At 9:30 AM, at a press conference in the Sejm, the leaders of Civic Coalition (KO), The Left, and the Polish People's Party (PSL) are scheduled to present their agreements regarding the Senate.

Following this, the National Board of Civic Platform is set to convene. Politicians are expected to discuss the method of selecting a presidential candidate for the 2020 election. Two proposals are on the table: designating a politician to challenge President Andrzej Duda, or selecting a candidate through internal primaries. Also, today, the Civic Coalition's Senate club is to officially meet for the first time.

Today in the afternoon, the Political Committee of Law and Justice is scheduled to deliberate at the party's headquarters on Nowogrodzka Street. The main topic of discussion is expected to be the composition of the new government. According to unofficial information, a press conference on this matter may be held later.

At 11:00 AM, a press meeting will take place at the UOKiK (Office of Competition and Consumer Protection) headquarters. This concerns the UOKiK President's latest decision regarding the construction of #NordStream2, imposing the highest penalty in the office's history on the company. At 11:11 AM, Prime Minister Mateusz Morawiecki will participate in the "School for the National Anthem" event in Radzymin.

“My speech will focus on the values that are most important to Poles. There is no doubt that the issue of Polish state independence is the most important value, upon whose realization all others depend” – stated Antoni Macierewicz, the senior marshal of the 9th term of the Sejm, in an interview with Jedynka radio. 

“Politics can sometimes be unpredictable, but I don't want to speculate on this matter [of a majority in the Senate]. This is a future that does not depend on me. I will be an invited guest there. Once again, thank you for the invitation. I await this session with calm” - said Antoni Macierewicz, the senior marshal of the 9th term of the Sejm, on Radio Jedynka. 

- Probably so, but they have a general problem, and it's not [Mateusz Morawiecki] but the entire camp. Because we are in the second term, where we have absolute power. That is, power on our own, and in the first term, we gave a lot, which is why we won the elections, really a lot. We had a good budgetary, economic situation, we earned it ourselves, but we directly gave people money. In the second term, we won't give any more, because there's no more from where to give it, and such an expectation exists. Since the first term was good, the second should be at least as good or better. So now, how to win the next elections, what to do over these 4 years? What would need to be done to make Poland better? To improve the infrastructure, institutions. For example, education, healthcare. But you don't win elections with just that. This is, of course, necessary for my, our children, because many things in Poland have changed a lot, and some things haven't changed at all, but you don't win elections with that. So, necessary changes must be made, because Poland simply needs them, and changes must be made that will win elections. A foe would be useful, but there isn't one. Tusk retreated, so what? No enemy. A very big [trouble for PiS]. It is a very big problem that there is no one who would be recognized by the public as someone who is an obstacle - stated Adam Hofman in an interview with Joanna Komolka on Radio Zet.

- I don't know what it's like. I'm saying how I see it. If I were, let's say, in Andrzej Duda's position, I would be unhappy. Because Donald Tusk would be a great opponent to mobilize my electorate. The problem of this term will be boredom, including for Andrzej Duda. Because if Andrzej Duda equals boredom, there's no way to mobilize the electorate - stated Adam Hofman in an interview with Joanna Komółka on Radio Zet.

The question is rather who could win these elections on the opposition's side. Let's leave PiS for now. A lot of interesting things are happening on the other side, very interesting, because the opposition is taking shape, gaining some definition for the coming years. In general, in the Sejm, from a journalist's perspective, it's become interesting. We have Razem, Konfederacja, some new MPs who will initially speak a normal, human language before they get caught up in the socialization of the political machine. So, it will be a good period for PiS for a few months too, because there's peace. Journalists will be busy with something else. Generally, a Sejm zoo. But once normality returns, we need to think about what's next. Who from the opposition could achieve something in the elections? I'm generally surprised that the mechanism that gave Civic Platform a lot, victory, i.e., primaries, hasn't been activated yet, because it probably should have been. There are only two interesting people there. On one hand, Kidawa-Błońska, who is simply a woman, and there's pressure for women in Polish politics, and generally in Poland, what has already happened in the world is happening. Women are regaining their rightful place, and this is visible, and it will happen in Poland. And then there's Rafał Trzaskowski, who is a young politician, but somewhat the antithesis of Andrzej Duda. If Duda is strong in the national, conservative myth, referring to romanticism, then Trzaskowski, if he were to start referring to what is his, i.e., positivism, would have a chance to fight. - For Andrzej Duda, and for PiS, the most important thing will be how to mobilize their voters once again, just months after an election in which they succeeded in doing so. - This is the Prime Minister's answer [regarding whether he will become a minister]. Please wait a few hours or a dozen. A few hours, in my opinion. Poland will learn what the final government structure will be, and what the personnel composition of the Council of Ministers will be – stated Waldemar Paruch in an interview with Marcin Fijołek on Siódma9 Morning.

