Wednesday's Political Agenda: Training for New MPs, Presidential Ceremony for Cultural Merits

The Sejm will host training sessions for the newly elected members of parliament of the 9th term. The classes will cover the organization of parliamentary offices, financial declarations, rules for accommodation in the MPs' Dormitory, the execution of the parliamentary mandate, voting procedures, and the form of international cooperation. The training begins at 9:00 AM in the main building, with sessions on the plenary hall starting at 11:00 AM. Between 11:00 AM and 11:15 AM, a photo opportunity will take place. At 12:00 PM, in the Presidential Palace, President Andrzej Duda will bestow state decorations upon individuals distinguished in the field of culture.

08:00

Dworczyk:

It's the Essence of Democracy; Our System is Structured So That Anyone with Doubts About Results in a Given District Can File a Suitable Protest

- At the level of the statutory authorities of PiS [a decision was made to file election protests]. To my knowledge, Krzysztof Sobolewski, the chairman of our structures, signed it. It is the committee that submits these types of documents, and it's also worth emphasizing that, if I remember correctly, there are 55 protests nationwide. Therefore, PiS's protests constitute approximately 10%. This is a decision by authorized individuals, in accordance with the Electoral Code - stated Michał Dworczyk in an interview with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego".

- This is the essence of democracy, and our system is structured in such a way that if someone has doubts about the results in a particular senatorial district, they can file a suitable protest. To my knowledge, I know this from media information and informal conversations, as I am not a member of the party authorities, and I did not inquire further about this matter with the people who made these decisions, but to my knowledge, it was related to doubts regarding the number of invalid votes and the relatively small difference between the candidates - the head of the Prime Minister's Chancellery continued, adding that he is convinced that the protests were prepared together with lawyers and there was a legal basis.

Dworczyk on Senate Presidency: 'Such Things Happen in Politics' Amidst Potential Club Changes

- If someone were forced to switch to the other side of the political divide, I would consider that an absolutely unacceptable situation. However, if it were the case that as a result of talks one or another senator changed their club affiliation or decided it was worth supporting one idea or another for the shape of the Senate's presidium, then such things happen in politics - stated Michał Dworczyk in an interview with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego".

08:16

Dworczyk:

Talks are underway – as is usual in politics. The essence of politics is dialogue, conversation, and discussions

At this moment, some talks are being conducted. You are presenting a thesis that has a negative subtext, because you are suggesting that at this moment there is an attempt at some sort of dragging out; some commentators unfavorable to PiS are talking about corruption. Nothing of the sort is happening. Talks are underway – as is usual in politics. The essence of politics is dialogue, conversation, and discussions – stated Michał Dworczyk in a conversation with Konrad Piasecki on TVN24’s “Rozmowa Piaseckiego”.

08:24

Dworczyk:

Kaczyński Would Be an Excellent Prime Minister, But Morawiecki is the Candidate for the Next Government

- Jarosław Kaczyński would certainly be an excellent prime minister, but the political decision that President Kaczyński has spoken about several times is that the candidate for prime minister in the next government will be Prime Minister Mateusz Morawiecki - stated Michał Dworczyk in an interview with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego," when asked if the topic of "Jarosław Kaczyński for prime minister" is a non-existent one.

- I do not want to evaluate my colleagues from United Right. I believe that all internal matters should be discussed within the party or the entire United Right camp, not through the media. So, even if someone has this or that idea, we live in a democratic country, PiS and United Right is also a democratic camp, everyone can have their own beliefs, but they should respect the decision of the leader of this formation - the head of the Chancellery of the Prime Minister continued.

08:27

Kidawa-Błońska:

PiS claims 'we are checking because there are too many invalid votes,' but doesn't check where the most invalid votes were cast.

"Denying the number of votes obtained. PiS says: 'We are checking because there are too many invalid votes,' but doesn't check where the most invalid votes were, and their candidate won. The matters that Civic Coalition is raising concern something else. There are 15 days to nominate a candidate [after another's death]" - said Deputy Marshal Małgorzata Kidawa-Błońska in a conversation with Piotr Kraśko on the Poranek Radia TOK FM program.

08:27

Dworczyk on Government Changes: 'Everything will become clear in the coming days. Discussions between coalition partners are indeed underway.'

