deputy Speakers of the Senate. Additionally, parliamentarians take their oaths during the first session, and during the first Sejm session, the Prime Minister also submits the resignation of the Council of Ministers. Traditionally, the President will deliver an address.

Procedure for Electing Constitutional Tribunal Judges. At the beginning of November, PiS nominated Stanisław Piotrowicz, Krystyna Pawłowicz, and Elżbieta Chojny-Duch as candidates for Constitutional Tribunal judges. However, due to the end of the Sejm's term, the procedure will have to restart, as recently confirmed by the Director of the Chancellery of the Prime Minister. "The procedure was initiated but will not be finalized during the eighth term. It will be conducted again during the ninth term, which is very soon," Andrzej Grzegrzółka told journalists.

Designation of a New Prime Minister. According to the Constitution, the President designates the Prime Minister, who then proposes the composition of the government. The President appoints the Prime Minister along with the other members of the government within 14 days of the first Sejm session or the acceptance of the previous government's resignation, and takes an oath from the members of the newly appointed Council of Ministers. Subsequently, within 14 days of being appointed by the President, the Prime Minister presents the government's action program to the Sejm and requests a vote of confidence. "We would like the swearing-in of the new team to happen as soon as possible, even next week, if the President sets such dates," government spokesperson Piotr Müller told journalists a few days ago.

Elections within Parliamentary Clubs. Before the first Sejm session, the leadership of the parliamentary clubs will convene to elect their respective authorities. The Civic Platform (PO) board has recommended Borys Budka for the position of head of the PO-KO parliamentary club. PiS politicians have recently indicated that Ryszard Terlecki will continue to serve as the head of their club. Lewica decided several days ago that Krzysztof Gawkowski would be the head of their club. Additionally, the Polish People's Party (PSL) is expected to choose its candidate for Deputy Speaker of the Senate.

General Promotions. President Andrzej Duda has appointed nine officers of the Polish Army to general ranks. The letters of appointment will be presented by the President on Tuesday at 10:00 AM in the Presidential Palace. On Thursday, PAD will be visiting the Świętokrzyskie and Małopolskie voivodeships. At 4:30 PM, he will meet with residents of Kazimierza Wielka, and at 6:30 PM, with residents of Proszowice.

We Will Pursue an Independent Polish Policy, Defend Polish Sovereignty. We Will Strive for Poland to Fulfill Its Historical Mission

- The change we have been implementing since 2015, introduced by PiS and its allies, can be continued. All those initiatives that serve society, but also appeal to values that were dear to many generations of Poles, to Polish sovereignty, to independence, can be continued, hence the special significance of tomorrow's holiday. Hence, also the necessity of looking at our tasks precisely in light of this fundamental truth: that to win, one must be ready for action, but one must also carefully consider various matters. One must proceed step by step, know what comes first and what comes later. One must be aware of the real situation. One must know how to react to changes in the situation. Józef Piłsudski was capable of all this. Roman Dmowski and other fathers of Polish independence were capable of it in a different sense. And today, we too must follow this path. This path leads to a stronger, happier Poland, happier for its citizens, more influential in Europe and in the world. But it is a difficult path. A path that is opposed. Here in Poland and from abroad. And it must be a path conducted prudently, rationally, but at the same time with full readiness for action, for deeds, with courage. The same courage that the creators of Polish independence once represented. And this is the fundamental message of all that is connected with remembrance, with what happened in our homeland 101 years ago. We will uphold this message, we will pass it on to society, but above all, we will implement it. We will implement an independent Polish policy, we will defend Polish sovereignty, both in the political, economic spheres, and in the sphere that is so important today, culture and custom. We will strive for Poland to fulfill its historical mission. Because our nation has such a mission and must fulfill it. This mission is to uphold all that is the foundation of our Christian civilization. I repeat: we will walk this path, and this path, if well thought out and conducted rationally, and at the same time with courage, will lead us to victory - stated PiS leader Jarosław Kaczyński at Piłsudski Square in Warsaw.