- The structure of the government must always be adapted to electoral promises, to the political program. And there will also be quite significant changes in the structure of the Council of Ministers. In my opinion, these are paramount. After the structure is established, specific politicians are chosen to perform the tasks. This is a standard task in politics - stated Waldemar Paruch in an interview with Marcin Fijołek on Poranek Siódma9.

- Typically, since the change in the prime minister's office, when Mateusz Morawiecki replaced Beata Szydło, PiS has been strengthening the role and significance of the Prime Minister's Chancellery as a supporting body for the prime minister. This is a certain trend that has been visible in democratic countries' politics since the late 1970s, actually. It's not a trend of the 21st century. The aim is to strengthen the prime minister's importance in the context of individual ministers - stated Waldemar Paruch in an interview with Marcin Fijołek on Poranek Siódma9. He added:

"To a large extent, yes [Prime Minister Morawiecki is to be strengthened in terms of daily work, oversight, in the model of a chancellor system]. Because a certain problem in Poland, and a very complex one, is the low transfer of knowledge into politics. And this transfer is on two levels. One has been managed relatively easily, perhaps much faster. The transfer of knowledge at the level of general politics, which involves winning elections. PiS has proven several times that it can excellently, very well utilize knowledge to win elections. This began in 2015 with the presidential elections. However, there is still a second level of knowledge transfer. The transfer of knowledge to public policies, meaning how to use knowledge from social sciences, economics, law, and even history, when constructing individual public policies. Changes like this, to limit ourselves to Europe, such moves in this direction were made by Tony Blair's government."

- This increases the efficiency of politicians. It creates the possibility of being credible in politics. One can make electoral promises that can be fulfilled within a measurable timeframe - he emphasized.

- No, it will not be like that. Neither Wiosna will see spring, nor will SLD see spring. We are taking, we are in the process of taking a decision that we will cooperate very closely, and probably the consequence of this decision will be the establishment of a new party. On equal, reasonable terms, with no one more important, no one less important. That is how we work - stated Włodzimierz Czarzasty in an interview with Jacek Prusinowski on Radio Plus.

I will recommend Professor Tomasz Grodzki today at the PO national board meeting as the candidate for Marshal of the Senate. He is an exceptional figure, a person with great political, substantive, medical, and also moral qualifications. Politically, he is a second-term senator, substantively an outstanding surgeon with extensive international experience, and in terms of both senatorial and political activities, he has been a councilor since 2006. I also want to say that we indicated and agreed on this candidacy also because he was the first to reveal an attempt at political corruption to which he was to be subjected after the elections on October 13. We will always point to such decisions as shameful acts. An attempt at political corruption must always be met with a very firm refusal and a strong 'no'. Senator Grodzki demonstrated this, and it is a commendable stance – stated Grzegorz Schetyna at a press conference in the Sejm. The candidate for Deputy Marshal from the Civic Platform, who will be recommended by me at the national board meeting, is Bogdan Borusewicz – emphasized the PO leader. 

- For us, it was also a great challenge to show, to demonstrate how the Senate can be a chamber of parliament where things function normally, where the opposition's right to speak is respected, where debates are held, where the government's actions are scrutinized, and where all of this is done in a democratic, lawful, clear, and transparent manner. We want to show that the Polish parliament can and should function like the Senate will in the 2019-2023 term – stated Grzegorz Schetyna at a press conference in the Sejm.

- Yes, yes [the budget will be balanced]. We are looking for other solutions to find those 5 billion [missing]. However, the issue of the 30-fold limit is not yet decided. "We have reached an agreement. The Left, through candidates nominated by KO and PSL. For our part, and this is no secret, we will nominate Ms. Gabriela Morawska-Stanecka, a lawyer and senator, for Deputy Speaker. We believe that this Senate will be different, that this Senate will also create legislation which it will then present. We believe that this Senate will give a voice to all, which is why we firmly stand by the position that PiS should have a representative in the Senate Presidium. I am saying this because we want to demonstrate a different sensitivity, openness, and diligence in the legislative process" - said the head of SLD, Włodzimierz Czarzasty, at a press conference in the Sejm.

„To all opposition senators, congratulations on your hard work and for securing your mandates. It will not be a chamber of uproar, nor a chamber of humiliation for the opposition. That will certainly not be the case. This distinguishes us from those currently in power, who governed the Sejm and the Senate for 4 years and did not provide space for democracy or discussion. In the new term, the Senate will be an open space for civic movements, for supra-political, non-partisan agreement. This was our condition for supporting the candidates” - said the leader of the Polish People's Party (PSL), Władysław Kosiniak-Kamysz, at a press conference in the Sejm. 

