Thursday marks the second day of training for the new members of parliament. A key element of the day will be the presentation of certificates of election. Future MPs of the 9th term will receive them from representatives of the National Electoral Commission in the Column Hall at 12:00 PM.

At 10:00 AM, Minister Mariusz Błaszczak will participate in the signing of contracts for the supply of equipment for the Land Forces.

- One of them [the electoral protest filed by PO] certainly raises no doubts for me. It should be considered favorably. I am thinking of the nomination of a candidate to replace the late [Kornel] Morawiecki. It seems to me that the law was violated here, because the nomination of a candidate to replace a deceased person is very strictly defined by law, and unfortunately, the regulations were breached - stated Bogdan Zdrojewski in an interview with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego" program.

- No. No one called [with a transfer offer], and I treat it as a compliment – stated Bogdan Zdrojewski in an interview with Konrad Piasecki on TVN24's "Piasecki's Conversation".

- If the opposition has gained a majority, and has indeed won the Senate elections, it would be a great folly on the part of the opposition itself not to capitalize on this victory. Moreover, this is what voters expect, and it must be respected – stated Bogdan Zdrojewski in an interview with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego".

- At the moment, we are dealing solely with speculation from the opposition's side. I strongly deny it, there are no coalition agreements. We are waiting for them. I believe that the first serious candidate who appears should be the result of preliminary, perhaps coalition, agreements among the coalition partners – he continued.

I have my own thoughts on how this chamber [the Senate] should look in the event of an opposition victory. I believe it should not be an upper house of destruction, but one that functions reliably and works on better law, and that is crucial. The guarantee of such work will primarily be those individuals who possess both high political experience and high competences, including moral ones and discipline. There are several such candidates in the opposition. Currently, Bogdan Borusewicz is the natural candidate [for Marshal of the Senate], owing to his distinguished record, his competences, and also the fact that he was a well-regarded Marshal – stated Bogdan Zdrojewski in an interview with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego".

"I believe Grzegorz Schetyna – I've said this before – knows what decision he should make. Grzegorz knows, I know. We are awaiting that decision," stated Bogdan Zdrojewski in an interview with Konrad Piasecki on TVN24's "Rozmowa Piasecka." "First and foremost, a facelift is not enough for Civic Platform. Everyone knows this very well. A serious personnel overhaul is necessary, but also rectifying everything that has become muddled recently, meaning programmatic proposals, ideological ones, and proposals on fundamental values. I've also spoken about this from time to time, but there isn't much time for it. In these programmatic principles, Civic Platform was all over the place, which undermined its credibility. A clear message to voters is also needed," he continued.

- [Answer why the Civic Platform is going from one defeat to another] Because it is inconsistent, it has not regained credibility. Its messages were very often incomprehensible even to its own electorate. It was unable to mobilize a broader electorate and too often engaged in purely ideological disputes, rather than those based on fundamental, principled values that are embedded in the Polish economy, Poland's national interest, and Polish law - stated Bogdan Zdrojewski in a conversation with Konrad Piasecki on TVN24's "Piasecki's Conversation".

- The Civic Platform should be a centrist formation with strong wings, both right-wing and left-wing, and one must remember that today it will be more difficult because the left has found its place in parliament - he added.

“The picture the media paints, of some bloody factional fights or incredible quarrels within the United Right, does not reflect reality,” said PiS Deputy Spokesperson Radosław Fogiel on Jedynka radio.

“[Lipiński's words] are directed at all of us. Adam Lipiński is an experienced politician, Vice-Chairman of PiS, and he says it's always worth remembering. This media narrative might help some to let loose their emotions,” he added. 

"The date [of the first Sejm session] has been set in such a way as not to raise constitutional doubts. The aim was to ensure there were no doubts about the start date of the works. Will we be ready to present the full government composition and immediately seek a vote of confidence for the Prime Minister? I won't answer that yet, but I don't rule it out" - said Radosław Fogiel, Deputy Spokesperson for PiS, on Radio Jedynka.

- Discussions are underway regarding the composition of this government. Today, one certainty can likely be stated – that Mateusz Morawiecki will remain the Prime Minister of this government. We announced this before the elections, and it remains current. However, as for the exact structure of the government, let alone the personnel, I simply cannot say. These are deliberations in which I am not participating; these are discussions between the leader of PiS, the largest party in our coalition, United Right, and our coalition partners, Minister Ziobro and Prime Minister Gowin, as well as the Prime Minister himself. These discussions are currently taking place among this quartet. There will be a moment when a broader group will have to refer to these arrangements. I am referring here to the statutory bodies of the party, the political committee. Then, more will likely be known – stated Jacek Sasin in an interview with Łukasz Konarski on Radio Zet.

