Tuesday's Political Agenda: Government Session, Presidential Couple in the Netherlands, Schetyna's Conference in Kielce

The government session will commence at 10:00 AM. Ministers will address a resolution regarding the establishment of the multi-year program "Polish Agriculture and EU 2020+. Challenges, Opportunities, Threats, Proposals" and will hear information on mental health protection in 2017 and 2018.

The Presidential Couple is on a visit to the Netherlands. At 11:45 AM in The Hague, a meeting with the Royal Couple of the Netherlands will take place. In the afternoon, the President will participate in ceremonies commemorating Polish soldiers who fell in the fight for the liberation of Breda (at 3:30 PM). At 6:30 PM, the Presidential Couple will meet with representatives of the Polish diaspora.

At 9:30 AM in Kielce, PO leader Grzegorz Schetyna, Marzena Okła-Drewnowicz, Adam Cyrański, and Bartłomiej Sienkiewicz are organizing their press conference.

Gowin:

I can reveal that Ziobro never issued an ultimatum regarding Morawiecki

- Regarding personal matters - I think to a very large extent yes [the government is set], but when it comes to programmatic matters, we still have many conversations ahead of us. Minister Ziobro never expressed the expectation that he himself would want to be deputy prime minister. As for the matter of filling the prime minister's position, it is no secret that close associates of Minister Ziobro publicly expressed the conviction that Jarosław Kaczyński should be prime minister - stated Jarosław Gowin in an interview with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego".

- I was convinced even before the elections that if we won, as I said, the new prime minister would be the current prime minister, Mateusz Morawiecki. Certainly Zbigniew Ziobro, and I can reveal this, never issued any ultimatum regarding Mateusz Morawiecki - the deputy prime minister continued.

Sasin:

Time to Return to Judicial Reform and Many Other Matters, Such as Regulating the Media Market

- Fortunately, PiS has a parliamentary majority. This success was indeed achieved. However, the matter [of judicial reform] is not simple. Our actions over the last four years have yielded some effect, but this effect is far from the goal we set for ourselves. It is time to return to this, as well as many other matters, such as regulating the media market. These are challenges that lie ahead of us. I don't want to prejudge. Certain legal solutions have been prepared in the Ministry of Culture; they are in no way different from the solutions that function in Western European countries - said Jacek Sasin in an interview with Dorota Kania on Polskie Radio 24.

07:58

Sasin:

We Might Yet Miss Nitras or Mucha Singing from the Podium. They Could Prove to Be Very Measured Politicians Compared to What Awaits Us This Term

- We might yet miss those individuals who, in a certain way, compromised the Sejm. We might yet miss MP Nitras or MP Mucha, who sang from the podium. They could indeed prove to be very measured politicians compared to what awaits us this term - said Jacek Sasin in an interview with Dorota Kania on Polish Radio 24.

08:09

Gowin:

I Imagine the Next 4 Years as a Time of Solidary Cooperation within the United Right. If We Don't Cooperate Solidarily, the Opposition Has Much More Effective Tools Than in the Previous Term to Put a Spanner in the Works

- I imagine that the next 4 years will be a time of solidary cooperation within the United Right, because if we do not cooperate solidarily, the opposition has much more effective tools than in the previous term to put a spanner in the works. Solidary cooperation means recognizing the subjectivity, especially programmatic, of these two smaller parties by the largest party, and also a clear hierarchy - stated Jarosław Gowin in an interview with Konrad Piasecki on TVN24's "Piasecki's Interview".

- Hierarchy in these matters means that, for example, the prime minister and the speaker of the Sejm are nominated by the largest party, and yes, I supported Mateusz Morawiecki, I can say that I always have. I supported him consistently for 4 years, but I also say clearly: if PiS had nominated another candidate [for prime minister], and if our camp is to function efficiently, I would have supported that other candidate - the Deputy Prime Minister continued.