„We have candidates for the Deputy Marshal of the Senate. These are political candidacies, but the Marshal of the Senate must unite. We will do everything to ensure our declaration translates into the adoption of this solution on Tuesday. We will inform about the names and recommendations from PSL for both the Sejm and Senate Presidium after the parliamentary club meeting, which will take place on Tuesday” - said the leader of PSL, Władysław Kosiniak-Kamysz, at a press conference in the Sejm.

- From what I've heard, an outstanding doctor and a top-class specialist. However, what kind of Marshal of the Senate he will be, that remains to be seen. No, no, our candidate is of course Stanisław Karczewski - stated Ryszard Terlecki in a conversation with journalists in the Sejm.

- We have a majority in the sense that our club in the Senate is the largest. We will want to elect our [Senate] Marshal. Of course - added the head of the PiS parliamentary club.

“This is a nomination by the opposition forces. I treat it as a great honor and a great commitment. Ultimately, we must win the vote in the Senate. Only then will we be able to talk about the function of the Marshal of the Senate. Such talks have been ongoing for some time, but they have accelerated in recent days. These were talks between opposition leaders” - said Senator-elect Tomasz Grodzki, the opposition's candidate for Marshal of the Senate, in an interview with journalists in the Sejm.

“Guarantees can be discussed when buying a car. However, humility and respect for every person are important. Such talks with independent senators are already underway. I am counting on the fact that on November 12th, not only independent senators, but I would also like to encourage PiS senators to consider whether it is worth voting for the candidate of the united opposition forces” - he added.

The meeting of the national board of Civic Platform has concluded. We have passed resolutions in three important areas. At the request of the PO chairman, the national board recommended a person for the position of Marshal of the Senate and Deputy Marshal of the Senate. The person recommended for Marshal of the Senate is Tomasz Grodzki. For Deputy Marshal, he recommends Bogdan Borusewicz – said Jan Grabiec in an interview with journalists. The national board recommended the appointment of Borys Budka as the head of the Civic Platform-KO club. In the same resolution, the board recommends that Małgorzata Kidawa-Błońska be the Deputy Speaker of the Sejm on behalf of Civic Platform-KO – emphasized the PO spokesperson.

- The national board has passed a resolution defining the nomination procedure for the Platform's presidential candidate. This nomination is to be made by the national convention, which will take place on December 14th, and the candidate will be selected through an election of national convention members. This involves approximately 1000 delegates representing all PO members. Regarding the deadline for candidates to be nominated, candidates can be put forward until November 19th – stated Jan Grabiec in a conversation with journalists.

– The Political Committee meeting starts at 4:00 PM. Of course, this body is quite broad + there are other matters on the committee's agenda. Therefore, I would expect it around 6-7 PM, but I cannot guarantee that at this moment – stated Piotr Müller in a conversation with journalists. As announced by the government spokesperson, the conference will take place at the party's headquarters on Nowogrodzka Street.

– I can only say that as part of the government changes, several ministers will naturally be replaced. There will be several new ministers, but there will also be structural changes, meaning some ministries will take over the competencies of other ministries. The names of some departments will change. Therefore, several structural changes will occur in the government – emphasized the government spokesperson.

The election for the leader of Poland's Civic Platform (PO) party will be held on December 14th, with the new chairman to be chosen by January 26th. This announcement was made by Borys Budka, a prominent figure within the party.

"I am not disappointed. These are not primaries, but a path to selecting a candidate. I declared my candidacy much earlier. There is a schedule. I hope someone will come forward, that we are a party of wise, creative people, and I will definitely have an opponent, which pleases me" - said the Deputy Speaker and newly elected Member of Parliament, Małgorzata Kidawa-Błońska, in an interview with journalists in the Sejm.

"Gaining the nomination – that's how I would call [the primaries]. The process is exactly as I expected: internal democracy, the National Convention, candidate presentations, and finally, the convention's decision on December 14th. This is what it was all about. We're leaving the deadline for submitting names until November 19th. I hope these will be good, genuine names, candidates who will take on this electoral race, receive confirmation from Civic Coalition and its allies, and then effectively fight in the presidential election," said PO leader Grzegorz Schetyna in a conversation with journalists in the Sejm.

- We expect very many guests. If you take into account the entire diplomatic corps, the entire presidential sector, plus representatives of all institutions and guests invited by the clubs, then it really needs to be organized in a dignified manner - stated Elżbieta Witek in an interview with Roch Kowalski, when asked if changes in the work of journalists in the Sejm during the first session of the Sejm on November 12th, including the liquidation of the press table, are necessary.