I see myself in the new government, of course, if I didn't, I wouldn't be in this government either. After all, this will be a government of continuation. In such a [position], where I can best prove myself in the perception and conviction of the head of this government, that is, Mr. Prime Minister, and also my political boss, that is, Mr. Prime Minister Kaczyński - stated Jacek Sasin in an interview with Łukasz Konarski on Radio Zet.

Asked if he would, in colloquial terms, handle the State Treasury if necessary, the Deputy Prime Minister replied: - I have extensive experience in government work, and in various positions, both administrative, parliamentary, and local government, so I can truly imagine myself in various roles. However, my imagination is one thing, and the decisions and convictions of my superiors are another.

– We have trust, I can personally say: I trust the state institutions. There are certain procedures, there is the Supreme Court, which resolves and analyzes election complaints and should do so. The fact that there are election complaints is nothing new. They have occurred after every election. They have never caused great emotions and should not cause them now either. This is something completely natural, every political force has the right to file such complaints, and everyone uses this right. And it's good, because we all want to have the conviction that the election results truly reflect the voters' preferences. If there are doubts, and in the case of such a large number of invalid votes, they can arise, it is worth recounting and taking a closer look – stated Jacek Sasin in an interview with Łukasz Konarski on Radio Zet.

- The draft budget actually assumes equal revenues and expenditures, but I don't rule out the possibility that, due to, for example, a potential withdrawal from the 30-fold rule, some small deficit may appear next year. Just as in all previous years. Moreover, a small deficit is not a problem in itself, but we simply assumed such a balanced project because it also encourages all ministries and public institutions to seek savings - stated Piotr Müller in an interview with Jacek Prusinowski on Radio Plus.

- I think this is a probable scenario [a budget with a small deficit]. I think so [more probable], due to the potential withdrawal from the 30-fold rule. Perhaps this deficit may appear precisely for this reason - emphasized the government spokesperson.

- The entire 'five' [package of proposals] will be adopted within the scope we announced. In the case of the 13th and 14th pensions, we are talking about a law that will introduce the 13th in 2020 and the 14th in 2021. I hope no one will block this in the Senate, especially since the Senate has 30 days to respond to laws, so I assume there will be no problem here, whereas the Sejm will certainly pass it within this timeframe. Of course, in the case of the bypass construction program and the program to equalize agricultural subsidies, this is a plan, a program. For bypasses, it will be a schedule of actions with a clear plan of where these bypasses will be built. In the case of agricultural policy, we are waiting for the new commissioner and then we will establish the plan with him - stated Piotr Müller in an interview with Jacek Prusinowski on Radio Plus.

- Discussions are still underway regarding the final personal division of ministries. Deputy ministers will be the next step - stated Piotr Müller in an interview with Jacek Prusinowski on Radio Plus.

- I think over half is already 100% clear, and in most cases, final decisions are being made - added the government spokesperson.

“We received over 70 complaints. This number is similar to the elections held 4 years ago. Roughly 100 electoral complaints are usually filed with the Supreme Court after every parliamentary election. The Supreme Court forwards the complaints filed with it to us, and we take a position on the submitted complaint. Regarding the PiS complaint, we opined today, reiterated our stance, and concluded that this complaint does not deserve to be considered. This is our position because the arguments raised within it do not justify the assumption that electoral law was violated to such an extent that it would have influenced the outcome in this Senate district” – said the Chairman of the National Electoral Commission (PKW), Judge Wiesław Kozielewicz, in an interview with Roch Kowalski in the Sejm.

"“I don't know [what's in the CBA's note regarding President Banaś]. I haven't read it. [President Banaś's explanations] were submitted to the CBA. - It's still being considered - stated Ryszard Terlecki when asked in the Sejm about a potential new law concerning the Supreme Audit Office (NIK) that would lead to the dismissal of its president.

Gaining an absolute majority in the Sejm allows us to govern independently, and thus to continue building 'Poland Plus'. But this beautiful victory over the forces of 'Poland Minus' must be crowned by success in next year's presidential election. Hanna Zdanowska, the mayor of Łódź, has stated that Borys Budka would be an excellent choice to lead the Civic Platform-KO (Koalicja Obywatelska – Civic Coalition) parliamentary club. She expressed this opinion in a tweet posted on October 25, 2019.

We have learned unofficially that during an off-site meeting of the PiS club, party leader Jarosław Kaczyński announced that these two candidacies - Mateusz Morawiecki for the position of Prime Minister and Elżbieta Witek for the Marshal of the Sejm - have been accepted by the entire United Right coalition. The Political Committee will officially make the decision.