- Everything will become clear, I think, in the coming days. Discussions between coalition partners are indeed underway. Various issues concerning the involvement of individual parties forming the United Right are being decided. We will likely learn the details in the coming days - stated Michał Dworczyk in an interview with Konrad Piasecki on TVN24's 'Rozmowa Piaseckiego', when asked if significant changes awaited the government.

08:31

Kidawa-Błońska:

Signals I received last night indicate an agreement has been reached on the Senate Marshal

I was certain that the opposition in the Senate would act together and that none of the senators would switch sides. These are individuals with significant authority, they have received great public trust. People consciously chose opposition representatives, so I didn't believe anyone could break ranks and go to the other side. This gives hope that despite various attempts at pressure, this Senate will operate cohesively and with dignity,” stated Deputy Marshal Małgorzata Kidawa-Błońska in an interview with Piotr Kraśko on TOK FM Radio's Morning program.

The senators themselves must reach an agreement on who will hold which positions in the Senate, and whose competencies will be utilized. The signals I received last night indicate that an agreement [on the Senate Marshal] has been reached,” she added.

08:38

Kidawa-Błońska:

KO's Presidential Candidate in Early December. I Say 'Yes', I'm Ready for the Challenge. I'd Really Like Primaries to Foster Debate

"We will know who will be the Civic Coalition's (KO) presidential candidate at the beginning of December. I know you will certainly ask me this question. Am I ready to take on this challenge? I say 'yes', I am ready to take on this challenge, but – as we agreed within the Coalition – we are conducting very thorough research, we are checking the potential chances of all individuals who would like to participate in these elections, and we will choose the strongest, best candidate" – said Deputy Marshal Małgorzata Kidawa-Błońska in an interview with Piotr Kraśko on TOK FM Radio's Morning Show.

"I would really like there to be some kind of primaries, to lead to a debate. I believe that [the Sikorski-Komorowski debate] was very good. If there were an opportunity for something like that to happen, I would be very pleased" – she added.

Sasin on PiS's Election Protest Criticism: I Thought There Were No More Limits to the Disgrace Grzegorz Schetyna and PO Politicians Could Reach
"I thought there were no more limits to the disgrace Grzegorz Schetyna and PO politicians could reach. It turns out I had little faith, especially when considering that it is PO who is filing election protests concerning several electoral districts. And then everything is fine. When PiS files these protests, it's an attack on democracy. Double standards" – said Deputy Prime Minister Jacek Sasin on Jedynka radio.

08:47

Sasin:

I believe the government's composition will be known soon after the first Sejm session. I don't think we will particularly delay the government's launch.

I think [the government's composition will be known] soon after that date [the first Sejm session - November 12]. I don't think we will particularly delay the launch of this government. We have commitments we made to Poles, including those for the first 100 days of the new parliament and government. We are determined to meet this deadline” - Deputy Prime Minister Jacek Sasin said on Radio Jedynka.

08:53

Sawicki:

After the 'Demolition' of the Supreme Court, There's a Fear it Won't Be Objective. Despite Everything, I Believe the Judges Will Be Independent.
- After the demolition that took place in the Supreme Court, there is a certain fear that the Supreme Court will not be objective. Despite everything, I believe that the judges will be independent and that this 3-person panel of judges will reject unfounded conclusions regarding falsification, invalidation of elections, etc., and thus these electoral protests. Because for many years, in most cases, the Supreme Court has acted this way - stated Marek Sawicki in a conversation with Jacek Prusinowski on Radio Plus.

08:53

Sawicki:

When We Suffered a Total Electoral Defeat Four Years Ago, We Replaced Our Leader in a Month and Began Rebuilding. Today, We Can't Wait Until January for KO to Decide Their Leader and Presidential Candidate.

- Four years ago, when we suffered a total defeat in the parliamentary elections, we replaced our leader within a month and began rebuilding our party. Today, we don't have time to wait until January for Civic Coalition to decide who will be their head and who they will put forward as president. We simply want to start this campaign as soon as possible - stated Marek Sawicki in an interview with Jacek Prusinowski on Radio Plus.

08:53

Fogiel:

Witek Has a Strong Chance of Remaining Sejm Marshal, But It's Not Decided

- This decision will be made by the Political Committee of Law and Justice. In my opinion, I think she has a strong chance [Elżbieta Witek remaining Sejm Marshal], but it is not decided. I think Elżbieta Witek has a significantly better chance than any part of myself – said Radosław Fogiel in an interview with Robert Mazurek on RMF FM.