08:15

Sasin on the Ministry of State Treasury: "I Understand the Need for This Ministry to Be Established Today, Which Will Be Not Only a Supervisor but Above All an Initiator"

- The need for coordination of actions, setting common goals, and ensuring that these common goals are implemented by companies in agreement, in joint action. This is how I understand the need for this ministry to be established today, which will be not only a supervisor but above all an initiator - said Jacek Sasin in an interview with Dorota Kania on Polish Radio 24.

08:16

Gowin on the Senate Speaker Election: 'It Will Be a Coin Toss Because the Opposition Is Internally Heterogeneous'

- This term will be completely different from the previous one. In the previous term, the votes of Agreement MPs could be, and often were, bypassed on any matter by the votes of MPs from the Kukiz'15 club. The situation will be different now. Now we must focus on projects that unite us all, which means that each of the government coalition's parties will probably have to step back a bit - stated Jarosław Gowin in an interview with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego".

- This certainly won't start happening from the beginning. I have no illusions. The first vote for the Senate Speaker will be confrontational. It will be a coin toss because the opposition in the Senate is very internally heterogeneous. Besides senators from Civic Platform, the Democratic Left Alliance, and the Polish People's Party, there are also three independents - the Deputy Prime Minister continued.

08:18

Emilewicz:

It Seems We Have an Agreement, and the Limit Will Not Be Lifted

- With full responsibility, we can say that we are closing this topic once the budget is adopted, but today I can say that it seems we have an agreement on this matter, and the limit will not be lifted - Jadwiga Emilewicz said in a conversation with Joanna Komółka on the "Gość Radia ZET" program.

08:19

Gowin:

Opposition is definitely trying to poach, for example, senators from Porozumienie

- I can assure you that attempts to poach are happening in both directions, as far as PiS is concerned, because I don't have such information, they are trying to poach someone. However, the opposition is definitely trying to poach [to their side], for example, senators from Porozumienie. Let's leave [the names] at that – stated Jarosław Gowin in a conversation with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego".

08:26

Gowin on the Senate: Every Vote Will Be a Coin Toss, and This Should Make Politicians Reflect on Going Too Far in Disputes

- I am returning to the issue of building a new modus vivendi. This will not happen incidentally with the election of the Marshal of the Senate, but then there will be 4 years during which the outcome of votes will often depend on who happens to fall ill or who gets locked in the toilet. This is a very uncomfortable situation from the perspective of state functioning, because every vote will be a coin toss, and this should make politicians from all sides of the political scene reflect that perhaps we have gone too far in certain disputes. And perhaps it is indeed high time to start talking to each other across party divisions, at least on matters of strategic importance for Poland - stated Jarosław Gowin in an interview with Konrad Piasecki on TVN24's "Piasecki's Conversation".

08:29

Emilewicz:

We've Prepared the So-Called Congestion Tax. This is a Tax Imposed on Large Retail Stores, Not on Turnover, But on the Difficulties Such Stores Create in the Urban Fabric
We were preparing a tax solution for Prime Minister Morawiecki, we discussed it in the spring, which was introduced, for example, in Spain last year, the so-called congestion tax, which will not be challenged by the European Commission. This is a tax imposed on large retail stores, but not on turnover, not on the level of income earned, but on the difficulties that such a large retail store creates in the urban fabric. Increased traffic jams, greater road investments that must be made. There is a conversion rate, an algorithm that is calculated and can be applied to stores – said Jadwiga Emilewicz in an interview with Joanna Komółka on the program "Gość Radia ZET". - We will want to introduce this tax. It raises no doubts. It is the end of November. We have prepared the conceptual assumptions and a legal review. If a government is formed relatively quickly, we may be able to finalize it by the end of this year. It could come into effect from the beginning of next year – Emilewicz added.