According to 300POLITYKI information, November 19th – the following Tuesday – is one of the possible dates for Prime Minister Mateusz Morawiecki to deliver his expose in the Sejm. Our interlocutors emphasize that this is a preliminary concept that may still change. The final decision is expected to be made next week. Furthermore, next week's Sejm session – the first of this term – will most likely last for 3 days, i.e., November 12th, 13th, and 14th.

- The applications arrived on October 25th. As you may recall, the last Sejm session was on October 15th-16th. As far as I remember, on October 23rd, we were presented with certificates. I'm referring to the new MPs. Consequently, it became obvious to me that this Sejm would no longer be able to elect these vice-presidents. Although, according to the regulations and the law, the current MPs remain MPs until November 11th, there was no plan to convene the State Control Committee. Therefore, I didn't proceed with it. - No, absolutely not [it's not the case that I'm blocking the candidacies of Marek Opioła and Artur Warzocha for the NIK vice-presidencies]. I simply considered it to be like appointing judges in advance. I didn't want that to happen. Knowing that the new Sejm is imminent, that there are already MPs who have their certificates, and that some MPs didn't get re-elected, including those who sat on the State Control Committee, I therefore considered it appropriate for the election to be made by the new Sejm, or rather, by the new State Control Committee, so that it could express its opinion - emphasized the Marshal of the Sejm.

- Firstly, Grzegorz Schetyna will undergo verification, as he has stated from the very beginning. December 14th will be the date ending Grzegorz Schetyna's term. It formally concludes, I believe, on January 25th or 27th. By the end of January, we will have a newly elected chairman. I hope it will be Grzegorz Schetyna. I have such a hope [that Schetyna will run] because these past few years have involved truly significant work that consolidated the opposition, and we debated even whether it made sense. There will definitely be more candidates. We are starting an exciting month, because what is more beautiful in democracy, in politics, than choice, discussion, comparison of ideas. There will certainly be more candidacies. On December 14th, we will gather, over a thousand delegates, and we will choose the best one to win against President Duda - said Tomasz Siemoniak in an interview with Agnieszka Mosór on the program "Gość Wydarzeń" (Guest of the Events) on Polsat News.

- Interesting. I saw it online today. I know him as a journalist, a very intelligent person. I don't know if it's true or if he has political aspirations. We'll see. The more candidates, and the more ideas, the better. I think Małgorzata Kidawa-Błońska or others aren't worried. If someone from outside of politics wants to compete, I think we'll like that very much - said Tomasz Siemoniak in an interview with Agnieszka Mosór on the program "Gość Wydarzeń" on Polsat News.

- Tonight, Friday evening, there are some consultations. It's more likely a squabble over arrangements within PiS or with Gowin and Ziobro's parties, rather than a substantive discussion. The government isn't being decided here. If the Prime Minister doesn't decide on the government, such governments will never be good - said Tomasz Siemoniak in an interview with Agnieszka Mosór on Polsat News's "Gość Wydarzeń" program.

- The government is largely continuative. It is a continuation of the good change. Over these four years of governance that await us before the next parliamentary elections, we want to do everything to ensure that the situation of Poles in four years is better, and better in every respect than it is today - said Jarosław Kaczyński during a press conference at the PiS headquarters.

- We want to make progress and fend off dangers that may arise, for example, related to a possible, more serious economic slowdown, because I don't want to use the word crisis, but this slowdown is indeed happening at the moment. We also have plans to ensure that the effects of this slowdown are nil, or at least minimal - added the chairman of Law and Justice. 

Poles have entrusted PiS with the sole governance for the second time in a row, and we want to continue all our promises and programs. Of course, in the spirit of credibility, we will fully implement what we have previously announced. I would like to remind you that five very significant changes, which I do not wish to detail now, but everyone interested knows what I am referring to, these five changes I promised that within 100 days of the government's formation, they would find their proper reflection, either in a law, a legislative act, or a program, as one of these changes, namely the equalization of subsidies for Polish farmers, is linked to certain actions on the part of the EU. We will implement these changes within this relatively short timeframe, and in the longer, 4-year perspective, with the composition of the Council of Ministers that I will soon present to you, which I will propose to the Polish Sejm and, of course, to the President for appointment. I believe it will be a very efficient team, a very good team, which will cooperate with each other to achieve short, medium, and long-term goals, because we also have those long-term ones, namely Poland, which will increasingly become a welfare state according to our model. The Polish model of a welfare state is about catching up with the EU average, which until recently was somewhere in the realm of dreams. Today, it will serve as a kind of beacon for us, an absolutely crucial benchmark for achieving our strategic goals, through which we want Poles to simply live better and better in Poland, to be increasingly proud of their country, happy, and for the Polish economy to have that critical mass, that gravitational pull that we all surely dream of, regardless of political colors, camps, or formations.