08:54

Sawicki:

I'm Urging Colleagues to Form a Presidential Staff and Nominate WKK as Candidate on November 3rd

- We know there will be no [presidential] primaries. We have a clear answer from both the left and Civic Coalition, so this idea has already fallen through. That's why I am strongly urging my colleagues that at the upcoming, celebratory National Council on November 3rd in Wierzchosławice, which will summarize these elections, the National Council should simultaneously decide to establish a presidential election staff and nominate President Kosiniak-Kamysz as the PSL's candidate for president - stated Marek Sawicki in an interview with Jacek Prusinowski on Radio Plus.

Schetyna in Strasbourg: The Council of Europe is the Best Institution for Protecting and Guaranteeing Democratic Procedures

Yesterday I spoke with the OSCE mission that supervised these elections, and today we are at the Council of Europe to discuss mechanisms of control and guarantees that the electoral verdict made by Poles last week is sacred and will not be changed. We will discuss. We will inform about this entire process, about the protests which have no factual or practical reasons, other than the fact that PiS lost in these 6 constituencies, and the difference is so small according to them that protests must be filed. We have filed three very specific protests concerning Jelenia Góra, Łomża, and Pabianice, but we want the supervision of international institutions. There is no better institution for protecting and guaranteeing democratic procedures than the Council of Europe, especially when it comes to elections, protests that are intended - in my opinion - to influence the electoral verdict in the Senate” – said Grzegorz Schetyna, the leader of Civic Platform, in a conversation with journalists in Strasbourg, as quoted by TVN24.

12:11

Schetyna in Strasbourg: "A Festival of Political Corruption Has Been Underway for a Week. PiS Failed, So Now They're Moving to the Next Stage – Trying to Change the Election Results"

A festival of political corruption has been underway for a week. PiS failed, so now they're moving to the next stage – they're trying to influence, change the election results, or otherwise build a majority in the Senate. There will be no consent for this, because these are anti-democratic standards” – said the Civic Platform leader Grzegorz Schetyna in a conversation with journalists in Strasbourg, as quoted by TVN24.

CBOS:

Duda Leads Trust Ranking, Morawiecki in Second Place

President Andrzej Duda enjoys the greatest trust among Poles, according to a CBOS poll from October. Prime Minister Mateusz Morawiecki is the runner-up, with 57% trusting him – a level maintained from September. Simultaneously, distrust towards the head of government has decreased (by 2 percentage points).

12:56

Witczak:

We Will File a Motion to Exclude the Extraordinary Control and Public Affairs Chamber from Ruling on Electoral Protests

- We will file a motion as part of our electoral protests, but also as part of all electoral protests, to exclude the entire Extraordinary Control and Public Affairs Chamber [of the Supreme Court] from ruling on filed electoral protests. In our assessment, and also in the assessment of experts, the newly established chamber, by breaching the Constitution three times, offers no guarantees of impartiality or independence, and its judges are individuals selected in violation of the Constitution - stated Mariusz Witczak at a press conference.

13:37

Schetyna after meeting with Council of Europe leadership: We clearly spoke about cases of political corruption, about 6 protests stemming not from any credible reasons, but simply from electoral defeat
“We discussed this situation. They asked for the context not only of the entire election campaign and the conclusions from the OSCE report, and a very harsh and difficult assessment for the PiS majority. They asked about the further electoral process, which did not end on October 13th as it seemed, but continues due to the electoral protests filed by PiS. They asked about the consequences and how we assess this situation, whether there is a threat to democracy, the rule of law, whether a change of the electoral verdict that Poles made on October 13th is possible” - said PO chairman Grzegorz Schetyna in Strasbourg after meetings with the leadership of the Council of Europe. “We clearly spoke about cases of political corruption, about 6 protests stemming not from any credible reasons, but simply from electoral defeat. They asked if there were any threats to the holding of the first session of the Sejm and Senate on November 12th” - he added.

19:37

Sellin:

Government Structure Changes Are Possible

- I think there might be a change in the government's structure, something the leadership of the United Right is certainly discussing... I think a change in the government's structure is possible. And of course, a name will be matched to that - stated Jarosław Sellin in an interview with Marcin Zaborski on RMF FM.