08:33

Gowin:

I'm Increasingly Wondering Who Banaś Is. He's Certainly a Different Person Than I Thought

- I'm increasingly wondering who Marian Banaś is. He's certainly a different person than I thought. Each piece of information that has emerged about him in recent weeks casts him in a somewhat different, and I wouldn't say better, light - stated Jarosław Gowin in an interview with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego" program.

- If he cannot defend his financial disclosure statement, if the Central Anticorruption Bureau, after reviewing his explanations, refers the case to the prosecutor's office, he should resign. That's a good question [whether he will do so] - the Deputy Prime Minister continued.

08:40

Dworczyk:

Consultations Are Underway, and I Believe the Government's Composition Will Be Known Soon

At this moment, political talks are ongoing. They are being led by the Prime Minister, the leader of our group, Jarosław Kaczyński, and our coalition partners. Consultations are underway, and I believe that the composition [of the government] will be known soon” - said Minister Michał Dworczyk in an interview with Michał Rachoń on TVP Info.

Negotiations and discussions [related to the Ministry of the Treasury] are still in progress. It concerns broad ownership supervision and increasing the effectiveness of state actions in this area. Once these final arrangements are made, we will communicate everything related to this” - he added.

Kosiniak-Kamysz on Talks with Civic Coalition and The Left: We Agreed the Senate Won't Be a Chamber of Chaos, Obstruction, or Fighting, But of Amending Laws

“The choice of the Marshal of the Senate will be decided at the sitting on November 12th. There is a small difference between the opposition and the ruling party – negotiations will last until the very end,” said PSL leader Władysław Kosiniak-Kamysz in Polsat News.

We agreed [within the framework of the Senate pact] that the Senate will not be a 'chamber of chaos', obstruction, or fighting, but of amending laws. Those that are good should be made even better, and those that are bad must be radically changed,” he added.

Pitera:

I Won't Hide That I'd Like Tusk to Run for President. Looking at the Stagnation That Has Unfortunately Engulfed Us, I Am Worried. In Opposition, Generally Speaking...

- I won't hide that I would like [Donald Tusk to run for president]. Because when I look at the stagnation that has unfortunately engulfed us, I am worried. In the opposition, generally speaking, because this opposition, which promised cooperation, is not doing very well. Of course, I understand that smaller opposition parties, which have secured their position, also want to maintain that position, but nevertheless, considering that the presidential elections are in half a year, this is a situation that I would call sad for me - said Julia Pitera in an interview with Jacek Prusinowski on Radio Plus.

09:43

Pitera:

Kidawa-Błońska's Candidacy Holds No Hope Against PAD

- I believe that this is a candidacy [for Małgorzata Kidawa-Błońska for president] which holds no hope in a clash with Andrzej Duda. It's already worse, isn't it, after some time [in the polls], and besides, I just remind you that what decided the election in the end, the final nail, was the debate - stated Julia Pitera in an interview with Jacek Prusinowski on Radio Plus.

09:47

Pitera:

If Schetyna Has Nothing to Blame Himself For, He Should Stand for These Elections and Face the Members' Assessment. It's the Only Way. The Sooner, the Better.
- Such an accounting is elections. Announcing elections as soon as possible. If Grzegorz Schetyna has nothing to blame himself for, he should stand for these elections and submit to the members' assessment. It's the only way. The sooner, the better - stated Julia Pitera in an interview with Jacek Prusinowski on Radio Plus. - General elections in the Platform - Donald Tusk clashed with Gowin. He wasn't afraid of that - she added.

CBA Caught a Warsaw District Mayor Red-Handed Accepting a Bribe. A Well-Known Developer, Former Owner of Pogoń Szczecin, Was Also Detained.

The Central Anticorruption Bureau (CBA) has apprehended the mayor of the Warsaw district of Włochy while he was accepting a bribe. Detained alongside him was a prominent developer, formerly the owner of the Pogoń Szczecin football club.