- I hear, for instance, such public or already expressed voices - from politicians more important than myself - that perhaps the return of the Ministry of State Treasury would be the right idea, because the scattering of State Treasury companies across various sectoral ministries might not have been the best solution - when it comes to achieving oversight goals - he added.

19:45

Budka:

I Will Run for Party Leader

- I will be running for the position of party leader. I know I will be seeking the votes of my colleagues. Fortunately, I will not be competing with anyone. If there is another candidate, it will be a sporting rivalry – said Borys Budka in an interview with Justyna Pochanke on "Fakty po faktach" TVN24.

19:49

Budka Asked if He Wants to Lead PO: I Am Convinced that Civic Platform Needs Change, and I Am Prepared to Take on This Role

- We will talk about personnel decisions within Civic Platform itself, I think, in the near future. I am convinced that Civic Platform needs change, and I myself am prepared, if I receive such a mandate of trust from my colleagues, to take on this role - said Borys Budka in an interview with Justyna Pochanke on TVN24's "Fakty po faktach".

19:53

Budka:

I Envision a Winning Presidential Campaign, Provided We Change Our Campaigning Methods. We're Lucky in Civic Platform That Our Leadership Elections Will Take Place at Year's End

- I envision a winning presidential campaign, provided we change our approach to campaigning. We are fortunate in Civic Platform that our leadership elections will take place at the turn of the year. This is our schedule - said Borys Budka in an interview with Justyna Pochanke on TVN24's "Fakty po faktach".

19:58

Mucha Asked About President Duda's Participation in Independence March: 'This is Something Still Ahead of Us. It's Naturally a Matter of the March's Format'

- This is something still ahead of us. It's naturally a matter of the march's format and all the arrangements that will be made. Certainly, Mr. President is a patron of ensuring that November 11th, our national Independence Day, is a date that unites Poles, not divides them - Paweł Mucha said in an interview with Bogdan Rymanowski on the program "Gość Wydarzeń" on Polsat News.

20:02

Mucha:

By winning the 2015 election, the President garnered votes from the United Right electorate. However, Andrzej Duda's electorate is broader than that of PiS. There is no doubt about this.
- President Andrzej Duda, by winning the election in 2015, secured votes from the United Right electorate; this presidential victory also paved the way for the United Right, for PiS, to win the parliamentary elections. But Andrzej Duda's electorate, it is broader than PiS's electorate. There is no doubt about this - stated Paweł Mucha in a conversation with Bogdan Rymanowski on the program "Gość Wydarzeń" (Guest of Events) on Polsat News.

20:07

Dera:

I Treat This in Terms of Democracy and the Rule of Law; Many Times in Many States Results Have Been Verified, and No One Has Questioned It
- One of the elements of democracy is the possibility to verify election results, and that's how the law is structured, not just in Poland. It's good that the courts consider any doubts that may have arisen for anyone. I treat this in terms of democracy and the rule of law; many times in many states results have been verified, and no one has questioned it - said Andrzej Dera in Kropka nad I.

20:07

Mucha on Banasi: For the President, there is no doubt that if there are any question marks regarding this financial sphere, resignation would be justified

- Here, what is key is what the arrangements, explanations, and factual state will emerge based on these explanations. Here, the President spoke plainly. Whoever is affected by the situation, the rules must be unambiguous. Everyone is equally accountable under the law. The President expects that if there were grounds for it, such a resignation should take place. Here, for the President, there is no doubt that if there are any question marks regarding this financial sphere, such a resignation would be justified - said Paweł Mucha in an interview with Bogdan Rymanowski on the program "Gość Wydarzeń" on Polsat News.

20:10

Dera:

I Remember Bartosz Arłukowicz Moved from SLD to Civic Platform for a Ministerial Position
- I remember that Bartosz Arłukowicz moved from the SLD to the Civic Platform for a ministerial position. Someone who wants to build a majority has the right to talk - said Andrzej Dera on Kropka nad I.

20:18

Dera:

If these allegations against President Banaś were confirmed, they would disqualify him from holding the office
- If these allegations against President Banaś were confirmed, they would disqualify him from holding the office - said Andrzej Dera in Kropka nad I.