Schetyna Asked About Joint Opposition Candidate for Senate Marshal: 'I am an Optimist. A Moderate One, But an Optimist'

We have started [talks]. We met yesterday. We are scheduled for further proceedings. I am an optimist. A moderate one, but an optimist. I believe that these calm discussions and the establishment of mutual relations, based on what we managed to build in the European Coalition previously, and now in the Senate pact, give a huge chance for the talks to end with the confirmation of a [Senate] majority, the confirmation of the electoral result, and a direct impact on the election of the Presidium [of the Senate] and the most important committees. We owe this to the voters. The opposition has a majority and must find what is common, not what divides” - said PO leader Grzegorz Schetyna at a press conference in Kielce.

10:25

Kidawa-Błońska:

I Have a Plan and I'm Ready to Defeat PAD
I have a plan and I'm ready - stated Małgorzata Kidawa-Błońska in a conversation with Łukasz Kijek on Gazeta.pl's Morning Interview, when asked if she was ready and had a plan to defeat Andrzej Duda. When pressed about the IPSOS poll, which showed 44% of Poles would vote for Andrzej Duda in the first round, and 25% for her, the Deputy Marshal of the Sejm replied: - Firstly, I am not yet a candidate, I am not running a campaign, and besides, all those individuals being measured against Mr. President Duda have not yet announced their candidacy or begun campaigning. Mr. President is the incumbent president. He is constantly on tour, meeting people. I can even say that if we look at the support results for the incumbent president, they are not stunning, considering it's the end of his first term.

Supreme Court's Chamber for Extraordinary Control Leaves PiS Election Complaint on Senatorial District No. 75 Unprocessed. "The Committee Did Not Indicate a Single Circumstance Substantiating Irregularities."
As indicated by the Supreme Court, the submitter on behalf of the Law and Justice Electoral Committee did not point to any, even a single circumstance, that would substantiate the existence of irregularities during voting, or the qualification of votes as invalid, as well as the determination of voting results in electoral district No. 75 in the elections to the Senate of the Republic of Poland. Nor were any proofs presented regarding the circumstances of irregularities in determining the number of votes. The inspection and re-counting of invalid votes by the court cannot be such a means of evidence. The conducting of evidence in the form of inspection and re-counting of challenged ballot papers can only be the result of alleged and proven irregularities indicated by the submitted evidence. Meanwhile, the complaint did not present any alleged irregularities at all and did not indicate evidence to demonstrate them. This means that the complaint will not be substantively examined, and consequently, there will be no inspection of ballot papers and their re-counting" - the Supreme Court writes in the justification

Legislative Changes and a Firm Political Declaration Needed: An End to Road Piracy. A Comprehensive Plan for Radical Improvement of Road Safety Will Be a Government Priority in the New Term
- The development of road infrastructure in Poland is a fact. Thousands of kilometers of new and renovated roads allow us all to drive more comfortably. Unfortunately, this does not always and not everyone prompts safe driving... The recent fatal accident at a pedestrian crossing in Warsaw has stirred public opinion throughout Poland. The statistics on the number of collisions on Polish roads, and above all the victims of these accidents, raise indignation among all Poles. Legislative changes and a serious political declaration arising from them are needed: an end to road piracy - wrote Prime Minister Mateusz Morawiecki on Facebook. - The safety of our families, especially children on their way to school and in places where they most often cross streets, requires our special care and the introduction of pragmatic regulations. The Polish Police should also receive additional funds for appropriate equipment to eliminate from road traffic those who pose a threat to the life and health of other people. A comprehensive plan for a radical improvement of road safety will be one of the government's priorities in the new term. I also appeal to all drivers and pedestrians: ensure focus behind the wheel, be cautious at pedestrian crossings. Respect each other and obey the regulations. Especially now, as days of numerous journeys and increased road traffic approach - emphasized the head of the Polish government.

300 ON AIR - Szymański: Let No One in the EU Give Unsolicited Advice - 300POLITYKA Podcast
- We had greater expectations because this choice was presented to us five years ago, that it would be a radical promotion of Polish regional interests, that it would change our membership situation in the Union, because having politicians in such prominent positions would make everything easier, and it hasn't been easier. I don't want to blame Donald Tusk for this, because merely holding positions doesn't solve problems. We have rather more problems than fewer in the Union, and this is not related to the political profile of individual governments, especially the government in Warsaw, but to the fact that it is increasingly difficult to find compromise in the Union - says Konrad Szymański in the 300POLITYKA podcast. - Individual member states increasingly feel a lack of trust in the Union, which paradoxically often applies to older member states, not Central Europe, which is judged on its European credentials at the same time by these same states. This is one of the major paradoxes of the political situation in the Union. These states do not want to contribute to the EU budget, even though they want the Union to play an active role, these two things never go hand in hand. These states have recently caused the enlargement process to be halted, while simultaneously demanding that the Union play a global role. This also doesn't go hand in hand. Those states that most readily wave the common blue flag also, right in our faces, promote solutions that are a regression for integration, for example, in the area of the common market and protectionism, which they sometimes openly promote. We have a rather paradoxical situation: the most pro-European part of the Union today, advocating for a large budget, for the continuation of enlargement and the completion of the single market, is Central Europe, which is judged on its European credentials by those who are doing exactly the opposite, things that weaken the European project. Not in words, because words cost nothing, but in deeds - says Szymański. When asked to assess Donald Tusk's term in Brussels, Szymański says: - We were promised unbelievable things, I won't even mention the whole litany of titles bestowed upon President Tusk, suggesting it would be a qualitative change. This did not happen. On the contrary: processes that were only just beginning intensified during this term, and that position changed nothing. - Initially, perhaps some sense of responsibility was still discernible, but the political emotions associated with the fact that Donald Tusk is simply a participant in the opposition very quickly took over. In the first years of Poland's membership in the EU, it was a political virtue to rise above the political conflict ongoing in any democracy. This quickly ceased to be a virtue, and President Tusk is unfortunately no exception. The political emotions of the opposition were noticeable in him, they were visible to everyone, and this did not help in fulfilling such a function in a way that would give Poland any satisfaction - he adds. ***** Interview with Konrad Szymański, Minister for European Affairs: * We had greater expectations after Tusk's term. Merely holding positions does not solve the Union's problems * We were promised unbelievable things, showering Tusk with various titles * The fact that President Tusk is primarily a participant in the opposition took precedence * They most readily wave the common blue flag right in our faces while promoting solutions that are a regression for the Union * They lead to the halting of EU enlargement while simultaneously demanding that it play a global role * The most pro-European part of the Union today is Central Europe, which is judged on its European credentials. This is a major paradox * The British were brought to the point where they said: Anything, as long as it's not the Union * EU governments have anxieties breathing down their necks, and Central Europe is a vector of political stabilization * In Central Europe, no one seriously questions European integration * We are being judged on our European credentials by countries where people feel increasingly uncomfortable. This is a mechanism of denial * Let no one solve our invented problems for us * I would prefer us to live in a Europe where no one gives unsolicited advice when they are not asked * Europe does not hold its breath when there are elections in Poland, because it is not here that a victory for anti-European forces could happen at any moment * When elections are held in Poland, no one fears that the European project is threatened * Paris and Warsaw hold different political positions. We choose differently than President Macron wants * The beauty of the EU is that President Macron and Prime Minister Morawiecki can cooperate * There is no agreement on a Union of double standards, we are a member state that has the same rights * Conducting politics in a climate of political dispute is more difficult, but one must be prepared for it to be harder at times * Our relations with Germany have never been in a crisis phase. Germany has always better understood our intentions over the last 4 years * At the level of intentions, Berlin feels similarly to us, but I would prefer this to translate more into the final solutions adopted in the Union * Without the V4, a balanced policy cannot be formulated in the Union * We do not want to embark on the path of the yellow vests, we want to build climate neutrality so that people see that it makes sense * Public opinion knows that environmental actions are not a Western whim, but they cannot cause higher costs in Warsaw than in The Hague * Perhaps from a historical perspective, with Brexit, we will see the strength of British parliamentarism

Szymański on Tusk: Opposition's Political Emotions Were Evident, Hindering Poland's Satisfaction in the Role

We've spoken with Kukiz and Tyszka, and there's assurance that the Polish Coalition-PSL project will not only continue but also expand.

"You can only be certain of two things: taxes and death. So, I am certain of that. However, when it comes to people - various things can happen. For now, we have had discussions with both Paweł Kukiz and Marshal Tyszka, and there is an assurance that the Polish Coalition-PSL project will not only be continued but also developed," Marek Sawicki from the PSL told Marcin Zaborski on RMF FM.

Sawicki:

I hope that on November 3rd we will announce our presidential candidate, and it will be Władysław Kosiniak-Kamysz

I believe that a better candidate than the woman we are both probably thinking of is the candidate of the Polish People's Party. I hope that on November 3rd we will announce it, and it will be Władysław Kosiniak-Kamysz” - said Marek Sawicki from PSL in an interview with Marcin Zaborski on RMF FM.

WKK on the PSL National Council: "If I told you what declarations would be made, there would be no interest. We have to keep them in suspense a bit."

- If I told you what declarations would be made, there would be no interest in all of that on Sunday. We have to keep them in suspense a bit. There are still a few days until November 3rd - said Władysław Kosiniak-Kamysz in an interview with Katarzyna Kolenda-Zaleska on TVN24's "Fakty po faktach".

WKK on Presidential Elections: "I Wish Primaries Would Start Today. Not Just in One Party or Coalition"
"I wish primaries would start today. This means we are taking the initiative, coming up with an innovative idea, and as the opposition, we're starting to play on our own turf. We're not just holding primaries in one party or coalition. We're organizing a series of debates" – said Władysław Kosiniak-Kamysz in an interview with Katarzyna Kolenda-Zaleska on TVN24's "Fakty po faktach".

I think so – Lipiński replied.

Woś on Tusk's Book Launch: These Inflated Balloons Are Proving to Be Just Ordinary, Leaky Inner Tubes

- This is another big balloon. As early as May 1st or 3rd, such a balloon was being inflated for the European elections, when there was supposed to be some gigantic, groundbreaking speech. Then there was supposed to be a great, groundbreaking speech in Krakow's main square, and only a handful of people showed up. Then there was supposed to be a groundbreaking event on June 4th in Gdańsk, and it turns out that these inflated balloons are simply proving to be ordinary, leaky inner tubes – said Michał Woś in an interview with Bogdan Rymanowski on the program "Wydarzenia i Opinie" on Polsat News.

Budka to Woś: Tusk Achieved in Politics What You Can Only Dream Of. In European Politics, He Reached the Top and Isn't a Beggar, Unlike Your Ministers and Premiers, Unfortunately

That's why you are so afraid and attack Donald Tusk, because you know we are dealing with a statesman – said Borys Budka in a conversation with Bogdan Rymanowski on the program “Wydarzenia i Opinie” on Polsat News.

Budka:

Tusk is the person who could win against Duda. I am convinced that if he makes such a decision, he can count on the support of a very broad opposition
If Donald Tusk runs, it will be precisely to show that Poland can once again be a significant player on the international stage, rather than merely a client of superpowers buying its international standing with money – said Borys Budka in an interview with Bogdan Rymanowski on the program “Wydarzenia i Opinie” (Events and Opinions) on Polsat News. Undoubtedly, he is a person who could win against President Andrzej Duda. I am convinced that if he makes such a decision, he can count on the support of a very broad opposition – Budka added.
